MK1 Project : Optimizing reservoir management for livelihoods 2 This project is about livelihoods and aims to develop strategies for optimizing the benefits of reservoirs and increase the ways in which water can be utilized to support the livelihoods of local communities around reservoirs and downstream. A multi-disciplinary approach that focuses on different scales and uses different tools and methods.

Session outline 3 Introduction to session by Chair/Facilitator: 10 min Presentations: 36 min (3 presentations - 12 min each) Decision support systems linked to hydropower reservoir operation and management that accommodate livelihoods Assessing livelihood piloting experiences associated with hydropower development sites Gender, livelihoods and decision making Group discussions: 25 min (6 groups in parallel) Plenary Discussion (approx. 60 min) Groups report back (about 2-3 min each) General discussion and questions to speakers Key reflections from Chair (about 10 min)
- 4. Questions for Group Discussions 1. 2. 3. 4 What enabling factors are necessary for the DSS techniques to be applied for decision-making in other hydropower development sites? How should the multi-disciplinary DSS tools refined and operationalized? What would enable up-scaling/replication of pilots and adapt the lessons learned at one site to other hydropower development sites?
- 5. Questions for Group Discussions 4. 5. What are the key social and cultural values, norms and attitudes that influence decision making in the terms of engaging (or not) in new livelihood opportunities presented to resettled communities associated with hydropower development? To what extent are they gendered? 6. 5 What are the best strategies to make the results and outcomes of the pilot activities better known to the different stakeholders and decision makers associated with hydropower development to ensure outreach and uptake? How can hydropower developers incorporate better the information and insights on the key social and cultural values, norms and attitudes associated with household decision making, in their livelihoods rehabilitation and development programs implemented with resettled communities?

- This session on Better Dams for Food and Livelihoods will draw on the research results generated by the CPWF MK1 project on optimizing reservoir management for livelihoods.
- The CPWF Mekong 1 project is about livelihoods and aims to develop strategies for optimizing the benefits of reservoirs and increase the ways in which water can be utilized to support the livelihoods of local communities around reservoirs and downstream. In this session, we draw on some different aspects of MK1 - that uses a multi-disciplinary approach, focuses on different scales and uses different tools and methods: for example, at an overall site level we look at the decision support systems that can assist in providing information on reservoir operational rules and land use optimization to accommodate local livelihoods; we then pilot test a few livelihood options identified through livelihoods surveys and community consultations and assess the broad lessons learned from our experiences in the 3 sites; finally we try and get a better understanding on the decision making process at the household level and how this determines whether or not individuals/households in resettled villages will be willing to engage in certain livelihood options presented.
