According to the most recent estimates, 2014 emissions of carbon dioxide (CO2), the main contributor to global climate change, are projected to be 2.5 percent higher than 2013 levels, which translates into the release of 37 billion additional tons of CO2 into the atmosphere. As negotiators wrap up their talks at the international climate conference in Lima, Peru, there is no indication that this trend will change soon. Scientists estimate that future emissions should not exceed 1,200 billion tons of CO2, in order to keep Earth's temperature increase to no more than 2 degrees Celsius and to avoid severe and irreversible environmental effects. Yet at the current rate of emissions, this remaining “quota” would be used up in less than a generation, writes Joel Stronberg, contributing author for the Worldwatch Institute’s (www.worldwatch.org) Vital Signs Online.

The paper aims at assessing the specific impact of shallow versus deep integration between Mediterranean (MED) countries and their partners in the European Union (EU) as well as between the MED countries themselves. It relies on dataset developed for this project concerning tariffs (as a proxy for shallow integration) and Non Tariff Measures (NTMs) (as a proxy for deep integration). Additional data are also included in order to take into account other trade costs, especially transport costs and logistics costs. In this regard, an original dataset of maritime freight cost (Maersk, 2007) is introduced as well as the trade logistics performance (TLP) index produced by the World Bank. Such datasets are useful for providing additional insight into deep integration. Finally the study shows that there is a huge potential for enhancing trade amongst MED countries if trade costs are lowered, logistics is improved, and NTMs are abolished. Summary of Intelligent Energy Europe (IEE) project-SMILEGOV The IEE funded project Smarter Multi Level Governance (SMILEGOV) is examining the major barriers to creating a low carbon society on islands. It is bringing together the various stakeholders and the multilevels of governance required to achieve the EU target of 20% reduction in Carbon and 20% increase in renewable energies by the year 2020, ie less than 6 years from now. The crux of the project is to engage all stakeholders including islanders to agree to the Pact of Islands. The pact asks for commitment to examine and agree an island energy action plan within 12 months of signing the document. Using the Pan European Island programme SMILEGOV, we are working with other islands as per the Pact of Islands. To date, Arainn Mhor is creating a story board, a platform to collaborate, creating a model that others can emulate by working together.

In 2010, the OECD presented the Environmental performance review of Ireland. This review included 38 recommendations intended to contribute to further environmental progress in Ireland, to address issues such as water, air, biodiversity and international environmental co-operation. Five years later, in March 2014, Ireland presented a mid-term review to the OECD Working party on Environmental performance. This mid-term review, a voluntary contribution, provides a timely opportunity to take stock of the progress made and the remaining challenges. Ireland's actions have included : the reform of the waste sector, the reform of the water sector, the planned introduction of domestic water charge, the introduction of a carbon tax, substantial reform of the local government system.
