                               Introduction

        Climate change and global warming are unequivocally the
       biggest and most fundamental problems facing planet earth
       and mankind t d
         d     ki d today. Gl b l warming and climate change are
                            Global      i     d li t h
       expected to have a cataclysmic effect across the globe. The
            worst effects of climate change can be avoided if
       greenhouse gases incorporating carbon dioxide (CO2) in the
          atmosphere are stabilised instead of being allowed to
                                 increase.

                           Introduction Cont.
         The United Kingdom (UK) is striving to meet International,
        European Union (EU) and national targets of CO2 emission
        reduction through various strategies but mainly through the
                Building Regulations – Part ‘L’ to satisfy the
        Energy Performance of Buildings Directive (EPBD) and the
                           Kyoto P t

      Cut overall emissions of greenhouse gases by 5.2% below 1990 levels by
                                      2008-2012

                             EUROPEAN UNION (EU)
     Signed up to an agreement to reduce g

                                                       gas         y
                       1990 levels during the years 2008 – 2012

                               UNITED KINGDOM (UK)
    Target is to cut its greenhouse gas emissions by 12.5% below 1990 levels as
                              an average between 2008-2012

                               UK DOMESTIC GOAL
           Cut UK’s emissions of CO2 by 20% below 1990 levels by 2010

                  BUILDINGS WITHIN THE UK
              ACCOUNT FOR 48% OF CO2 EMISSIONS

   The UK ratified the Kyoto Protocol (KP) in December 1993
                                                       1993.
       The UK has been set a target of 12.5% reduction of
          emissions as an average between 2008-2012

               The UK is currently on Target to meet the
                       commitments of the KP

        The predictions indicated and by the UK’s Government
         own admission the UK is currently NOT on target to
             admission,
                      achieve the domestic goal

       The prediction of CO2 emissions by 2010 is currently
                             141.3MtC

              The UK’s domestic goal is 130.8MtC by 2010

        This equates to a shortfall of 10.5MtC and an overall
                       CO2 reduction of 14%

   Low Carbon Consultants

             The Carbon Trust (a company owned by the government)
       have granted CIBSE a £150k ($300k) grant to create a new register for
          p
          professionals trained and able to comply with Part ‘L’ of the Building
                                               py                              g
                                   Regulations 2006.

       The register will be an important step forward in achieving better carbon
                        performance for new and existing buildings.

    The aim is to work with Government to enable the scheme to be approved so
        that
        th t members can self-certify compliance with the Building R
                  b           lf   tif       li     ith th B ildi Regulations,
                                                                          l ti
        using their professional expertise to improve compliance whilst relieving
                burdens on constructors and building control bodies alike.

   Low Carbon Consultants Cont.

      Individuals on the register will be a primary source of assistance to those
      construction companies wishing to submit planning and building regulations
                                  proposals for approval

     Entrants to the register will have to undertake an examination. To remain on
            the register, consultants will be required to undertake continuing
        professional development and to make annual 'carbon saving returns' to
                                                          carbon        returns
       demonstrate how much carbon they have saved through their work as low
                                     carbon consultants.

   Assessment Methods

   •   There are various assessment methods for buildings to be more
       environmentally friendly very similar to USA LEED

   •   BREEAM
   •   NEAT
   •   Eco Homes

   •   These assessment methods look at a various environmental conditions of
       any building, Management, Energy, Transport, Water, Materials etc
   •   It’s i
       It’ important to consider the energy consumption of any building i one

       section of the above assessment procedures and good ratings do not
       automatically mean compliance with the Part ‘L’

   Sustainability

   Sustainability is key issue when t i t achieve compliance with P t ‘L’ of

      the Building Regulations. There is a number of key sustainable elements
        which can be considered for almost all project which could (in the right
        application) deliver lower CO2 emissions from the respective building.

           How can ASHRAE Benefit?

                       How can ASHRAE benefit ?
   •   Perhaps the ASHRAE community could encourage a similar scheme
       the UK has adopted i e Low Carbon Consultants
                          i.e.

   •   Maybe, similar to the UK, local state law for building design could
       stipulate CO2 emission reduction t
        ti l t          i i     d ti targets. P h
                                               t Perhaps USA St tStates
       should consider setting CO2 reduction targets to meet the
       requirements of the KP.

   •   Poor design increases CO2 emission which contributes to climate
       change activities. Maybe ASHRAE design engineers have a
       personal responsibility to reduce carbon emission and aim for GOLD
       LEED status at every opportunity!!!!

                                   Conclusion

    The Building Regulations Part ‘L’ was introduced on the 6th April 2006
                                   L
        providing a mechanism for UK compliance with the EPBD and
      subsequent International, EU and National CO2 emission reduction
                                     targets.

     Energy conservation from Buildings will only increase in the coming
      y
      years. The life expectancy of these documents is only 2 y
                        p       y                            y years. It is
            anticipated further revision will be released circa 2008


                    Compliance will assist the
   global attempt to curtail CO2 emission and climate change!

Gl b l warming and climate change are Global i d li t h expected to have a cataclysmic effect across the globe. The worst effects of climate change can be avoided if greenhouse gases incorporating carbon dioxide (CO2) in the atmosphere are stabilised instead of being allowed to increase.

The UK has been set a target of 12.5% reduction of emissions as an average between 2008-2012 The UK is currently on Target to meet the commitments of the KP

The register will be an important step forward in achieving better carbon performance for new and existing buildings. The aim is to work with Government to enable the scheme to be approved so that th t members can self-certify compliance with the Building R b lf tif li ith th B ildi Regulations, l ti using their professional expertise to improve compliance whilst relieving burdens on constructors and building control bodies alike.

P h t Perhaps USA St tStates should consider setting CO2 reduction targets to meet the requirements of the KP. • Poor design increases CO2 emission which contributes to climate change activities. Maybe ASHRAE design engineers have a personal responsibility to reduce carbon emission and aim for GOLD LEED status at every opportunity!!!!

ASHRAE CONFERENCE, QUEBEC CITY SUNDAY 25th JUNE 2006 Seminar 17 – Three International Climate Change Programs of Relevance to ASHRAE Members Conclusion The Building Regulations Part ‘L’ was introduced on the 6th April 2006 L providing a mechanism for UK compliance with the EPBD and subsequent International, EU and National CO2 emission reduction targets. Energy conservation from Buildings will only increase in the coming y years. The life expectancy of these documents is only 2 y p y y years. It is anticipated further revision will be released circa 2008 Compliance will assist the global attempt to curtail CO2 emission and climate change!
