• Question from NAPSR: What does the PPDC database show for Handley
curb valves? Is there any trend in data since 2007? Are they still being
manufactured?
• Response from the PPDC: Handley represents less than 0.1% of the data
submitted to the PPDC. The data does indicate an increasing trend of
failures/leaks since 2007. Due to the small amount of data submitted, we
suggest NAPSR encourage operators who have Handley curb valves in their
plastic piping systems to submit data. Handley is not currently listed in the
manufacturer database available on the PPDC website. However, Handley
has a currently active website; and produces natural gas carrying
components.

5 historically known areas of concern are reflected in the PPDC database:
• Century Utility Products polyethylene (PE) pipe produced from 1970
through 1974
• DuPont Aldyl® A low ductile inner wall PE pipe manufactured from 1970
through 1972
• PE pipe manufactured from PE 3306 resin such as Swanson, Orangeburg
and Yardley
• DuPont Aldyl® service punch tee with a white Delrin® polyacetal threaded
insert
• Plexco service tee with Celcon® polyacetal threaded cap

Through the end of 2014 there were two regularly scheduled guests: John Kasinski, from National Fuel and a past PMC chairman, representing gas companies and Greg Goble, from R.W. Lyall & CO. Inc., representing fitting manufacturers.
For 2015 Greg continues as a regular guest.

The original scope of the data collection was for through-wall failures of plastic pipe and fittings. This was clarified to include failures and/or leaks on plastic piping systems and to include metal fittings used in a plastic piping system.
Operators are encouraged to submit 3rd party damages to CGA’s DIRT. However, the PPDC does collect data on failures/leaks from 3rd party damages that occur sometime later.
PPDC has a formal definition of consensus. Each member agrees that the agreed upon point may not be their first choice but they can live with it.
Information in this presentation is from the PPDC’s March meeting data analysis.
Representatives from PPI on the PPDC are now responsible for the maintenance of the Excel File of the Manufacturers Database.
This is an example of the pipe tab.
We need assistance filling in the missing information for historical data, in addition to assuring the accuracy of the contents of the file.
The PPDC has addressed historically known issues and is continuing to monitor that data while addressing emerging trends in the data.
The PPDC uses various methods to look at the data. This is an example of how the pipe, fittings and joints are analyzed.
PHMSA 2014 annual report data was not available when presentation was developed. Note download date of PHMSA report data.
The PMSA annual report data does not break out Aldyl A from other PE.
The PPDC report form does not separate Aldyl A from other types of PE. However, the PPDC can use the manufacturer information from DuPont & Uponor for Aldyl A analysis.
Century is one of the historically known issues. The PPDC data analysis for Century is included in an appendix of the Status Report.
PE 3306 is one of the materials specified on the PPDC report form.
While not a fitting type on the PPDC report form, many reports have been submitted with cap failures/leaks.
The PPDC noticed a number of failures/leaks of Amp fittings.
At each meeting, the PPDC asks representatives from each stakeholder group to bring forward any questions they have received. This is an example of a question from NAPSR that was addressed at the March meeting.
Yes, it is important to still submit reports about known issues. This helps the PPDC continue their analysis and perform additional analysis.
How can you use this information for DIMP?
I can take any questions to the next PPDC meeting (July 2015) and they will be included in the next Status Report.
