A Xiamen University professor alleges that there is a large basalt reef
under cover of sand in the centre of the Taiwan Strait. “Its great
meaning lies in the basalt reef and can be built as an artificial island
which is bigger than Xiamen Island. It makes the Taiwan Strait
Tunnel Project more realistic,” said Mr. Cai Aizhi, professor of College
of Oceanography and Environmental Science of Xiamen University. It
has been thought that the Changyuan Shallows, which is located in
the centre of the Taiwan Strait, was a huge undersea desert. But
Professor Cai said that there is a large basalt reef under the sand.
The Taiwan Strait Tunnel Project is an undersea tunnel proposed in Taiwan Strait Tunnel sketch

Agency The Honourable Leona Aglukkaq Ms. Leona Aglukkaq was first elected to
Honourable
work for the Nunavummiut in the House of Commons in October 2008. On October Leona Aglukkaq
30th, 2008 she became the first Inuk to be sworn into the Federal Cabinet, as the
Minister of Health.
In May 2011 after being re-elected for her second term, Ms. Aglukkaq was again sworn
in as the Minister of Health, this time with an additional portfolio, the Minister of the
Canadian Northern Economic Development Agency. In August 2012, Ms. Aglukkaq
was honoured to be named the new Chair of the Arctic Council and sworn in as the
Minister of the Arctic Council for Canada. Before entering federal politics Ms.
Aglukkaq served in the Nunavut Legislative Assembly as the MLA for the district of
NATTILIK (communities of Gjoa Haven and Taloyoak).
During her time as an MLA, Ms. Aglukkaq was elected by her peers to be part of the
Executive Council. She was first given the responsibility of Finance Minister and House
Leader, before becoming the Minister of Health and Social Services and the Minister
for the Status of Women.
Throughout her life, Ms. Aglukkaq has enjoyed an extensive career in government.
Before entering politics, Ms. Aglukkaq served in numerous roles in both the Northwest
Territories and Nunavut Governments, including as Deputy Clerk of the Legislative Minister of Health &
Assembly, Deputy Minister for Culture, Language, Elders and Youth, Deputy Minister Minister of the
for Human Resources, as an Assistant Deputy Minister for Human Resources and Canadian Northern
Executive and Intergovernmental Affairs and as the Superintendent for Education, Economic

Message from Leona Aglukkaq, Minister of Health National Non-Smoking
Week January 20-26, 2013 This is National Non-Smoking Week, a week where we
pay extra attention to educating Canadians about the dangers of smoking, discourage
people from starting to smoke, and support those who wish to quit. I would like to thank
the Canadian Council for Tobacco Control (CCTC) for their continued leadership of
National Non-Smoking Week. The theme for this year is "Live, work, play... even better
smoke-free".
Canada is a world leader in tobacco control. Smoking is at an all-time low in Canada --
dropping to 17%. The rate of Canadians who smoke on a daily basis is even lower at
14%. Despite this achievement, tobacco use continues to be the most important cause of
premature death in Canada. It is a leading cause of preventable lung disease, including
lung cancer, and is also a major risk factor for cardiovascular disease. It has negative
effects on nearly every organ of the body and is responsible for more than 37,000
premature deaths every year in Canada. To encourage Canadians to quit and stay smoke-
free, federal, provincial/territorial and municipal governments have taken a number of
approaches over the past 10 years, including restricting where people can smoke;
restricting access to tobacco products, especially for youth; participating in tobacco
cessation programs; and raising awareness of the health hazards associated with tobacco
use and the benefits of quitting. With second-hand smoke bans in place, Canadians are
more protected than ever from exposure to second-hand smoke in public places, with
close to 100% of enclosed public space being smoke-free. Most recently, our Government
introduced new warning labels on cigarette packages, which feature a national quitline
phone number for people who want help quitting. We have also banned flavoured little
cigars, which were clearly targeted towards youth. Our Government remains concerned
about the high smoking rates within Aboriginal communities, some as high as 50%, and is
now refocusing its smoking cessation and prevention programming towards populations
with the highest smoking rates. Health Canada will continue its work on tobacco control
initiatives that aim to preserve the gains made over the past 10 years and to continue the
downward trend in smoking prevalence. That way, no matter where Canadians live, work,

Yelich was first elected to the House of Commons in 2000 and was re-elected in 2004,
2006, 2008 and 2011. On October 30, 2008, Mrs. Yelich was appointed Minister of State
for Western Economic Diversification by Prime Minister Stephen Harper. She was re-
