3. INTRODUCTION
Global Soil Partnership creates the Regional soil
Partnership with 5 pillars of actions towards sustainable
soil management
St. Lucia National Land policy 2007 was reviewed 2015,
and this stimulated a review of all soil and land studies in
St. Lucia
The international year of soils and the decade of soils
Soil fertility mapping project
GSP soil carbon and black soil mapping
The National Land bank initiative
Iyanola Land management project
Land degradation neutrality
4. GSP-PILLARS OF ACTION
Pillar 1: Promote sustainable management of soil resources
for soil protection, conservation and sustainable productivity
Pillar 2: Encourage investment, technical cooperation, policy,
education, awareness and extension in soil
Pillar 3: Promote targeted soil research and development
focusing on identified gaps, priorities and synergies with
related productive, environmental and social development
actions
Pillar 4: Enhance the quantity and quality of soil data and
information: data collection (generation), analysis, validation,
reporting, monitoring and integration with other disciplines
Pillar 5: Harmonization of methods, measurements and
indicator for the sustainable management and protection of
soil resources
5. NATIONAL LAND POLICY 2015
This National Land Policy document is the culmination of a
process that started in 2000. That process, overseen by a
broad-based National Land Policy Committee, involved
consultations with, and the involvement of, a wide range of
stakeholders. Such a process was considered necessary,
given the central role that land plays in every aspect of our
existence.
It is grounded in the belief that land should be managed in
such a manner as to allow Saint Lucians to have access to
land, and the services that it provides, on an equitable basis.
It also recognizes the need to strengthen and consolidate the
institutional and legal framework necessary to ensure that,
especially given the wide range of competing demands, land
is managed in a fashion that will maximize the economic and
environmental benefits to society, on a sustainable basis.
6. THE EFFECT/ IMPACT OF THE INTERNATIONAL
YEAR OF SOILS ON SOIL ISSUES
Stimulated discussions on the importance of sustainable
soil management for improved in soils among ministry’s
directorate.
Many projects with the focus on sustainable land
management were initiated.
1. Soil fertility map project
2. National Land Bank Project
3. Iyanola Project
Multidisciplinary groups formed as technical and steering
committees to guide land and soil project
implementation.
7. PILLAR 1: PROMOTE SUSTAINABLE
MANAGEMENT OF SOIL RESOURCES FOR
SOIL PROTECTION, CONSERVATION AND
SUSTAINABLE PRODUCTIVITY
World soils day activities December 5th 2018- Caring for
the planet starts with the ground
Overview of sustainable soil management interventions
Training provided for members from the Department of
Agriculture in the areas of
1. Soil management
2. Soil sampling and digital mapping
3. Soil analysis
4. Agricultural experimentation
8. PILLAR 2: ENCOURAGE INVESTMENT,
TECHNICAL COOPERATION, POLICY,
EDUCATION, AWARENESS AND EXTENSION IN
SOIL
Investment in soil through Project interventions
Technical cooperation with the divisions of the
departments of agricultura, IICA, FAO, Kingdom of
Morocco, CARDI
National Land policy is being reviewed to highlight the
legal and institutional framework which needs to be
addressed to support sustainable land management and
use
Initiation of a monthly training program in soils which
takes place in one agricultural región per month. This
program is aimed at educating extensión officers,
farmers and students in sustainable soil management.
Every Quarter one TV interview to help raise the
awareness of soil fertility management interventions
9. PILLAR 3: PROMOTE TARGETED SOIL
RESEARCH AND DEVELOPMENT FOCUSING
ON IDENTIFIED GAPS, PRIORITIES AND
SYNERGIES WITH RELATED PRODUCTIVE,
ENVIRONMENTAL AND SOCIAL
DEVELOPMENT ACTIONS
A review of all soil studies and projects which have been
undertaken has been carried out to determine what
information is needed to be researched upon
Island wide soil sampling is being carried out to support
gaps in information and support the creation of updated
soil fertility, agricultural land use and organic soil carbón
maps
A survey is being undertaken with farmers to find out
about their soil management efforts and to identify
where limitations exist
A completely randomised block design experiment is
being set up in four major agricultural zones to look at
different fertiliser regimes in four crops.
10. PILLAR 4: ENHANCE THE QUANTITY AND
QUALITY OF SOIL DATA AND INFORMATION:
DATA COLLECTION (GENERATION),
ANALYSIS, VALIDATION, REPORTING,
MONITORING AND INTEGRATION WITH OTHER
DISCIPLINES
Groups trained in soil sampling and mapping
Technicians trained in GIS for soil mapping
Technician trained in land use planning using GIS
Soil sampling being carried out for up to date analysis to
populate a new database
1020 samples to be collected and analysed in the soils
laboratory
More training necessary in the methodology for the
quantitative analysis of soil organic carbon
11. PILLAR 5: HARMONIZATION OF METHODS,
MEASUREMENTS AND INDICATOR FOR THE
SUSTAINABLE MANAGEMENT AND
PROTECTION OF SOIL RESOURCES
Harmonisation of soil sampling methodology, using
materials provided from the GSP and other FAO
Interventions
1. Land assessment in dry areas
2. Soil Survey
3. Soil Identification
4. Soil organic cookbook etc.
the use of GIS in relation to soil sample positioning data,
and
an understanding of laboratory processes and soil
sample analysis among agricultural engineering
technicians, Agricultural extension officers, researchers,
12. SOIL FERTILITY MAPPING
PROJECT
The project seeks to ascertain the existing nutrient
status of the soil in St. Lucia and provide a scientific
mechanism for enhancing and maintaining soil fertility. It
proposes a modern scientific approach to soil fertility
management and provides a huge opportunity for St.
Lucia to build capacity in that area.

13. LAND BANK INITIATIVE
St. Lucia National Land Policy 2007 highlights the need
for the establishment of a national land bank to support
sustainable agricultural production and land
management.
The project is aimed at developing National land banks
in Grenada, St. Lucia and St. Vincent to promote food and
nutrition security and support sustainable management
of rural lands, in particular idle and underutilized lands.
1. Bring under utilised and Idle agricultural lands into
sustainable production
2. Protect the conversion of agricultural land to other
uses which threaten the availability of land to support
national food security
3. Improve sustainable use of agricultural soils, improve
livlihoods, and create lasting employment
15. PLANNED ACTIVITIES
2018/2019
Soil sampling for soil fertility analysis, carbon and
fertility mapping of agricultural areas.
Establish 2 pilot sites to evaluate soil management in a
land bank
Soil fertility experimental trials to evaluate different
regimes of fertiliser applications in the different pedo
climatic regions.
Iyanola Project site to evaluate land use and soil
management in 2 agricultural regions
Provide training for agricultural officers, students and
farmers in sustainable soil, water and crop management
Television interviews on sustainable soil management
16. PLANNED ACTIVITIES 2018/19
World Soils Day 2018 – Presentation of created maps,
presentations, and field trip
Creation of a soil museum illustrating St. Lucia's major
soil group
Identification of Agricultural Government lands, and the
creation of a national land bank, on which will be
implemented sustainable soil fertility management.
Assessment of Agricultural areas to determine the critical
levels of soil fertility and therefore arrive at appropriate
ameliorative measures.
Make input into agricultural policy governing the
sustainable management of agricultural lands
