Living Lab
• Four meanings
– A User driven, Open Innovation Methodology in Real Life
Environments for Product, Service (and we may add,
Policy) Innovation  The LL approach
– A physical location where this Methodology is being
experimented  LL environment
– A project wherein this experimentation is framed and
takes place  LL trial or pilot
– A (real or virtual) organization based on a public private
people partnership that adopts the LL approach in a given
environment and for a specific pilot experimentation  LL

Living Lab
• Three possible roles
– Vertical tool for promoting user driven RDI in a given sector (such as
e.g. eHealth, Domotics, or eInclusion), thus attracting investments and
talents (or simply tourists) into a region and contributing to the
actualisation of Smart Specialisation in the territory;
– “Orchestration” agent between individual users and the other PPPP
(or Quadruple Helix) stakeholders. Therefore, playing a more
encompassing and systemic role in structuring and providing meaning
to user engagement in RDI processes within the broader context of
territorial innovation policy;
– Territorial innovation or “Smart Region” model, including guidelines
for a proactive behaviour of public administration, grounded on a
successful ‘mixture’ of technological, social and organisational RDI
activities, to valorise local intellectual capital and increase knowledge
for development.

Conclusions
• The Territorial Living Lab Model does have potential
for policy, not only product/service, innovation
• Complementarities are evident with the RIS3 process
and should be taken seriously
• More evidence is required, as well as embedment
(institutionalisation) of success stories in the normal
practice of public administration
• However what we have gained so far is unequivocal
and convergent

What about CEE Countries?
• Too little capitalisation of CENTRALAB so far
– Recent experiences, still ongoing (esp. at cross border level)
– Risk of effort duplication, limited impact
– But the LEADERS approach is here to stay
• The NeSTI initiative (Budapest Manifesto) has good potential
and should be further disseminated in Europe
• Ongoing RIS3 efforts in CEE are promising “lead markets” for
LL-driven policy innovation:
– With RDI as the guiding principle, but also improving democratic
governance
– Capturing the potential of increasing civic participation together with
Future Internet
– Re-framing the role of the public sector in a demand-driven and needs
oriented perspective
