communication between the stakeholders.

• Inter-institutional acceptance and verification of documents (once only)
• Ones documents and data are submitted and verified by one institution;
their digital representation should be deemed valid by all other
government institutions.

Building Blocks
Government interoperability framework and architecture
Provides the set of rules, procedures, practices and guidelines for standardization towards national interoperability
development, including technological setup, governance model of responsibilities, service maturity levels, optimization and
implementation guidelines and definition of the data items.
Digital Identity Platform
Functional digital identity platform, supported by a national Public Key Infrastructure to allow for digital certificates and
associated user authentication and authorization. This functionality is a prerequisite for comprehensive online e-service
transacting capabilities.
Billing Platform
Although simple online payment is commonly used today, usually more robust billing mechanisms are needed to cater for
complex composite services and funds settlement, which are commonplace in most registration and licensing domains.
Legacy data and systems
Legacy data must be verified, standardized across institutions and cleansed, provided it is in digital format already. Existing
systems and infrastructure should be reused whenever possible, otherwise upgraded and/or amended as necessary, to
meet interoperability and OSS requirements.

The Joint Platform and portal • Interoperability between the Central Register, the Tax Authority and the Employment Agency, to allow for simultaneous corporate, fiscal and social security registration. • Registering a company, registering for VAT and registering first employees in a single step with the initial filing. • New service-oriented portal of the Central Registry simplifying the interaction for businesses and offering several free services aligned with the Government initiative for open data.

Alignment of ongoing initiatives The key to success of the reform relies on the following aspects: • Vision-driven approach to reform - all efforts should be driven by a single, overarching vision, with systematic organization that secures adequate synchronization among activities. • Harmonization between deliverables and minimizing potential overlap between projects by careful planning, close coordination and open communication between the stakeholders. All efforts must be leveraged and carefully coordinated to maximize results and reduce potential risks.

Basic Principles For Beneficial Business Environment Clear and simple compliance requirements for businesses Businesses should have clear understanding of the compliance requirements they need to satisfy in order to establish their business and begin operations. Standardized and streamlined procedures Businesses should face standardized and efficient procedures whenever they need to receive a service from the government or perform their compliance duties. Access to sound information Access to accurate and up-to- date information is essential for making informed decisions, especially when considering making an investment, planning growth or even managing ongoing operations.

Relevant practices for efficient service provisioning • Re-use of data and common data dictionary (once only) • Once information is gathered by one institution, it should be made available to all other institutions that need the data. • Data Dictionary – common definition of data items, their management and sharing. • Inter-institutional acceptance and verification of documents (once only) • Ones documents and data are submitted and verified by one institution; their digital representation should be deemed valid by all other government institutions. • Use of electronic signatures (digital documents) • For both input and output documents.
  • 7. Building Blocks Government interoperability framework and architecture Provides the set of rules, procedures, practices and guidelines for standardization towards national interoperability development, including technological setup, governance model of responsibilities, service maturity levels, optimization and implementation guidelines and definition of the data items. Digital Identity Platform Functional digital identity platform, supported by a national Public Key Infrastructure to allow for digital certificates and associated user authentication and authorization. This functionality is a prerequisite for comprehensive online e-service transacting capabilities. Billing Platform Although simple online payment is commonly used today, usually more robust billing mechanisms are needed to cater for complex composite services and funds settlement, which are commonplace in most registration and licensing domains. Legacy data and systems Legacy data must be verified, standardized across institutions and cleansed, provided it is in digital format already. Existing systems and infrastructure should be reused whenever possible, otherwise upgraded and/or amended as necessary, to meet interoperability and OSS requirements.
