B. Full-Time Employment Experience
Role: May 2010- December 2014- Senior Monitoring & Evaluation Officer, the Legal Aid Forum
(Kigali, Rwanda)
 Area of Specialization:
Oversee of effective monitoring and evaluation of all the programmes of the Legal Aid Forum and
Overall management of the Legal Aid Civil Society Fund of the Forum (LACSF) that support legal aid
projects implemented by different local NGOs.
 Personal Achievements:

• Set up of the M&E system of the Legal Aid Forum and its 38 member organisations and ensured it’s
effective implementation;
• Successfully managed supervision, monitoring and evaluation of 34 legal aid projects funded under
LACSF and implemented by over 12 Civil Society Organisations members of the Legal Aid Forum,
from the review of guidelines of calls for proposals, evaluation of the submitted proposals in
reference to related strategic objectives;
• Successfully lead the Capacity development of the staff of organisations members of LAF and
implementing partners on issues related to legal aid projects management, reporting and M&E;
• Successfully lead Monitoring and evaluation of different projects funded through the Legal Aid
Forum’s Civil Society Grant and being implemented by organisations members of the Legal Aid
Forum and documented key trends identified to inform researches, advocacy and policy influence
actions;
• Significantly contributed to different researches conducted by the Legal Aid Forum for advocacy to
inform pro poor policy, especially in the field of human rights and access to justice for vulnerable
groups, including children, women, indigenous people (known in Rwanda as Historically
Marginalised People), detainees, juvenile, and other different categories of poor and vulnerable
groups, among them:
 Report on the Assessment of Challenges and Capacity needs of the Criminal Justice
Agencies in Managing Gender Based Violence Cases in Rwanda. (January 2013): The
present report highlights the main findings of the qualitative assessment carried out concerning the capacity of the
judicial sector’ personnel to handle GBV cases at the police, prosecution, intermediate court and high court levels.
 Improving the Performance of the Criminal Justice System through Improved Pretrial
Justice. [February 2013]: The report presents a set of recommendations that will help the Justice Sector in
Rwanda to ensure that the problems which are identified can be addressed. Addressing these problems will assist
the Government meet its own development targets, reduce the cost associated with the need for an expanding prison
population, and prevent the abuse of citizens’ rights through unlawful or excessive detention in prison.
 Enforcement of Court Judgments and its Impact on Access to Justice in Rwanda. [May
2012]: The research focused on the enforcement of civil judgments, excluding commercial and criminal judgments.
 Broadening Access to Justice in Rwanda: analyzing the opportunity for Public Interest
Litigation (2011): The study aimed to analyze the opportunity for public interest litigation in Rwanda
and to suggest a strategy for the Legal Aid Forum (LAF) to take this phenomenon forward in order to benefit
the indigent population and vulnerable groups in Rwanda.
• Successfully lead the setting up and coordination of the civil society coalition on the Universal
Periodic Review of human rights vis-à-vis the UPR Recommendations made in 2011 (including training
of coalition members and coordinating the elaboration of the report). It also provides potential grounds for legal
reforms, policy changes and other measures aimed at improving human rights situation in Rwanda.
• Successfully initiated pro poor advocacy and public mobilisation using film documentaries: I have
directed the production of film documentaries covering different issues affecting different vulnerable
groups in rural settings and in prisons.
• Successfully lead the elaboration and implementation of Gender & HIV Policy of the Legal Aid
Forum at the Secretariat level and among its (38) member organisations.
Role: October 2008 – May 2010 – PROJECTS MANAGER, FACT (Forum of Activists Against
Torture) RWANDA, Kigali.
 Area of Specialization:
I Led and participated in program/project design and implementation, Co-ordinated and managed
designated projects and programmes and staff, I also developed and coordinated the implementation of
different “monitoring, evaluation and reporting systems” in accordance with FACT and
Stakeholder/Donor requirements, I coordinated Liaison and collaboration with communities,
Government institutions, other agencies and organisations to better address the needs of torture and
violence advocacy and education.
 Personal Achievements:

• I designed and successfully managed over 10 projects/ programs of FACT under the fund from
various donors (UN Agencies: UNICEF, UNDP, UNWOMEN AND UNHACR; USAID;
European Union; CORDAID; Foreign & Commonwealth Office through the British Council, Save
the Children, and many others;
• I Coordinated (as the Project Manager) the activities and services of the Centre for the Rehabilitation
of Victims of Torture and other human rights abuses (CRAVT Centre) that provided comprehensive
response services including: health care, psychosocial assistance (counselling) and social economic
support (income generating activities for social economic rehabilitation of victims assisted at
CRAVT);
• I successfully managed and coordinated 14 projects staff implementing FACT’s projects in different
locations in Rwanda, [Burundi and East DRC (Uvira & Kindu): under the regional torture victims’
rehabilitation project funded by the European Union]
• I Led a wide project involving different civil society organisations in Rwanda (NGOs & Media) for
the monitoring of the implementation of international treaties ratified by the Government of Rwanda
and other international obligations (declarations, UN resolutions...): I particularly led the shadow
reporting on, ICSCR (2009), ICERD (2009), ACHPR (2009) and UPR (2010).
• I participated in preparation of child summits in 2009 and 2010 as organizing committee member;
• I elaborated and managed a “child friendly soldier project” aimed at providing extensive trainings for
militaries preparing to go in peace-keeping missions (2009-2010), in collaboration with Save the
Children Sweden
• I initiated and managed “school bases human rights clubs” in over 108 secondary and primary
schools in Rwanda, with the purpose to increase awareness of child rights among students, parents
and teachers.
• I elaborated a project on “Earlier Child development Centres”, the project aimed at the protection of
children against violence in refugee settings in Rwanda, in collaboration with UNICEF & UNHCR;
the project that was later implemented by JRS (Jesuit Refugee Committee)
• I participated in preliminary meetings of the task force comprising UNICEF, MIGEPROF, Save the
Children UK and FACT Rwanda to develop guidelines on the elaboration of “the National Child
Policy” in 2010.
• I participated and contributed in different MIGEPROF and partners retreats (2009-2010) and
particularly contributed, as a member of technical task forces, to the elaboration of key strategies
such as: Strategies for coordination and functioning of community-based “Anti-GBV Committees”
and “Child Protection Committees”; Protection of Orphans and Vulnerable Children policy and
strategic plan; etc.

• Participated in the restitution of the research findings on Prejudices, stereotypes and identity
manipulation in the Great Lakes Region (restitution at the community level and elaboration of policy briefs
for advocacy);
• Participated in the elaboration of the research on “Land, People Movement and Identity
Manipulation in the Great Lakes Region” (participation in the literature review and elaboration of the
research draft report)
• Organisation and facilitation of 4 permanent cross-border dialogue spaces (Goma/DRC-
Rubavu/Rwanda; Kirundo/Burundi-Bugesera/Rwanda; Rusizi/Rwanda-Bukavu/DRC and
Kamanyola/DRC-Bugarama/Rwanda-Cibitoke/Burundi)
• Creation, organisation and facilitation of 3 youth dialogue spaces for tolerance and non-violence
in conflicts resolution, targeting youth in universities and higher learning institutions in Rwanda
• Training of the spaces’ coordination committees members in dialogue facilitation skills
• Initiated and coordinated the setting up and training of the Participatory Theatre for Peace
Troupe and organisation of participatory theatre for peace performances across the Great Lakes
Region, during the events targeting decision makers, actors of civil society organisations and
community members at national and cross-border levels.

  • 4. • Set up of the M&E system of the Legal Aid Forum and its 38 member organisations and ensured it’s effective implementation; • Successfully managed supervision, monitoring and evaluation of 34 legal aid projects funded under LACSF and implemented by over 12 Civil Society Organisations members of the Legal Aid Forum, from the review of guidelines of calls for proposals, evaluation of the submitted proposals in reference to related strategic objectives; • Successfully lead the Capacity development of the staff of organisations members of LAF and implementing partners on issues related to legal aid projects management, reporting and M&E; • Successfully lead Monitoring and evaluation of different projects funded through the Legal Aid Forum’s Civil Society Grant and being implemented by organisations members of the Legal Aid Forum and documented key trends identified to inform researches, advocacy and policy influence actions; • Significantly contributed to different researches conducted by the Legal Aid Forum for advocacy to inform pro poor policy, especially in the field of human rights and access to justice for vulnerable groups, including children, women, indigenous people (known in Rwanda as Historically Marginalised People), detainees, juvenile, and other different categories of poor and vulnerable groups, among them:  Report on the Assessment of Challenges and Capacity needs of the Criminal Justice Agencies in Managing Gender Based Violence Cases in Rwanda. (January 2013): The present report highlights the main findings of the qualitative assessment carried out concerning the capacity of the judicial sector’ personnel to handle GBV cases at the police, prosecution, intermediate court and high court levels.  Improving the Performance of the Criminal Justice System through Improved Pretrial Justice. [February 2013]: The report presents a set of recommendations that will help the Justice Sector in Rwanda to ensure that the problems which are identified can be addressed. Addressing these problems will assist the Government meet its own development targets, reduce the cost associated with the need for an expanding prison population, and prevent the abuse of citizens’ rights through unlawful or excessive detention in prison.  Enforcement of Court Judgments and its Impact on Access to Justice in Rwanda. [May 2012]: The research focused on the enforcement of civil judgments, excluding commercial and criminal judgments.  Broadening Access to Justice in Rwanda: analyzing the opportunity for Public Interest Litigation (2011): The study aimed to analyze the opportunity for public interest litigation in Rwanda and to suggest a strategy for the Legal Aid Forum (LAF) to take this phenomenon forward in order to benefit the indigent population and vulnerable groups in Rwanda. • Successfully lead the setting up and coordination of the civil society coalition on the Universal Periodic Review of human rights vis-à-vis the UPR Recommendations made in 2011 (including training of coalition members and coordinating the elaboration of the report). It also provides potential grounds for legal reforms, policy changes and other measures aimed at improving human rights situation in Rwanda. • Successfully initiated pro poor advocacy and public mobilisation using film documentaries: I have directed the production of film documentaries covering different issues affecting different vulnerable groups in rural settings and in prisons. • Successfully lead the elaboration and implementation of Gender & HIV Policy of the Legal Aid Forum at the Secretariat level and among its (38) member organisations. Role: October 2008 – May 2010 – PROJECTS MANAGER, FACT (Forum of Activists Against Torture) RWANDA, Kigali.  Area of Specialization: I Led and participated in program/project design and implementation, Co-ordinated and managed designated projects and programmes and staff, I also developed and coordinated the implementation of different “monitoring, evaluation and reporting systems” in accordance with FACT and Stakeholder/Donor requirements, I coordinated Liaison and collaboration with communities, Government institutions, other agencies and organisations to better address the needs of torture and violence advocacy and education.  Personal Achievements: 4
  • 5. • I designed and successfully managed over 10 projects/ programs of FACT under the fund from various donors (UN Agencies: UNICEF, UNDP, UNWOMEN AND UNHACR; USAID; European Union; CORDAID; Foreign & Commonwealth Office through the British Council, Save the Children, and many others; • I Coordinated (as the Project Manager) the activities and services of the Centre for the Rehabilitation of Victims of Torture and other human rights abuses (CRAVT Centre) that provided comprehensive response services including: health care, psychosocial assistance (counselling) and social economic support (income generating activities for social economic rehabilitation of victims assisted at CRAVT); • I successfully managed and coordinated 14 projects staff implementing FACT’s projects in different locations in Rwanda, [Burundi and East DRC (Uvira & Kindu): under the regional torture victims’ rehabilitation project funded by the European Union] • I Led a wide project involving different civil society organisations in Rwanda (NGOs & Media) for the monitoring of the implementation of international treaties ratified by the Government of Rwanda and other international obligations (declarations, UN resolutions...): I particularly led the shadow reporting on, ICSCR (2009), ICERD (2009), ACHPR (2009) and UPR (2010). • I participated in preparation of child summits in 2009 and 2010 as organizing committee member; • I elaborated and managed a “child friendly soldier project” aimed at providing extensive trainings for militaries preparing to go in peace-keeping missions (2009-2010), in collaboration with Save the Children Sweden • I initiated and managed “school bases human rights clubs” in over 108 secondary and primary schools in Rwanda, with the purpose to increase awareness of child rights among students, parents and teachers. • I elaborated a project on “Earlier Child development Centres”, the project aimed at the protection of children against violence in refugee settings in Rwanda, in collaboration with UNICEF & UNHCR; the project that was later implemented by JRS (Jesuit Refugee Committee) • I participated in preliminary meetings of the task force comprising UNICEF, MIGEPROF, Save the Children UK and FACT Rwanda to develop guidelines on the elaboration of “the National Child Policy” in 2010. • I participated and contributed in different MIGEPROF and partners retreats (2009-2010) and particularly contributed, as a member of technical task forces, to the elaboration of key strategies such as: Strategies for coordination and functioning of community-based “Anti-GBV Committees” and “Child Protection Committees”; Protection of Orphans and Vulnerable Children policy and strategic plan; etc. 3.2.
