Adequacy: Fully sufficient for a specified or
implied purpose or requirement; equal to;
proportionate to.
Response Reliability: The probability that the
required amount of staffing and apparatus that
is regularly assigned will be available when a fire
or emergency call is received, i.e. the
percentage of time that all response units are
available for a dispatch.
4. Measuring Adequacy
CSFD measures performance based on
• 252 performance indicators of the CPSE CFAI
accreditation framework.
• City Council Strategic Plan goals, objectives,
and actions.
• NFPA Standards.
The following are key areas where potential
inadequacies may develop based on future
growth, increase in call volume, and boundary
expansion:

Adequacy: Future Growth Impact on Staffing, Stations, Apparatus, and
Equipment
Performance Indicators: 5E.1, 5F.1, 5G.1, 5H.1, and 5I.1 Given its standard and cover and
deployment objectives, the department meets its staffing, stations, apparatus, and equipment
deployment objectives for each type and magnitude of fire, emergency medical, technical rescue,
hazardous material, and aviation incident.
Adequacy: Future Growth Impact on Response Times
Performance Indicators: 5E.1, 5F.1, 5G.1, 5H.1, 5I.1 and 5K.1 Given its standard and cover and
deployment objectives, the department meets its response time objectives for each type and
magnitude of fire, emergency medical, technical rescue, hazardous material, aviation, and
wildland incident.
7. NFPA Standard 1710
• NFPA 1710 is the “Standard for the Organization and Deployment of Fire Suppression
Operations, Emergency Medical Operations, and Special Operations to the Public by
Career Fire Departments.”
• Call Handing = 64 seconds.
• Turnout = 60 seconds for EMS, 80 seconds for fires.
• Travel =240 seconds.
• Fire = 384 seconds (6:24)
