This document discusses a pilot project to develop and test a "Form Based Code" zoning initiative for the U.S. Virgin Islands. The Form Based Code is a type of zoning that emphasizes the physical form and character of the built environment to encourage preservation and restoration of public spaces. Key stakeholders like residents and historic preservation offices helped identify important community character elements that the code will define and regulate, such as facades, roofing, windows, balconies, and walls/fences, to help guide future development.
