Editorial
I feel happy to begin the editorial of this issue with one of my favourite quotes on being vigilant and having
integrity. Though I have mentioned this quote earlier in various forums, I never hesitate to share it over and
over again. It is by the great British writer, C. S. Lewis, who said, “Integrity is doing the right thing, even when
no one is watching.” This issue of Balmer Lawrie Organisational Gazette [BLOG] is a special issue focussed
on the Vigilance Department and the various programs organised pan India during Vigilance Awareness Week
2022. The Vigilance Awareness Week (VAW) was observed from 31st
October to 6th
November 2022 at all the
units and establishments of Balmer Lawrie based on the theme ‘Corruption free India for a developed Nation’.
Eradicating corruption in governance is key to having transparent systems and processes that will aid the
common man and lead to creating a better society. As a Public Sector Enterprise, Balmer Lawrie aligns with
all of the Government initiatives. Balmer Lawrie has always enjoyed the reputation of being a trustworthy
organisation amongst all its stakeholders. Contributing to making India corruption free is a prime objective and
thus, at Balmer Lawrie, we have the five pillars of Governance that the Company conforms to as a part of its
commitment to adopting global best practices:
1. High accountability to its stakeholders.
2. Absolute transparency in its reporting system and adherence to disclosure compliance.
3. High ethical standards in the conduct of business with due compliance of laws and regulations.
4. Enhancement in the stakeholders’ value on consistent basis.
5. Contributing to the enrichment of quality of life of the community through discharge of Corporate Social
Responsibility and promotion of Sustainable Development.
While the Government, organisations and institutions keep up the fight against corruption, we mustn’t forget
that the onus is on each one of us to practice high levels integrity. Honesty is a moral virtue, a matter of the
will. Let me share a story here. Those of you like tennis, would have heard of the American professional
tennis player Andy Roddick. In May of 2005, Andy Roddick was playing Fernando Verdasco of Spain, in the
round of 16 at the Italia Masters tennis tournament in Rome, Italy. Roddick was the number one seed in the
tournament and a heavy favourite to win the match and advance. Roddick, one of the top players in the world,
was at the top of his game. Indeed, just one month later he would make it to the finals at Wimbledon before
losing to Roger Federer. Roddick dominated as expected and had triple match point when something extremely
unusual happened. Roddick couldn’t return Verdasco’s hard second serve but the linesman called the serve
out and awarded Roddick the point and the match. With the crowd cheering, Verdasco ran to the net to shake
Roddick’s hand and congratulate him on his victory. However, Roddick knew something that the linesman,
the umpire, the cheering crowd, and Verdasco himself didn’t know. The serve had not been out, but had hit on
the line, making it in. Roddick could have kept this information to himself and accepted the victory. Instead,
he informed the umpire that the ball had been in and offered to show him the mark on the clay where the ball
had hit to prove his point. The umpire reversed the call and awarded the point to Verdasco. Having been given
a second chance Verdasco made the most of it. He came back to win the game, the set, and the match giving
him a highly improbable victory, especially considering not long before he had been standing at the net ready
to concede. Sportswriter Frank DeFord estimates Roddick’s honesty cost him at least “tens of thousands of
dollars” perhaps much more if he had gone on to win the tournament. Integrity was clearly more important to
Roddick than either winning or money. Andy Roddick lost a tennis match that day but won something much
more important, and in the process set a great example of sportsmanship for competitors everywhere.
Collect your stories on integrity / honesty and do not hesitate to share with us. After all, William Shakespeare

• Balmer Lawrie rolled out the red carpet for Mr. Rameshwar Teli, Hon’ble Minister of State, Ministry of
Petroleum and Natural Gas (MOPNG) and Ministry of Labour & Employment, Government of India at
Cold Chain, Bhubaneswar on 9th
December 2022. Mr. Adika Ratna Sekhar, C&MD along with Head [Cold
Chain] and his team extended a warm welcome to Hon’ble Minister and Senior Officials from MOPNG.
He took time out to go around the state-of-the-art facility and interact with the team. Hon’ble Minister
applauded the efforts of the Management of Balmer Lawrie aligned with the Government’s Gati Shakti
Mission, National Logistics Plan and ‘Act East’ Policy and urged the team to sincerely work towards
realising the Company’s aspirations and goals.

• Balmer Lawrie was felicitated at Indplas’22, the 9th
International
Exhibition on Plastics held in Kolkata from 25th
to 28th
November
2022. INDPLAS is the largest International Exhibition on Plastics
held in Eastern India and the third largest plastics exhibition in
India.
• 26th
November 2022 was observed as Constitution Day across
the country to commemorate the adoption of the Constitution
of India and to honour the contribution of the founding fathers
of the Constitution. On this day, the preamble is read out in
all Government Offices, institutions and other establishments.
At Balmer Lawrie too the preamble was read out in plants and
offices across locations pan India. On 26th
November 1949,
the Constituent Assembly of India adopted the Constitution
of India, and it came into effect on 26th
January 1950. The

• Balmer Lawrie associated with the Indian Navy Quiz - THINQ 22, the unique national level quiz
competition, as the travel partner. Balmer Lawrie sponsored the air tickets of all the participants of the
grand finale held onboard INS Vikramaditya at Karwar on 24th
November 2022. Mr. Adika Ratna Sekhar,
Chairman & Managing Director was specially invited to join the event. The Indian Navy organised this
flagship event to celebrate ‘Azadi Ka Amrit Mahotsav’ and commemorate the glorious journey of 75 years
of India’s independence. 7,500 schools from across the country were invited by the Navy to participate in
this Quiz.
• The Sports Ticketing Team of the Travel vertical of SBU:
T&V handled the ticketing of the entire Indian Women’s
Hockey Team that won the inaugural FIH Nations Cup 2022
in Valencia, Spain and became the Champions. It is a matter
of great delight and pride that Balmer Lawrie has been a part
of this success story. Sports Authority of India and Hockey
India has continuously entrusted the Sports Ticketing Team to
provide travel services to the national teams and the champions.

Post the journey of 75 years after independence, India has grown in many
areas. This is a reflection of the hard work and innovation of the Indian
citizens across various spheres. India is rich in knowledge and science.
Today, it is leaving its mark from Mars to the Moon.
India has completed 75 years of Independence and we are celebrating
“Azadi Ka Amrit Mahotsav”. The list of significant achievements are
many, like:
• Constitution of India came into force on 26th
January 1950.
• The Green Revolution happened in the year 1967.
• “Polio-free certificate” from the World Health Organisation was received in 2014.
• The Indian Space Research Organisation (ISRO) was founded on 15th
August 1969.
• In 2008, India set a world record of sending 10 satellites in orbit in a single mission through PSLV-C9.
• Satellites like Chandrayaan were sent to the moon and India became the first country to reach Mars in its
first attempt through Mangalyaan.
• Nuclear power with Operation “Smiling Buddha”. AEC (Atomic Energy Commission) and DRDO
(Defence Research and Development Organisation) executed more nuclear studies namely “Pokhran-II” in
Rajasthan in 1998.
• In 1947, the average life expectancy of Indians was roughly 32 years. But in 2022, it has increased to 70
years.
Some achievements of India since 1947 are bright examples of our great potential. Be it Mangalyaan or
Yoga, Olympics or Beauty Pageants, India is constantly breaking records and making history. Despite these
achievements, India has failed on many fronts. One of the major failures is curbing Corruption. India has failed
to curb the corruption level in every sphere of daily life.
According to the research published in Indian Express, Corruption costs India Rs 1,555 thousand crores every
year. This is a huge sum of money. A large section of the population in India is poor and uneducated. This
money could have been spent for fulfilling their basic needs.
In India corruption exists at a high, middle, and at a petty or lower level. Corruption of systems and institutions
formulating and implementing public policy, malpractices during defense purchases, public investments in
infrastructure, procurement of food grains for the Public Distribution System etc. can be cited as examples of
corruption at a high level. Malpractices at the execution or implementation levels for public projects or during
the delivery of services are examples of middle-level corruption. The petty level of corruption frequently occurs
in everyday life. Though the amounts are small, it is exploitative in nature.
According to Transparency International (TI) Corruption Index, India ranks very high (85 out of 180 countries)
in the Asian region in 2022. Although the situation is lot better than 2010 when the country was ranked 91,
India has a long way to go to tackle this perverse phenomenon. According to the TI survey, in wider Asian
region, India has one of the highest incidences of bribery and use of personal connections to access key public
services such as health and education. According to the same survey, state services particularly courts, police,
revenue department, and hospitals are the most corrupt bodies.
The nation can progress only if there is good governance. There can be no good governance unless moral values

are inculcated in the people. There is no way out but to change the system if it is not value-based. Sardar Ballabh
bhai Patel had once said that “a war based on Satyagraha is always two kinds - one is the war we wage against injustice
and other we fight against our own weakness.”
What are our own weaknesses?
Chanakya says that “There is no austerity equal to a balanced mind, and there is no happiness equal to contentment; there
is no disease like covetousness and no virtue like mercy.”
Lack of self-contentment and covetousness is our main weakness. We have no control over our countless desires
in mind. “Those born blind cannot see; similarly blind are those who are in the grip of lust.” - Chanakya
It is not possible to remove corruption fully by any act other than inculcate value education in the childhood.
Value education should be given during childhood. It has impact over human mind during childhood only. But
who can give this value education? As Dr. APJ Abdul Kalam, our former President of India said, it can be
possible only through three institutions - Father, Mother and Teacher.
India as a country has a glorious past, rich cultural heritage for more than 10000 years. We have the teachings
for praying Shanti Mantra for universal peace, health, and well-being (Sarve jana sukhino bhavantu, sarve pashyantu
bhadrani, sarve santu niramaya). We used to chant; entire world is our relative (Vasudhaiva Kutumbakam). We
were taught to speak the truth (satyam vada), walk in the path of right conduct (dharmam chara), respect Father,
Mother, Teacher and Guest (matri devo bhava, pitri devo bhava, acharya devo bhava, atithi devo bhava).
Today’s children are not seeing role models in front of their eyes. Father, Mother and Teachers are the first role
model in front of each child. Besides teaching in classrooms, teachers should be mindful that they are under
constant observation even outside of school hours. Therefore, teachers should exhibit good examples and be
good role models and expect the same from their students. Teachers have to be good role models. “Your students
have to be able to look up to you. You mustn’t just be a symbol of authority because you are a teacher. They mustn’t respect
you because they have to. They have to respect you because you inspire them. And now, this entirely depends on how you
conduct yourself-as a human being first and as a teacher second”. - King of Bhutan to the teacher
Charity begins at home, similarly honesty and integrity also starts at home. Parents should live in such a way
that when children think fairness and integrity, they should think of them.
I would conclude here with my personal experience. During the vigilance awareness week celebrations, we visit
various schools in Kolkata and meet children of different status. One school was a Government school with
majority students belonging to very poor and lower middle class families. Another school was chosen from the
heart of the city, Kolkata. This school is very well off and most of the students are from upper middle class or
from rich families. Here parents are very powerful in the society, they are from political background, police
forces, legal background etc. The story of the woodcutter whose axe had fallen in the river water was narrated
to the children of both the schools. When the axe fell into the water and the woodcutter was crying for the lost
axe, had the Goddess of River appeared before him. He was offered axes made of gold, silver and iron by the
Goddess. However, he recognised the iron axe as his own axe and got the iron axe back from the Goddess.
A question was asked to all students whether the wood cutter had done the right thing?
Almost 90% of the students from the first school had raised their hands in favour of the act of woodcutter.
However, to our utter surprise, nearly 70% of the students from the second school had raised their hand against
the act of the woodcutter. They felt that the woodcutter was a fool because he lost a golden opportunity to get
the Golden axe, which could remove his poverty. This honesty has no value to them.
It is clear to me that teachings on values from home and from the teacher matter a lot to build a good person.
Our Hon’ble Prime Minister Shri Narendra Modi has targeted the next 25 years for making “Corruption free
India and a developed India”. Unless we give special efforts for the value education of the future new generation,
it will be difficult to achieve the goal.
The Buddha’s eternal message can be our guide in this task - “Be vigilant; guard your mind against negative thoughts”.

I am working in the Vigilance Department since the last three years and
during my tenure, I sensed a wrong perception among many employees
about the Department. They feel that the Vigilance Department is there
only to punish employees including those who happened to commit
irregularities inadvertently or unknowingly. This is a narrow approach
and does not truly reflect the intended objective of the Vigilance
Department.
The correct role of vigilance is an aid to efficient management. Vigilance
is not simply a policing function. It is also a management function, as
the entire reputation of an organisation depends upon the reputation
of its members and their conducts. The primary concern of Vigilance
Department is the compliance of established rules and prescribed laws.
The Vigilance Department needs to be seen as a friendly and positive department that helps in creating an
ethical and corruption free workplace in the organisation, making employees / citizen aware of their rights
to live in a corruption free society and entrusting faith in all stakeholders for a corruption free organisation
and society as well.
I have always aligned with the mission of the Vigilance Department proactively. All of us work towards
undertaking effective preventive measures to minimise the scope of corruption, raise public awareness to
inculcate ethical values and reduce society’s tolerance towards corruption. We identify the vigilance aspects
in the existing systems & procedures and suggest corrections / improvements to the Management.
We are continuously making efforts to inculcate and inspire the employees to abide by the Rules & Regulations
of the Company to make a corruption free organisation & society at large and to leverage the power of
IT for minimising corruption. Emphasis is being given on preventive & participative activities rather than
punitive / post facto activities. We are guided by CVO and VP [Vigilance] and continuously work on a three-
pronged approach that is Preventive, Punitive and Surveillance & Detection. Through regular inspection,
scrutiny, surprise inspection, on receipt of outside complaints and doing investigation on such complaints,
the Vigilance Department attempts to find whether there is any Vigilance Angle or Malafide Intention.
CVC is guiding each Public Sector Unit for organising various outreach programs in our society for generating
awareness about vigilance and improving morals of common persons, students, and other stakeholders of
corporates. The Vigilance Department since last many years has been making efforts to reach out to students
of schools and colleges through various participative programs like essay writing competition, extempore
competition etc. with the objective of improving morals, honesty and maintaining integrity in every sphere
of life during and after completion of their education. The Vigilance Department has also been organising
various awareness programs for disseminating key vigilance concepts in the society for example Vendors Meet,
Walkathon etc. The Department endeavours to reach out to the masses / larger segments of the society by
leveraging Prasar Bharati, Television and Radio channels during the Vigilance Awareness Week in each year.
Surveillance & Punitive action for the misconducts and malpractices is certainly important but the preventive
measures are comparatively more important as these are likely to reduce the number of vigilance cases
considerably. As a preventive measure, the Vigilance Department is now organising various training workshops
for employees of the Company. The main mission of the Vigilance Department is to enhance the managerial
efficiency and effectiveness in the organisation. Therefore, every loss, pecuniary or non-pecuniary, need not
necessarily become the subject matter of vigilance enquiry.
In order to enhance the image of Balmer Lawrie as an honest, ethical and transparent Company in all
functions, the Vigilance Department has a major role to play. Effective vigilance always helps to enhance the
corporate image or brand image of the Company in public.

As part of the Vigilance Department, first and foremost objective for me is trying to create awareness among
the employees by conducting various events i.e., through Vigilance Awareness Week programs, Seminars,
Vendor Meets, Workshops and Training activities. This enables employees to follow the laid down procedures
and know the preventive measures to be taken during the day-to-day activities in their respective functions of
work. Further to these, there are surveillance activities carried out throughout the year through various types
of Scrutiny and Inspections in the offices / units across WR. These types of Scrutiny / Inspections allow
us to check whether the systems and procedures as laid down in various manuals are being followed while
performing the task and assignments by various functions in a transparent manner. Reports thus generated
provide observations and suggestions for systemic improvements. It is of utmost importance that one follows
the rules, systems and procedures as laid down in various manuals without deviating from them.
Being vigilant, whether one is working in a Company or otherwise, should be a part and parcel of an individual
while carrying out various activities during official assignments or personal work. Each one of us needs to be
vigilant and this trait has to be exhibited naturally during our interactions or while carrying out our daily chores.
This not only helps one to carry out jobs in a transparent manner but also increases the confidence levels and
positivity around us. Ultimately the performance of an individual and the Company improves, though this is
not visible in a tangible manner. The pressures of current day work performance create stress that may tend to
make an individual take short cut measures either to come out of the challenging / difficult situation or take
undue credit by wrong procedures etc. This is actually detrimental to the individual and the organisation in the
long run.

Vigilance Awareness Week (VAW) 2022 was observed in the Western
Region (WR) by organising different activities / events during the week.
Pledge was taken in Hindi, English and local language and Messages
from CVO, C&MD and CVC were read out across the different offices
/ units in WR. Activities included Essay and Slogan Competition,
Vendor Meets, Outreach program for Vocational training students at
YMCA-Andheri and Spot Quiz. This year two new events were added
during the week in WR viz. Walkathon and Seminar conducted by an
outside expert for E4 and above employees at Mumbai office. Mr. R M
Uthayaraja, Director [Manufacturing Businesses] addressed the closing
ceremony on 7th
November 2022 with his message on being vigilant in
the day-to-day activities and also prizes were distributed to the winners.
“It is impossible to know when and how much water a fish drank, similar is the act
of stealing government money by officials.” - Kautilya in Arthshastra
Corruption is so obvious, and yet so mysterious. Even Kautilya reflected
serious concerns about opacity in the operations of the world of the
corrupt. He was very wary of fickleness of human nature, and the influence
of “temptation” to make easy gains through corrupt means, which could
override the trait of honesty any time.
Corruption is not a recent phenomenon; it has persisted for centuries. Unlike
many things in life, corruption is not episodic. It is not possible to talk of a

completely corruption-free society. In an organisation per se corruption is an aspect of “unbecoming of public

servant” which needs to be controlled and tackled by bringing in transparency in all decisions and the other
is vigilance.
Vigilance in Public Sector is an integral part of the managerial functions like Finance, HR, Technical etc.
and its role is to protect the organisation from corrupt practices, be watchful of potential / sensitive spots in
the organisation prone to corruption and malpractices, help in system improvement and protect the honest
employees.
In Balmer Lawrie the focus is more on preventive vigilance rather than punitive vigilance and it gives good
results in the long run. Therefore, we all must resolve that we will not wait for lapses to be committed but will
act in a proactive manner to prevent such lapses from happening. The knowledge of administrative guidelines
/ systems and procedures is essential for an Officer to discharge his / her duties and exercise control over his
/ her domain in a meaningful manner. It is not only important to be impartial, but we should also appear to
be impartial in order to win the confidence of our stakeholders.
Currently I am based at the Northern Region Vigilance Office and my routine work includes conducting
preventive vigilance workshops, scrutiny, surprise inspections, and ensuring proper surveillance on Officers
of doubtful integrity. I also handle scrutiny of complaints against Officers / employees received from different
sources and put up the report to VP [Vigilance] & SA to CVO for perusal / orders. Liaison with CVO Office,
CVC, CBI and ACB offices and any other work assigned by VP [Vigilance] & SA to CVO fall in the purview
of my responsibilities.
In order to make the employees and general public aware on prevention of corruption, Vigilance Awareness
Week was observed from 31st
October to 6th
November 2022. Various activities were carried out like:
A. Vendors’ Meet and Awareness Session.
B. Essay Writing for employees
C. Slogan Writing for employees
D. Street Play for engaging Public and Balmer Lawrie employees
E. Painting competition for children in a primary school etc.
Of all the outreach activities, organising the painting competition among children was very close to my heart.
The school had students from nearby areas, belonging mainly to low-income groups. Small kids, based on
their limited understanding and exposure about corruption, described verbally what it meant to be corrupt
and how it impacted the society adversely. Putting down their thoughts in form of a drawing made a long-
lasting impression on my mind.
The earlier you start to teach values to your children, the better it is. It becomes a natural part of their
personality. Children are pliable, so it’s up to us to mould them well and send them in the right direction.
They are going to be the leaders of tomorrow and are going to make choices that will directly affect our
generation.

Vigilance awareness is the main tool for the eradication of corruption, which
is a crucial part of development and economic growth of the country. The
Vigilance Awareness Week (VAW) is one of the major events organised by
the Central Vigilance Commission to create awareness among the public, in
commemoration of the birth anniversary of Sardhar Vallabai Patel. Like every
year, this year also we conducted VAW in Balmer Lawrie Southern Region
offices / units as per the directions and guidelines received from CVC with
various in-house and outreach activities.
The in-house awareness activities included competitions like Essay writing,

Slogan writing, Quiz and Human chain, whereas the outreach activities for the employees were conducted in a
school and a college in Chennai. An exclusive Vendor Meet was also organised to create awareness among the
vendors. This year, for the first time we conducted the Walkathon in the Southern Region to create awareness
among the public.
The prizes for the VAW 2022 events were distributed in the Vigilance Awareness program organised on 6th
November 2022, which was presided over by Mr. AJ Ramalingam, Superintendent of Police, ACB, CBI,
Chennai.
I am presently working as Manager (Vigilance-SR) and our routine job involves the various vigilance activities like
surprise inspection of the sensitive areas, routine inspections, and scrutiny of files to find any deviation. If any
deviation is observed due to complexity in the procedure, it is our duty to suggest simplification of procedures.
If any leakage is observed, then we take prompt action to arrest the same and promote fair practices. Apart
from the inspections, we also do system improvement studies in various units of the organisation to find out
scope for further improvement in the existing system and suggest the same to the division for implementation.
Apart from the above routine, we have to perform CTE type inspection for the specified projects as and when
the Department allots to us. The other part of our job is attending, investigating and making reports on the
complaints as and when received. Recently we have started conducting workshops for the employees by the
Vigilance Wing for them to gain more knowledge about vigilance.
Vigilance awareness has become most important, and it is essential for every citizen to have more knowledge
about the best practices to acquire and live with integrity. For this, every citizen must make their children
practice vigilance as a subject from childhood. A vigilant citizen will always lead his life and work with integrity
and ethics, which will in turn, without doubt, lead to corruption free India.

Vigilance Awareness Week 2022 was celebrated pan India with
lot of enthusiasm as the same was not possible due to Covid-19
since the year 2020. The week was well organised across all the
locations implementing new ideas like various competitions, street
plays etc. to promote awareness regarding anti-corruption tools and
mechanism available in India.
I am positioned as Corporate Vigilance Officer in Head Office for
analysing and finalising the inspection and investigation reports
forwarded by all locations for further action and decision, besides
my routine inspections and scrutiny in the Eastern Region. As a
Vigilance Officer I had two stints in Western Region and two stints
in Eastern Region spanning almost 16 years, having received initial training from CBI Academy,
Ghaziabad. I had the opportunity to work under the guidance of very senior IPS / IAS / IFoS / IRS
/ IPoS Officers because of which I could enrich my knowledge and develop my overall personality.
As per the Corruption Perception Index, India is hovering around 86th
rank according to Transparency
International. Hence, corruption is there in all spheres of activities in our country. Only it varies
from organisation to organisation, region to region. Efforts of Vigilance Department is to identify
corruption prone areas / sensitive areas and do regular preventive checks so that employees will not
resort to any wrongdoing. This helps in maintaining integrity at the workplace. Though our work
is termed as Vigilance, Corporate Vigilance work differs from State Vigilance. In case of Corporates,
employees are the asset of the organisation and it is one of the duties of the Vigilance Officer here to
ensure that an employee is alerted in the very early stage so as to take corrective measure. Therefore,
the Vigilance function in the Corporate world is a proactive tool of the Management to improve
integrity and transparency.

Observance of Vigilance Awareness Week (VAW) every year during the last
week of October is taken up to encourage all stakeholders to collectively
participate in the prevention of, and the fight against corruption and to raise
public awareness regarding the existence, causes and gravity of and the threat
posed by corruption. It is driven by the Central Vigilance Commission. The idea
of observing the VAW was first floated in 2000 when the then Chief Vigilance
Commissioner wrote a letter citing the importance to curb corruption. The letter
noted that corruption was “anti-national”, “anti-economic development” and
“anti-poor”. VAW 2022 was observed from 31st
October to 6th
November 2022 based on the theme “Corruption
free India for a developed nation”. Vigilance Awareness Week could serve as a reminder of the importance of
continuing the fight against corruption both at national and individual levels.
Corruption can be defined as a dishonest or unethical conduct by a person entrusted with a position of
authority, either to obtain benefits for oneself or for some other person. It is a global phenomenon. affecting all
strata of society in some way or the other. Corruption undermines political development, democracy, economic
development, the environment, people’s health and much more. It is, therefore, imperative that the public must
be sensitised and motivated towards making efforts at weeding out corruption.
Though punishment and penal actions delivered quickly are effective deterrents to corruption, a lot more may
be achieved by inspiring the young generation to lead a life that combines righteousness and honesty, and here
comes the role of Preventive Vigilance. The need to stress on adopting and evolving preventive techniques to arrest
germination of corruption amongst the citizens specially the youth for a better tomorrow, is a key objective today.
Citizens are the base of a democratic polity, and their vigilance is the cement that holds it together. As humans,
we are susceptible to buy propaganda and lower our vigil. Indifference on the part of citizens can push democracy
down the slippery slope. Hence, vigilance is the pre-requisite for prosperity in a democracy. Ultimately, the
question is ‘who will guard the guard?’ The Buddha’s eternal message can be our guide in this task - “Be vigilant;
guard your mind against negative thoughts”.
VIGILANCE AWARENESS WEEK @ BALMER LAWRIE
As per the directive of the Central Vigilance Commission (CVC), VAW is observed every year end of October
and early November. The CVC has the mandate under the Central Vigilance Commission Act, 2003 to fight
corruption and to ensure integrity in public administration. It is entrusted with the responsibility of monitoring
all vigilance activities under the Central Government and has been advising various authorities in the Central
Government and organisations under it, for planning, executing and reviewing Vigilance activities in order to
bring about systemic improvements in governance. The CVC also endeavours to create awareness amongst
citizens of the country, especially the youth, towards combating corruption, and exercising transparency,
accountability and good governance through various outreach activities.
Like every year, this year too we observed Vigilance Awareness week from 31st
October 2022 to 6th
November
2022 on the theme “Corruption free India for a developed Nation”. To sensitize all Balmer Lawriens various
in-house activities like Essay, Slogan, Quiz and Drawing Competitions (for employees & employees’ children)
were organised. Walkathon was organised in all the four regions of India (Delhi, Mumbai, Kolkata & Chennai)
as per the directives of CVC. In the Southern Region, a Human Chain was formed by employees to spread
awareness. Seminars were conducted in the Western and Southern Regions. For the first time in Balmer Lawrie,
three Street Plays (two in Delhi and one in Kolkata) were organised which helped in spreading awareness
not only amongst the employees but also the general public. The new online Vigilance Complaint Portal for
addressing grievances was launched on 2nd
November 2022.
As part of outreach programs seven vendors’ meets were organised across India. Outreach programs were
conducted in schools and colleges across all the regions to make the youth more cautious and vigilant. Balmer

Lawrie successfully executed the three-month Preventive Vigilance cum internal housekeeping activities as
mandated by CVC.
Overall, the week was successful in spreading awareness on the VAW 2022 theme and the “PIDPI Resolution”
of CVC. The media was leveraged to spread the awareness amongst public. During the inaugural day of
VAW 2022, Rashtriya Ekta Divas or National Unity Day was observed on 31st
October 2022 to mark the
birth anniversary of Sardar Vallabhbhai Patel. On this occasion a pledge was administered in all the units /
establishments of the Company.
EASTERN REGION
In the Eastern Region besides the administration of the pledge in all units / establishments, various programs
were organised. An Essay, Slogan and Drawing competition was conducted for employees and an online
Drawing competition saw the overwhelming participation of employees’ children. During the week a Quiz
Contest was held online for all personnel. Sensitisation workshop was conducted by the Vigilance Department
at Greases & Lubricants – Kolkata. Outreach programs were conducted in Sahid Rameswar Vidya Mandir
(State Govt. School) and Indian Institute of Social Welfare & Business Management. The inaugural function
was presided over by Mr. Adika Ratna Sekhar, Chairman & Managing Director at the Corporate Office in
Kolkata. Prizes were given away to the winners of various competitions during the closing ceremony.
Administration of pledge
To identify and implement systematic improvements within the organisation and to enhance the efficiency of the Vigilance
system, technology was leveraged to launch a new Online Complaint Portal. The Online Complaint Portal was launched
by Mr. Adika Ratna Sekhar C&MD, Balmer Lawrie and Mr. Anant Kumar Singh, IPS, Chief Vigilance Officer in the
presence of Directors and other Executives on 2nd
November 2022 during the Vigilance Awareness Week.

WESTERN REGION
In the Western Region besides the pledge ceremony, presentation was made by the Regional Vigilance Officer
in various plants and offices. Vendors’ Meet was organised in the Ballard Estate Office, Mumbai and Greases
& Lubricants and Industrial Packaging, Silvassa. Essay, slogan and quiz competitions were organised for
employees in the units / offices of Mumbai and Silvassa. A seminar was organised in which Mr. SD Deshpande
(Retired Asst. Commissioner of Central Excise and Customs, GST) who is a training faculty at NACIN training
institute, delivered a lecture on the topic “Corruption Free India for a developed Nation” on 2nd
November 2022.
The participation was overwhelming with 100 Executives (E4 and above) attending the seminar. A walkathon
was organised for the employees and as part of an outreach program, a quiz competition was conducted in
YMCA-Andheri for Vocational Training students of the Institute. The closing ceremony was addressed by Mr.
R M Uthayaraja, Director [Manufacturing Businesses]. Prizes were given away to the winners.

On 31st
October 2022, the pledge was administered in the Northern Region Office at Okhla, New Delhi,
Industrial Packaging (IP) – Asaoti, at the Cold Chain Unit in Rai and all the offices / units in the Region. Essay
and slogan competitions were organised for employees. Presentations were made during the Vendors’ Meet in
the Northern Region Office at Okhla, New Delhi and at Industrial Packaging, Asaoti. A walkathon and two
street plays were organised in the Northern Region. As part of the outreach program, a drawing competition

পেয়েছি,তাছাড়াও আমাদের ভারতীয় বেদ,পুরাণ ও অর্থশাস্ত্রে এর দন্ডবিধির নানারকম ধারার উল্লেখ
পেয়েছি, Aristotle প্রথম ‘’ CORRUPTION’’ শব্দটি ব্যবহার করেন। দুর্নীতি এমন একটি শব্দ, শুধু
শব্দ নয় এমন এক সামাজিক মারণ ব্যাধি যা ভারতীয় গ�ৌরবময় গণতন্ত্রকে জীর্ণ ও দীর্ণ করে তুলছে।
দুর্নীতির শিকড় বহুদূর প্রোথিত রয়েছে, এ ব্যাধি এমনই এক ব্যাধি যা প�োশাকি গণতন্ত্রের আবরণ
উন্মোচিত করে অন্তঃসারশূন্য গণতন্ত্রের ক্ষয়িষ্ণু র�োগগ্রস্থ শীর্ণ অবয়বকে ক্রমশ প্রকট করে তুলেছেI যে
ব্যাধির কারণে স�ৌন্দর্যমন্ডিত বৈচিত্রময় ভারতের কুৎসিত ও কদাকার রূপ পরিস্ফুট হয়েছে।
দুর্নীতি বিভিন্ন রকমের হয়। আর্থিক,সামাজিক,রাজনৈতিক,আধুনিক বিজ্ঞানের নিত্যনতুন অগ্রগতির সাথে
সাথে দুর্নীতির উপায়গুলিও যুগান্তকারী পরিবর্তন ঘটে চলেছে। বিভিন্ন প্রকার দুর্নীতির মধ্যে বরাদ্দ অর্থ
তছরূপ, ঘুষগ্রহণ, ক্ষমতাদখল বা মর্যাদা অর্জনের উদ্দেশ্যে অসাধু উপায় অবলম্বন। সমাজবিজ্ঞানীরা মনে
করে দুর্নীতি ক�োন�ো সমাজবাবস্থাকে দীর্ঘকালের জন্য পঙ্গু করে দেয়। দুর্নীতি ক�োন�ো মানুষকে সামাজিক
প্রাপ্তি থেকে যেমন বঞ্চিত করে, অন্যদিকে কষ্টার্যিত সম্পদ মুহূর্তে ছিনিয়ে নিতে পারে, যার ফলে বাড়ে
অসাম্য, অনাহার, দারিদ্র। দুর্নীতি চ�োরাবালির মত্ত, ক�োন�োও ভাবে জড়িয়ে গেলে নিজেকে এর নাগপাশ
থেকে বহু চেষ্টা করেও মুক্ত করা যায়না।

একবিংশ শতকের আধুনিক ভারতের জাতির অগ্রগতি ও প্রগতির পথে যে সমস্ত বিষয় প্রধান অন্তরায় হয়ে দাড়িয়েছে তাদের অন্যতম হল দুর্নীতি।
শুধু অর্থনীতিকেই আক্রান্ত করেছে তা নয়, দেশের সামাজিক, সাংস্কৃতিক, রাজনৈতিক আদৰ্শ ও মূল্যব�োধ আজ আক্রান্ত ও কলুষিত। রাজনীতিবিদ,
আমলা,বণিকমহল ও কর্পোরেট জগতের সহিত একপ্রকার অশুভ, ঘৃণ্য, স্বার্থকেন্দ্রিক আতাঁত তৈরী হয়েছে, যার অন্তরালে লুক্কায়িত রয়েছে বাণিজ্যিক ও
রাজনৈতিক লাভ ল�োকসানের পাটিগণিতিক হিসেব। যেখানে থেকেই দুর্নীতি প্রসার্লভ করছে, ক্ষমতাল�োভী, স্বার্থনান্বেষী, ধূর্ত ও চতুর রাজনীতিবিদদের
নিয়ন্ত্রণহীন ক্ষমতাকেন্দ্রিক ক্ষুধার নিকট নীতি, নৈতিকতা, আদর্শ ও মূল্যব�োধ আত্মসমর্পণ করতে বাধ্য। ফলশ্রুতিতে ক্ষমতার মায়াবী ম�োহে তারা
দুর্নীতিকে সানন্দে বরণ করে নেয়। এপ্রসঙ্গে একটি বিখ্যাত উক্তি আছে
“Power is the spoiler of men and it is more so in a country like India, where the hungry stomachs produce power
hungry politicians”.
অতীত থেকে বর্তমান পর্যন্ত ভারতীয় রাজনীতিতে দুর্নীতি নামক ইস্যুটি আজও সজীব ও প্রানবন্ত রয়েছে। ভারতীয় আর্থসামাজিক ও রাজনৈতিক
ব্যাবস্থার অন্দরে দুর্নীতির প্রভাব যেমন রয়েছে, ঠিক তেমনি তা ম�োকাবিলায় একাধিক পদক্ষেপ যেমন – Indian Penal Code-1860, The
prevention of Corruption Act in way back in 1988, The Prohibition of Money Laundering Act in 2002, The Benami
Transaction (Prohibition) Act 1988 and The Right to Information Act in 2005, CAG, CBI, CVC ও গৃহীত হয়েছে। PIDPI-
Public Interest Disclosure & Protection of Informer হল নবতম সংয�োজন যার দ্বারা দুর্নীতিগ্রস্থ ব্যাক্তি বা সংস্থার বিরুদ্ধে অভিয�োগ
জানান�ো যায়।
দুর্নীতি যেক�োন জাতির উন্নয়নের অন্যতম প্রধান অন্তরায়, তাই দুর্নীতির কবল থেকে দেশ ও জাতিকে রক্ষা করার জন্য রাজনৈতিক সদিচ্ছা, সর্বত্র
সততার আবহ ও স্বচ্ছতার জবাবদিহির প্রয়�োজন। দুর্নীতি র�োধে নাগরিক সমাজ, বিশেষ করে তরুণদের সক্রিয় ভূমিকা পালন করতে হবে। সমাজ ও
রাষ্ট্রীয় কাঠাম�োর সমস্ত অনিয়মের বিরুদ্ধে তরুণদের সবসময় স�োচ্চার হতে হবে। তীব্র সামাজিক আন্দোলন গড়ে তুলতে হবে। শুধু আইন করলেই
হবেনা। বিখ্যাত “Charity begins at home” এই উক্তি আমাদের নিজস্ব জায়গা থেকে শুরু করতে হবে। নৈতিক শিক্ষার উপর জ�োড় দিতে হবে।
প্রত্যেকে আমরা প্রতিজ্ঞাবদ্ধ থাকব যে দুর্নীতিকে প্রশ্রয় না দিয়ে, তার বিরুদ্ধে চিরন্তর লড়াই করে যাব। স্বামীজীর বিখ্যাত উক্তি এ প্রসঙ্গে উল্লেখ্য-
“To make a great future India, the whole secrets lies in organization, accumulation of power, co-ordination of wills”.
প্রত্যেক বছর একটি নির্দিষ্ট সময়ে সারা ভারত জুড়ে সতর্কতা, সচেতনতা সপ্তাহ পালন করা হয়। অক্টোবর মাসের শেষ সপ্তাহে, দুর্নীতি বিরুদ্ধে
সচেতনতা শুধু বছরের নির্দিষ্ট সময়ে না করে সারা বছর জুড়ে নিরন্তর প্রয়াস চালাতে হবে। সারা ভারতের মত�ো Balmer Lawrie & Co. Ltd. এ
এইসময় সারা সপ্তাহজুড়ে নানারকম কার্যকলাপ এর আয়�োজন করা হয়।
দুর্নীতি হল�ো আমাদের সমাজ জীবনের পরিলক্ষিত হওয়া সমস্যাগুলির অন্যতম প্রধান। এই সমস্যাকে আমাদেরকেই দূর করতে হবে।
আমাদের জীবনের মূল আদর্শ হ�োক প্রাচীন ভারতীয় মহান সম্রাট ম�ৌর্য অশ�োকের শিলালেখর সেই তিন মহান - সত্য, ধর্ম, মান এই তিন আদর্শের
উপর ভিত্তি করেই জীবনযাপনের মাধ্যমে আমাদের সমাজকে দুর্নীতির মতন সকল কলুষতা থেকে মুক্ত হয়ে উঠতে পারে সত্যম, শিবম, সুন্দরম,
সমৃদ্ধ ভারত, উন্নত ভারত।

भ्रष्टाचार मुक्त भारत - विकसित भारत
शिक्षा और स्वास्थ्य यह दो सबसे ज्यादा चिंता के विषय माने गये हैं। सतर्क ता जागरूकता सप्ताह जैसे कार्यक्रम इस तरह
के विभाग को जागरूक करने के लिए आयोजित किए जाते हैं। जिन लोगों को शिक्षा का अभाव है (ना की पढ़ाई बल्कि
जागरूकता सही और गलत करना) उन्हें जागरूक करने के लिए जागरूकता सप्ताह मनाया जाता है। अज्ञानता और
लापरवाही के कारण देश में भ्रष्टाचार बढ़ते ही जा रहा है। सबसे पहले हमें सभी वर्ग के लोगों को भ्रष्टाचार के अज्ञानता
से मुक्त करवाना होगा ताकि हमारा भारत सही राह में चले। इसके लिए हमें जागरूकता दिवस में बढ़-चढ़कर भाग लेना
चाहिए। हर वर्ग, शहर एवं गांव में भ्रष्टाचार क्या होता है, उससे कै से लड़ना चाहिए इस बात की जागरूकता फैलानी

Corruption free India for a developed Nation
Corruption is not a new phenomenon in India and it is present globally. In India,
Corruption is a significant problem and one of the key deterrents to the development
of the country. It has been present in India right from the Independence days.
Corruption refers to a form of crime or dishonesty. It refers to an individual or group
doing evil. This act most importantly violates certain people rights and privileges.
Corruption free India mainly involves curbing actions such as bribes or maltreatment.
Corruption is mainly associated with the money laundering and bribery used for
doing illegal activities in India. It has become an integral part of Indian society and
is so common that is impossible to identify corrupt activities.
Nepotism and favouritism are quite old forms of Corruption still in usage. This
refers to a person favouring one’s relatives and friends for jobs. Abuse of discretion is
another form of corruption. Here a person misuses his power and authority.

कई दशकों से हम यह सुनते आ रहेहैंकि भारत एक विकासशील देश है, यह विकसित देश की श्रेणी में नहीं आता। कई पहलू
है जिस पर हमें स्वयं को टटोलने की जरूरत है कि क्या कारण है कि आजादी के 75 वर्ष बाद भी भारत विकास की सीढ़ी
चढ़ता जा रहा है, लेकिन कभी बुलंदी पर नहीं पहुंचा । कई कारणों में से एक महत्वपूर्ण कारण है “भ्रष्टाचार”। यह तो दीमक
है जो लगभग हर क्षेत्र में फैला हुआ है, चाहे वह निर्माण हो, वाणिज्य, भूमि वितरण, अनाज वितरण, लोक कल्याण योजनाएं
हो, सरकारी व निजी कार्य कलाप हो कोई भी विकास के कार्य इससे अछूता नहीं रहा और यही कारण है कि अधिकतर
योजनाएं हमने अपने तय बजट और समय सीमा में पूरी नहीं हो पाती या अधर में लटकी रह जाती है । हमारे देश में भ्रष्टाचार
का स्तर अधिक होने के कई कारण हैं:
• नौकरी के अवसरों की कमी - जनसंख्या की तुलना में रोजगार की कमी भ्रष्टाचार को बढ़ावा देती है ।
• सख्त सजा की कमी - भ्रष्टाचार के लिए कठोर सजा का प्रावधान नहीं है जिसके कारण रिश्वत आयकर का भुगतान
न करना जबरन भूमि अधिग्रहण करना इत्यादि मामले बढ़ते ही रहे ।
• शिक्षा की कमी - जब लोग शिक्षित नहीं होते हैं तो वे अपनी आजीविका चलाने के लिए भ्रष्ट संसाधनों का उपयोग
करते हैं हमारे देश में निम्न वर्ग में शिक्षा का अभाव भ्रष्टाचार को बढ़ावा देता है ।
• लालच और बढ़ती प्रतियोगिता - बाजार में लालच और बढ़ती प्रतिस्पर्धा भी बढ़ते भ्रष्टाचार का कारण है लगभग
सभी अधिक से अधिक संपत्ति अर्जित करने के लिए संसाधनों के इस्तेमाल से संकोच नहीं करते
India ranks 85 among 180 countries in the Corruption Perception Index (CPI) of 2021 according to the
report by Transparency International. Unless every Indian (especially in the Public Sector & Government run
departments) discards corruption totally, the objective of a new prosperous India can never be achieved.
Einstein quite rightly said, “The world will not be destroyed by those who do evil, but by those who watch them without
doing anything”.
According to the studies it has been found that over 40% of the funds allotted by the Government for the
development of rural areas do not reach the people. A complete end to corruption is one of the ways for people
to lead better lives.
India has been facing the problem of underemployment and unemployment for long which are more prevalent
in urban areas. In many companies, recruitment is based on the caste of the person and favouritism rather than
on merit. Because of such corrupt practices, deserving youngsters are denied work opportunities.
To curb these practices, the Central Government has been taking some steps by setting up of anti-corruption
agencies. Agencies such as RTI, the CVC ( Central Vigilance Commission) and PIO have been created. The
concerted efforts of the people of India, anti-corruption departments and Media have the power to root out this
evil from India.
Let’s join hands and eradicate Corruption from the face of our Country and to make Corruption free India.
भ्रष्टाचार व्यापक हैजैसे कि सार्वजनिक ठेके को कुख्‍यात भ्रष्ट लोगों को दिए जाते हैं। खासकर राज्य स्तर पर भारतीय कं पनियां मनी लांड्रिंग के लिए पब्लिक ट्रस्‍टों का दुरुपयोग
कर रही हैं । भ्रष्टाचार आय के स्तर के लिए आर्थिक विकास को कम करता है अध्ययनों के अनुसार यह पाया गया है कि सरकार द्वारा ग्रामीण क्षेत्रों के विकास के लिए आवंटित
धन का 40% से अधिक लोगों तक पहुंचता ही नहीं है । कई कं पनियाँ विशेष रूप से सार्वजनिक क्षेत्र में भर्तियॉंव्यक्ति की जाति या रिश्वत के आधार पर होती है ना की योग्यता

के आधार पर न्यायिक अधिकारियों को बड़ी मात्रा में रिश्वत देकर अपराधी जल्दी छूट जाते हैं यह बहुत सारे कार्यों में से कुछ उदाहरण है । भ्रष्टाचार की जड़ें इतनी मजबूत हो
चुकी हैं कि इन्हें खत्म करना महज कुछ समय की बात नहीं है । स्‍वयं से शुरू करके हम कुछ पहल कर सकते हैं परंतु जरा व्यापक बदलाव की जरूरत है । परंतु जहां व्यापक
बदलाव की जरूरत है वहां सरकार की तरफ से ठोस कदम उठाए जाने चाहिए ।2005 में आया आरटीआई एक्ट, 2016 का विमुद्रीकरण, डिजिटल भुगतान और यूपीआई या
लाभार्थियों के खाते में सीधा पैसा पहुंचाना इस दिशा में उठाए गए सराहनीय प्रयास है परंतु कुछ कार्य जिन में सरकारी और निजी कार्यालयों के चक्कर लगाने पड़ते हैं जिनमें
कागजों की जरूरत पड़ती है उस ओर ध्यान देने की जरूरत है सभी प्रोजेक्ट की समय सीमा निर्धारित की जानी चाहिए और उपयुक्त निगरानी व्यवस्था होनी चाहिए । भ्रष्टाचार
रिश्वतखोरी या अवैध संपत्ति जप्त करने पर और अधिक कठोर कानूनों का प्रावधान होना चाहिए और न्याय व्यवस्था में तेजी लानी चाहिए ।
आम व्यक्तियों, मीडिया और सरकार का संयुक्त प्रयास है जो भ्रष्टाचार मुक्त भारत के निर्माण में मदद कर सकता है । हमें यह जिम्‍मेदारी उठानी ही होगी ताकि भारत विकास की
सीढ़ी को तेजी से चढ़ सके और एक विकसित राष्‍ट्र कहलाए ।

WHISTLEBLOWING - An Effective Tool in the Fight against Corruption
Introduction: Whistleblowing comprises of two words. ‘Whistle’ and
‘Blowing’ which means blowing a whistle or revealing some information
in front of the public. The information can be about public or private
organisations / institutions, and about activities which are deemed to be illegal,
immoral or fraudulent. The people who disclose the wrong things are known
as “whistleblowers”. Whistleblowers are the best source of information or
malpractice in any organisation - public or private.
There are two types of whistleblowers:
1. Internal whistleblowers: These are whistleblowers who inform the
respective higher authority of the organisations where the wrongful act is
being done. The discretion of checking that act is on the superior of the
company or the organisation only.
2. External whistleblowers: These are the people who report illegitimate
ongoing work in a specific organisation to the external people including the media reporters, the government
officers concerned etc.
Let me share some Indian examples:
NHAI Scam paved way for whistleblowers Law: In 2003, Satyendra Dubey, a project engineer with National
Highways Authority of India exposed corruption in the golden quadrilateral project in Bihar. He was shot dead
in November 2003 in Gaya. Three persons were given life term in 2010 for the murder. Calls for a law to protect
whistleblowers arose in the wake of his murder.
ICICI Loan Scam: Arvind Gupta, a shareholder activist, exposed the alleged loan fraud and quid pro quo
between the bank’s then CEO Chandra Kochhar and her family and the Videocon group. Chandra Kochhar
stepped down following the allegations.
How can the Government encourage whistleblowing?
• Create a policy about reporting illegal or unethical practices.
• Formal mechanisms for reporting violations, such as hotlines and mailboxes.
• Clear communications about the process of voicing concerns, such as a specific chain of commands or the
identification of a specific person to handle complaints.
• Get endorsement of the policy from tops officials and publicize the organisation’s commitment to the
process. Elected and Administrative Leadership must be encouraged to practice ethical behaviour and
everyone within the organisation should hold the highest standards, including the disclosure of activities
that would have a negative impact on the public’s business.
• Investigate and follow up promptly on all allegations and misconduct, and report on the investigations to
the Council or Board.
Issues / Challenges:
1. Implementation Hurdles: The country is witnessing growing uptake is the use of whistleblowing programs
although implementation remains an issue.

2. Lack of Awareness: Various problems emerge in the way these programmes are implemented. Awareness
is the major issue.
3. Lack of Infrastructure: Nearly half of all respondents invest less than Rs. 5 lakh per annum on the
whistleblower’s mechanisms. As a result, employees are given a single channel to come forward in most
cases with only a third opening up multiple avenues.
4. Threat to Life: In India there have been innumerable instances of whistleblowers being killed so it’s hardly
a surprise that such few people come forward to report instances of wrong doing.
Conclusion
In recent times, where large corporate scams have become far too common, India urgently needs to improve
governance and enhance transparency. The Government needs to ensure that whistleblowers are given an
enabling eco-system wherein they are incentivized and not threatened to disclose the illegal practices carried
out in any organisation. It is necessary to strengthen the whistleblower protection mechanism to enhance
transparency and accountability in public institutions.
Increased transparency and accountability will lead to an improvement in the standards of corporate governance
and a cleaner Business environment.

CORRUPTION FREE INDIA FOR A DEVELOPED NATION
Introduction
Corruption has emerged as a major problem not only in India but all over the
world. Corruption is growing as an incurable disease in the society. No matter
how many revolutions and awareness meetings are held, corruption has not
decreased in India. Corruption is eating away the Nation like termites. India
is emerging as a developed nation. In this article we will see how to make
corruption free India a developed nation on the world stage by working hard.
Selfish people pay bribes for their needs and wants. Giving a bribe is as bad as
receiving a bribe. If our country wants to become corruption free, not only the
individuals, but the general public including the Government officials, Officers
and Ministers should act with honesty and responsibility.
Effects of Corruption
Corruption completely cripples the development of not only the individual but also the nation as a whole.
Talented people are robbed of their opportunities by corruption. Civil servants who are paid monthly salaries
to serve the people take unbridled bribes and the common people suffer a lot. Corruption and scams prevent the
benefits and essential facilities given by the Government from reaching the poor people. Mistakes are overlooked
because of corruption.
Initiation of Corruption in society
People who do not know the words bribery and corruption will easily understand their full meaning if they visit
Government officers. People will often not resort to unfair means if they can get whatever they want by acting in
an honest manner. If they get everything honestly, why should they compromise on ethics by paying unfair bribes?
If we look at the list of most bribed Government offices, we are expected to be shocked. But bribery is considered
a normal phenomenon in practice. In India, there is a situation where people can get their required certificates
and documents only by paying bribes in all the Government offices under the control of the State Government,
including police stations, deed registration offices and road transport offices. Bribes are mainly received in / by
District Collector’s office, Tahsildar’s office, Revenue Inspector, Village Administrative Officer, Thaliyari and all
other Officers. Gone are the days of paying bribes to get things done in violation of legal schemes, and even if
petition is made in an honest and fair manner, there is still a stigma that things get done in Government offices
only if bribes are paid.
The act of Government Officers and Officials taking bribes is called bribery. While small amounts are considered

bribes, huge amounts received by ministers and politicians are considered corruption. Even after more than 75
years of independence, this corruption is the biggest stumbling block for India to become a developed nation. So,
the world will recognise us as a developed country only if our country transforms into a Corruption Free India.
Everyone should consider honesty as very important in public life. From the lower-level employees working in
Government departments to the top officials, ministers and chief ministers, honesty is important for everyone.
There should be no compromise at all. Otherwise, bribery will not only become ubiquitous but will also become
an inevitable force in society. Everyone should realise that only when the country becomes a corruption free
country will economy and the standard of living of the people develop.
Measures taken to Eliminate Corruption
Eradication of corruption is not a one-day thing. This is only possible if it is endorsed and taken forward from
individuals by the local Government, Municipality, State Government and Central Government. The name
telephone number and address of the complaints Officer in each office for reporting bribery and corruption
should be placed on the notice board. All the benefits and certificates available under the Government schemes
should be made available online. Stronger laws should be introduced to eradicate corruption. Courts should
punish corrupt people severely.
Conclusion
No matter how many cries come, every Indian should acquire the mentality that honesty alone should not
be compromised. For India to become an honest developed nation, every one of us Indians will have to work
selflessly to create a corruption free India.

  • 2. Organisational Gazette 2 Editorial I feel happy to begin the editorial of this issue with one of my favourite quotes on being vigilant and having integrity. Though I have mentioned this quote earlier in various forums, I never hesitate to share it over and over again. It is by the great British writer, C. S. Lewis, who said, “Integrity is doing the right thing, even when no one is watching.” This issue of Balmer Lawrie Organisational Gazette [BLOG] is a special issue focussed on the Vigilance Department and the various programs organised pan India during Vigilance Awareness Week 2022. The Vigilance Awareness Week (VAW) was observed from 31st October to 6th November 2022 at all the units and establishments of Balmer Lawrie based on the theme ‘Corruption free India for a developed Nation’. Eradicating corruption in governance is key to having transparent systems and processes that will aid the common man and lead to creating a better society. As a Public Sector Enterprise, Balmer Lawrie aligns with all of the Government initiatives. Balmer Lawrie has always enjoyed the reputation of being a trustworthy organisation amongst all its stakeholders. Contributing to making India corruption free is a prime objective and thus, at Balmer Lawrie, we have the five pillars of Governance that the Company conforms to as a part of its commitment to adopting global best practices: 1. High accountability to its stakeholders. 2. Absolute transparency in its reporting system and adherence to disclosure compliance. 3. High ethical standards in the conduct of business with due compliance of laws and regulations. 4. Enhancement in the stakeholders’ value on consistent basis. 5. Contributing to the enrichment of quality of life of the community through discharge of Corporate Social Responsibility and promotion of Sustainable Development. While the Government, organisations and institutions keep up the fight against corruption, we mustn’t forget that the onus is on each one of us to practice high levels integrity. Honesty is a moral virtue, a matter of the will. Let me share a story here. Those of you like tennis, would have heard of the American professional tennis player Andy Roddick. In May of 2005, Andy Roddick was playing Fernando Verdasco of Spain, in the round of 16 at the Italia Masters tennis tournament in Rome, Italy. Roddick was the number one seed in the tournament and a heavy favourite to win the match and advance. Roddick, one of the top players in the world, was at the top of his game. Indeed, just one month later he would make it to the finals at Wimbledon before losing to Roger Federer. Roddick dominated as expected and had triple match point when something extremely unusual happened. Roddick couldn’t return Verdasco’s hard second serve but the linesman called the serve out and awarded Roddick the point and the match. With the crowd cheering, Verdasco ran to the net to shake Roddick’s hand and congratulate him on his victory. However, Roddick knew something that the linesman, the umpire, the cheering crowd, and Verdasco himself didn’t know. The serve had not been out, but had hit on the line, making it in. Roddick could have kept this information to himself and accepted the victory. Instead, he informed the umpire that the ball had been in and offered to show him the mark on the clay where the ball had hit to prove his point. The umpire reversed the call and awarded the point to Verdasco. Having been given a second chance Verdasco made the most of it. He came back to win the game, the set, and the match giving him a highly improbable victory, especially considering not long before he had been standing at the net ready to concede. Sportswriter Frank DeFord estimates Roddick’s honesty cost him at least “tens of thousands of dollars” perhaps much more if he had gone on to win the tournament. Integrity was clearly more important to Roddick than either winning or money. Andy Roddick lost a tennis match that day but won something much more important, and in the process set a great example of sportsmanship for competitors everywhere. Collect your stories on integrity / honesty and do not hesitate to share with us. ISSUE 41, January 2023 3 SIGNIFICANT HAPPENINGS @ BALMER LAWRIE • Balmer Lawrie rolled out the red carpet for Mr. Rameshwar Teli, Hon’ble Minister of State, Ministry of Petroleum and Natural Gas (MOPNG) and Ministry of Labour & Employment, Government of India at Cold Chain, Bhubaneswar on 9th December 2022. Mr. Adika Ratna Sekhar, C&MD along with Head [Cold Chain] and his team extended a warm welcome to Hon’ble Minister and Senior Officials from MOPNG. He took time out to go around the state-of-the-art facility and interact with the team. Hon’ble Minister applauded the efforts of the Management of Balmer Lawrie aligned with the Government’s Gati Shakti Mission, National Logistics Plan and ‘Act East’ Policy and urged the team to sincerely work towards realising the Company’s aspirations and goals. • The Long Term Settlement of Establishments in the Sothern Region was signed at Manali, Chennai on 11th October 2022. • Balmer Lawrie participated in the first Start-up Investors’ Summit 2022 organised by Numaligarh Refinery Limited(NRL)andOilIndiaLimited (OIL) on 4th November at Guwahati. The objective of the Meet was to attract investors for start-ups from the North-East, which are supported by Oil PSUs. Mr. Adhip Nath Palchaudhuri, Director [Service Businesses] was invited as one of the key dignitaries of the Summit along with Mr. Abhiroop Dutta, Nodal Officer for Balmer Lawrie Start- up program. Balmer Lawrie showcased its Start-up journey and initiatives taken to foster the growth of entrepreneurship and contribution towards the “Start Up India Initiative” of Government of India, through a wonderful Audio Visual developed in-house. One of the funded Start-ups of Balmer Lawrie – RC Hobby Tech was also invited to explore the opportunities of investment and potential customers.
  • 4. Organisational Gazette 4 • Balmer Lawrie was felicitated at Indplas’22, the 9th International Exhibition on Plastics held in Kolkata from 25th to 28th November 2022. INDPLAS is the largest International Exhibition on Plastics held in Eastern India and the third largest plastics exhibition in India. • 26th November 2022 was observed as Constitution Day across the country to commemorate the adoption of the Constitution of India and to honour the contribution of the founding fathers of the Constitution. On this day, the preamble is read out in all Government Offices, institutions and other establishments. At Balmer Lawrie too the preamble was read out in plants and offices across locations pan India. On 26th November 1949, the Constituent Assembly of India adopted the Constitution of India, and it came into effect on 26th January 1950. The Government of India declared 26th November as Constitution Day on 19th November 2015 by a gazette notification. A webinar • Balmer Lawrie associated with the Indian Navy Quiz - THINQ 22, the unique national level quiz competition, as the travel partner. Balmer Lawrie sponsored the air tickets of all the participants of the grand finale held onboard INS Vikramaditya at Karwar on 24th November 2022. Mr. Adika Ratna Sekhar, Chairman & Managing Director was specially invited to join the event. The Indian Navy organised this flagship event to celebrate ‘Azadi Ka Amrit Mahotsav’ and commemorate the glorious journey of 75 years of India’s independence. 7,500 schools from across the country were invited by the Navy to participate in this Quiz. • The Sports Ticketing Team of the Travel vertical of SBU: T&V handled the ticketing of the entire Indian Women’s Hockey Team that won the inaugural FIH Nations Cup 2022 in Valencia, Spain and became the Champions. It is a matter of great delight and pride that Balmer Lawrie has been a part of this success story. Sports Authority of India and Hockey India has continuously entrusted the Sports Ticketing Team to provide travel services to the national teams and the champions. Balmer Lawrie assures complete commitment and offers best in class services. was organised on 28th November on ‘Constitutional values and the Fundamentals of Indian Constitution” for all Eastern Region based employees along with an online essay writing, slogan & poster competition. Similar programs were organised in other regions as well.
  • 5. ISSUE 41, January 2023 5 • Balmer Lawrie Travel won the first match against Belair in the Emirates Cricket tournament held in Delhi on 10th December 2022. Kudos to the team! • Balmer Lawrie successfully organised a Hindi essay writing competition under the aegis of Town Official Language Implementation Committee (Undertaking), Kolkata in the Balmer Lawrie Training Centre at the Corporate Office in Kolkata on 16th December 2022. A total number of 36 Officers from various establishments / undertakings of Kolkata participated in the competition. The program was inaugurated by the chief guest Mr. Rajesh Kumar Saw, Member-cum-Secretary, TOLIC (Undertaking), Kolkata in presence of Senior Officials of Balmer Lawrie. • A RO Water Purifier System was inaugurated at the Primary School in Khadoli, Silvassa on 8th December 2022. • SBU: Industrial Packaging was the winner of the highest category award, ‘Top Sustainability Implementer’ given away by TotalEnergies at the Suppliers’ Conference organised by them in Mumbai on 10th November 2022. Mr. Adika Ratna Sekhar, Chairman & Managing Director received the award from Ms. Tamilisai Soundararajan, Governor of Telangana at a grand function held in HICC Novotel Hotel, Hyderabad on 29th October 2022. • Mr. Adika Ratna Sekhar, Chairman & Managing Director was conferred the Pride of India Award given away by South Asian Institute for Advanced Research and Development (SAIARD) at a function held in Kolkata on 16th October 2022. This is a reflection of the hard work and innovation of the Indian citizens across various spheres. India is rich in knowledge and science. Today, it is leaving its mark from Mars to the Moon. India has completed 75 years of Independence and we are celebrating “Azadi Ka Amrit Mahotsav”. The list of significant achievements are many, like: • Constitution of India came into force on 26th January 1950. • The Green Revolution happened in the year 1967. • “Polio-free certificate” from the World Health Organisation was received in 2014. • The Indian Space Research Organisation (ISRO) was founded on 15th August 1969. • In 2008, India set a world record of sending 10 satellites in orbit in a single mission through PSLV-C9. • Satellites like Chandrayaan were sent to the moon and India became the first country to reach Mars in its first attempt through Mangalyaan. • Nuclear power with Operation “Smiling Buddha”. AEC (Atomic Energy Commission) and DRDO (Defence Research and Development Organisation) executed more nuclear studies namely “Pokhran-II” in Rajasthan in 1998. • In 1947, the average life expectancy of Indians was roughly 32 years. But in 2022, it has increased to 70 years. Some achievements of India since 1947 are bright examples of our great potential. Be it Mangalyaan or Yoga, Olympics or Beauty Pageants, India is constantly breaking records and making history. Despite these achievements, India has failed on many fronts. One of the major failures is curbing Corruption. India has failed to curb the corruption level in every sphere of daily life. According to the research published in Indian Express, Corruption costs India Rs 1,555 thousand crores every year. This is a huge sum of money. A large section of the population in India is poor and uneducated. This money could have been spent for fulfilling their basic needs. In India corruption exists at a high, middle, and at a petty or lower level. Corruption of systems and institutions formulating and implementing public policy, malpractices during defense purchases, public investments in infrastructure, procurement of food grains for the Public Distribution System etc. can be cited as examples of corruption at a high level. Malpractices at the execution or implementation levels for public projects or during the delivery of services are examples of middle-level corruption. The petty level of corruption frequently occurs in everyday life. Though the amounts are small, it is exploitative in nature. According to Transparency International (TI) Corruption Index, India ranks very high (85 out of 180 countries) in the Asian region in 2022. Although the situation is lot better than 2010 when the country was ranked 91, India has a long way to go to tackle this perverse phenomenon. According to the TI survey, in wider Asian region, India has one of the highest incidences of bribery and use of personal connections to access key public services such as health and education. According to the same survey, state services particularly courts, police, revenue department, and hospitals are the most corrupt bodies. The nation can progress only if there is good governance. There can be no good governance unless moral values
  • 13. ISSUE 41, January 2023 13 are inculcated in the people. There is no way out but to change the system if it is not value-based. Sardar Ballabh bhai Patel had once said that “a war based on Satyagraha is always two kinds - one is the war we wage against injustice and other we fight against our own weakness.” What are our own weaknesses? Chanakya says that “There is no austerity equal to a balanced mind, and there is no happiness equal to contentment; there is no disease like covetousness and no virtue like mercy.” Lack of self-contentment and covetousness is our main weakness. We have no control over our countless desires in mind. “Those born blind cannot see; similarly blind are those who are in the grip of lust.” - Chanakya It is not possible to remove corruption fully by any act other than inculcate value education in the childhood. Value education should be given during childhood. It has impact over human mind during childhood only. But who can give this value education? As Dr. APJ Abdul Kalam, our former President of India said, it can be possible only through three institutions - Father, Mother and Teacher. India as a country has a glorious past, rich cultural heritage for more than 10000 years. We have the teachings for praying Shanti Mantra for universal peace, health, and well-being (Sarve jana sukhino bhavantu, sarve pashyantu bhadrani, sarve santu niramaya). We used to chant; entire world is our relative (Vasudhaiva Kutumbakam). We were taught to speak the truth (satyam vada), walk in the path of right conduct (dharmam chara), respect Father, Mother, Teacher and Guest (matri devo bhava, pitri devo bhava, acharya devo bhava, atithi devo bhava). Today’s children are not seeing role models in front of their eyes. Father, Mother and Teachers are the first role model in front of each child. Besides teaching in classrooms, teachers should be mindful that they are under constant observation even outside of school hours. Therefore, teachers should exhibit good examples and be good role models and expect the same from their students. Teachers have to be good role models. “Your students have to be able to look up to you. You mustn’t just be a symbol of authority because you are a teacher. They mustn’t respect you because they have to. They have to respect you because you inspire them. And now, this entirely depends on how you conduct yourself-as a human being first and as a teacher second”. - King of Bhutan to the teacher Charity begins at home, similarly honesty and integrity also starts at home. Parents should live in such a way that when children think fairness and integrity, they should think of them. I would conclude here with my personal experience. During the vigilance awareness week celebrations, we visit various schools in Kolkata and meet children of different status. One school was a Government school with majority students belonging to very poor and lower middle class families. Another school was chosen from the heart of the city, Kolkata. This school is very well off and most of the students are from upper middle class or from rich families. Here parents are very powerful in the society, they are from political background, police forces, legal background etc. The story of the woodcutter whose axe had fallen in the river water was narrated to the children of both the schools. When the axe fell into the water and the woodcutter was crying for the lost axe, had the Goddess of River appeared before him. He was offered axes made of gold, silver and iron by the Goddess. However, he recognised the iron axe as his own axe and got the iron axe back from the Goddess. A question was asked to all students whether the wood cutter had done the right thing? Almost 90% of the students from the first school had raised their hands in favour of the act of woodcutter. However, to our utter surprise, nearly 70% of the students from the second school had raised their hand against the act of the woodcutter. They felt that the woodcutter was a fool because he lost a golden opportunity to get the Golden axe, which could remove his poverty. This honesty has no value to them. It is clear to me that teachings on values from home and from the teacher matter a lot to build a good person. Our Hon’ble Prime Minister Shri Narendra Modi has targeted the next 25 years for making “Corruption free India and a developed India”. Unless we give special efforts for the value education of the future new generation, it will be difficult to achieve the goal. The Buddha’s eternal message can be our guide in this task - “Be vigilant; guard your mind against negative thoughts”.

Organisational Gazette 14 VIGILANCE TEAM SPEAKS Arumoy Khan Chief Manager [Vigilance], Kolkata I am working in the Vigilance Department since the last three years and during my tenure, I sensed a wrong perception among many employees about the Department. They feel that the Vigilance Department is there only to punish employees including those who happened to commit irregularities inadvertently or unknowingly. This is a narrow approach and does not truly reflect the intended objective of the Vigilance Department. The correct role of vigilance is an aid to efficient management. Vigilance is not simply a policing function. It is also a management function, as the entire reputation of an organisation depends upon the reputation of its members and their conducts. The primary concern of Vigilance Department is the compliance of established rules and prescribed laws. The Vigilance Department needs to be seen as a friendly and positive department that helps in creating an ethical and corruption free workplace in the organisation, making employees / citizen aware of their rights to live in a corruption free society and entrusting faith in all stakeholders for a corruption free organisation and society as well. I have always aligned with the mission of the Vigilance Department proactively. All of us work towards undertaking effective preventive measures to minimise the scope of corruption, raise public awareness to inculcate ethical values and reduce society’s tolerance towards corruption. We identify the vigilance aspects in the existing systems & procedures and suggest corrections / improvements to the Management. We are continuously making efforts to inculcate and inspire the employees to abide by the Rules & Regulations of the Company to make a corruption free organisation & society at large and to leverage the power of IT for minimising corruption. Emphasis is being given on preventive & participative activities rather than punitive / post facto activities. We are guided by CVO and VP [Vigilance] and continuously work on a three- pronged approach that is Preventive, Punitive and Surveillance & Detection. Through regular inspection, scrutiny, surprise inspection, on receipt of outside complaints and doing investigation on such complaints, the Vigilance Department attempts to find whether there is any Vigilance Angle or Malafide Intention. CVC is guiding each Public Sector Unit for organising various outreach programs in our society for generating awareness about vigilance and improving morals of common persons, students, and other stakeholders of corporates. The Vigilance Department since last many years has been making efforts to reach out to students of schools and colleges through various participative programs like essay writing competition, extempore competition etc. with the objective of improving morals, honesty and maintaining integrity in every sphere of life during and after completion of their education. The Vigilance Department has also been organising various awareness programs for disseminating key vigilance concepts in the society for example Vendors Meet, Walkathon etc. The Department endeavours to reach out to the masses / larger segments of the society by leveraging Prasar Bharati, Television and Radio channels during the Vigilance Awareness Week in each year. Surveillance & Punitive action for the misconducts and malpractices is certainly important but the preventive measures are comparatively more important as these are likely to reduce the number of vigilance cases considerably. As a preventive measure, the Vigilance Department is now organising various training workshops for employees of the Company. The main mission of the Vigilance Department is to enhance the managerial efficiency and effectiveness in the organisation. Therefore, every loss, pecuniary or non-pecuniary, need not necessarily become the subject matter of vigilance enquiry. In order to enhance the image of Balmer Lawrie as an honest, ethical and transparent Company in all functions, the Vigilance Department has a major role to play. Effective vigilance always helps to enhance the corporate image or brand image of the Company in public.

ISSUE 41, January 2023 15 As part of the Vigilance Department, first and foremost objective for me is trying to create awareness among the employees by conducting various events i.e., through Vigilance Awareness Week programs, Seminars, Vendor Meets, Workshops and Training activities. This enables employees to follow the laid down procedures and know the preventive measures to be taken during the day-to-day activities in their respective functions of work. Further to these, there are surveillance activities carried out throughout the year through various types of Scrutiny and Inspections in the offices / units across WR. These types of Scrutiny / Inspections allow us to check whether the systems and procedures as laid down in various manuals are being followed while performing the task and assignments by various functions in a transparent manner. Reports thus generated provide observations and suggestions for systemic improvements. It is of utmost importance that one follows the rules, systems and procedures as laid down in various manuals without deviating from them. Being vigilant, whether one is working in a Company or otherwise, should be a part and parcel of an individual while carrying out various activities during official assignments or personal work. Each one of us needs to be vigilant and this trait has to be exhibited naturally during our interactions or while carrying out our daily chores. This not only helps one to carry out jobs in a transparent manner but also increases the confidence levels and positivity around us. Ultimately the performance of an individual and the Company improves, though this is not visible in a tangible manner. The pressures of current day work performance create stress that may tend to make an individual take short cut measures either to come out of the challenging / difficult situation or take undue credit by wrong procedures etc. This is actually detrimental to the individual and the organisation in the long run. Bijju Sam Chief Manager [Vigilance], Mumbai Vigilance Awareness Week (VAW) 2022 was observed in the Western Region (WR) by organising different activities / events during the week. Pledge was taken in Hindi, English and local language and Messages from CVO, C&MD and CVC were read out across the different offices / units in WR. Activities included Essay and Slogan Competition, Vendor Meets, Outreach program for Vocational training students at YMCA-Andheri and Spot Quiz. This year two new events were added during the week in WR viz. Walkathon and Seminar conducted by an outside expert for E4 and above employees at Mumbai office. Mr. R M Uthayaraja, Director [Manufacturing Businesses] addressed the closing ceremony on 7th November 2022 with his message on being vigilant in the day-to-day activities and also prizes were distributed to the winners. “It is impossible to know when and how much water a fish drank, similar is the act of stealing government money by officials.” - Kautilya in Arthshastra Corruption is so obvious, and yet so mysterious. Even Kautilya reflected serious concerns about opacity in the operations of the world of the corrupt. He was very wary of fickleness of human nature, and the influence of “temptation” to make easy gains through corrupt means, which could override the trait of honesty any time. Corruption is not a recent phenomenon; it has persisted for centuries. Unlike many things in life, corruption is not episodic. Vigilance in Public Sector is an integral part of the managerial functions like Finance, HR, Technical etc. and its role is to protect the organisation from corrupt practices, be watchful of potential / sensitive spots in the organisation prone to corruption and malpractices, help in system improvement and protect the honest employees. In Balmer Lawrie the focus is more on preventive vigilance rather than punitive vigilance and it gives good results in the long run. Therefore, we all must resolve that we will not wait for lapses to be committed but will act in a proactive manner to prevent such lapses from happening. The knowledge of administrative guidelines / systems and procedures is essential for an Officer to discharge his / her duties and exercise control over his / her domain in a meaningful manner. It is not only important to be impartial, but we should also appear to be impartial in order to win the confidence of our stakeholders. Currently I am based at the Northern Region Vigilance Office and my routine work includes conducting preventive vigilance workshops, scrutiny, surprise inspections, and ensuring proper surveillance on Officers of doubtful integrity. I also handle scrutiny of complaints against Officers / employees received from different sources and put up the report to VP [Vigilance] & SA to CVO for perusal / orders. Liaison with CVO Office, CVC, CBI and ACB offices and any other work assigned by VP [Vigilance] & SA to CVO fall in the purview of my responsibilities. In order to make the employees and general public aware on prevention of corruption, Vigilance Awareness Week was observed from 31st October to 6th November 2022. Various activities were carried out like: A. Vendors’ Meet and Awareness Session. B. Essay Writing for employees C. Slogan Writing for employees D. Street Play for engaging Public and Balmer Lawrie employees E. Painting competition for children in a primary school etc. Of all the outreach activities, organising the painting competition among children was very close to my heart. The school had students from nearby areas, belonging mainly to low-income groups. Small kids, based on their limited understanding and exposure about corruption, described verbally what it meant to be corrupt and how it impacted the society adversely. Putting down their thoughts in form of a drawing made a long- lasting impression on my mind. The earlier you start to teach values to your children, the better it is. It becomes a natural part of their personality. Children are pliable, so it’s up to us to mould them well and send them in the right direction. They are going to be the leaders of tomorrow and are going to make choices that will directly affect our generation. “Real integrity is doing the right thing, knowing that nobody’s going to know whether you did it or not”. A Dhanasekaran Manager [Vigilance-SR], Chennai Vigilance awareness is the main tool for the eradication of corruption, which is a crucial part of development and economic growth of the country. The Vigilance Awareness Week (VAW) is one of the major events organised by the Central Vigilance Commission to create awareness among the public, in commemoration of the birth anniversary of Sardhar Vallabai Patel. Like every year, this year also we conducted VAW in Balmer Lawrie Southern Region offices / units as per the directions and guidelines received from CVC with various in-house and outreach activities. The in-house awareness activities included competitions like Essay writing,
  • 17. ISSUE 41, January 2023 17 Slogan writing, Quiz and Human chain, whereas the outreach activities for the employees were conducted in a school and a college in Chennai. An exclusive Vendor Meet was also organised to create awareness among the vendors. This year, for the first time we conducted the Walkathon in the Southern Region to create awareness among the public. The prizes for the VAW 2022 events were distributed in the Vigilance Awareness program organised on 6th November 2022, which was presided over by Mr. AJ Ramalingam, Superintendent of Police, ACB, CBI, Chennai. I am presently working as Manager (Vigilance-SR) and our routine job involves the various vigilance activities like surprise inspection of the sensitive areas, routine inspections, and scrutiny of files to find any deviation. If any deviation is observed due to complexity in the procedure, it is our duty to suggest simplification of procedures. If any leakage is observed, then we take prompt action to arrest the same and promote fair practices. Apart from the inspections, we also do system improvement studies in various units of the organisation to find out scope for further improvement in the existing system and suggest the same to the division for implementation. Apart from the above routine, we have to perform CTE type inspection for the specified projects as and when the Department allots to us. The other part of our job is attending, investigating and making reports on the complaints as and when received. Recently we have started conducting workshops for the employees by the Vigilance Wing for them to gain more knowledge about vigilance. Vigilance awareness has become most important, and it is essential for every citizen to have more knowledge about the best practices to acquire and live with integrity. For this, every citizen must make their children practice vigilance as a subject from childhood. A vigilant citizen will always lead his life and work with integrity and ethics, which will in turn, without doubt, lead to corruption free India. PN Hari Narayanan Manager [ Vigilance], Kolkata Vigilance Awareness Week 2022 was celebrated pan India with lot of enthusiasm as the same was not possible due to Covid-19 since the year 2020. The week was well organised across all the locations implementing new ideas like various competitions, street plays etc. to promote awareness regarding anti-corruption tools and mechanism available in India. I am positioned as Corporate Vigilance Officer in Head Office for analysing and finalising the inspection and investigation reports forwarded by all locations for further action and decision, besides my routine inspections and scrutiny in the Eastern Region. As a Vigilance Officer I had two stints in Western Region and two stints in Eastern Region spanning almost 16 years, having received initial training from CBI Academy, Ghaziabad. I had the opportunity to work under the guidance of very senior IPS / IAS / IFoS / IRS / IPoS Officers because of which I could enrich my knowledge and develop my overall personality. As per the Corruption Perception Index, India is hovering around 86th rank according to Transparency International. Hence, corruption is there in all spheres of activities in our country. Only it varies from organisation to organisation, region to region. Efforts of Vigilance Department is to identify corruption prone areas / sensitive areas and do regular preventive checks so that employees will not resort to any wrongdoing. This helps in maintaining integrity at the workplace. Though our work is termed as Vigilance, Corporate Vigilance work differs from State Vigilance. In case of Corporates, employees are the asset of the organisation and it is one of the duties of the Vigilance Officer here to ensure that an employee is alerted in the very early stage so as to take corrective measure. Therefore, the Vigilance function in the Corporate world is a proactive tool of the Management to improve integrity and transparency.

Organisational Gazette 18 Sagarika Basu Executive [Vigilance], Kolkata Observance of Vigilance Awareness Week (VAW) every year during the last week of October is taken up to encourage all stakeholders to collectively participate in the prevention of, and the fight against corruption and to raise public awareness regarding the existence, causes and gravity of and the threat posed by corruption. It is driven by the Central Vigilance Commission. The idea of observing the VAW was first floated in 2000 when the then Chief Vigilance Commissioner wrote a letter citing the importance to curb corruption. The letter noted that corruption was “anti-national”, “anti-economic development” and “anti-poor”. VAW 2022 was observed from 31st October to 6th November 2022 based on the theme “Corruption free India for a developed nation”. Vigilance Awareness Week could serve as a reminder of the importance of continuing the fight against corruption both at national and individual levels. Corruption can be defined as a dishonest or unethical conduct by a person entrusted with a position of authority, either to obtain benefits for oneself or for some other person. It is a global phenomenon. affecting all strata of society in some way or the other. Corruption undermines political development, democracy, economic development, the environment, people’s health and much more. It is, therefore, imperative that the public must be sensitised and motivated towards making efforts at weeding out corruption. Though punishment and penal actions delivered quickly are effective deterrents to corruption, a lot more may be achieved by inspiring the young generation to lead a life that combines righteousness and honesty, and here comes the role of Preventive Vigilance. The need to stress on adopting and evolving preventive techniques to arrest germination of corruption amongst the citizens specially the youth for a better tomorrow, is a key objective today. Citizens are the base of a democratic polity, and their vigilance is the cement that holds it together. As humans, we are susceptible to buy propaganda and lower our vigil. Indifference on the part of citizens can push democracy down the slippery slope. Hence, vigilance is the pre-requisite for prosperity in a democracy. Ultimately, the question is ‘who will guard the guard?’ The Buddha’s eternal message can be our guide in this task - “Be vigilant; guard your mind against negative thoughts”. VIGILANCE AWARENESS WEEK @ BALMER LAWRIE As per the directive of the Central Vigilance Commission (CVC), VAW is observed every year end of October and early November. The CVC has the mandate under the Central Vigilance Commission Act, 2003 to fight corruption and to ensure integrity in public administration. It is entrusted with the responsibility of monitoring all vigilance activities under the Central Government and has been advising various authorities in the Central Government and organisations under it, for planning, executing and reviewing Vigilance activities in order to bring about systemic improvements in governance. The CVC also endeavours to create awareness amongst citizens of the country, especially the youth, towards combating corruption, and exercising transparency, accountability and good governance through various outreach activities. Like every year, this year too we observed Vigilance Awareness week from 31st October 2022 to 6th November 2022 on the theme “Corruption free India for a developed Nation”. To sensitize all Balmer Lawriens various in-house activities like Essay, Slogan, Quiz and Drawing Competitions (for employees & employees’ children) were organised. Walkathon was organised in all the four regions of India (Delhi, Mumbai, Kolkata & Chennai) as per the directives of CVC. In the Southern Region, a Human Chain was formed by employees to spread awareness. Seminars were conducted in the Western and Southern Regions. For the first time in Balmer Lawrie, three Street Plays (two in Delhi and one in Kolkata) were organised which helped in spreading awareness not only amongst the employees but also the general public. The new online Vigilance Complaint Portal for addressing grievances was launched on 2nd November 2022. As part of outreach programs seven vendors’ meets were organised across India. Overall, the week was successful in spreading awareness on the VAW 2022 theme and the “PIDPI Resolution” of CVC. The media was leveraged to spread the awareness amongst public. During the inaugural day of VAW 2022, Rashtriya Ekta Divas or National Unity Day was observed on 31st October 2022 to mark the birth anniversary of Sardar Vallabhbhai Patel. On this occasion a pledge was administered in all the units / establishments of the Company. EASTERN REGION In the Eastern Region besides the administration of the pledge in all units / establishments, various programs were organised. An Essay, Slogan and Drawing competition was conducted for employees and an online Drawing competition saw the overwhelming participation of employees’ children. During the week a Quiz Contest was held online for all personnel. Sensitisation workshop was conducted by the Vigilance Department at Greases & Lubricants – Kolkata. Outreach programs were conducted in Sahid Rameswar Vidya Mandir (State Govt. School) and Indian Institute of Social Welfare & Business Management. The inaugural function was presided over by Mr. Adika Ratna Sekhar, Chairman & Managing Director at the Corporate Office in Kolkata. Prizes were given away to the winners of various competitions during the closing ceremony. Administration of pledge To identify and implement systematic improvements within the organisation and to enhance the efficiency of the Vigilance system, technology was leveraged to launch a new Online Complaint Portal. The Online Complaint Portal was launched by Mr. Adika Ratna Sekhar C&MD, Balmer Lawrie and Mr. Anant Kumar Singh, IPS, Chief Vigilance Officer in the presence of Directors and other Executives on 2nd November 2022 during the Vigilance Awareness Week.

The participation was overwhelming with 100 Executives (E4 and above) attending the seminar. In India, Corruption is a significant problem and one of the key deterrents to the development of the country. It has been present in India right from the Independence days. Corruption refers to a form of crime or dishonesty. It refers to an individual or group doing evil. This act most importantly violates certain people rights and privileges. Corruption free India mainly involves curbing actions such as bribes or maltreatment. Corruption is mainly associated with the money laundering and bribery used for doing illegal activities in India. It has become an integral part of Indian society and is so common that is impossible to identify corrupt activities. Nepotism and favouritism are quite old forms of Corruption still in usage. This refers to a person favouring one’s relatives and friends for jobs. Abuse of discretion is another form of corruption. Here a person misuses his power and authority. 1st - Roshan Anand Greases & Lubricants - Silvassa भ्रष्टाचार मुक्त भारत - विकसित भारत कई दशकों से हम यह सुनते आ रहेहैंकि भारत एक विकासशील देश है, यह विकसित देश की श्रेणी में नहीं आता। कई पहलू है जिस पर हमें स्वयं को टटोलने की जरूरत है कि क्या कारण है कि आजादी के 75 वर्ष बाद भी भारत विकास की सीढ़ी चढ़ता जा रहा है, लेकिन कभी बुलंदी पर नहीं पहुंचा । कई कारणों में से एक महत्वपूर्ण कारण है “भ्रष्टाचार”। यह तो दीमक है जो लगभग हर क्षेत्र में फैला हुआ है, चाहे वह निर्माण हो, वाणिज्य, भूमि वितरण, अनाज वितरण, लोक कल्याण योजनाएं हो, सरकारी व निजी कार्य कलाप हो कोई भी विकास के कार्य इससे अछूता नहीं रहा और यही कारण है कि अधिकतर योजनाएं हमने अपने तय बजट और समय सीमा में पूरी नहीं हो पाती या अधर में लटकी रह जाती है । हमारे देश में भ्रष्टाचार का स्तर अधिक होने के कई कारण हैं: • नौकरी के अवसरों की कमी - जनसंख्या की तुलना में रोजगार की कमी भ्रष्टाचार को बढ़ावा देती है । • सख्त सजा की कमी - भ्रष्टाचार के लिए कठोर सजा का प्रावधान नहीं है जिसके कारण रिश्वत आयकर का भुगतान न करना जबरन भूमि अधिग्रहण करना इत्यादि मामले बढ़ते ही रहे । • शिक्षा की कमी - जब लोग शिक्षित नहीं होते हैं तो वे अपनी आजीविका चलाने के लिए भ्रष्ट संसाधनों का उपयोग करते हैं हमारे देश में निम्न वर्ग में शिक्षा का अभाव भ्रष्टाचार को बढ़ावा देता है । • लालच और बढ़ती प्रतियोगिता - बाजार में लालच और बढ़ती प्रतिस्पर्धा भी बढ़ते भ्रष्टाचार का कारण है लगभग सभी अधिक से अधिक संपत्ति अर्जित करने के लिए संसाधनों के इस्तेमाल से संकोच नहीं करते India ranks 85 among 180 countries in the Corruption Perception Index (CPI) of 2021 according to the report by Transparency International. Unless every Indian (especially in the Public Sector & Government run departments) discards corruption totally, the objective of a new prosperous India can never be achieved. Einstein quite rightly said, “The world will not be destroyed by those who do evil, but by those who watch them without doing anything”. According to the studies it has been found that over 40% of the funds allotted by the Government for the development of rural areas do not reach the people. A complete end to corruption is one of the ways for people to lead better lives. India has been facing the problem of underemployment and unemployment for long which are more prevalent in urban areas. In many companies, recruitment is based on the caste of the person and favouritism rather than on merit. Because of such corrupt practices, deserving youngsters are denied work opportunities. To curb these practices, the Central Government has been taking some steps by setting up of anti-corruption agencies. Agencies such as RTI, the CVC ( Central Vigilance Commission) and PIO have been created. The concerted efforts of the people of India, anti-corruption departments and Media have the power to root out this evil from India. Let’s join hands and eradicate Corruption from the face of our Country and to make Corruption free India. भ्रष्टाचार व्यापक हैजैसे कि सार्वजनिक ठेके को कुख्‍यात भ्रष्ट लोगों को दिए जाते हैं। खासकर राज्य स्तर पर भारतीय कं पनियां मनी लांड्रिंग के लिए पब्लिक ट्रस्‍टों का दुरुपयोग कर रही हैं । भ्रष्टाचार आय के स्तर के लिए आर्थिक विकास को कम करता है अध्ययनों के अनुसार यह पाया गया है कि सरकार द्वारा ग्रामीण क्षेत्रों के विकास के लिए आवंटित धन का 40% से अधिक लोगों तक पहुंचता ही नहीं है । कई कं पनियाँ विशेष रूप से सार्वजनिक क्षेत्र में भर्तियॉंव्यक्ति की जाति या रिश्वत के आधार पर होती है ना की योग्यता

Organisational Gazette 30 के आधार पर न्यायिक अधिकारियों को बड़ी मात्रा में रिश्वत देकर अपराधी जल्दी छूट जाते हैं यह बहुत सारे कार्यों में से कुछ उदाहरण है । भ्रष्टाचार की जड़ें इतनी मजबूत हो चुकी हैं कि इन्हें खत्म करना महज कुछ समय की बात नहीं है । स्‍वयं से शुरू करके हम कुछ पहल कर सकते हैं परंतु जरा व्यापक बदलाव की जरूरत है । परंतु जहां व्यापक बदलाव की जरूरत है वहां सरकार की तरफ से ठोस कदम उठाए जाने चाहिए ।2005 में आया आरटीआई एक्ट, 2016 का विमुद्रीकरण, डिजिटल भुगतान और यूपीआई या लाभार्थियों के खाते में सीधा पैसा पहुंचाना इस दिशा में उठाए गए सराहनीय प्रयास है परंतु कुछ कार्य जिन में सरकारी और निजी कार्यालयों के चक्कर लगाने पड़ते हैं जिनमें कागजों की जरूरत पड़ती है उस ओर ध्यान देने की जरूरत है सभी प्रोजेक्ट की समय सीमा निर्धारित की जानी चाहिए और उपयुक्त निगरानी व्यवस्था होनी चाहिए । भ्रष्टाचार रिश्वतखोरी या अवैध संपत्ति जप्त करने पर और अधिक कठोर कानूनों का प्रावधान होना चाहिए और न्याय व्यवस्था में तेजी लानी चाहिए । आम व्यक्तियों, मीडिया और सरकार का संयुक्त प्रयास है जो भ्रष्टाचार मुक्त भारत के निर्माण में मदद कर सकता है । हमें यह जिम्‍मेदारी उठानी ही होगी ताकि भारत विकास की सीढ़ी को तेजी से चढ़ सके और एक विकसित राष्‍ट्र कहलाए । 1st - Manish Singh Travel & Vacations - Delhi WHISTLEBLOWING - An Effective Tool in the Fight against Corruption Introduction: Whistleblowing comprises of two words. ‘Whistle’ and ‘Blowing’ which means blowing a whistle or revealing some information in front of the public. The information can be about public or private organisations / institutions, and about activities which are deemed to be illegal, immoral or fraudulent. The people who disclose the wrong things are known as “whistleblowers”. Whistleblowers are the best source of information or malpractice in any organisation - public or private. There are two types of whistleblowers: 1. Internal whistleblowers: These are whistleblowers who inform the respective higher authority of the organisations where the wrongful act is being done. The discretion of checking that act is on the superior of the company or the organisation only. 2. External whistleblowers: These are the people who report illegitimate ongoing work in a specific organisation to the external people including the media reporters, the government officers concerned etc. Let me share some Indian examples: NHAI Scam paved way for whistleblowers Law: In 2003, Satyendra Dubey, a project engineer with National Highways Authority of India exposed corruption in the golden quadrilateral project in Bihar. He was shot dead in November 2003 in Gaya. Three persons were given life term in 2010 for the murder. Calls for a law to protect whistleblowers arose in the wake of his murder. ICICI Loan Scam: Arvind Gupta, a shareholder activist, exposed the alleged loan fraud and quid pro quo between the bank’s then CEO Chandra Kochhar and her family and the Videocon group. Chandra Kochhar stepped down following the allegations. How can the Government encourage whistleblowing? • Create a policy about reporting illegal or unethical practices. • Formal mechanisms for reporting violations, such as hotlines and mailboxes. • Clear communications about the process of voicing concerns, such as a specific chain of commands or the identification of a specific person to handle complaints. • Get endorsement of the policy from tops officials and publicize the organisation’s commitment to the process. Elected and Administrative Leadership must be encouraged to practice ethical behaviour and everyone within the organisation should hold the highest standards, including the disclosure of activities that would have a negative impact on the public’s business. • Investigate and follow up promptly on all allegations and misconduct, and report on the investigations to the Council or Board. Issues / Challenges: 1. Implementation Hurdles: The country is witnessing growing uptake is the use of whistleblowing programs although implementation remains an issue. Northern Region

Lack of Infrastructure: Nearly half of all respondents invest less than Rs. 5 lakh per annum on the whistleblower’s mechanisms. As a result, employees are given a single channel to come forward in most cases with only a third opening up multiple avenues. 4. Threat to Life: In India there have been innumerable instances of whistleblowers being killed so it’s hardly a surprise that such few people come forward to report instances of wrong doing. Conclusion In recent times, where large corporate scams have become far too common, India urgently needs to improve governance and enhance transparency. The Government needs to ensure that whistleblowers are given an enabling eco-system wherein they are incentivized and not threatened to disclose the illegal practices carried out in any organisation. It is necessary to strengthen the whistleblower protection mechanism to enhance transparency and accountability in public institutions. Increased transparency and accountability will lead to an improvement in the standards of corporate governance and a cleaner Business environment. Corruption is eating away the Nation like termites. India is emerging as a developed nation. In this article we will see how to make corruption free India a developed nation on the world stage by working hard. Selfish people pay bribes for their needs and wants. Giving a bribe is as bad as receiving a bribe. If our country wants to become corruption free, not only the individuals, but the general public including the Government officials, Officers and Ministers should act with honesty and responsibility. Effects of Corruption Corruption completely cripples the development of not only the individual but also the nation as a whole. Talented people are robbed of their opportunities by corruption. Civil servants who are paid monthly salaries to serve the people take unbridled bribes and the common people suffer a lot. Corruption and scams prevent the benefits and essential facilities given by the Government from reaching the poor people. Mistakes are overlooked because of corruption. Initiation of Corruption in society People who do not know the words bribery and corruption will easily understand their full meaning if they visit Government officers. People will often not resort to unfair means if they can get whatever they want by acting in an honest manner. If they get everything honestly, why should they compromise on ethics by paying unfair bribes? If we look at the list of most bribed Government offices, we are expected to be shocked. But bribery is considered a normal phenomenon in practice. In India, there is a situation where people can get their required certificates and documents only by paying bribes in all the Government offices under the control of the State Government, including police stations, deed registration offices and road transport offices. Bribes are mainly received in / by District Collector’s office, Tahsildar’s office, Revenue Inspector, Village Administrative Officer, Thaliyari and all other Officers. Gone are the days of paying bribes to get things done in violation of legal schemes, and even if petition is made in an honest and fair manner, there is still a stigma that things get done in Government offices only if bribes are paid. Even after more than 75 years of independence, this corruption is the biggest stumbling block for India to become a developed nation. So, the world will recognise us as a developed country only if our country transforms into a Corruption Free India. Everyone should consider honesty as very important in public life. From the lower-level employees working in Government departments to the top officials, ministers and chief ministers, honesty is important for everyone. There should be no compromise at all. Otherwise, bribery will not only become ubiquitous but will also become an inevitable force in society. Everyone should realise that only when the country becomes a corruption free country will economy and the standard of living of the people develop. Measures taken to Eliminate Corruption Eradication of corruption is not a one-day thing. This is only possible if it is endorsed and taken forward from individuals by the local Government, Municipality, State Government and Central Government. The name telephone number and address of the complaints Officer in each office for reporting bribery and corruption should be placed on the notice board. All the benefits and certificates available under the Government schemes should be made available online. Stronger laws should be introduced to eradicate corruption. Courts should punish corrupt people severely. Conclusion No matter how many cries come, every Indian should acquire the mentality that honesty alone should not be compromised.
