6. AAL II program
An European Funding Programme (2014 – 2020) by a
co-decision of the European Parliament and the Council
total funding volume ~ 700 M€, of which
~ 50 % public funding
(~ half by Partner States and ~ half by EU),
~ 50 % participant own funding

7. “LIVING ACTIVELY AND INDEPENDENTLY AT
HOME”
“Support more older adults to live longer in their
homes with the contribution of ICT based
solutions”

8. The primary aim is to foster ICT-based
solutions that meet end-user needs
• Project total budget: 1-7 M€
• Maximum funding EC : 3 M€
• Realistic business plan (time-to-market < 2
to 3 years after end of the project)
Characteristics AAL Projects (I)
9. Significant involvement of industry and other
business partners, particularly SMEs
• The effort of industry and other business partners
in each project is expected to be 50% or more (in
person months)
• Proactive end-user involvement throughout the
lifetime of the project

10. Consortium must include at least:
• 3 independent eligible organizations (legal entities)
from at least 3 different AAL Partner States, of
which:
o one eligible business partner (often LC)
o one eligible SME which can be the business
partner
o one eligible end-user organization

11. Size of the consortium: from 3 to 10 partners
• Duration of the project: from 12 to 36 months
• Electronic submission system of the proposal (see
guide for applicants)
• English as the language of the proposal

12. INTEGRATION OF END USERS
o Older adults: desires/wishes/needs
o Carers: family, informal carers, professionals
o Organizers, payers, procurers
MARKET ORIENTATION
o Aim to bring products, solutions or service to
the market within max. 2 to 3 years after the project end
o business case for the proposed solution outlined in the
proposal

13. o AAL projects funded by NFAs (National Funding
Agencies) on their own eligibility rules
o For Brussels Region- Innoviris eligibility rules apply
o Projects respect AAL general criteria and regional
/national eligibility criteria

o Enterprises (LCs and SMEs)
o Research centers and universities (only with regional enterprise
or association)
o Associations (only with enterprise, research center or regional
university)
o Eligible costs :
o Personnel, operational costs , subcontracting, overheads(10% of
personal+ operational costs)
o Type of research funded:
o Applied research

15. Funding your AAL project-Innoviris (II)
Eligibility criteria -Innoviris regional funding rules:
• develop all or some of the activities within the territory of the BCR
• present an innovative project likely to have a favorable impact on
economy, employment and/or the sustainable development of the BCR
• show the ability to finance your share in the project (private
companies, association with economic activities)
• have fulfilled their obligations in the context of previous support
initiatives granted by the Region
16. Funding for associations
Different level of funding (depending on structural activity):
o Associations without economic activity- 100% of total budget funded
o Association with limited economic activities (services, sales, paid trainings) but
less than 20% of regular activities- 100% of total budget funded
o Associations with more than 20% of economic activities- funded on the same
conditions as private enterprises
Definition of your type of activity will be done on the basis of annual accounts,
statutes of association (screening) and on the basis of declaration (mandatory to
join to the regional template)
18. Regional template Innoviris
o Available on line (website Innoviris) from March 2nd
o To be filled in EN/FR
o Annexes to be joined (accounts, CVs, statutes- especially for
enterprises and associations)
o To be introduced to Innoviris in 2 paper copies by 28/05 and
electronic form (PDF)
o Associations will join the declaration on their activities

19. Subsidy for the preparation of your AAL project-CONNECT
