The Association of Unani Physicians (AUP), Bihar has
organized a national seminar ONCON-22 on the topic of
Integrative Approach in Cancer Management on 13th March
2022 at Auditorium Hall of Indira Gandhi Science Complex -
Planetarium (Taramandal) Patna. This seminar was
inaugurated by sri Mangal Pandey, contemporaneous Health
Minister of Bihar. AUP, Bihar released a souvenir on this
occassion. Just after inaugural session, University (Bihar Level)
Toppers Award is awarded to the winner. On this occasion
Health Minister said that Bihar government is committed to
the integral development of Unani medicine. He said that
Government has allotted land and fund for new campus of
Government Tibbi College, Patna at NMCH-Campus in Patna.
He also said that Union Government of India is continuously
working for development of Unani medicine. In his speech, he
remembers that Prime Minister Narendra Modi has release a
postal stamp on humble homage of famous Bihari Unani
Scholar Hkm. Mohd. Kabiruddin in year 2019. In scientific
session of the seminar lecture on the theme of Integrative
Approach in Cancer Management was delivered by eminent
Unani scholars and Oncologist from all across the country.
This seminar was supported by the Buddha Cancer Centre,
Patna.

The Bihar State Ayurvedic and Unani medical council,
published a notice in newspaper on 1.5.2019 that it would
be mandatory for a registered doctors to renew their
registration every five years by making payment of the
renewal fees to the sum of Rs. 1000/-. Which was further
increased to a sum of Rs. 1500/- on dated 05.08.2021. But,
there is no provision in the entire Act, 1951 to charge
renewal fee for renewing the registration certificate of the
already registered Vaidyas, Hakims, Surgeons and
Midwives. In Civil Writ Jurisdiction Case No.19282 of
2019, Ayush Medical Association through its President Dr.
Madhurendu Pandey Vs the State of Bihar through the
Principal Secretary, Department of Health, Government
of Bihar, Patna & others in Patna High court, Patna. the
decision of the Respondent Council, as published in the
daily newspaper on 01. 05. 2019 and 05. 08. 2021,
stipulating renewal fees to be paid every five years by the
existing registered Vaidyas, Hakims, Surgeons, Midwife,
being contrary to law as also in teeth of the provisions
contained in the Act, 1951 is quashed.

Now, no need of the renewal of the registration of the Unani Doctors in Bihar
Patna High court, Patna

SLP (C) No. 4573 of 2022 in the Supreme Court of India: Against the final order/
Judgement dated 13. 01. 2022 in C.W.J.C. No. 423 of 2022 passed by the High
Court of Judicature at Patna, the representative of BSHMOA, Patna has filed a
Special Leave Petition (SLP (C) No. 4573 of 2022) in the Supreme Court of India. In
this SLP, petitioners prayed to stay the operation of advertisement No. 04/2020 to
09/2020 dated 28.09.2020 issued by the Bihar Technical Service Commission,
Patna. On dated 25.03.2022, issue notice, returnable on 09.05.2022, and pending
further consideration, the effect and operation of the judgment and order presently
under challenge shall remain stayed. The AUP is the representative of the Unani
doctors in the state of Bihar. Through SLP (C) No. 4573 of 2022, Homeopathic
doctors seeking change in the existing allocated quota ratio of 50:30:20 to
46:46:08 for Ayurvedic, Homeopathic and Unani Doctors respectively. Any change
in the percentage will directly affect the members of the AUP. The petitioner
(BSHMOA, Patna) has not added Unani Doctors as a party represents either in the
unit petition in Patna High Court or SLP in the Supreme Court of India. All orders
have been passed behind their back. Unani Doctors are the affected person and are
a necessary party in this case. Hence the AUP intervene in the present SLP on behalf
of Unani Doctors. AUP request to the apex court for intervention to be impleaded as
respondent in the present SLP and given a chance to file a detailed reply to the SLP
filed by the petitioners herein. Relief seeking by AUP is: SLP No-4573/22 may be
dismissed, and 20% of quota/posts for Unani medical officers prescribed by the
state Govt. may be protected.

Judgment: On August 1, 2022, the bench of Justice Mr. Uday Umesh Lalit and Justice Mr. S. Ravindra Bhat,
disposed of the appeal (SLP (C) No. 4573 of 2020), and the interim relief granted earlier is vacated. In this
judgment it is mentioned that “the resolution in question, was of the year 1998, without going into any
submission advanced on behalf of the parties, in our view, it would be in the fitness of things that the matter
is considered afresh by the concerned authorities. While doing so, all the relevant factors, namely, the
number of practicing professionals in concerned disciplines, the number of students and colleges admitting
students in respective discipline(s) and such other relevant factors shall be taken into account." The
appropriate steps and decisions on that behalf shall be taken within three months.

The former Hospital In-charge, of Government Tibbi College and Hospital, Patna,
passed away on December 29, 2022, at 12 noon at the age of 74 years. She was one
of India's most accomplished Hakim. She trained hundreds of Unani physicians during
her clinical life. She was an expert Unani physician in Gynecological disorder and
fertility treatment. She was humble and gentle. Her patients and students called her
BAJI with love mean elder sister.
Her namaz-e-Janazah was performed at Naugharwa Masjid, Sultangunj, Patna, and her
tadfeen were done at Shahgunj Kabristan at 8:30 pm, on December 29.
Dr. Nikhat Rizvi was a famous clinician in Patna. Her family has a very close tie
with Unani Medicine. Her husband Hkm. Md. Ayub Usmani was the former
director of Central Research Institute, Hyderabad. Her son-in-law Hkm. Abdul
Ali Quadri is a famous Hakim of Bihar. She completed her Bachelor's degree in
Unani medicine in the year 1979 from Government Tibbi College, Patna. Just
after 2 years of completion of her Bachelor's degree, she was selected for
Medical Officer in her mother Institute, GTCH, Patna, through Bihar Public
Service Commission on 26th February 1981. She is the first female Hakim
selected through BPSC, Patna, for Medical Officer. After a long service of 28
years, she retired from the same institute from the post of Hospital In-Charge,
on 30 September 2008.

Dr. Nikhat Rizvi was born on 6th September 1948 in the illustrious Rizvi family of Azamgarh, of Asafganj
locality in Utter Pradesh. Her father Syed Ahmad Hussain was a vigilance officer in the Government of
India. Her grandfather Syed Mohammad Hussain was a mufti. She got her elementary education in Urdu,
Hindi, Arabic, and Persian in the family. Her present residence is at Naugharwan, Sultanganj, Patna. She
left behind three daughters. Office of the Association of Unani Physicians, Bihar, is in her house in Patna.

The first Unani Medical College is going to start in Jharkhand
On 15 November 2000,
Jharkhand was created as a
separate new Indian State. After
passing 22 years of the

college in the state. The process

Global Ayush Investment and Innovation Summit -2022
The event has been organized in multiple parts from 20-22 April 2022 at Mahatma Mandir,
Gandhinagar, Gujarat to drive rich content while advocating global understanding of Ayush
education, research, innovation, entrepreneurship and sustained health across all Ayush systems.
The first Unani Medical College is going to start in the year 2023. The building for Government
Unani Medical College and Hospital was completed in the year 2012 and handover to the
concerned authority in the year 2015, but still, this college is under the establishment process
that should be completed shortly. It would be the first and only Unani medical college of
Jharkhand.

Association of Unani Physicians (AUP), Bihar
AUP, Bihar is the only representative voluntary organization of Doctors of Unani System of Medicine in Bihar. This
organization looks after the interest of Unani doctors as well as the well-being of the nation. This organization was formed in
January 2012 with the avowed objectives to the development of the Unani system of medicine and the country. Later in the
year 2021, the Association of Unani Physicians (AUP), Bihar, gets duly registered under the Societies Registration Act, 21 of
1860 by the Government of Bihar. At present, AUP is a well-established organization with its headquarter located in Patna,
Bihar. AUP, Bihar is committed to the maintenance of honor and dignity of the profession. The Association will continuously
work for the betterment of the Unani system of Medicine and fraternity. Last year, we fought against the discrimination
between Unani and other Indian systems of medicine. As you all know, we fought and won the case against the state health
society, Bihar for the post of community health officer, and finally they advertised a 20 % seat. It is still in LPA by the
Government of Bihar, and we are continuously monitoring them. AUP, Bihar, is also representing on behalf of Unani Doctors
in the court case of reallocation of seats in Government employment by the Bihar State Homeopathic Medical Officers
Association, Patna, in Patna High court as well as in the Supreme court of India. In Bihar Government services, the existing
allocated quota for Ayurvedic, Homeopathic and Unani Medicine is 50:30:20 respectively, of the total seats of AYUSH
system. In the recent past, the Bihar State Homeopathic Medical Officers Association, Patna, has made an allegation that the
existing allocated quota is arbitrary and discriminatory. They argue to the Government of Bihar to modify the existing ratio,
after rejection of their argument the adopt the legal remedy gradually from Patna High Court to the Supreme Court of India.
In all such events, AUP, Bihar is representing party on behalf of Unani Doctors of the state. AUP, Bihar, is closely monitoring
the all-legal issues of the interest of Unani Doctors. We have demanded to the Bihar state government to establish three
new government Unani medical colleges. AUP has annually organized a National seminar to improve the educational and
professional skills of Unani Physicians since 2012. We are also organizing training programs, workshops, conferences, health
camps for the awareness of Unani medicine among the Unani Physicians and people of Bihar. In this sequence, AUP has
decided to organize a medical camp in February of 2023 in every district of Bihar for awareness and propagation of Unani
medicine. We are continuously searching for new areas of scope and employment of Unani Doctors. We should be clear
about the opportunities after graduation that will make it effective to choose for a bright future according to their skill,
devotion, and passion. That's why we tried to assemble the diamonds scattered in our fraternity.
We wish the New Year – 2023 will be most adorable for all of us. I pray that all your desire come to reality in this year.
