The City of Chicago and Department of Public Health announced new COVID-19 safety guidelines including requiring proof of vaccination for indoor dining, fitness and entertainment venues. Businesses must check for proof of full vaccination which begins January 3rd for those 5 and older. Masks are still required for all public indoor settings regardless of vaccination status. The goal is to slow COVID-19 spread and encourage vaccination.

- I’m very pleased to have the opportunity to speak with you today about the work of the Chicago Department of Public Health and the Chicago Cultural Plan. First, I’ll briefly review the Chicago Public Health Agenda, the blueprint for our work to make Chicago the healthiest city in the nation. I’ll discuss some of the important connections between health, art and culture. I will then focus in on a recent collaboration between DCASE and CDPH on our Enroll Chicago initiative, the Chicago Artists Health Care Town Hall. In closing I’ll mention some opportunities for the use of the arts in our work.
- Mayor Emanuel and CDPH released the Healthy Chicago Agenda in August 2011. The Agenda identifies 12 priority areas, health status targets for 2020, and 193 strategies to meet our goals. The strategies cover areas of policy, programs, and education and awareness activities. By working on strategies in all these areas, the goals are addressed comprehensively. This agenda shifts us from one-time interventions through programs to more sustainable changes.
- Healthy Chicago lays out strategies for addressing 12 public health priorities, which are:
- To understand the important connections between health, art & culture, I want to start with a common definition of health. Good health means not only not being sick, but being mentally and physically healthy, having a sense of overall well-being, and having a good quality of life. Our health is influenced by much more than genetics and health care. In fact, the factors that influence the majority of our health are the choices we make, our social environments, and our environmental conditions. And the choices we make– what we choose to eat, if we choose to smoke, etc. – are strongly affected by our surroundings as well as systems and the policies put in place by government.
- There’s a lot of evidence that demonstrates the significant impact that arts and culture have on health. I’ll mention a few of the many examples.--Participating in the arts and in engaging in arts activities affect health in many ways. For example,--Large scale epidemiological studies show that participation in the arts on a regular basis– visiting the theatre, attending concerts, going to museums, and to sporting events– has a positive effect. Excess mortality was found for those who only attended events less frequently, even when controlling for factors such as income, education, disease, and smoking. ---Attending more cultural events (art exhibits, dance performances, opera or classical recitals, the cinema, live music, or theatre)– is associated with better self-rated health, according to another U.S. study.---Other research shows that participation in cultural activities appears to provide some protection against cancer mortality in urban areas. --And arts engagement– such as playing an instrument and singing–have been shown to improve mental and physical well-being.(Clift, S. (2012). Creative arts as a public health resource: moving from practice-based research to evidence-based practice. Perspectives in Public Health. 132, 120-127).--And as the cultural plan points out, experiencing art and culture can include physical activities such as dancing, important for our priority to reduce obesity.--There are also connections between art and violence prevention. We know our physical environments have a great impact on our well-being.--The Centers for Disease Control and Prevention has studied how Crime Prevention to Environmental Design (CPTED) principles influence violence in schools. They recommend displays of student art in schools to help to prevent violence. This works through the ability to express of pride or ownership and by creating a welcoming environment.(http://www.cdc.gov/violenceprevention/youthviolence/cpted.html)-- Citywide arts programs for at-risk youth decrease involvement in delinquent behavior, increase academic achievement, and improve students’ attitudes about themselves and the future, reducing the risk of violence. October 28, 1999,ojjdp.ncjrs.org/about/spch991028.html.)--The bottom line is that the Chicago Cultural Plan really serves to strengthen our public health efforts
- I want to focus in on a special collaboration between Cultural Affairs and Public Health around our Access to Care priority, Enroll Chicago. Enroll Chicago! is a citywide initiative that provided uninsured Chicago residents with information and resources to enable them to take full advantage of new options available to them under the Affordable Care Act (ACA). This campaign will brought together multiple city agencies and close to 40 community partners to encourage enrollment in the Illinois Health Insurance Exchange (exchange), opening October 1, and Small Business Health Options Program (SHOP), opening November 1. Through Enroll Chicago!, the City and its partners worked to provide education and enrollment information directly to uninsured residents where they work, live and play.
- The following City departments and sister agencies contributed to the campaign. DCASE and CDPH collaborated on a special event, the Artists Health Care Town Hall.Family and Support Services -- education and enrollment services at their Senior and Community Service Centers, through partnerships with various community organizations funded by State enrollment grants.Chicago Police Department ---share information with uninsured residents through their CAPS unit.Chicago Public Schools is partnering with CDPH to facilitate enrollment of uninsured students through the All Kids program, linking parents who may also benefit from opportunities through the ACA.Chicago City Colleges has committed to provide enrollment information to faculty, staff and students.The Chicago Public Library -- trained on ACA options and resources and will make enrollment information available at all branches. In addition, they are working with partners to arrange on-site education and enrollment opportunities throughout the open enrollment period.The Department of Business Affairs and Consumer Protection --work with partner groups to provide education to neighborhood chambers of commerce and other members of the Chicago small businesses community, to inform them of opportunities and implications of the new law.Chicago Housing Authority ---partnering with State-funded agencies to provide outreach and enrollment efforts directly to their residents.Mayor’s Office for People with Disabilities has applied for their staff to become Certified Application Counselors, allowing them opportunities to enroll residents for health coverage through the Marketplace.Department of Aviation committed to providing employees of concessionaires and other contractors with education and information.
- Artists are disproportionately uninsured: In July and August 2013, Future of Music Coalition (FMC) and the Artists’ Health Insurance Resource Center (AHRIC) conducted an online survey of US-based artists about their access to health insurance. The survey found that, of the 3,402 artist respondents, 43 percent do not currently have health insurance. This is more than double the national estimate of 18 percent uninsured (ages 0-64), as calculated by the Kaiser Family Foundation.Of uninsured respondents, the vast majority – 88% – say that the primary reason that they don’t have insurance is that they can’t afford it.Of those respondents who do have health insurance (N=1927), 39 percent said they are paying for coverage themselves. This is over six times greater than the estimated 6 percent of the general population that pays for private, non-group insurance, according to the Kaiser Family Foundation.55% were unclear about the Affordable Care ActSo we collaborated with DCASE on the Chicago Artists Health Care Town Hall which took place last month. AIDS Foundation of Chicago was also a partner.
- We connected DCASE with an agency to provide insurance enrollment services at the town hall. However, DCASE did such a fantastic job promoting this event that we needed more health care navigators, and so we also engaged the State. DCASE had the idea to do more than just insurance enrollment at the event. As a result, other nonprofits and providers were included in this event, connecting people to health related organizations and services. We also wanted to provide flu shots. Ultimately, the event included educational presentations, health information tables, and health care enrollment navigation. --125 people made 1-hour appointments with health care navigators, who started and sometimes completed the enrollment process for these individuals. This is what you see taking place here in the photo. --More than 150 people participated in the health education sessions.--And 47 people got their flu shot.
- Our Department views the Cultural Plan as presenting a great opportunity to think innovatively about health. For example, we recently explored the use of film in our work, and discussed the possibilities of public health and the arts with our Beyond Pink Chicago breast cancer advisory group. Here, you see Breast Fest, a “Rethink Breast Cancer Event” that spurred our thinking about the use of film in our work. Breast Fest takes place in Canada. Breast Fest “uses the versatile media of film and the arts to inspire dialogue, facilitate learning and foster community by exploring the issues surrounding breast cancer. Breast Fest is the world’s first and only film & arts festival dedicated to breast cancer awareness and education”.This is just one of the countless ways we can incorporate the arts into our work.
