CITIES SAFER BY DESIGN
Designing safer streets and communities
WHO IS TRAFFIC SAFETY ABOUT?
Source: 1) WHO 2003; 2) Oxley et al 2014; 3) WHO 2003)
• Road crashes are the leading cause of death among
young people ages 15-29, and the second leading
cause of death worldwide among people ages 5-14.1
• Older pedestrians and cyclists can account for up to 45
percent of pedestrian fatalities and up to 70 percent of
cyclist fatalities.2
• People from lower socioeconomic backgrounds are
more likely to be involved in traffic crashes, and often
live in areas with low-quality infrastructurw.3

DESIGN PRINCIPLES
KEY URBAN DESIGN ELEMENTS
• Block size
• Street connectivity
• Street widths
• Access to destinations
• Population density
COMPACT & CONNECTED URBAN DESIGN
1. Dumbaugh and Rae, 2009
• Smaller block sizes and distance between signalized intersections can reduce
speeds and improve safety.1 Complement with fewer 4-armed junctions.
COMPACT & CONNECTED URBAN DESIGN
Source: Duduta et al 2015
• Evidence from Mexico City shows that as the maximum pedestrian crossing
distance at an intersection increases by 1 meter, pedestrian fatality risk
increases 6%. 1
COMPACT & CONNECTED URBAN DESIGN
Source: Ewing and Cervero 2010
• Vehicle travel in cities is most strongly related to accessibility to destinations,
meaning that efforts to increase access to jobs, retail and public space can
decrease vehicle travel and improve overall safety.1
TRAFFIC CALMING MEASURES
• Speed humps
• Speed cushions
• Chicanes
• Chokers
• Curb extensions
• Raised pedestrian crossings
• Traffic circles
• Roundabouts
SPEED HUMPS
Source: Elvik, Hoye and Vaa 2009
• Speed humps are simple but effective ways to lower speeds. Newly installed humps
have shown to reduce mean vehicle speeds from 36.4 to a designed speed of 24.4
km/hr. 1
Mexico City
RAISED CROSSINGS
Source: institute for Transportation Engineers 2013
• 10 percent reduction in speeds, slows vehicles turning and passing through
intersections, and prioritizes pedestrian passing on even pavement. 1
Bogota, Colombia
CURB EXTENSIONS
Source: Duduta et al 2015
Joinville, Brazil
• Evidence from Latin American cities shows that the chance of a vehicle collision
and pedestrian crash increases by 6 percent for every additional 1 meter of
pedestrian crossing distance. Curb extensions are simple ways to reduce
crossing distance.1
ARTERIAL CORRIDORS AND JUNCTIONS
• Major arterial considerations
• Crossings
• Signalization
• Medians
• Median refuge islands
• Lane balance
CREATING COMPLETE STREETS
*Estimation based on Duduta et al., 2013, Traffic Safety on Bus Priority Systems
A major arterial street in Mexico City was recently transformed into a “Calle
Completa,” with a protected cycle lane, dedicated BRT, new sidewalks and access to
a central green median. ~40% reduction in traffic fatalities*
MEDIAN REFUGE ISLANDS
Garder P. Pedestrian safety at traffic signals: a study carried out with the help of a traffic
conflicts technique. Accid Anal Prev.1989;21:435–444; Elvik and Vaa, 2008
Paris, France
Risk of pedestrian–vehicle conflicts decreased by roughly two thirds. Reduction of 18 percent in
pedestrian crashes, 9 percent in vehicle crashes. FHWA indicates 57+ reduction in pedestrian crashes.
AVOID TOO WIDE AND NARROW LANES
Masud Karim, Dewan. 2015. “Narrower Lanes, Safer Streets.” Paper accepted for Canadian Institute of Transportation Engineers Conference and Annual
General Meeting, Regina, 7-10 June, 2015.
Study of urban streets in Tokyo and Toronto found both narrow (less than 2.8m/9.2ft)
and wider (over 3.2m/10.5ft) have proven to increase crash risks*
PEDESTRIAN SPACES AND ACCESS
TO PUBLIC SPACE
• Safer sidewalks
• Shared streets
• Pedestrian streets and zones
• Safe access to places to learn and play
• Open streets, or ciclovias
• Street plazas
SHARED SPACE OR STREETS

Yokohama: PIARC Committee 13 Road Safety Meeting. Welle, Ben, and Wei Li. 2015. EMBAR Q technical note: “Traffic fatality
rates in cities across the globe”. (unpublished)
Izmir, Turkey
Evidence from shared streets in Seven Dials, London showed a 43 percent drop in casualties.
“Woonerf” conversions in the Netherlands have shown a 50 percent drop in crashes.
PEDESTRIANIZING STREETS
Elvik and Vaa, 2008
Izmir, Turkey
Pedestrianization can cut traffic crashes in half in and around these zones, and
create great public spaces for people in high-volume areas. Measures should be
taken at buffer areas to ensure safe entry.
STREET PLAZAS & PARKLETS
Source: NYC DOT 2012
New York has shown a decrease of 16 percent in speeding and a 26 percent
reduction in injury crashes along streets that contain pedestrian plazas.1
Sao Paulo, BrazilMexico City
BICYCLE INFRASTRUCTURE
• Bicycle networks
• Bike lanes and cycle tracks
• Off-street trails
• Shared bicycle street
• Bicycle safety at intersections
• Bike safety at bus stops
• Bicycle signals
NETWORK FOR SAFETY IN NUMBERS
Source: Bogota Bicycle Account, (Verma, Lopez & Pardo 2015)
• Bogota, Colombia found that adding more than 100 km (62 miles) of bikeways
helped reduce bicyclist deaths by 47.2 percent between 2003 and 2013 , and
increased bicycle use from just over 3 percent of all daily trips to over 6
percent. 1
PROTECT CYCLISTS ON BUSIER STREETS
Protected bicycle lanes on busy roads and help ensure cyclists feel safe and are not
at great risk from distracted drivers.
PROTECTED CYCLE LANES
Source:
ShanghaiMexico City
• Mexico City now has over 120 km of cycle lanes, including protected lanes, and
places like Shanghai also are installing protected bicycle lanes. 1
SAFE ACCESS TO TRANSIT STATIONS AND STOPS
• Intersections
• Midblock pedestrian crossings
• Station access
• Terminals and transfer stations
• Midblock bus stops
TRANSIT IS SAFE - MAKE ACCESSING IT SAFE, TOO
Hedelin, Annika, O. Bunketorp, and U. Björnstig. 2002. “Public transport in metropolitan areas—a danger for unprotected road
users.” Safety Science 40 (5): 467–477.
Istanbul, Turkey
A study from Sweden showed that three-quarters of those injured in bus and tram
320 incidents sustained their injuries at bus or tram stops, or at pedestrian crossings.
Measures to improve safety include reducing vehicle speeds through speed humps, raised
crossings, shortening crossing distances, and ensuring clear visibility at stations.

  • 3. WHO IS TRAFFIC SAFETY ABOUT? Source: 1) WHO 2003; 2) Oxley et al 2014; 3) WHO 2003) • Road crashes are the leading cause of death among young people ages 15-29, and the second leading cause of death worldwide among people ages 5-14.1 • Older pedestrians and cyclists can account for up to 45 percent of pedestrian fatalities and up to 70 percent of cyclist fatalities.2 • People from lower socioeconomic backgrounds are more likely to be involved in traffic crashes, and often live in areas with low-quality infrastructurw.3
  • 4. REPORTED FATALITY RATES IN SELECTED CITIES (PER 100,000 POPULATION) Source: Welle and Li, 2015, based on data collected by WRI Sustainable Cities

  • 6. REDUCE EXPOSURE, DIMINISH RISK Source: OECD 2009
  • 7. REDUCE EXPOSURE, DIMINISH RISK Source: OECD 2009
  • 9. KEY URBAN DESIGN ELEMENTS • Block size • Street connectivity • Street widths • Access to destinations • Population density
  • 10. COMPACT & CONNECTED URBAN DESIGN 1. Dumbaugh and Rae, 2009 • Smaller block sizes and distance between signalized intersections can reduce speeds and improve safety.1 Complement with fewer 4-armed junctions.
  • 11. COMPACT & CONNECTED URBAN DESIGN Source: Duduta et al 2015 • Evidence from Mexico City shows that as the maximum pedestrian crossing distance at an intersection increases by 1 meter, pedestrian fatality risk increases 6%. 1
  • 12. COMPACT & CONNECTED URBAN DESIGN Source: Ewing and Cervero 2010 • Vehicle travel in cities is most strongly related to accessibility to destinations, meaning that efforts to increase access to jobs, retail and public space can decrease vehicle travel and improve overall safety.1
  • 13. TRAFFIC CALMING MEASURES • Speed humps • Speed cushions • Chicanes • Chokers • Curb extensions • Raised pedestrian crossings • Traffic circles • Roundabouts
  • 14. SPEED HUMPS Source: Elvik, Hoye and Vaa 2009 • Speed humps are simple but effective ways to lower speeds. Newly installed humps have shown to reduce mean vehicle speeds from 36.4 to a designed speed of 24.4 km/hr. 1 Mexico City
  • 15. RAISED CROSSINGS Source: institute for Transportation Engineers 2013 • 10 percent reduction in speeds, slows vehicles turning and passing through intersections, and prioritizes pedestrian passing on even pavement. 1 Bogota, Colombia
  • 16. CURB EXTENSIONS Source: Duduta et al 2015 Joinville, Brazil • Evidence from Latin American cities shows that the chance of a vehicle collision and pedestrian crash increases by 6 percent for every additional 1 meter of pedestrian crossing distance. Curb extensions are simple ways to reduce crossing distance.1
  • 17. ARTERIAL CORRIDORS AND JUNCTIONS • Major arterial considerations • Crossings • Signalization • Medians • Median refuge islands • Lane balance
  • 18. CREATING COMPLETE STREETS *Estimation based on Duduta et al., 2013, Traffic Safety on Bus Priority Systems A major arterial street in Mexico City was recently transformed into a “Calle Completa,” with a protected cycle lane, dedicated BRT, new sidewalks and access to a central green median. ~40% reduction in traffic fatalities*
  • 19. MEDIAN REFUGE ISLANDS Garder P. Pedestrian safety at traffic signals: a study carried out with the help of a traffic conflicts technique. Accid Anal Prev.1989;21:435–444; Elvik and Vaa, 2008 Paris, France Risk of pedestrian–vehicle conflicts decreased by roughly two thirds. Reduction of 18 percent in pedestrian crashes, 9 percent in vehicle crashes. FHWA indicates 57+ reduction in pedestrian crashes.
  • 20. AVOID TOO WIDE AND NARROW LANES Masud Karim, Dewan. 2015. “Narrower Lanes, Safer Streets.” Paper accepted for Canadian Institute of Transportation Engineers Conference and Annual General Meeting, Regina, 7-10 June, 2015. Study of urban streets in Tokyo and Toronto found both narrow (less than 2.8m/9.2ft) and wider (over 3.2m/10.5ft) have proven to increase crash risks*
  • 21. PEDESTRIAN SPACES AND ACCESS TO PUBLIC SPACE • Safer sidewalks • Shared streets • Pedestrian streets and zones • Safe access to places to learn and play • Open streets, or ciclovias • Street plazas
  • 22. SHARED SPACE OR STREETS Gould, M. 2006. “Life on the open road.” The Guardian, April 12. Accessible at: http://www.theguardian.com/society/2006/apr/12/ communities.guardiansocietysupplement;; Wegman, F. 1993. “Road Safety in Residential Areas: The Dutch Experience.” Yokohama: PIARC Committee 13 Road Safety Meeting. Welle, Ben, and Wei Li. 2015. EMBAR Q technical note: “Traffic fatality rates in cities across the globe”. (unpublished) Izmir, Turkey Evidence from shared streets in Seven Dials, London showed a 43 percent drop in casualties. “Woonerf” conversions in the Netherlands have shown a 50 percent drop in crashes.
  • 23. PEDESTRIANIZING STREETS Elvik and Vaa, 2008 Izmir, Turkey Pedestrianization can cut traffic crashes in half in and around these zones, and create great public spaces for people in high-volume areas. Measures should be taken at buffer areas to ensure safe entry.
  • 24. STREET PLAZAS & PARKLETS Source: NYC DOT 2012 New York has shown a decrease of 16 percent in speeding and a 26 percent reduction in injury crashes along streets that contain pedestrian plazas.1 Sao Paulo, BrazilMexico City
  • 25. BICYCLE INFRASTRUCTURE • Bicycle networks • Bike lanes and cycle tracks • Off-street trails • Shared bicycle street • Bicycle safety at intersections • Bike safety at bus stops • Bicycle signals
  • 26. NETWORK FOR SAFETY IN NUMBERS Source: Bogota Bicycle Account, (Verma, Lopez & Pardo 2015) • Bogota, Colombia found that adding more than 100 km (62 miles) of bikeways helped reduce bicyclist deaths by 47.2 percent between 2003 and 2013 , and increased bicycle use from just over 3 percent of all daily trips to over 6 percent. 1
  • 27. PROTECT CYCLISTS ON BUSIER STREETS Protected bicycle lanes on busy roads and help ensure cyclists feel safe and are not at great risk from distracted drivers.
  • 28. PROTECTED CYCLE LANES Source: ShanghaiMexico City • Mexico City now has over 120 km of cycle lanes, including protected lanes, and places like Shanghai also are installing protected bicycle lanes. 1
  • 29. SAFE ACCESS TO TRANSIT STATIONS AND STOPS • Intersections • Midblock pedestrian crossings • Station access • Terminals and transfer stations • Midblock bus stops
  • 30. TRANSIT IS SAFE - MAKE ACCESSING IT SAFE, TOO Hedelin, Annika, O. Bunketorp, and U. Björnstig. 2002. “Public transport in metropolitan areas—a danger for unprotected road users.” Safety Science 40 (5): 467–477. Istanbul, Turkey A study from Sweden showed that three-quarters of those injured in bus and tram 320 incidents sustained their injuries at bus or tram stops, or at pedestrian crossings. Measures to improve safety include reducing vehicle speeds through speed humps, raised crossings, shortening crossing distances, and ensuring clear visibility at stations.
