Presentation of the municipality of Las Torres de Cotillas (Spain) for DoUSport project.

1. DO-U-SPORT? Erasmus +
[2016-2755/001-001]

2. The Town Hall of Las Torres de Cotillas is developing, as
partner, the project DO-U-SPORT? Local Authorities
with Sports for All [2016-2755 / 001-001], whose
purpose is to provide, locally, new strategies and
solutions to ensure that grassroots sports are a possible
activity for all, free of barriers.

3. Las Torres de Cotillas is a Spanish Town in the
Region of Murcia. It is located in the area of
Vega Media and has a population of about
21.500 people.
It´s area is 39 km2 and it sits at an altitude of 89
meters from sea level, belonging to the
metropolitan area of the City of Murcia, at 15 km
distance from it.

5. The Town Hall of Las Torres de Cotillas has about 160 employees,
8 of wich belong to the Department of Sports and Physical
Activity.

Three Territorial Administrations with competences: The State,
the Autonomous and Local.
ECONOMIC CRISIS
Deficit of the State and of the Autonomous Community of the Region of
Murcia determines:
– Cutbacks in public subsidies and
– Reduction of sponsorships of private companies
– Search for new strategies and new management models

8. SPANISH CONSTITUTION
Article 43.
3. Public authorities shall promote health
education, physical education and sport. They
also encourage the proper use of leisure.

9. STATUTE OF AUTONOMY OF THE REGION OF MURCIA
ART. 10.1. It corresponds to the Autonomous Community
of Murcia the Promotion of sport and the proper use of
leisure
(Organic Law 4/1982, of June 9, of Statute of Autonomy for the Region of
Murcia)

10. LAW OF BASES OF LOCAL REGIME
Article 25.2 The Municipality shall exercise the Promotion of
sports and leisure facilities
(Law 7/1985, of April 2, Regulator of the Bases of the Local Regime)

11. LAW OF PHYSICAL ACTIVITY AND SPORT
OF THE REGION OF MURCIA
Article 10. Competences of the municipalities ... the municipalities
will exercise in their respective municipal terms the following
competences:
a) The promotion of physical activity and sport.
b) The construction, expansion and improvement of municipal
sports facilities, as well as determine their management and
maintenance.

12. c) Ensure the allocation of spaces for the practice of physical activity
and sport, ... according to the urban plans.
d) The promotion of local sports association in coordination with the
Regional Administration
e) The execution of physical activity and sport programs of school age.
g) Cooperation with public and private entities for the fulfillment of
the purposes set forth in this law
i) Cooperation with the Regional Administration with sports programs
that contribute to the promotion of sport for all

13. THE NEW SPORTS SCENARIO
The current society has evolved around the "sport“, linking it to the
recreational, health, educational, professional, etc.
Nowadays, the development of "sport", in its universal conception,
bases its activity on the human relationship, integration, care of the
body, relationship with nature, etc.
So "sport" has a more universal concept, encompassing all types of
people, without any limitation of age, sex, social level, etc.

14. SPORTS POLICY
The Department of Youth, Physical Activity and Sports has as a
mission to collaborate through sport in improving the quality of life of
the citizens of Las Torres de Cotillas, through:
- The construction, improvement and maintenance of
the Sports Facilities
- Promotion of Sport and Physical Activity

24. PROMOTION OF SPORTS IN LASTORRES DE COTILLAS
Independently, the City Council manages:
- The construction, improvement and maintenance of sports facilities,
with the exception of the municipal swimming pool.
- The organization of certain sports activities such as:
- Gerontogimnasia
- School Age Sport
- Various events: Activities in local festivities, regional
league of cross, petanque tournament, national senior
badminton circuit, etc.

25. Indirectly:
- Through a contract for the concession of works and services with a
private company, the State Sport Group Sports Center
- By means of collaboration there are agreements with the different
Associations and sports clubs for:
- LOCAL LEAGUES: TENNIS FOOTBALL-ROOM, FOOTBALL-7
- SPORTS SCHOOLS: ATHLETIC, ARCHERY, PSICOMOTOR
EDUCATION, HANDBALL, PETANQUE, RUGBY, SKATING…
- FEDERATED COMPETITIONS IN FOOTBALL-11, FOOTBALL-7,
TENNIS, HANDBALL, BADMINTON, RÚGBY, CROSS, RHYTHMIC
GYMNASTICS...
