INTRODUCTION
Water is at the heart of sustainable development. World Water Day is an international celebration
and an opportunity to learn more about water-related topics. Climate change, population growth
and economic development need to find solutions to ensure a sustainable world, which is the
theme of this year's "wastewater". Cameroon joined the International Community to celebrate
World Water Day.
Within this celebration, the Center for Communication and Sustainable Development for All
(CECOSDA), in partnership with UNESCO, IUCN, MINEE, the UNIVERSITY OF PADUA,
organized a conference/debate whose objective was to bring together relevant actors on the
theme of "water in its diversity: what opportunities for sustainable development in Cameroon? ", to
exchange good practices, perspectives and opportunities for experts, students and researchers. It
was also an opportunity to sensitize the participants on the importance of water and to promote
the sustainable management of water resources especially wastewater.
METHODOLOGY
The conference had a series of working session with the Science Program team of the UNESCO
Regional Office in Yaoundé under the supervision of Prof. MAMA PLEA and Dr PIAL.
Participants were selected on the basis of their profile and the registration made online. At the
level of registration, participants' expectations were gathered in order to guide the exchanges.
Two working meetings with the partners (UNESCO, IUCN, MINEE, ENSTP / UNIVERSITY OF
PADUA) made it possible to finalize the themes and the program of the conference taking into
account the expectations of the participants. Participants were chosen from 10 different academic
institutions and civil society organizations, including WCS and other local NGOs, mostly experts,
students, program officers in the fields of water and environment. After the presentations of the
panelists, followed a session of exchange with the participants moderated by Dr. Annie Claude
PIAL of UNESCO.

CONDUCT OF THE CONFERENCE
Presentation by IUCN
The appraisal of the message of the General Director of UNESCO, Irina Bokova on the occasion of
the World Water Day was made by Prof. MAMA Plea. Presentation by Ms JEPANG SANDJONG
Camille Flore, focused on the practice of trans boundary governance of water resources. This
gave room to define the different concepts relating to the topic, giving the elements of an
integrated management of water resources including water governance and its implementation;
the complexity of water management in view of the difficulty of reconciling the requirements of
national sovereignty with that of solidarity.

The intervention of Prof. MAMA Plea, (in charge of the Science Program of the Yaounde
Regional Office) was centered on the UNESCO Hydraulic Program. He made a background of the
International Hydraulic Program (IHP); the various sub programs which have underpinned the
activity of the IHP (IHP I VIII); various initiatives and projects executed, or in the course of
implementation. Finally, activities at the regional level related to the ECCAS
Center for Communication and Sustainable Development for All

and IWRM plan (function, operationalization of IHP cells in Central Africa).
According to the report on water resources in 2016, water is confronted with the
problem of climate change and pollution resulting from human activities. Water-related activities
such as the generation of electricity have led to an increase in the demand for human labor that
has created employment. One billion four hundred million jobs are directly linked to water, while
1.2 billion jobs are indirectly linked to water, which represents 70% of the world's jobs. Thus, it is
important to follow the institutions working in the field of water resources management. The idea
of creating an international hydrological program on water was developed in 1975 and is now in
its 8th phase. Their mission is to manage the risk of poor water management. The program is
structured so, at the national level, there is the national committee of IHP, created by the state to
decide how to govern the resource, how to advise the government and is composed of
researchers, scientists, financial and technical partners. At the international level, there is the
global IHP under UNESCO, composed of two representatives from all countries, and they meet
once in two years.

Presentation by PADUA University
Dr. Valerie DARJO of the University of Padua gave a talk on "water:
what opportunities for young people in terms of training,
entrepreneurship and employment? « This refers to a Master's project in
Environmental Sciences funded by the European Union. This project is
realized through a co-operation between the ENSTP and the University of
Padua (department of architectural civil engineering) with the objective of
developing a system for acquiring skills and knowledge of programming,
monitoring, maintenance, management Water resources and sanitation.
Dr V.DARJO presented the results obtained, the results not anticipated
and of course some prospects for the PhD and a new course in Master:
Water, Waste and Sanitation.

Presentation by MINEE (Ministry of Water and Energy)
Mr. MAINA PAGOU from the Department of Water
Resources Management, spoke about Cameroon's water
supply and sanitation actions and policies, as well as
the perspectives defined by his ministry in
collaboration with other structures. He concluded his
remarks by encouraging everyone to become aware and
to spread the word so that everyone is sensitized
(students, households, individuals ...).

Conclusion
This CECOSDA’s initiative was a success thanks to the participation and dedication of the
partners at the financial and technical level. It is important to note that, the participants
expressed their satisfaction with the presentations made by the various panelists in the domain
of water. In subsequent years and at such an event, we would like to see water stakeholders
become more involved both financially and technically in order to reach a more diversified
target, with the aim of achieving the objectives of Sustainable Development in Cameroon.

  • 4. Center for Communication and Sustainable Development for All 3 MINEE INTRODUCTION Water is at the heart of sustainable development. World Water Day is an international celebration and an opportunity to learn more about water-related topics. Climate change, population growth and economic development need to find solutions to ensure a sustainable world, which is the theme of this year's "wastewater". Cameroon joined the International Community to celebrate World Water Day. Within this celebration, the Center for Communication and Sustainable Development for All (CECOSDA), in partnership with UNESCO, IUCN, MINEE, the UNIVERSITY OF PADUA, organized a conference/debate whose objective was to bring together relevant actors on the theme of "water in its diversity: what opportunities for sustainable development in Cameroon? ", to exchange good practices, perspectives and opportunities for experts, students and researchers. It was also an opportunity to sensitize the participants on the importance of water and to promote the sustainable management of water resources especially wastewater. METHODOLOGY The conference had a series of working session with the Science Program team of the UNESCO Regional Office in Yaoundé under the supervision of Prof. MAMA PLEA and Dr PIAL. Participants were selected on the basis of their profile and the registration made online. At the level of registration, participants' expectations were gathered in order to guide the exchanges. Two working meetings with the partners (UNESCO, IUCN, MINEE, ENSTP / UNIVERSITY OF PADUA) made it possible to finalize the themes and the program of the conference taking into account the expectations of the participants. Participants were chosen from 10 different academic institutions and civil society organizations, including WCS and other local NGOs, mostly experts, students, program officers in the fields of water and environment. After the presentations of the panelists, followed a session of exchange with the participants moderated by Dr. Annie Claude PIAL of UNESCO.

Center for Communication and Sustainable Development for All 4 MINEE CONDUCT OF THE CONFERENCE Presentation by IUCN The appraisal of the message of the General Director of UNESCO, Irina Bokova on the occasion of the World Water Day was made by Prof. MAMA Plea. Presentation by Ms JEPANG SANDJONG Camille Flore, focused on the practice of trans boundary governance of water resources. This gave room to define the different concepts relating to the topic, giving the elements of an integrated management of water resources including water governance and its implementation; the complexity of water management in view of the difficulty of reconciling the requirements of national sovereignty with that of solidarity. Ms. JEPANG SANDJONG Camille Flore, IUCN Presentation by UNESCO The intervention of Prof. MAMA Plea, (in charge of the Science Program of the Yaounde Regional Office) was centered on the UNESCO Hydraulic Program. He made a background of the International Hydraulic Program (IHP); the various sub programs which have underpinned the activity of the IHP (IHP I VIII); various initiatives and projects executed, or in the course of implementation. Finally, activities at the regional level related to the ECCAS
  • 6. Center for Communication and Sustainable Development for All 5 MINEE and IWRM plan (function, operationalization of IHP cells in Central Africa). According to the report on water resources in 2016, water is confronted with the problem of climate change and pollution resulting from human activities. Water-related activities such as the generation of electricity have led to an increase in the demand for human labor that has created employment. One billion four hundred million jobs are directly linked to water, while 1.2 billion jobs are indirectly linked to water, which represents 70% of the world's jobs. Thus, it is important to follow the institutions working in the field of water resources management. The idea of creating an international hydrological program on water was developed in 1975 and is now in its 8th phase. Their mission is to manage the risk of poor water management. The program is structured so, at the national level, there is the national committee of IHP, created by the state to decide how to govern the resource, how to advise the government and is composed of researchers, scientists, financial and technical partners. At the international level, there is the global IHP under UNESCO, composed of two representatives from all countries, and they meet once in two years. Prof. MAMA Plea, UNESCO

Center for Communication and Sustainable Development for All 6 MINEE Presentation by PADUA University Dr. Valerie DARJO of the University of Padua gave a talk on "water: what opportunities for young people in terms of training, entrepreneurship and employment? « This refers to a Master's project in Environmental Sciences funded by the European Union. This project is realized through a co-operation between the ENSTP and the University of Padua (department of architectural civil engineering) with the objective of developing a system for acquiring skills and knowledge of programming, monitoring, maintenance, management Water resources and sanitation. Dr V.DARJO presented the results obtained, the results not anticipated and of course some prospects for the PhD and a new course in Master: Water, Waste and Sanitation. Center for Communication and Sustainable Development for All 7 MINEE Presentation by MINEE (Ministry of Water and Energy) Mr. MAINA PAGOU from the Department of Water Resources Management, spoke about Cameroon's water supply and sanitation actions and policies, as well as the perspectives defined by his ministry in collaboration with other structures.
