sessions looking at some of the potential pitfalls
associated with environmental liability in acquisition,
disposal and development.
The morning seminar, which is free to attend, will focus
on issues such as contaminated land, remediation of soils,
asbestos on site, Belfast’s engineering heritage and flood
risk. It is relevant to housing associations, construction
companies, private housing developers, planners,
architects, quantity surveyors, property portfolio
managers, legal professionals and financiers.
This seminar is worth three hours of continuing
professional development. Certificates will be issued.

9:00 Belfast’s industrial heritage
Brian Lewis
Brian will talk about the history of the area in and around Belfast
harbour. He will principally focus on industrial development
and discuss how it has contributed to the area’s current
environmental status.
9:20 Asbestos: Dealing with the legacy
Bronagh O’Reilly
Bronagh will discuss the extensive historical use of asbestos
in buildings and the potential implications its presence may
have during redevelopment of former industrial sites. She
will outline the legal requirements to adequately identify and
manage asbestos and the remedial options available by using
local examples.
9:40 PPS15: Planning and flood risk
Colin Whittingham
Colin will talk about the implications of flood risk on planning
applications. Flood risk is a material consideration in the
planning process and can be a determining factor in granting
planning permission (or not). A flood risk assessment is used to
determine the likelihood, risk and consequences of flooding and
provides site-specific advice on what mitigation may be required
to reduce the risk to a more acceptable level.
10:00 The legacy of our industrial heritage
David O’Hagan
David will discuss the impact of Belfast’s industrial heritage
on soil and groundwater, and its implications on future
development in the city. He will review the approach to the
contaminated land assessment process. David will use recent
examples to demonstrate how quantitative risk assessment can
assist in focusing the requirements for remediation assessment.
He will also discuss how robust risk assessment can
demonstrate to the regulator that the site is fit for purpose.

3. Brian Lewis, managing director, Environment,
Health and Safety
Brian is the managing director of RSK (Ireland), which provides
a broad spectrum of services to clients in Ireland, the UK and
beyond. These services comprise acoustics, air quality, carbon
and sustainability, environmental and safety management
systems, and permitting. Major clients include Gatwick
Airport, HS2, Shell, BP and National Grid. Brian is a Chartered
Aeronautical Engineer with over 30 years’ experience in
industry. He spent 25 years in aerospace company Bombardier
(previously Short Brothers). Brian has won several awards,
including UK Environmental Manager of the Year in 2007.
Bronagh O’Reilly, senior consultant, RSK (Ireland) Ltd
Bronagh is a senior consultant in RSK (Ireland). She has over
13 years’ experience in the environmental sector in Ireland,
UK, the rest of Europe and the Middle East. Bronagh has
vast experience in providing asbestos risk assessment and
management solutions to multisite clients. She has recently
been involved in several large remediation projects on former
industrial sites for clients including local authorities and housing
associations. She also produced a remediation strategy and
guidance for the redevelopment of a wind farm site in the
south of England. Bronagh also works in the manufacturing and
commercial sectors where she advises clients on environmental,
health and safety risks and liabilities through due diligence, legal
compliance and systems compliance audits.
Colin Whittingham, associate director, RSK Land and
Development Engineering (LDE)
Colin is an associate director with RSK and responsible for
technical expertise in the impacts of development on the
water environment, flood risk drainage consultancy and
design. He works within RSK’s LDE division, which specialises
in sustainable engineering and environmental consultancy.
Colin is chartered through the Chartered Institute of Water and
Environmental Management (CIWEM) and is an associate of
the Institute of Environmental Management and Assessment
(IEMA). His significant experience covers a wide array of public
and private sector projects, including flood mapping studies
for the Environment Agency and drainage studies for a range
of residential, industrial and infrastructure projects. He is
responsible for supervising and coordinating all aspects of RSK
flood risk assessment production, reviewing and authoring,
and for supervising and training staff on flood risk and
sustainable drainage.
David O’Hagan, director, RSK (Ireland) Ltd
David is a director of RSK (Ireland) and responsible for its
offices in Dublin and Belfast. He is a geologist with over
15 years’ experience working in the environmental sector
in Ireland, the UK and the rest of Europe. David works in
many sectors, advising clients such as local authorities and
government departments on environmental liability and
supporting various developments. David provides advice on
hydrogeology; regulation and licensing of IPPC and waste sites;
and contaminated land assessment. He has prepared several
contaminated land assessments with remedial strategies for
several sites in Northern Ireland, including former government
sites, former petrol filling stations and oil storage depots, and
former industrial sites. He works with codes CLR 11 and Part
2A in Northern Ireland and within the European Union waste
framework in the Republic.
