5. TIMELINES
• Pre-separation counseling for E-7 and above 24 months prior to
retirement.
• Pre-separation counseling for E-6 and below 18 months prior to
separation
• TGPS 12 -6 months prior to separation/retirement.
• CAPSTONE must be done before 90 days to separation/retirement.

• Veteran Employment Initiative/VOW ACT signed into Law
on 21 Nov 2011
• Mandatory participation in elements of Transition
Program (with limited exemptions)
• Implements a “CAPSTONE” Event (Mandatory)
• Implements a “Military Life Cycle” transition model
• Implements EDUCATION TRACK, ENTREPRENEUR TRACK,

10. Transition GPS Exemptions
• Exemptions from the DoL Workshop are:
• Service members retiring after 20 or more years may opt
out.
• Members of AC, RC and Guard who after serving their
first 180 continuous days or more on Active Duty under
Title 10 may opt out if they meet at least one of the
following:
• Must have confirmed employment or documented
acceptance to education institution
• All Guard and Reserve members who have previously
attended TAP may opt out of TAP.

11. Transition GPS exemptions (Cont.)
• Commanders in the Service member’s chain
of command may waive mandatory
participation where Sailors are needed to
support a unit on orders to be deployed
within 60 days.
• A “make-up” plan must be developed. [exemption for time
requirements]
• An exempt Service Member must formally
document their decision to not participate
on the DD Form 2648.

12. Transition GPS Limited
Participation
• Bad Conduct or dishonorable discharge – not
eligible to attend optional tracks or CAPSTONE
event.
• Other than honorable discharge – CO determine
whether can attend optional tracks or
CAPSTONE event.

13. The Transition Process
• The CCC is a vital partner in making a
successful transition.
• Identify potential separatees early (12 months)
and retirees (24 months):
• Complete the Service Member Pre-Separation/Transition Counseling
And Career Readiness Standards DD Form 2648 via DMDC.
• IAW with current instructions.
• Schedule Transition/GPS class in advance.

• DD 2648
• Mandated by Congress.
• Pre-separation counseling must be completed
NLT 90 days prior to separation.
• Ensure document is submitted online.
• TAP Manager at Transition GPS class will collect
a copy of DD 2648 for reporting purposes.

Counseling And Career Readiness Standards
• A game plan for a successful transition back to civilian
life.
• A framework you can use to fulfill realistic career goals.
• Something created by yourself, for yourself.
• Consists of 6 blocks (block 1 must be filled out prior to
attending TGPS)
• CCC must know resources available for referral action.

16. DD Form 2586, Verification of Military
Experience and Training (VMET)
• Mandated by Public Law 101-510
• The VMET is:
• A listing of job skills and experience acquired
while on active duty that may apply to
employment in the private sector.
• A tool to use in combination with evaluations,
fitness reports, and other pertinent documents
to prepare employment applications.
• A listing of a training data after 1980 and
experience history only after 1975.
