It is now a fact that the U.S. government no longer represents the common people of this once
great nation in their qwest of Life, Liberty and the Pursuit of Happiness. There can be “no
happiness” without a decent job in the capitalist model. A job is the base that enables a healthy
family to flourish and business innovation to develop. The right to work is the promise America
once guaranteed, providing our children a sense of purpose. Once upon a time, contracts were
cemented based on a simple handshake. Younger generations (45% in poverty) today have lost
the hope and faith that a better life is possible.
Solutions to the State of the Nation and Challenges Ahead
To start, a complete overhaul to development a flatter simplified tax code is required. During my
research, I found compelling social reasons for the U.S. to invest heavily in e-Learning and job
skills training that lowers the cost of education by almost 66% in some cases.
1.) Today, the economic crisis continues to show on average nationwide among the
major worker groups, the unemployment rates for adult men (8.8 percent), adult women
(8.1 percent), teenagers (24.6 percent), whites (8.0 percent), blacks (16.0 percent), and
Hispanics (11.3 percent) showed little or no change in September. The jobless rate for
Asians was 7.8 percent, according to the U.S. Bureau of Labor Statistics, October
2011.
To help, I propose a $150 billion total ($3 billion per state) national program to
retrain unemployed workers fully paid for by the Federal government with support
from corporations and administered by the Small Business Association or similar
2. organizations. The trade school model would focus on retraining in areas such as
teaching, healthcare, skilled technicians and information technology administration.
There should be no age restrictions with trainees receiving a certificate upon
graduation. Under my proposed plan, corporations would receive significant tax
breaks for hiring retrained workers.
2. Upgrading the U.S. Education System will take a long term commitment over the
next 10-years. To help, I propose the Federal government, private corporations and state
governors meet to develop a model flexible enough to serve the local workforce needs
with benchmark criteria embedded into the plan. This bold education initiative
according to my calculations should deliver upwards of $5 billion per state or $250
billion total within the next 3-years. The funds would be spent on education programs
only of early childhood development, grade school courses on mobile device based
learning platforms, mathematics, science, writing, reading and music / visual arts.
To help fund education, I suggest the President takes bold leadership actions now by
immediately ordering the withdrawal of all troops from both Iraq and Afghanistan. This
saves the U.S. almost $200 billion annually. These foreign occupation interests can
become far more cost effective using advanced military technologies.

The urgency for bold leadership actions in America has reached a boiling point. The
unemployment numbers are particularly devastating when coupled with the recent study,
“Comparative Indicators of Education in the United States and Other G-8 Countries: March
2009”; a report that found the United States public education system ranks very low compared to
other industrialized nations in providing our country with educated high wage workers. For
example, the U.S. ranks about 25th out of 30 countries in math and 24th out of 30 countries
in science skills. This fact means kids graduating school and adults training for careers qualify
now only for low level wage jobs considered about $10 per hour a labor rate that is easily
replaceable.
Today, the United States holds less than 24% of the world's 194 million college level degrees --
degrees broadly equivalent to a U.S. baccalaureate. In 1990, the U.S. share was closer to 33% of
the world's then 73 million degrees. Notice the shift of about 10% within a short time that affects
the economic ability of the U.S. to capture global R&D venture capital money and high wage
jobs.
For evidence the U.S. is rapidly losing its grip on R&D innovation in the key high wage
industries examine the clean technology sector and energy industry emerging leaders including;
solar cells, automotive, clean technology, manufacturing (China/Asia), wind power, ocean wave
power (Europe), manufacturing, electric battery techs (Japan/South Korea), biotechnology,
industrial (Germany/Israel), information technology, bio-fuels, energy (India/Brazil) among
many other sector examples.

The mobile Internet sector will continue growing annually at 20% or more for the next 5-years.
This growth will be driven by global population trends and competitive economic factors. The
widespread global accessibility and low cost for wireless e-Learning and mobile Internet tools
will accelerate innovation among emerging countries. The exploding middle class working
populations in countries like China, Brazil and India followed by Singapore, Bangladesh,
Egypt, Indonesia, Iran, Mexico, Nigeria, Pakistan, The Philippines, South Korea, Turkey,
Canada and Vietnam will drive economic competition for highly educated workers in order to
support demands for a better standard of living. These emerging countries should be considered
among the United States most significant competition for the next 30-years, says James Rickman
