Project Manager

RDSA provides advanced research and development support and systems engineering support to DON
intelligence activities in the areas of classified programs, operations, projects, and studies. RDSA is a
joint program office.
• Managed over $100M in annual budget across multiple government and contractor projects
highly technical projects (including ACAT-1 level acquisition). Ensured 100% of funds were
rapidly disbursed and obligated on priority tasking with execution of funding closely tracked to
ensure timely and accurate fiscal year reporting. This created opportunities to identify funding
shortfalls and under execution of funds. This allowed all funding to be executed against the
highest priorities first and on those tasks which were execute funds to their agreed upon plan.
• Created the organizational model for a major new mission/business area integrating first of a kind
equipment in the prosecution of National Intelligence Priority Framework (NIPF) priority one
intelligence targets (the nations top unmet intelligence needs). This program has an expected 30+
year lifespan.
• Selected and hired key government and contractor personnel for a major new mission area. Roles
included mission director, technical director, mission team members, and mission support subject
matter experts allowing the mission team to rapidly form and focus on mission accomplishment
with all attendant support in place.
• Implemented significant lifecycle product improvement efforts, reducing duplication of effort/
capability in multiple areas, and improving existing systems, saving the government millions of
dollars per year, and improving overall operational capability.
• Oversaw the decommissioning of several major classified projects with very unique material
concerns. Guaranteed valuable materials were reclaimed or recycled, greatly reducing the costs
of these efforts.
• Developed charters and led multiple mission focused Integrated Product Teams (IPTs), which
span multiple contractor and government agencies. These teams ensured mission success by
allowing all involved to understand and focus on their role in the overall project, and how their
piece of the project was integral to overall success.
• Developed and oversaw mission security plans, including end-to-end mission security, ensuring
security of personnel, platforms, and equipment. Ensured security was part of mission
accomplishment, rather than an afterthought, reducing barriers to mission accomplishment.
• Crafted mission specific intelligence collection requirements and coordinated a joint Intelligence
Community (IC) team to meet these requirements, ensuring equipment and personnel are fully
prepared to complete assigned mission tasking in a high threat environment.
• Created and maintained an Integrated Master Schedule (IMS) used across the enterprise to
coordinate the efforts of over nineteen integration and development contractors and government
entities, ensuring all major system integration, testing, delivery, training and certification
milestones were able to be tracked in real time.
2. Project Chief Engineer

• Leader of Systems Engineering Counsel responsible for government mission system integration,
delivery, training, and mission execution. This counsel approves all changes to mission system
equipment baseline configuration, procedures, and oversees all mission work-up and training
activities.
• Developed end-to-end mission system engineering requirements/performance specifications to
ensure mission system was capable of performing against targets with unknown attributes to
include countering a variety of unknown threats and delivering intelligence in challenging
environments.
• Leader of an independent technical review team of subject matter experts across a broad range of
disciplines. This team advises the government on the technical feasibility of advanced
development efforts and provides independent review of contractor and government
recommended courses of action, reducing development risk, cost, and timeline.
Contracting Officer Representative

• Managed two government engineering and technical services contracts and served on a source
selection panel for a major re-bid of a SETA services contract.

several major classified government special projects ensuring operators had the guidance and
support needed to accomplish their mission.
• Authored and oversaw the implementation of operational orders for several major operations
vital to national security carried out by a variety of platforms and assets.
• Oversaw multiple joint operations carried out by multiple DOD and IC agencies in support of
major national intelligence priorities.
• Chosen to brief theater commanders and staff on daily, complex operations occurring in their
areas of responsibility, requiring close coordination with other theater assets and ongoing efforts
in the region.
• Coordinated joint, multi-agency operations and support for people in the field ensuring they had
the information and tools/support they needed in real time to accomplish their missions safely
and securely. Led after action reviews ensuring lessons learned were captured and shared quickly
and accurately to improve the outcomes all future operations.
3. Congressional Affairs Liaison

• Represented the program office in all external matters with Congress. Specifically worked with
House and Senate Appropriations Committees, House and Senate Armed Services Committees,
and House and Senate Select Intelligence committee members and staff.
• Frequently lauded for providing exceptional support by members, staff directors and senior
staffers across all committees. Recognized for dramatically improving program relationships with
committee members and staff and greatly improving transparency of program efforts and budget
decisions.
• Implemented a joint, interagency congressional affairs group centered on program efforts, to
maximize cooperation and mutual benefit to all agency partners. This significantly improved
congressional insight into multi-agency supported efforts, highlighting efficiencies, cost savings,
and benefits of interagency cooperation.
• Shifted congressional interaction to a “value to the nation” centered discussion improving
understanding and support for vital national defense and intelligence efforts.
• Developed a strategy for giving visibility to unfunded requirements that previously went unmet,
ensuring program efforts were able to meet or exceed expectations.
• Drafted testimony for the program manager in support of congressional hearings. Assisted in
drafting testimony for leadership of partner agencies.
• Supported the program manager in all hearings and congressional meetings with key committee
members and senior staff, including pre-meeting preparation, all aspects of meeting security,
transportation of classified material, preparation and delivery of congressional correspondence
for the record, meeting minutes and management, and post meeting debriefs and follow-up of
action items.
• Specifically requested to directly support the Deputy Director of Naval Intelligence on several

budgets were being slashed community wide.
• Planned, coordinated, and managed all aspects of congressional delegation travel to sensitive
activities. This included reviewing and coordinating information presented, visit schedules,
security planning, and personally escorting members of congress and senior executive branch
leaders both during and after working hours.
4. Operations Officer
Commander Submarine Development Squadron Five 2006-2009

• Directed the transition from traditional submarine navigation using paper charts to all electronic
navigation for the SEAWOLF class of submarines. This included equipment integration, shore
based training, at sea training, and creating a robust certification program ensuring continued safe
operation of fleet submarines.
• Created multiple new opportunities for Navy, Coast Guard, and Merchant Mariners in the Puget
Sound area by developing joint training exercises and conferences sharing information on safe
navigation of the Puget Sound and Straits of Juan De Fuca as well as improving operational
security through increased information sharing among all local professional mariners.
• Responsible for training and certification of the Navigation and Operations departments of three
fast attack submarines on behalf of the Squadron Commodore. Spent over a year at sea training,
evaluating, and certifying squadron submarines. Oversaw the training and certification for the
first overseas deployment of all submarines in the SEAWOLF class.
• Responsible for managing and overseeing all Information Technology assets for the squadron,
including a staff of ten dedicated IT professionals and multiple classified networks.
• Responsible for training and evaluation of numerous special operations platforms and efforts
vital to national security.
• Oversaw the change-of-homeport and first ever integration of fast attack submarines into the
Pacific Northwest.
• Planned, developed, and maintained long and short range integrated, highly complex, and
frequently changing operational schedules for all squadron submarines including coordinating
with multiple fleet assets to accomplish training and operational goals.

USS KENTUCKY(BLUE) Navigation/Operations Department Head (2006-2007):
• Developed a new method for safe transit of the Straits of Juan de Fuca while submerged,
ensuring safe passage and minimal impact to local watermen, greatly improving operational
safety and security. This was later shared with other submarines and is now the normal method of
operations for all submarines in the Pacific Northwest area of operations.
USS SAN FRANCISCO Weapons Department Head (2004-2006)
• Tasked as the ship’s lead for an effort to remove and replace the entire bow of the submarine in a
floating dry dock in under six months while forward deployed to Guam. This had never been
done before and required significant, regular coordination with multiple agencies and
organizations to complete successfully. It is recognized as one of the most significant engineering
achievements in recent history by the submarine force.
• Recognized for specific acts of valor following a collision between our submarine and an
uncharted seamount, which resulted in the disability of more than half of the submarine crew and
the death of a shipmate.
• Specifically chosen by the Commander Submarine Force for assignment as a department head to
the first US submarines forward deployed to Guam.
USS ALEXANDRIA Communications/Assistant Operations Officer (2003-2004)
• As an RDT&E platform for Commander Submarine Squadron Twelve, oversaw numerous first of
a kind test and evaluations of new submarine systems, including testing of a new submarine
towed array sonar system in the Arctic environment.
Naval Submarine School Lead Threat and Tactics Instructor (2000-2003)
• Developed, in association with NUWC Newport, a piece of open source software vital to post
9/11 operations which is now deployed on all US Navy ships, submarines and aircraft, and is
widely used by the US Coast Guard and DHS for rapidly identifying merchant ships which may
pose a threat to the US homeland.
• Co-authored and presented a classified R&D paper at the National Defense Industry Association
Undersea Warfare Conference in Monterey, CA in 2003. Attendees included many heads of
industry and the Chief of Naval Operations.
• Chosen to assist in writing the requirements documentation for the Submarine Multi-Mission
Team Trainer (simulator) version three. This is an integrated simulation/stimulation trainer, which
simulates the sonar, fire control, communications, and ship’s control systems for shore based
submarine training.
• Co-author of the Navy’s first ever guidance on submarine littoral operations with Commander,
Submariner Development Squadron Twelve.
• Chosen as the government lead for development and acceptance of delivered software and visual
models used in the submarine force periscope trainer incorporated in shore based and at sea
trainers worldwide.
USS BUFFALO Chemical and Radiological Controls Assistant (1997-2000):
• Chosen to work with COMSUBPAC Force Radioman to design, build, and acquire the first ever
submarine periscope hang-on digital cameras in the US submarine force. Designed, tested, and
delivered the first five complete packages to Pearl Harbor based submarines.
