United Kingdom 2014 – Knowledge and Innovation
De País en País began at Universidad de Antioquia (in the city of Medellin) in 1991, as
an intercultural and academic approach with diverse nations and regions of the world.
The program seeks to understand these nations´ identities, advances and perspectives
through academic and scientific conferences, as well as musical and artistic
performances, art exhibitions, film, editorials, theater, gastronomy and sports. The
Program is free and open to the public, and spreads throughout different areas of the city
and the state of Antioquia.
De País en País is an international cooperation strategy to establish alliances with
countries and institutions, with the aims to spark future academic, scientific and cultural
collaboration, and maximize a geopolitical agenda with a positive impact in the
development of the country and the region.
Objectives:
To promote mutually beneficial academic and scientific diplomatic relations.
To generate an international agenda for the University.
To approach a diversity of countries and world regions by recognizing their cultural,
material and symbolic wealth.
To foster intercultural encounters as valuable assets in the overall training of the
university´s population.
To encourage the participation of universities, government, trade unions, private
enterprises, cultural and educational institutions in the program´s activities.
To strengthen the rural Regions throughout the state, where the University is
present, as part of its social inclusion strategy.

Fifteen-thousand attendees, reaching forty-thousand people in the city of Medellin.
60 academic and scientific lectures, and 30 cultural activities with 80 national and
international speakers.

and the German Embassy in Colombia, Colciencias, ICETEX, and the Goethe
Institute.
Dr. Peter Gruss, the President of the Max Planck Society participated in the program,
thanks to Universidad de Antioquia´s International Affairs Office initiative and
leadership. As a result, Medellin and Universidad de Antioquia are now on Max
Planck´s scope of potential partners for scientific cooperation.
Reiteration of plans for a new marine sciences institute supported by DAAD and the
University of Giessen.
Recognition of Universidad de Antioquia´s infrastructure and capacity for cultural
projection, with the main exhibitions “Arte Espacio Alemania”, “Comic, Manga & Co.”,
and “De la Revolución Pacífica a la Unidad Alemana”.
Three new components were introduced in 2013: a scientific fair showing projects
developed in cooperation with German institutions, a University-Private Sector-State
forum led by ANDI and German companies based in Colombia, like Bayer, Siemens
and Lufthansa, and a robust agenda for Uraba´s campus in the Caribbean region,
adapted specifically to that area´s conditions.
For the first time, De País en País became a city-wide event, involving different allies
and external players.
DE PAIS EN PAÍS: UK 2014, Knowledge and Innovation
President Juan Manuel Santos´ visit to the United Kingdom, as the British Government´s
guest in November 2011, paved the way for a new dynamic in bilateral relations. The
United Kingdom has spotted Colombia as a privileged partner (between 2010 and
November 2013 bilateral trade increased by 38%), both in the medium and long term.
This is evident through mutual commitments in trade, investment, technological
development, education, science and innovation, and political agendas.
Proof of these strong ties, was David Willetts, the Minister for Universities and Science’s
first visit to Colombia in April 2013, who came to sign a science and innovation
agreement with the Colombian government, and to design a bilateral working plan.
Building on these relations, we had the important visit of Deputy Prime Minister of the
United Kingdom, Nick Clegg, and the Minister for Trade and Investment, Lord Ian
Livingston, last February, where they announced an investment of US$6 million to boost
education, science and technology in Colombia.

Furthermore, the United Kingdom supports Colombia’s accession to the OCDE, and
wants to triple the number of scholarships for Colombians, so they can study in the UK
for a year. Avianca Airlines also announced the opening of a Bogota-London direct flight,
starting in July 2014.
Universidad de Antioquia has participated actively in these relations by strengthening
cooperation with the United Kingdom in collaborative scientific research, science and
technology, student mobility, social knowledge transfer, English instruction for
Colombians and Spanish for the British. We are also in the process of formalizing a new
“university-country” type of strategic alliance with the United Kingdom.
For all these reasons, Universidad de Antioquia, in partnership with the British Council
and the British Embassy to Colombia, will dedicate De País en País 2014 to the United
Kingdom, with a main focus on knowledge and innovation.
Milestones:
The following are DE PAIS EN PAÍS: UK 2014´s central themes with their objectives;
although they are the conducting elements that will drive this year´s Program, they are
not exclusive and we are open to include other scientific, academic and cultural topics
related to the United Kingdom.
1. Research and innovation: to set up a scientific and academic agenda with an
emphasis in the areas of energy and health, exploring possible collaborations with
British universities and other institutions. Also, to have a scientific fair to
showcase some of the research projects resulting from collaboration between the
United Kingdom and Colombia.
2. Food security: to promote food security and health issues related to food
production and consumption habits, promoting at the same time our collaborative
work with the University´s Faculty of Nutrition and Dietetics, and social
government programs at the regional and national level, such as Maná, Buen
Comienzo and De Cero a Siempre.
3. The University-Enterprise-State relationship: to strengthen the ties between
Colombian research and British companies based in Colombia, in order to explore
joint research and innovation projects. We will work with two entities that are
crucial for Universidad de Antioquia: The University-Enterprise-State Committee
(CUEE) and Tecnnova, an institution dedicated to support applied research,
technological development and innovation in Colombia.
4. Sports: through an academic agenda and sports activities, we want to show
instances in which sports like rugby (one of the UK´s most emblematic sports)
have turned into promoters of social transformation. It is important to mention

Medellin´s José René Higuita Rugby Court, which is located in one of the cities´
poorest districts and has served as a tool to work on social issues in an area with
high risk of violence and conflict.
5. Language and culture: to offer a robust cultural agenda, where literature, music,
theater and film help us capitalize on one of the United Kingdom´s greatest
inventions: the English language. Through culture, we aim to sensitize the
academic community regarding the importance of speaking English, an issue that
has proven to be one of our biggest challenges.
6. Presence in the Regions: in order to continue strengthening Universidad de
Antioquia´s presence in its regional branches, and to promote their
internationalization, we will have a complete academic, scientific and cultural
agenda in the Uraba and Oriente campuses.
A British year:
Although DE PAIS EN PAÍS: UK 2014´s main activities will take place from September 1st
to the 6th
, during this entire year, all events at Universidad de Antioquia, related or
dedicated to the United Kingdom, will have the Program´s label.
Being a city-wide event, many of the academic, scientific and cultural activities will
transfer from Universidad de Antioquia´s main campus to other universities, government,
cultural and private sector institutions.
