‘Detail lacking’Frustrated residents say balance meeting misses mark

Rochester residents expressed their
disappointment following Campaspe
Shire’s Strike the Right Balance
conversation last Monday.
Twenty people attended the
independently-facilitated meeting at
the Rochester Racecourse Recreation
Reserve to discuss council’s long-term
financial targets for the next 15 years
and how to reach them.
Attendees were given an eight-page
handout about council’s finances, ser-
vices, demographics, economic devel-
opment and threats.
Following the meeting, Campaspe
News spoke to some attendees who
shared the opinion that the meeting
was unproductive, lacking detailed
information and did not have a clear
agenda from the onset.
Campaspe Shire mayor Ian
Maddison said the meeting ‘‘didn’t
develop to the extent I would have
liked’’.
He said he appreciated the input
from those who attended.
‘‘I apologise on behalf of council
and I was disappointed the way the
meeting went,’’ Cr Maddison said.
‘‘It was inexperience by the facilita-
tor in community consultation.
‘‘It fell short of what we thought we
could achieve.’’
CT Services facilitator Gina Lyons
defended her experience, saying she
had facilitated various types of
meetings throughout her career within
local government.
Committee 4 Rochester project
officer Graeme Robertson said council
was taking positive steps to consult
with ratepayers, but he would have
liked to see a discussion around more
detailed information.
‘‘It’s really important that input
from ratepayers is based on detailed
and informative data,’’ Mr Robertson
said.
Rochester resident John Boyd said
he felt there was not enough informa-
tion about the purpose of the meeting
and he felt it was going to be more
specific to Rochester and look into its
demographics.
Ms Lyons reiterated throughout the
meeting that the purpose of the
meeting was to gain a broad know-
ledge of the ratepayers’ views on
services, councils finances, economic
opportunity and threats shire-wide.
Mr Boyd said the meeting was open
and went off topic.
‘‘It wasn’t as productive as it could
have been,’’ he said.
Rochester resident Val Gledhill said
she did not feel residents had their
voices heard at the meeting.
‘‘Councillors were told to sit there
and listen, but Ian Maddison flared up
and Emma Bradbury had a lot to say,’’
she said.
Mrs Gledhill was disappointed that
Cr Maddison and chief executive
Keith Baillie left the meeting halfway
through to attend another event.
‘‘They didn’t think it was important
enough to stay there,’’ she said.
Cr Maddison said they were going
to a volunteers luncheon in Kyabram
that they committed to long before the
Rochester meeting was established.

the youngest winner at the Semex on-farm
livestock championship state final.
The results of the on-farm challenge were
announced in Melton last week.
Ms Bradley took home the South-Eastern
Three-year-old trophy for her cow Missy Moo
Ladino Cathy.
‘‘I didn’t even believe it for a minute,’’ Ms
Bradley said. ‘‘It’s a very tough competi-
tion.’’
