Education Efforts.
Our mission is to nurture sustainable programs that have the potential to reduce senseless
violence in the City of Erie and other tier two cities long term by providing mentoring
resources designed to improve socio-emotional and educational attainment implementing
a scalable model to create proficiency in HOPE by increasing investment in character,
literacy, and attainable vocational and entrepreneurial opportunity in PA, DE, and NJ by
2020.
Our vision is to transform Erie and other needy communities by effectively and equitably
distributing innovative programming, and consistent investment in character and literacy
mentoring resources to our youth, re-entrance, single parent homes, and new Americans.
Executive Summary
Dr. Richard Caruso, CEO and Chairman of the Uncommon Individual Foundation and
Provco Group, believes in his protégé, Carmen Scott Dawson’s, vision to transform the
City of Erie and other similar communities with the art and science of mentoring.
Adreamz Institute will raise funding and manage a citywide – multi city- multi state
program focusing on introducing the effective utilization of TIME - technology,
innovation, mentoring, and education to improve efficiency in character, reading, and

It’s a well-known fact, that illiteracy is one of the highest risk factors for incarceration.
Our goal is to create a critical mass of self-funded entities with a laser focus on
eradicating senseless violence perpetuated by youth and young adults who experience
extended spells of hopelessness due to illiteracy and lack of true economic opportunity.
We have created UnleashTIME Against Violence private/public partnership to pair with
MBKA and entities like Uncommon Individual Foundation to help fulfill the vision and
to distribute resources equitably, and to serve as the “Village” preventing our program
participants from the school to prison pipeline.
Our plan uses UIF protégé led mentoring, Adreamz project management, and Character:
Be About It logic model as a cornerstone. The toolkit of education innovations will be
modified to meet the needs of our four target populations. The plan is to mold Character:
Be About it’s 24 character traits and customize literacy assessments and remediation
lessons and learning modules that fit our target “At Risk” populations unique needs. We
will design & customize assessments each month that will be administered during the
first week of each month ultimately. The participants are immediately referred to literacy
mentoring resources to develop remediation strategies once our team determines a
reading or/and writing deficiency exists. Our partners will track student’s education
attainment month over month, and year after year.
Adreamz Institute will use the art and science of mentoring to drastically reduce
illiteracy. Our team will pair with law enforcement character mentors to assess
literacy levels of students from 6 Erie Schools. Our goal is to create a best practice model
or series of best practices in preventing dropout, and school to prison pipeline for
children at risk of illiteracy. We are working to align our private/public partnership with
structure, programming, and tools to enable us to qualify for federal funds through the
21st
Century Classrooms, My Brother Keepers, HUDD- Promise Zone, and other EDA
grant opportunities.
Why Are We Doing This
Erie Violence has increased dramatically in the past months creating an explosion of ad
hoc mentoring programs designed to curtail violence. This explosion has led to the
creation of many strategies to address the gunfire and senseless murder however no one
effort is tackling what we feel are the real issues, which is “lack of opportunity for our
citizens and illiteracy of our citizens.” The Mayor has publically stated, “ The city’s
role in all of this is primarily law enforcement.” The United States Department of
Education, National Institute of Literacy confirms in 2015 that 70% of inmates cannot
read.

To generate financial support for the formal planning and subsequent launch of a multi-
year private public partnership with a shared mission to utilize the art and science of

to educational opportunities; in art and music, sports and athletic camps, and college
preparation and readiness, and environmental career and entrepreneurship.
Solution
UnleashTIME Against Violence Private/Public Partnership’s four-pronged approach.
Step one is to provide all ad hoc mentoring and education groups with technical service,
opportunities to collaborate, and shared resources. Step two; we will implement character
and illiteracy mentoring in four key environments for three years with our core partners
providing assessments, data analytics, and remediation services.
Value Proposition
The only mentoring model/ program designed to reduce illiteracy of the entire City of
Erie 3rd
grade student population thus positioned to curtail the School to Prison
Pipeline.
The only program targeting single parents for character mentoring
The only program targeting re-entrance community with character mentoring
Our model is opportunity driven and will forge innovative education, career and
entrepreneurial opportunities for diverse populations, to include single parents, pre-
release populations, at risk youth, as well as college bound students in environmental,
renewable energy, and other emerging fields. Our participants are provided with life
changing opportunities that are relevant to their personal and professional development
long term. We attract partners that allow us to offer incentives that have the potential to
make a positive impact in their lives today and in their future.
Assumptions
If we effectively introduce Character: Be About It and Adreamz Institute literacy
assessments, and certified earning and learning opportunities for 38 weeks a year to
groups “at risk” to commit crime, we have a high probability to curtail the persistent
increase of violent and non-violent felony and misdemeanor offenses in the City of Erie.
Our character-mentoring model will reduce crime, violence in school, illiteracy,
juvenile delinquency and truancy along with youth and adult recidivism.
If we implement programming utilizing a multi-systemic approach empowering
woman, and single parent homes as well as veterans, new Americans and refugees we

What has been achieved “ Planning and Doing”
Adreamz Institute and partners launched a citywide campaign called “ Guard our Earth,
Save our City” led by the President Appointed “ Youth Change Maker of the Year”
Xiuhtezcatl Martinez to introduce students to the world of opportunity existing in the
crusade to curtail environmental challenges in Erie and the world while changing the
narrative of hopelessness. We introduced our mentoring programs to the community
through Environmental Advocacy and Hip Hop. We conducted several rallies and private
engagements that reached over one- thousand students from multiple demographics. We
held multiple clean hip-hop performances at schools ranging from Erie Rise Leadership
Charter School to Penn State Behrend, Black School of Business. Our outreach included
the new American population that made our message truly international.
To gain momentum of this we orchestrated a historic project that will change the
landscape of the City of Erie forever. We are pairing up with ten year old “ Yung Skola”
youth activist and positive Hip Hop Artist, Tiffany L. McCloud of the NAACP, and Matt
Harris of Character: Be About It and their team of Troopers and Law Enforcement
Officers to implement a multi-year character and literacy mentoring program designed to
perpetuate the ideals of the UnleashTIME Against Violence Public Private Partnership.
We will focus on using the Mercyhurst University Civic Institute and the Penn State
Behrend CORE staff to help us create a research & evidence based model that articulates
our literacy mentoring model’s efficacy in changing violent behavior by focusing like a
laser to provide our partners programming in partnership with the community centers.
We will target High Risk candidates from four core demographics in phases:
1) High Risk School Aged Children and Families six Erie Schools
2) Single Parents and Families
3) Pre-Release
4) New Americans
Phase 1- December 2015 –December 2016
High Risk School Aged Children and Families
We will pair with Character: Be About It-Troopers to enroll the 3rd
grade students across
the city for our multi- year violence and illiteracy-mentoring program. We will be
improving education attainment and behavioral gains however we are tailoring our model
around reducing illiteracy for clear research; however, we are collecting data points on
our programs impact on crime, violence in school, illiteracy, juvenile delinquency, and
youth and adult recidivism. Below is our real-time strategic plan & outline with content
from the prior Uncommon Individual Funded activities and our rollout plan for the six

Our team of law enforcement, university students , and volunteers will train the
education partner’s on the UIF mentoring model’s- protégé lead, natural, and
collaborative however we will focus on using self-selection to uncover those interested in
receiving additional mentoring to advance themselves and their community. We will
introduce education programs to venues with technology driven blended learning. We
will assist in building capacity of the existing programs with resources provided by
stakeholders listed in UnleashTIME Against Violence partnership.
Our Strategic Plan Outline has the following tactics for the next 12 months

3. Obtain investment from sponsor namely UIF
4. Obtain research partnership with NAACP
5. Secure formal commitment from City and County, Careerlink, and ECGRA
6. Secure University Presidents commitment of Faculty and Students
7. Secure partnerships from government Mayoral and County Executive.
8. Gain Partnership from the 4 Community Centers and Sister’s of Mercy to
reinforce blended model.
9. Host events and recruit major partners and sponsors.
10. Create content library for all activities beginning with aggregating the Earth
Guardians content from Erie events dates October 2nd

11. Raise funding to send urban Erie student and teacher/guardian to November
United Nations COP21 Climate Talks.

o Assess literacy for entire 3rd
grade student population of the City of Erie.
o Align 3rd
graders that prove to be illiterate with appropriate literacy mentoring
resources.
o Reduce instances of class disruptions and violence, reduce crime, violence in
school, illiteracy, juvenile delinquency, and youth and adult recidivism.
o Increase the amount of people with character in Erie
o Increase youth employment program participation by no less than 20% annually
for three consecutive years.
o Produce measurable and statistical outcomes pertaining to youth within the
poverty threshold impacted by violence to be used for future developments.
o Increase college interest and attendance among 9th
-12th
graders.
o Recruit and re-engage no less than 50 high school dropouts to return to school or
participate in general education program.
o Secure 50 mentors to serve as guides to program participants.
o Reduce homicides with a goal of 20 % within one year.
o Construct critical mass of mentoring and education partners.
o Expand education attainment in Science, Technology, Engineering, and
Business through industry partnerships.
o Reduce Hopelessness.
o Enroll 1, 000 users in Text2REPORT mobile platform.
o Assist 200 hundred children enroll in On Track.

  • 2.                                                                                                                                     2   UnleashT.I.M.E (Technology, Innovation, Mentoring, and Education 3.0) Character Be About It alignment with My Brothers Keeper Challenge and 21st Century Education Efforts. Our mission is to nurture sustainable programs that have the potential to reduce senseless violence in the City of Erie and other tier two cities long term by providing mentoring resources designed to improve socio-emotional and educational attainment implementing a scalable model to create proficiency in HOPE by increasing investment in character, literacy, and attainable vocational and entrepreneurial opportunity in PA, DE, and NJ by 2020. Our vision is to transform Erie and other needy communities by effectively and equitably distributing innovative programming, and consistent investment in character and literacy mentoring resources to our youth, re-entrance, single parent homes, and new Americans. Executive Summary Dr. Richard Caruso, CEO and Chairman of the Uncommon Individual Foundation and Provco Group, believes in his protégé, Carmen Scott Dawson’s, vision to transform the City of Erie and other similar communities with the art and science of mentoring. Adreamz Institute will raise funding and manage a citywide – multi city- multi state program focusing on introducing the effective utilization of TIME - technology, innovation, mentoring, and education to improve efficiency in character, reading, and emotional intelligence.
  • 3.                                                                                                                                     3   It’s a well-known fact, that illiteracy is one of the highest risk factors for incarceration. Our goal is to create a critical mass of self-funded entities with a laser focus on eradicating senseless violence perpetuated by youth and young adults who experience extended spells of hopelessness due to illiteracy and lack of true economic opportunity. We have created UnleashTIME Against Violence private/public partnership to pair with MBKA and entities like Uncommon Individual Foundation to help fulfill the vision and to distribute resources equitably, and to serve as the “Village” preventing our program participants from the school to prison pipeline. Our plan uses UIF protégé led mentoring, Adreamz project management, and Character: Be About It logic model as a cornerstone. The toolkit of education innovations will be modified to meet the needs of our four target populations. The plan is to mold Character: Be About it’s 24 character traits and customize literacy assessments and remediation lessons and learning modules that fit our target “At Risk” populations unique needs. We will design & customize assessments each month that will be administered during the first week of each month ultimately. The participants are immediately referred to literacy mentoring resources to develop remediation strategies once our team determines a reading or/and writing deficiency exists. Our partners will track student’s education attainment month over month, and year after year. Adreamz Institute will use the art and science of mentoring to drastically reduce illiteracy. Our team will pair with law enforcement character mentors to assess literacy levels of students from 6 Erie Schools. Our goal is to create a best practice model or series of best practices in preventing dropout, and school to prison pipeline for children at risk of illiteracy. We are working to align our private/public partnership with structure, programming, and tools to enable us to qualify for federal funds through the 21st Century Classrooms, My Brother Keepers, HUDD- Promise Zone, and other EDA grant opportunities. Why Are We Doing This Erie Violence has increased dramatically in the past months creating an explosion of ad hoc mentoring programs designed to curtail violence. This explosion has led to the creation of many strategies to address the gunfire and senseless murder however no one effort is tackling what we feel are the real issues, which is “lack of opportunity for our citizens and illiteracy of our citizens.” The Mayor has publically stated, “ The city’s role in all of this is primarily law enforcement.” The United States Department of Education, National Institute of Literacy confirms in 2015 that 70% of inmates cannot read. Statement of Purpose To generate financial support for the formal planning and subsequent launch of a multi- year private public partnership with a shared mission to utilize the art and science of mentoring to reduce violence and increase literacy in Urban Erie long term by exposure
  • 4.                                                                                                                                     4   to educational opportunities; in art and music, sports and athletic camps, and college preparation and readiness, and environmental career and entrepreneurship. Solution UnleashTIME Against Violence Private/Public Partnership’s four-pronged approach. Step one is to provide all ad hoc mentoring and education groups with technical service, opportunities to collaborate, and shared resources. Step two; we will implement character and illiteracy mentoring in four key environments for three years with our core partners providing assessments, data analytics, and remediation services. Value Proposition The only mentoring model/ program designed to reduce illiteracy of the entire City of Erie 3rd grade student population thus positioned to curtail the School to Prison Pipeline. The only program targeting single parents for character mentoring The only program targeting re-entrance community with character mentoring Our model is opportunity driven and will forge innovative education, career and entrepreneurial opportunities for diverse populations, to include single parents, pre- release populations, at risk youth, as well as college bound students in environmental, renewable energy, and other emerging fields. Our participants are provided with life changing opportunities that are relevant to their personal and professional development long term. We attract partners that allow us to offer incentives that have the potential to make a positive impact in their lives today and in their future. Assumptions If we effectively introduce Character: Be About It and Adreamz Institute literacy assessments, and certified earning and learning opportunities for 38 weeks a year to groups “at risk” to commit crime, we have a high probability to curtail the persistent increase of violent and non-violent felony and misdemeanor offenses in the City of Erie. Our character-mentoring model will reduce crime, violence in school, illiteracy, juvenile delinquency and truancy along with youth and adult recidivism. If we implement programming utilizing a multi-systemic approach empowering woman, and single parent homes as well as veterans, new Americans and refugees we will reduce illiteracy, violence, and crime.
  • 5.                                                                                                                                     5   What has been achieved “ Planning and Doing” Adreamz Institute and partners launched a citywide campaign called “ Guard our Earth, Save our City” led by the President Appointed “ Youth Change Maker of the Year” Xiuhtezcatl Martinez to introduce students to the world of opportunity existing in the crusade to curtail environmental challenges in Erie and the world while changing the narrative of hopelessness. We introduced our mentoring programs to the community through Environmental Advocacy and Hip Hop. We conducted several rallies and private engagements that reached over one- thousand students from multiple demographics. We held multiple clean hip-hop performances at schools ranging from Erie Rise Leadership Charter School to Penn State Behrend, Black School of Business. Our outreach included the new American population that made our message truly international. To gain momentum of this we orchestrated a historic project that will change the landscape of the City of Erie forever. We are pairing up with ten year old “ Yung Skola” youth activist and positive Hip Hop Artist, Tiffany L. McCloud of the NAACP, and Matt Harris of Character: Be About It and their team of Troopers and Law Enforcement Officers to implement a multi-year character and literacy mentoring program designed to perpetuate the ideals of the UnleashTIME Against Violence Public Private Partnership. We will focus on using the Mercyhurst University Civic Institute and the Penn State Behrend CORE staff to help us create a research & evidence based model that articulates our literacy mentoring model’s efficacy in changing violent behavior by focusing like a laser to provide our partners programming in partnership with the community centers. We will target High Risk candidates from four core demographics in phases: 1) High Risk School Aged Children and Families six Erie Schools 2) Single Parents and Families 3) Pre-Release 4) New Americans Phase 1- December 2015 –December 2016 High Risk School Aged Children and Families We will pair with Character: Be About It-Troopers to enroll the 3rd grade students across the city for our multi- year violence and illiteracy-mentoring program. We will be improving education attainment and behavioral gains however we are tailoring our model around reducing illiteracy for clear research; however, we are collecting data points on our programs impact on crime, violence in school, illiteracy, juvenile delinquency, and youth and adult recidivism. Below is our real-time strategic plan & outline with content from the prior Uncommon Individual Funded activities and our rollout plan for the six Erie Schools.
  • 6.                                                                                                                                     6   Our team of law enforcement, university students , and volunteers will train the education partner’s on the UIF mentoring model’s- protégé lead, natural, and collaborative however we will focus on using self-selection to uncover those interested in receiving additional mentoring to advance themselves and their community. We will introduce education programs to venues with technology driven blended learning. We will assist in building capacity of the existing programs with resources provided by stakeholders listed in UnleashTIME Against Violence partnership. Our Strategic Plan Outline has the following tactics for the next 12 months Phase One: Tactics 1. Obtained commitment to venture with Character: Be About It 2. Obtain Support from the Benedictine Sisters 3. Obtain investment from sponsor namely UIF 4. Obtain research partnership with NAACP 5. Secure formal commitment from City and County, Careerlink, and ECGRA 6. Secure University Presidents commitment of Faculty and Students 7. Secure partnerships from government Mayoral and County Executive. 8. Gain Partnership from the 4 Community Centers and Sister’s of Mercy to reinforce blended model. 9. Host events and recruit major partners and sponsors. 10. Create content library for all activities beginning with aggregating the Earth Guardians content from Erie events dates October 2nd , 8th , and 9th. 11. Raise funding to send urban Erie student and teacher/guardian to November United Nations COP21 Climate Talks. 12. Secure Dr. Jill and Ashley Biden’s participation. 13.   • 7.                                                                                                                                     7   Outcomes to be derived from 12 months of Character and Literacy Mentoring o Assess literacy for entire 3rd grade student population of the City of Erie. o Align 3rd graders that prove to be illiterate with appropriate literacy mentoring resources. o Reduce instances of class disruptions and violence, reduce crime, violence in school, illiteracy, juvenile delinquency, and youth and adult recidivism. o Increase the amount of people with character in Erie o Increase youth employment program participation by no less than 20% annually for three consecutive years. o Produce measurable and statistical outcomes pertaining to youth within the poverty threshold impacted by violence to be used for future developments. o Increase college interest and attendance among 9th -12th graders. o Recruit and re-engage no less than 50 high school dropouts to return to school or participate in general education program. o Secure 50 mentors to serve as guides to program participants. o Reduce homicides with a goal of 20 % within one year. o Construct critical mass of mentoring and education partners. o Expand education attainment in Science, Technology, Engineering, and Business through industry partnerships. o Reduce Hopelessness. o Enroll 1, 000 users in Text2REPORT mobile platform. o Assist 200 hundred children enroll in On Track. o Create an pipeline to Environmental Careers and Co- Operative Experiences.
