As a Civil Engineer with over 35 years experience in Consulting and Local Government , EPCM,
Design & Construct projects, Mr Parkinson has been involved in the management and technical
design of Civil, Transport, Stormwater, Water/Sewerage and Mining Infrastructure,
management of Consulting practices, management of local Government engineering
operations, management of projects and the provision of specialised civil engineering services.
He has been responsible for project management and technical direction/mentoring of civil
engineering professionals and associated professionals in multidisciplinary teams both in
Australia and overseas. His fields of special competence include the management of the civil
engineering analysis and design of transport infrastructure, public works engineering, storm

Provision of specialist advice, analysis and design of oily water sewers at BP oil refinery at
Bulwer Island, Brisbane. At CMPS&F was involved in various civil engineering issues
related to oil and gas projects.

Planning, design and construction of subdivisions in the Northern Territory, Queensland,

Hydraulic and Hydrological Engineering
Assessment, analysis, design and management of clean and contaminated stormwater
generated within mine sites, oil and gas installations and refineries. Design of rainwater
storage and sedimentation dams, erosion control and environmental protection works.
As Drainage Engineer at Gold Coast City Council responsible for the management of major
urban drainage infrastructure projects, including flood studies and all forms of urban
drainage design and analysis.
In addition to the range of hydraulic and hydrological engineering undertaken for Local
Government, numerous major flood studies and strategies have been completed for urban
and non urban catchments, including catchments covering the majority of the developed
and developing areas of the Gold Coast Hervey Bay which together with numerous minor
studies for drainage management works at Hervey Bay. Other studies include a 2000
hectare subdivision at Tamborine. Studies have been completed using the ILSAX, RAFTS
and HEC programme for analysis.
Design of numerous underground stormwater drainage infrastructure and culverts for roads
and subdivisions.
Author of commercial stormwater drainage analysis and design software known as
"HYDES", IcerainW and "CulvertW" used by a number of Local Government Authorities
and Consultants.
Upgrade of oily water and clean water stormwater drainage systems at BP Refinery,
Brisbane and Gas extraction plant at Ballera in the Jackson Oil Fields.
Water Supply
Analysis, design, documentation and construction of minor and major water supply
infrastructure within Queensland, New South Wales, Northern Territory and Indonesia for
government, local government and private developers. Local authority areas include
Barcaldine, Brisbane, Beaudesert, Caloundra, Gold Coast, Hervey Bay, Livingstone,

Analysis, modelling, planning and design of recycled water supply schemes.
Preliminary examination for a scheme for use of desalinated seawater supply infrastructure
to service the Gold Coast.
Design, documentation and construction of steel water supply reservoir at Euston, including
rising main and pump station. Supervise the construction of a precast Concrete Reservoir
at Dundowran and the augmentation of water supplies sources and storage at Balranald,
Euston, Hervey Bay and Murrurundi.
Sewerage
Design and documentation of pump stations, rising mains, trunk sewers and reticulation
sewerage infrastructure within Queensland, New South Wales, Northern Territory and
Indonesia for government, local government and private developers, and;
Designed and/or managed the design of sewerage infrastructure to service numerous local

Public Works/Local Government Engineering
Over 17 years experience in Local Government, including 5.5 years as a Shire Engineer at
Balranald and Murrurundi Shires covering all aspects of public works engineering and
administration,
As Senior Project and Drainage Engineer at Gold Coast City Council responsible for
infrastructure planning and design of stormwater drainage, stormwater quality improvement
and arterial/urban roads. Also involved in setting standards for development and
construction within the City,
