what is it?
• first line of directive
– “Water is not a commercial product like any
other but, rather, a heritage which must be
protected, defended and treated as such.”
• Article 14
– “Member States shall encourage the active
involvement of all interested parties in the
implementation of this Directive…….”
• “We use nature because it is valuable; we lose it because it is free!”

3. Interpretation of WFD
• Simple
– achieve at least Good status for all waters by 2027
• But
– Every Member State is struggling
• Why?
– not because the WFD is complicated
– it actually is simple
– because, no 2 environment settings are the
same, everyone is unique
5. WFD Challenges
• Not just regulatory
– Communicating benefits – societal & economic
• LA resources (and other public agencies)
• Collaboration between agencies
active involvement of
all interested parties !!!

The site belonged to Wicklow County Council, and was
initially derelict. Thus it was identified as having potential
for a play ground
