 “The Mission of BORDA is to improve the living conditions of disadvantaged
communities and to keep the environment intact through the expansion of
  Basic Needs Services in the areas of decentralized sanitation, water and
       energy supply as well as wastewater and solid waste disposal.”

 Promoting improved public health within low income urban and peri-urban
settlements, and the reduction of organic pollution of precious fresh water
          sources for the benefit of the Lao people and nation

DEWATS Social Aspects
 Rapid Participatory Appraisal: Creation of shortlist through
  transparent selection process  identifying commitment
 Community Facilitation: Shaping and accompanying the process
  of participation  beneficiaries as partners of their own
  development
 Set up of Community Based Organizations or School WASH
  Committees: Empowering the beneficiaries by creating structures
   responsibility and delegation of duties (O&M, $, H&H)
 Health & Hygiene Education: Training of hygienic behavior
  inclusive the creation and dissemination of promotion material
  (posters, flip charts, handouts)
 Operation & Maintenance Training: Training in Operation &
  Maintenance to enable the community/school to manage the
  performance of the plant
 Co-management: supporting existing structures at local authority
  level  filling the gap between abilities of the community and
  O&M as well as monitoring requirements

DEWATS Components
 Technical: Customised design considers special conditions of
  surrounding areas in (sub-) tropical regions; construction with
  local workers and materials [demand responsive]
 Social: Composing of Action Plans including beneficiary based
  organisations, Operation and Maintenance (O&M) training,
  health and hygiene promotion, Health Impact Assessments (HIA)
  [participative]
 Ecological: Protecting and fostering environment by wastewater
  treatment up to 90% without removing ecologically valuable
  nutrients (fertilisers) [ecological]
 Economical: Multi-source financing (Joint ventures with
  government (5-10%), donors (62-84%), NGOs (20-25%) and
  beneficiaries (1-3%)) [multi-stakeholder]
 Political: Tackling MDG #4 (decrease child mortality), #5
  (eradicate malaria/dengue) and #7 ( access to basic sanitation);
  remains complementary to other wastewater treatment solution
 Leagal: Conforms with international wastewater treatment
  standards
