の取材し方。

The Tohoku Earthquake & Tsunami, the Fukushima Nuclear Reactor,
and How the World’s Media Reported Them

5. 地震前どのような記事を書いていますか
日本関連記事は6種類が多いです。
• (1)電気製品について;
• (2)アニメについて;
• (3)マンガについて;
• (4)財政について;
• (5)自動車について;
• (6)経済。政治、一般社会ニューズ。
• 日本以外、韓国、台湾、中国も取材す
る義務がある在日外国特派員数人もい
る。
• 円高、世界で日本の存在感が低くなる
ことで海外マスコミにとって高過ぎて大
切ではない国の見方が強いわけです。
10年前から日本に撤退した海外マスコ
ミは数機関がある。
Six types of stories are prevalent;
• (1) Electronic goods;
• (2) Animation;
• (3) Manga;
• (4) Finance;
• (5) Autos;
• (6) Economic. Stories on politics
and general society.
• In addition to Japan, there are
foreign correspondents who
have to cover South Korea,
Taiwan, and China.
• The high yen and the fact that
Japan’s presence internationally
is greatly reduced means that,
for foreign media, Japan is too
expensive and not important.
Many foreign media bureaus in
Japan have already pulled out.

•最初の海外マスコミからの報
道の多くが551人外国特派員
の活動を基づいていた。
この活動は:
•(1)日本マスコミ(NHK,共同
通信など)から情報を使いな
がら自分で取材すること;
•(2)東北までに飛び、被災地
の現場取材することを含めた。

activities of the 551 foreign
correspondents in Japan.
• These activities included
(1) Transmitting English
translations of information
based on NHK or Kyodo
reports; (2) on-the-spot
reports from
correspondents in Tokyo
who managed to get the
damaged areas quickly.

• 3月12日から、海外からの記者数
多くが来日して、在日外国特派員
より、「有名」外国人記者の記事
のほうが海外で見られるように
なった。
• その有名な記者はジャーナリズム
経験が素晴らしいけど、在日外国
人記者と違って、日本語、日本の
社会一切分からなかった。
• それと同時に、海外テレビコメン
テーターは「有名」な現場記者の
報道と解釈を基づいて、様々な専
門家の推測を紹介した。
• On March 12, overseas media
began arriving in Japan, and
overseas readers and TV viewers
saw or read more reports from
famous or respected journalists
rather than from local
correspondents.
• These famous/respected
journalists had lots of
journalism experience. But
unlike local correspondents,
they did not understand
Japanese language or culture.
• Overseas TV commentators
introduced lots of speculative
experts, based on information
they were getting from
reporters on the ground.

• 1)ある「恥の壁」を設立すること。こ
れは地震・福島原発に対する海外マ
スコミの「問題がある」報道のリスト
です。読者は「誤解、偏見、過剰、知
識不足」の報道を収集、ホームペー
ジに送信するように頼まれた。
• 送られた記事は「1」から「10」まで
評価される。1=「取材の段階で信
用できそうな情報を基づいた記事だ
から、意図的に悪く報道しなかった」。
10=「意図的に事実無視して恐れ
を励ましなさい報道」
• 4月初めごろまでに約80本の米国、
英国、フランス、カナダ、ドイツ、ベル
ギーの記事がリストアップされている。

list of what they say are the
worst examples of foreign
meeting reporting on Japan.
Readers and TV viewers are
asked to send in reports they
read or saw that they felt were
mistaken, biased, excessive or
simply ill-informed.
Reports are judged on a scale of
1 to 10, with 1 being reports
that were unintentionally bad
and based on information that
seemed legitimate at the time,
to 10 being reports that
encourage hysterical fear-
mongering.
By early April, there are nearly
80 entries, which include media
from the U.S., The UK, France,
Canada, Germany, and Belgium.

場合、日本に出国する

media have begun firing
back at their critics.
While most agree some
media, especially the
tabloids and American
TV stations like FOX have
sensationalized the
news and made serious
errors of fact, they point
a few things that the
media critics either
ignored, misrepresented,
or failed to take into
account.

収集した情報を詳細に
確認する余裕、財政源

間違えている報道は仕
方がないです。」と言う。

constraints, the fact
that Japan is one of
the world’s most
expensive countries,
there is not enough
time and not enough
financial resources

facts and that to a

mistaken reporting

す。専門家たちでも記者、
読者のニーズに応じて明
確に回答できない時がよく
ある。

difficulty of understanding
nuclear power itself. Few
journalists have a lot of
knowledge about nuclear
power and do not have the
time to study it in depth.
Furthermore, there is a lot
of contradictory
information about nuclear
power and how safe it
really is. Experts
themselves don’t have the
kind of clear answers
journalists often need, and
readers and viewers often
want.

の増加傾向が見える。
3月中旬ごろの衝撃的
な見出しと記事の数は
大分減ってきたみたい。

not just the Fukushima
plant are now
appearing in the
international media,
and the kind of
screaming headlines
and sensational
reporting seen in mid
to late March is gone.
59. Distrust of Japanese governent and
TEPCO Grows
ただ、4月末までに日本政府、東電に対する
不信感が国内外で広がっていたから「海外マ
スコミに正しい情報を伝えるように頑張ってい
る」と言っている当局が海外マスコミに無視さ
れている。
64. Cause and Effect
原因と結果:海外マスコミの考え
( 2)ガラパゴス諸島精神:
海外で日本が今ガラパゴス諸島のように
なっているという考えが増えているそうで
す。「ガラパゴス現象」は本来、日本国内
市場だけのための技術開発という意味
だったが、つい最近、日本人に対しても一
部海外学者、海外マスコミ、在日外国人
が適用している。
要するに日本人が世界の流れに離れて
いるようになったではないか、という意味
です。その結果の一つとして、海外マスコ
ミにどう効果的に対応、対話すればいい
のかという知識、経験、それから関心があ
る日本政府、企業の方が少な過ぎるわけ
です。政府、東電、繰り返し「心配はない」
と言うだけで日本国民にとって安心なとこ
ろもあるかも知らないが、海外で説得力は
ない。
(2) The Galapagos Island Mentality:
In the eyes of many overseas,
Japan is becoming a ``Galapagos
Island’’. Where once this used to
refer to technology that was
developed by Japan and only
popular there, more people
overseas are using to refer to the
Japanese themselves, meaning that
Japanese are becoming ever more
isolated from what the rest of the
world is thinking and doing. The
result is that fewer Japanese in
positions of authority are both
familiar with how the international
media works, and how to respond to
international media. Simply saying
``there is nothing to worry about’’
time after time may be the way
things are done in Japan but it does
not persuade the rest of the world .
67. My Own View 私の見方

材は不可能でした。
The unprecedented
scale of the disaster
made it extremely
hard for all media to
cover it as effectively
as they would have
liked. Therefore,
thoroughly accurate
reporting was
impossible.
68. My Own View 私の見方
•地震の時、国内で日本の
政治、社会、それと日本語
がわかる外国特派員の数
が比較的に少ないから、
ニューズだけではなくて政
府社会の対応と行動をう
まく取材、解釈し、海外に
向けて説明できる在日外
国人ジャーナリストは少な
かった。日本について知識
がある在日外国人特派員
より、有名外国人記者の
解釈に頼りすぎたときもあ
る気がする。
The fact that there
were relatively few
foreign correspondents
familiar with Japan in
the country when the
earthquake happened
meant that there were
few journalists abroad
who could not only
explain what was
happening, but why
Japan was behaving like
it did.
69. My Own View 私の見方
•原子力安全性、放射線の
危険性について、専門家
の見解がバラバラだから
福島原発を「客観的」「中
立的」に取材できない。根
本的に原子力が安全か危
険かという立場から取材し
ないといかない。
•福島原発事故の場合、海
外マスコミたくさんは日本
マスコミより、原子力の安
全性に懐疑的なのだとい
うことが今回明確になった。
•The fact that there is no
one agreed-upon view
regarding the safety of
nuclear power, or how
much radiation is
dangerous, meant that
the Fukushima reactor
could not be covered
``objectively’’. You either
thought nuclear power
was dangerous or not,
and reported based on
your belief. Clearly, many
foreign media were far
more skeptical about the
safety of nuclear power
than many in Japan.
70. The Earthquake Affected Tokyo, Where Most Foreign
Residents of Japan Live (Probably less interest –and much
less reportage – if it had been Kyoto, Osaka, Kobe,
Hiroshima, Fukuoka or Nagoya that had been affected.
東京は影響を与えた。
首都のある東京は日本の中心とする。そして圧倒的に外国人人口
の一番多い日本大都市です。地震、津波、福島原発爆発が東京も
影響を与えたから、海外マスコミにとって大ニューズです。
でも、もし今回の震災と原発問題は東京ではなくて京都、大阪、神
戸、広島、福岡、名古屋に影響を与えたとしたら、海外マスコミでも
日本マスコミでもそれほど関心は高くなかったでしょう。そしたら「過
激」な海外マスコミの報道の数も相当少なかったでしょう。
My Own View 私の見方

foreign TV coverage. No footage, less panic?
福島原発の爆発のときの映像
もし福島原発の爆発は撮影されなかったら海外マ
スコミの報道しかたはもっと冷静ですか。私はそう
思います。
My Own View 私の見方
72. And finally. . .social media
最後の最後:ソーシャルメデイアの役割
•Facebook, Twitterなどのsocial mediaで被災者たちとNGO
が現場から情報を送信できた。世界マスコミもこの生な情
報を受信できたから、府、東京電力、日本の大手マスコミ
の「正式的な発表」に頼りながら、現場の声も記事に組み
合わせることができた。
Social mediaの到来で海外、日本のマスコミが情報筋の
数を増大できた。しかし、また東北地震のような大災害
か事件がある場合、当局の正式的な情報と現場にいる
方のSocial Media情報をどう取り組んだらいいのか。こ
れは確認する時間がかかる伝統的なマスコミにとって一
番困難な挑戦ではないか。
73. The Last Word: Foreign media comments:
最後に地震、津波、福島原発に対する海外マスコミのコメント
AFP通信のカリン・プぺさん:
•「最初日本にいる専門家だったが、主にフランスの専門
家に電話で情報をもらっている。日本の専門家もいいだ
が、東京電力と何か関係を持っている可能性がある。だ
から読者にとって東京電力と距離がある専門家のほうが
信頼できる面がある。」
•「メデイア間の競争もあり、センセーショナルに情報を伝
えたところもある。」
•「日本政府や東京電力の情報についてタイミングより、分
かりやすく分析しているかどうか。数字ばかりで情報を伝
えるのではなくて健康にどのような影響があるかの分析
が大切。フランス人は政府の言うことは嘘だと思っている
が日本人はそんなに厳しい目で政府を見ていない。」

77. 私の立場:My Position
• I oppose nuclear power. The
nuclear power age is coming
to an end. In the midst of a
world where renewable
energy is rapidly increasing,
Japan, which has lots of
natural disasters yet some of
the world’s most cutting-
edge technology, could have
enough renewable energy
within 20 years to cover the
electricity generated by
nuclear reactors if it pursued
a vigorous renewable energy
policy from tomorrow.
原発反対します。原発時
代が終わっているところで
す。再生エネルギーが急
激に増えている世界中、
震災が多くても最新技術
開発が強い日本はもし明
日積極的に再生エネル
ギー政策を追求すれば20
年以内新エネルギーは原
