 Canadian regulatory framework requires predominantly local
decision making and vetting of MTDs
 Historically no Canadian specific protocols or evaluation
programs for MTDs
 Local decision makers often lack resources and/or expertise to
complete evaluations
 Some regions relying on programs such as NJCAT/NJDEP but
data from those programs not always well suited for direct
adoption

 In 2013 Toronto and Region Conservation Authority (TRCA)
convened a diverse stakeholder group to gauge interest and
establish goals for a national protocol
 Group agreed to use 2013 NJDEP protocol as a foundation for
the process
 Changes needed to make resulting data applicable to diverse
local regulations
 Stakeholders wanted a protocol that yielded a flexible data set
 After initial stakeholder meeting TRCA took lead on drafting
protocol with several rounds of stakeholder review

 Mandatory performance trials at 7 operating rates ranging from
40 l/min/m2 to 1400 l/min/m2 of sedimentation area
o Additional tests optional
o All testing using modified mass balance with target influent of 200mg/l
 PSD analysis on source sediment as well as sediment
captured during each test run
 Scour test component with system filled to 50% sediment
capacity
o Uses 1-1000um PSD for scour
o 5 target loading rates between 200-2600 l/min/m2 of sedimentation area
o Duplicate effluent and PSD samples collected at each operating rate
 Voluntary light liquid re-entrainment test
o A scour test for floatables
o Low density polyethylene beads used to simulate oils

 Initial PSD tolerances and sampling requirements made
sediment compliance difficult
o + or – 3% tolerances changed to + or – 6%
 Mass balance approach results in lengthy run times at low
operating rates
o Min 11.3kg sediment per trial
o CDS trial at 40 l/min/m2 was 21.4 hours
o Test run in 3 chunks over 3 days
 PSD sampling before each test run adds appreciable cost and
increases likelihood of non compliance

 Protocol is robust and has been proven feasible to implement
 Protocol and process require substantial financial investment
 Protocol implementation could be improved with tweaks to test
requirements
 CDS in early stages of CETV verification process
 Process creates a substantial amount of data but there is little
guidance for using data at local level
o Ideally policy or guidance on use of results should be created to aid
local users and drive consistency
 Consistent implementation of verification process and local
regulatory policy will be critical to success of program
