Last month's Spending Review confirms that the pace of change in public services is set to quicken -
with increasing impact on the public. Deloitte has drawn together research and insights exploring key
themes from the announcement.
 The 'digital revolution' continues with a £450 million investment in the Government Digital
Service and an overall investment of £1.8 billion in digital technology and transformation
projects across the public sector over the next four years. However research shows that only
7% of UK public services are digitally mature compared to 13% globally. What are the barriers
and where do public sector leaders need to focus their attentions to make the digital
revolution a reality?
 The Chancellor recognised that productivity remains an issue - what are the key
characteristics of a highly productive public sector organisation?
 Cuts to central government departments will mean further headcount reduction, however
leaders need to be careful not to lose the skills that they will need to redesign and maintain
their services. Talent management strategies will be needed to attract and retain the best
people.
 Policing has avoided wholesale cuts but will need to look at fundamentally transforming the
way they operate in the future, with additional government funding available for those with
strong reform proposals. Improved technology, an emphasis on digital capability, and greater
citizen involvement will help reduce the demand on their services.
 The key way to address the health funding gap is through implementing a real digital
revolution in health and social care services. Although the government will invest £1 billion in
new technology over the next five years, this is less than expected.
It's still early days in the path to full digitisation of patient records. However, allowing clinicians
access to the same records across primary, secondary and tertiary care, and in real time, will
better inform their decision making, improve efficiency and deliver better patient outcomes.

Spending review 2015 webinar

  • 1. Last month's Spending Review confirms that the pace of change in public services is set to quicken - with increasing impact on the public. Deloitte has drawn together research and insights exploring key themes from the announcement.  The 'digital revolution' continues with a £450 million investment in the Government Digital Service and an overall investment of £1.8 billion in digital technology and transformation projects across the public sector over the next four years. However research shows that only 7% of UK public services are digitally mature compared to 13% globally. What are the barriers and where do public sector leaders need to focus their attentions to make the digital revolution a reality?  The Chancellor recognised that productivity remains an issue - what are the key characteristics of a highly productive public sector organisation?  Cuts to central government departments will mean further headcount reduction, however leaders need to be careful not to lose the skills that they will need to redesign and maintain their services. Talent management strategies will be needed to attract and retain the best people.  Policing has avoided wholesale cuts but will need to look at fundamentally transforming the way they operate in the future, with additional government funding available for those with strong reform proposals. Improved technology, an emphasis on digital capability, and greater citizen involvement will help reduce the demand on their services.  The key way to address the health funding gap is through implementing a real digital revolution in health and social care services. Although the government will invest £1 billion in new technology over the next five years, this is less than expected. It's still early days in the path to full digitisation of patient records. However, allowing clinicians access to the same records across primary, secondary and tertiary care, and in real time, will better inform their decision making, improve efficiency and deliver better patient outcomes.
