What is the Challenge?
As per FHWA…
Agencies have until January 2012 to establish and implement
a sign assessment or management method to maintain mini-
mum levels of sign retroreflectivity. The compliance date for
meeting the minimum retroreflectivity requirements on regula-
tory, warning, and ground-mounted guide signs is January
2015.
Why is this Program Important?
(FHWA) says “...the selection of a reasonable method for
maintaining sign retroreflectivity (Assessment Method or Man-
agement Method) might serve to defend highway agencies in
tort liability claims and litigation. Public agencies that imple-
ment and follow a reasonable method in conformance with the
national MUTCD would be in a better position to successfully
defend tort litigation involving claims of improper sign retrore-
flectivity than jurisdictions that lack any method.”

Step 2: Collect & Process Sign Inventory Information
If agency owner has not collected inventory
information, we can:
- Assist in coordination in information to be collected
- Rent/sell collection equipment and customize software
- Collect the sign inventory data
If agency owner has collected inventory
information, we can:
- Review data for completeness
- Assist in digitizing hard copy data
- Consult on creation of database

Step 3: Establish S.I.G.N. Database
Management System
Ovello:
- Geocodes data (may be needed if Agency starts at Step 3)
- Processes “Google” map-based database with sign info
- Sets up web portal for Agency to manage sign inventory
- Conduct sign database QC/QA
- Deploys SIGN and trains Agency’s staff
One time processing and set- up cost: $3,950
Step 4: Administer Selected Sign Maintenance

- Manages sign inspection and replacement process
