● Through Structured ‘Pre­Release’ Site Visits at State or Federal Youth Correctional 
Facilities;  
● Via Synchronous or Asynchronous Distance Learning Platforms;  
● Through Structured/Recurring ‘Post­Release’ Employer Site Visits; and, 
● Through Structured/Recurring ‘Post­Release’ Client Career Counseling sessions at a 
CRU Facility. 
 
CRU’s contracted services include:  
● Co­Development of Objective­based ‘Behavioral,’ ‘Cognitive’ and ‘Educational/Training’ 
Goals and Metrics that clearly define each Client’s progress;  
● Monthly/Bi­Monthly/Weekly Progress Reports on each Client that includes: Assessment 
Scores; Specific Conclusions; and, Actionable Recommendations. 
● Full support to Employers with the application & obtainment of Work Opportunity Tax 
Credits (WOTC), Guaranteed Employee Federal Bonding and any additional Local, State 
or Federal support for Employers hiring Students or released Youth Offenders.

Mentor in Education and Business at Walden University since 2006; 
 
● Recognized by Embry­Riddle Aeronautical University as the Professor of the Year for                       
Greater Phoenix, Arizona (1998); and by Walden University as an ‘Outstanding Faculty                       
Member for 2010;’   
 
● Recognized as holding 35 years of continuous and progressive appointments as a                       
Principal Engineer with Boeing Aerospace, Lockheed­Martin Aerospace and as an                   
‘Acting’ Director of Engineering for the Department of Defense; 
  
● As the Boeing Aerospace Executive Focal for Central Washington University                   
(1999­2002) and Adjunct Professor at CWU (2000­2002), Dr. Woodlief worked with                     
CWU’s Electronics Engineering Chair, Dr. Walter Kaminski, to develop a Master of                       
Science degree in Engineering Technology program that received North Central                   
Association of Colleges and Schools accreditation, and is now in its 14th year of                           
existence at CWU; 
  
● As the Boeing Aerospace Executive Focal for Central Washington University and                     
Adjunct Professor at CWU, Dr. Woodlief wrote a grant that led to the establishment of                             
Central Washington University’s Minority Enhancement Program, which continues to                 
provide annual scholarships, summer internships at The Boeing Company, and                   
preferential consideration for employment following graduation for all CWU Engineering                   
and Business students;

● Dr. Woodlief is nationally­recognized for his specialized work in the development,                     
delivery, measurement and adjustment of Curriculum and Instruction techniques being                   
applied to an At­Risk Secondary High School, Incarcerated, Immediately­Matriculated or                   
Released ‘Student/Young Adult’ populations; 
 
● Dr. Woodlief received an Honorable Discharge from the United States Naval Reserves in                         
2002, following 8 years of Service; 
 
● Dr. Woodlief has been a Licensed Pilot since age 17, and is recognized as the first                               
African­American to matriculate from the Clover Park Commercial Aviation Flight School                     
(Washington) in 1977;  
 
● Dr. Woodlief was Appointed to the Department of Defense’s Defense Acquisition Board                       
in 1997, and holds Defense Acquisition Workforce Improvement Act (DAWIA) Level III                       
status in Science & Technology Management, Program Systems Engineering, Systems                   
Engineering and Program Management. Additional DoD Certifications include:               
International Organization for Standardization (ISO) 9000 Provisional Lead Auditor                 
(1995); Lean Six Sigma Green Belt (2009); and, United States Army Contracting Officer                         
Representative (2012); and finally, 
 
● Dr. Woodlief has served 3 Appointments as a Senior Manager and Branch Chief for the                             
Department of Defense in Afghanistan (2008, 2012) and Iraq (2010). As a testament to                           
his service and dedication to Mission and Country, he has received the highest US                           
Army, Department of Defense and NATO Letter of Award for Civilian Service in a War                             
Zone in addition to War on Terrorism Service Awards (2008 and 2012).
