Roman laws dealt with both serious crimes like murder as well as minor offenses and maintained public cleanliness. There was no formal police force, but patrols helped enforce order. Trials were held in magistrates' courts for minor crimes and before judges for serious offenses, following the principle of innocent until proven guilty. Punishments were brutal, including scourging, crucifixion, and feeding prisoners to beasts, to deter criminal acts.
