1. FIRE DRILL
DIV. 16 SEC. 3.1601
The organization of persons for orderly and rapid
evacuation is an Integral part of the bigger Disaster Control
required by the OCD for occupants of building and
Provisions in this Div. as well as in the rest of the Fire
Code requiring the conduct of fire drill shall be enforced by
the BFP in coordination with the Office of Civil Defense.
2. OBJECTIVES
To ensure the safe and effective use of all exits facilities in case of
actual fire emergency.
To acquaint hospital personnel with hospital fire alarm signal with
actual emergency courses of action called for under different fire
conditions.
To achieve an orderly and safe evacuation under proper discipline.
To prevent panic, confusion, injury and loss of lives in case of
actual fire.
3. Institutional Occupancies
A. EVACUATION PLAN, FIRE EXIT DRILLS:
Approved evacuation plan for the guidance of all persons in the
event of fire.
Every bed intended for use by institutional occupant shall be easily
movable under conditions of evacuation and shall be equipped with
the type and size of casters allow easy mobility, especially over
elements of the structure such as the expansion plates and elevator
threshold.

4. Fire exit drill in hospital includes the ff.
a. Transmission of a fire alarm and simulation of emergency
of fire conditions except that the movement of infirm or bed – ridden

6. Procedure in Case of Fire
1. Upon discovery of fire, personnel shall immediately take the
following action:

telephone operator.
8. Procedure in Case of Fire
3. If the telephone operator receives a telephone alarm reporting a fire
from a floor, the operator shall regard the alarm in the same fashion
as an alarm over the fire system. The operator shall immediately notify
the Fire Station and alert the personnel of the place of fire and it’s
origin.
4. If the interior alarm system is out of service, any person discovering
a fire shall transmit immediately and notify the telephone operator by
telephone. The operator shall transmit this to the Fire Station and alert
all occupants of the building.

10. Organizing an Evacuation Team
1. Select and design the most qualified personnel to the position of
evacuation chief.
2. Designate selected personnel to comprise team.
3. Train acquaint the team of their role in evacuation.
4. Assign floor wardens, exit guides and searchers to each floor or
areas of the building and other facilities.
5. Prepare an evacuation floor plan indicating with arrows the
locations of main exits, fire exits and direction of flow of evacuating
occupants.
11. Planning and Conduct of Fire Drill
1. It’s the responsibility of Evacuation Chief;
a. Once a month for every shift
b. Irregular hours

ZEBRA – Take your position as per fire safety plan
13. Planning and Conduct of Fire Drill
b. RED ROSE ZEBRA, which means “ REPORT OF FIRE
HAD BEEN INVESTIGATED AND CONFIRMED, EVERYBODY IS
REQUIRED TO REACT ACCORDING PLAN”
RED – Take action, evacuate….conduct rescue and
salvage operation control and extinguish the fire.
7. All occupants of the building shall evacuate the area as per
evacuation plan.
14. Evacuation Procedure
1. In the event of fire, Evacuation Chief shall;
a. Ascertain and confirmed the exact location of the fire.
b. Notify occupants of the building.
c. Shall direct evacuation of the building/ area in accordance
with the fire safety evacuation plan.
2. Evacuation shall commence on….
a. Fire floor b. Floors immediately above
c. Strictly follow – strict warden/s orders the evacuation if
conditions warrants such action even before order for evacuation is
received.
15. Evacuation Procedure
1. Occupants shall use route assigned to floor/area and shall use
other exit ways if sop ordered or if the assigned route is
contaminated with heat or smoke.
2. Evacuation of two or more floors below the fire floor is generally
adequate.
3. Floor wardens shall ensure above the fire floors shall select the
safest exit such as;
1. Stairways based on location of the fire.
2. In extreme case, the occupants shall use the nearest fire
escape/exit uncontaminated by fire or smoke.
16. Evacuation Procedure
1. Floor warden shall ensure that all occupants of the floor assigned
to him are evacuated or safe areas. Therefore headcount is to be
done at the evacuation area. Report missing person.
2. Thorough research by designated SEARCERS shall be conducted
to ensure that all occupants have been brought safer place.

17. Do’s in Fire Exit Drill
b. Stop working upon hearing the drill signal or as directed by the floor
warden.
c. Stop all the electrical machines, appliances and unplug them.
d. Wait for the go signal of the floor warden before leaving the
premises.
e. Clear the passage ways/ routes leading to exits.
f. Be alert and tactful in following the evacuation procedures
prescribed in the fire drill program of activities.
