Urban-Rural Targeting
• PMTF the CTP’s primary targeting
mechanism, was developed using
the 2007 PECS data and, based on
various evaluations, the model
performed well.
• (PMTF) is highly accurate and
efficient in identifying extreme poor
households (inclusion and
exclusion errors around 20%).

CTP Characteristics
19 November 2015
CTP Characteristics
• CTP’s cost-benefit ratio shows that it’s quite efficient
because for each 1.00 NIS spent in transfers by MOSA,
0.66 NIS goes to reducing the extreme poverty gap.
• MOSA will update the PMTF based on the 2015
PECS.
CTP Characteristics
19 November 2015
• MoSA has been working on engaging
citizens through the Grievance and Redress
handling mechanism (pilot in 2 regions
Jerusalem and Jenin).
• MoSA established beneficiary councils as
part of outreach in remote areas.
• MoSA launched a series of consultation
meetings with local communities, CSOs.
