• Unioncamere operates as pre-LOU since January 2014
• Authorization by the ROC
• Support of two Italian sponsors: Bank of Italy and
Consob (National Commission for Companies and the
Stock Exchange).
• Unioncamere has InfoCamere as operational partner.

• Unioncamere cooperates with GLEIF and other LOU to
define Best Common practices for the issuance and
maintenance of LEI codes and participates in the
international meetings of pre-LOUs.
• InfoCamere supports Unioncamere in technical aspect
and quality;
• Unioncamere guarantees a full cooperation approach in
the GLEIS participating in international meeting.

Who is Unioncamere
•The Italian public entity representing the Italian Chambers
of Commerce, in any relationship, at both local and
international level;
•The main task is to supervise and to ensure a duly keeping
of the official Business Register;
•Unioncamere coordinates and manages various projects and
initiatives in the interest of the Chambers of Commerce;
•Unioncamere is subject to the supervision of the Ministry for
Economic Development.

Who is InfoCamere
•an in-house company of the Italian Chambers of
Commerce operating in the information technology
sector;
•a non-profit company whose mission is to develop a
technology system able to process and distribute data of
public interest;
•its main task is the management of the Italian Business
Register.

Why Unioncamere…the Italian Business Register
•It is a public register containing all the relevant
information (incorporation, amendments, cessation) for
all business entities with any legal status and within any
sector of national economic activity;
•For Italian companies registration is compulsory;
•Business Registry provides a complete picture of the
legal position of each company.

Why Unioncamere…the Italian Business Register
•Since 2010 all the filings with the Italian Business
Register are carried out electronically.
•The Italian Business Register manages data concerning:
- 6 million businesses
- 10 million related people (such as entrepreneurs, shareholders, directors,
auditors and managers)
- 1 million financial statements filed each year
- over 1 million patents and trademarks

Why Unioncamere…the Italian Business Register
•Business Register is now processing about 23 million
information requests per day.
•BR manage data access from:
- over 250,000 direct consumers
- over 50,000 users at public administrations and institutions
- over 85 business information providers.
•Through the www.registroimprese.it portal, it is possible
to access the information contained in the Business
Register and to request documents, also in English.

• Unioncamere is the “natural” candidates to manage the
issuance of LEI codes to companies based in Italy:
– The management of the Business Register by the Chambers of
Commerce.
– Linkage between LEI and BR means that the data checks are carried out
in real time and accuracy is guarantees.
– The data processing centre of InfoCamere meets the international
standard required by the LOU profile.

Not only technical and functional reasons…
•becoming LOU means a further positioning opportunity in the world
of business services.
•the Business Register has been integrated with other public bodies.
•To go beyond the bureaucratic-administrative aspects.
•LEI codes contribute to the wealth of information in the Register and
strengthen the role of the Chamber System in offering business
services and further qualify it with the public entities.

• During the first year, more then 28.000 LEI codes
have been issued;
• In 2015, the flow of request has been stable and
8.626 new LEI codes have been issued and 20.429
renewed;
• The percentage of LEI renewed is over 70%;
• For 2016 the estimates confirm the results of 2015

• In 2015 more then 99% of LEI issued refers to companies,
already registered in Business register;
• Linkage between LEI and BR ensures
– greater transparency, accuracy and timeliness;
– rapidity in the release;
– checking is essentially through internal system;
– automatic update of the reference data when there are some changes
in BR
• Only few owner (less then 1%) are not registered in BR but
they are registered in other public register:
– cooperation with their representatives bodies (almost public) in order to
have a fast and secure check of information.

Current sources of information for preliminary check…
•There are two different cases:
1. Entities registered with the Business Register
2. Other entities not registered with the Business Register
•In the first case, the reference source is the Business Register, which
guarantees data quality, accuracy, transparency, timeliness.
•The second case concerns all entities present in another public
register.

Current sources of information for preliminary check…
•Italian sponsors at the ROC, the Bank of Italy and
Consob, will continue to be reference points on two
fronts in particular:
– The solution of "non-standard" cases;
– The implementation of information and awareness initiatives for
business on the value of the LEI code and the importance of its
renewal.
