PROFESSIONAL SUMMARY:
I have an extremely diverse background going back 40 years. I began as an Air Force Aircraft Mechanic, then became an
Air Conditioning Mechanic/Instructor, then on to my own business as a self-employed owner of an HVAC company.
Next, I pioneered the Predictive Maintenance Technology with the National Security Agency followed by an assignment
as a Senior Mechanical Engineer, then the MILCON program manager before moving up to become the Chief of the Air
Force Engineering Flight at RAF Menwith Hill Station England. I have experience in facilities maintenance management,
construction management, master planning, project management, and datacenter design. I can apply analytical and
problem solving skills towards managing assets,equipment and people. I have prepared and tracked project schedules
with weekly details utilizing various project management programs. I am extremely proficient with Microsoft Excel,
Access, PowerPoint,Visio, Project as well as AutoCAD and Micro-Station. I combine my technical and strong
interpersonal skills to optimize services and customer support. I have strong communications skills and am comfortable
interacting with senior military and executive personnel.

PROFESSIONAL EXPERIENCE:
May 2015 – Present:Senior Facilities Engineer and Project Manager with Louis Berger, Inc.
I am currently assigned to an Engineering Services contract with the Defense Information Systems Agency (DISA) at Fort
Meade,Maryland. I assist the DISA facilities organization with Engineering design reviews, construction Project and
Program Management. I work with the DISA OCONUS MILCON Program Manager advising on technical issues and
project scheduling.

Dec 2013 – Sep 2014:Senior Facilities Engineer with Mosaic Technologies Group
Assisted the NSA with a variety of facility and Engineering functions to include design review, specification writing, and
construction commissioning. Performed cost estimating and sustainment planning.
Apr 2013 – Dec 2013: Senior Facilities Manager with TASC, Inc.
Assisted the NRO with their worldwide project management. Reviewed designs, monitored construction progress and
reported on project status for projects in CONUS and OCONUS. Advised senior managers on project prioritization and
the interpretation of acquisition regulations. Coordinated with the government project managers ensuring that all
documentation is accurate and complete. Provided support to senior government managers to ensure projects are executed
within the cost, schedule, and original scope. Provided guidance to the acquisition process and identify opportunities for
improvement. Assisted the project managers with responses to requests for information. Reviewed the acquisition
documentation for compliance. Advise senior managers on Tier I, II and II project implementation.
Nov 2012 – Feb 2013: Senior Project Manager with CACI International
Consultant to Army INSCOM on the construction of a new modular SCIF buildings at Ft Meade Maryland. This building
houses the operations center for the 780th
MI Brigade, including a small datacenter.

April 2009 – Sept 2012: Senior Installation Manager, NSA Europe (Stuttgart Office)
Lead Designer and construction Project Manager for a new Sensitive Compartmented Information Facility (SCIF).
Evaluated and solved many major datacenter cooling issues. Through a series of small projects, provided cooling solution
designs and managed the execution without mission loss. Project Manager and Construction Surveillance Technician
(CST) for multiple classified construction projects at Patch Barracks,Stuttgart-Vaihingen, Germany. Authored

2. Construction Security Plans (CSP) for each project, complying with the ICD 705 Series of instructions and technical
specifications. Provided Construction Management and engineering document review for NSA sponsored in-theater SCIF
construction. Coordinated Secure Information Facility accreditation with NSA in compliance with Intelligence
Community directives. Applied best practices in project management to ensure quality, timeliness, and cost-effectiveness.
Coordinated relocation of cleared personnel and classified equipment during project renovation. Supported local facility
Information Technology (IT) systems architecture planning and oversee implementation of projects designed to enhance
& optimize operational capabilities. Prepared and monitored project schedule work breakdown from monthly to weekly
detail. Developed facility changes to include, room layout drawings, work flow charts,policy, & procedures,as needed
during the plans process. Trained in the implementation of ICD 705.
April 2006 – April 2009: ChiefofEngineering, RAF Menwith Hill Station, United Kingdom
As the Chief of the 421st
Civil Engineering and Construction Flight, I was responsible for the cradle to grave technical,
design and construction of all projects on RAF Menwith Hill, England. Directly supervised a group of 24 multi-cultural
employees comprised of engineers, project managers, master planners, real property officers and draftsmen from the NSA,
Department of the Air Force civilians, Ministry of Defense,cleared and un-cleared contractors. As the Chief of
Engineering, my team built a $120 M datacenter called project Phoenix. This project was a Tier III datacenter with many
Tier IV components incorporated. Visited many other federal agencies to give briefings on this state of the art facility.
Chaired the Work Order Review Board (WORB),Facilities Planning Working Group (FPWG) and the Space Planning
Board (SPB) for the 421st
Air Base Group.
Nov 2000 – April 2006:NSA MILCON Program Manager, RAF Menwith Hill Station, United Kingdom
As the Project Manager and Design Team Leader,I’ve designed and built sewage systems, underground heating systems,
schools, bowling centers,gymnasiums, fire stations, general office buildings, UPS power systems. Specialized in Data
Center cooling solutions working on the fore front on many of the NSA’s Power,Space and Cooling (PSC) initiatives.
Aug 1996 – Nov 2000: NSA MILCON Program and Project Manager, Bad Aibling Station, Germany
As the Program Manager,I was responsible for all the MILCON projects in Europe. Worked hand and hand with the
Army Corps of Engineers, the British Defense Estates,Air Force Center for Engineering and the Environment (AFCEE)
and the German Hochbauamt to complete more than 2 dozen projects totaling over $200 million. I’ve completed many
projects for the Army, INSCOM and EUCOM,the Air Force (USAFE),the Army and Air Force Exchange Service
(AAFES) and the DoD Dependent School (DODDS).
Aug 1989 – Aug 1996: Predictive Maintenance Manager, NSA Ft Meade
Responsible for the maintenance of 14 buildings over 6 million square feet. Managed government maintenance personnel
as well as multiple outside maintenance contracts. Established and led the Predictive Maintenance Program at NSA.
Predictive Maintenance consists of vibration analysis, infrared electrical analysis and laser alignments. I received the
Department of Defense Valued Engineering Award in 1998. The annual savings recognized in this award was $500,000.
