Mission. Cabinet has
approved an expendi-
ture of 19,744 crore for
implementing National
Green Hydrogen Mis-
sion, I&B Minister Anu-
rag Singh Thakur said
on Wednesday. “Under
the NGHM, 50 lakh
tonnes of green hydro-
gen will be produced
per annum by 2030,”

DOORDARSHAN AND AIR GET BIG BOOST OF
`2,500 CRORE INFRASTRUCTURE UPGRADE
Central government on Wednesday approved a scheme
of more than 2,500 crore for Doordarshan and All India
Radio (AIR) in a bid to upgrade Prasar Bharati’s broadcast
infrastructure and network. The budget was approved by the
CCEA. The scheme, Central Sector ‘Broadcasting Infrastruc-
ture and Network Development (BIND), for infra upgrade of
Doordarshan and AIR, was announced by Anurag Thakur.

lief for UP CM Yogi Adi-
tyanath, SC on Wednes-
day put a stay on the
Allahabad HC order di-
recting the state govern-
ment to hold urban bod-
ies elections by January
31 without reservation
for the Other Backward
Classes (OBCs).
A bench comprising
CJI DY Chandrachud
and Justice PS Nar-
asimha took note of the
submissions made by
Solicitor General Tush-
ar Mehta, appearing for
State, and directed that
a panel appointed by
State will have to decide
the OBC quota-related
issues for local bodies
poll by March 31, 2023.
The Supreme Court
permitted State govt to
appoint administrators
to run the affairs of the
local bodies after the ex-
piry of the tenure of the
elected representatives.
It said that administra-
tors will not be empow-
ered to take major poli-
cy decisions.
 UP government, which had earlier
challenged the HC’s order, told SC that
the OBC Commission has already been
formed, will complete its task by March

Delhi on Wednesday after a snag was detected midair. Flight
carrying 210 passengers landed safely at the airport. Senior
DGCA official informed flight was involved in an air turnback
due to a “Slats Drive” snag message, probe has been ordered.
IndiGo on Wednesday said one of its Airbus A321 aircraft suf-
fered a tail strike while landing at the Netaji Subhas Chandra
Bose International Airport in Kolkata. The incident took place
on Monday as the aircraft, with flight number 6E1859, was
coming to Kolkata from Dhaka. No injuries were reported.

which, the junior engi-
neers appealed against
the transfer orders.

filing in the desert
State. According to
Chief Secretary Usha
Sharma, new electronic
filing system has been
implemented in the
State Secretariat. Other
departments will also
follow the process from
January 15. The step
will not only smoothen
the official working, it
will also reduce peo-
ple’s burden in visiting
offices just for the sake
of moving files.
As a first step, all the
existing government
files will be scanned
and converted to e-files.
After this, the files will
move virtually with

this variant in per-

Inspection team finds 75% JMCH staff
including all Gazetted Officers ‘absent’

State Administrative
Reforms Department on
Wednesday conducted a
sudden inspection of
Jaipur Municipal Cor-
poration Heritage. The
seven-member team in-
spected the Heritage
Nagar Nigam premises
and found that 75 per
cent of the staff officers
were found absent.
Shockingly, the team
could not find a single
Gazetted Officer rank
officer present, while
lights and heaters were
found switched on in
their chambers.
The team led by Dep-
uty Secretary of the Ad-
ministrative Reforms
Department, Kalla Ram
Meena reached the Her-
itage Headquarters at
9:30 am on Wednesday
and found that the en-
tire office was empty.
The chamber of Com-
missioner Vishram
Meena was also found
empty. The commis-
sioner himself reached
the headquarters at
around 10:30 am.
“When we got the
biometric attendance
report of all the em-
ployees up to 9:45 am,
out of 489 employee-
officers, 360 were found
absent. We will prepare
a report and send it to
the Principal Secre-
tary of Administrative
Reforms,” said Kalla
Ram Meena.

University probe teams
to submit report to VC

Mahaveer Open Univer-
sity, Kota has formed
teams to investigate the
paper leak case of BA
second year Hindi lit-
erature leak case after

paper leak have come to
the fore at the examina-
tion centres of Jodhpur
Regional Centre.
The teams that have
left for the centres and
will now submit the re-
port to the Vice Chan-
cellor after the investi-
gation. Vice Chancellor

that the paper leak hap-
pened due to the mis-
take at the centre level
or the university exam-
ination section level is
yet to be probed.
The examination of
HD-04 paper code was
held on Tuesday at 115
examination centres
across the state and 65
centres in Jodhpur.
About 8,000 students
were registered in the
second shift exam at
3.30 pm but VMOU will
now take a decision to
reconduct the paper
only after the report of

Anew variant of the virus that causes COVID-19 is spread-
ing in the US, raising concerns about a potential wave of
infections and reinfections to start the new year. The variant,
called XBB.1.5, is a descendent of Omicron and a close
relative of the XBB variant, which spread widely in Singapore
and India this past fall. A December study in the journal Cell
demonstrated that XBB is better at evading immune defens-
es gained from vaccination and prior infection, compared
to other variants. This raises the risk of reinfection, a WHO
group warned in October—though the group said at the
time that XBB does not appear to cause significantly more
severe disease than previous strains.

Jaipur: Director General of Police Umesh Mishra
has issued orders to put DSP Jitendra Anchalia
on APO. Now, Anchalia will have to mark at-
tendance at the Rajasthan Police Headquarters.
Anchalia was reinstated in November after being
suspended in the Kanhaiyalal murder case. After
the restoration, he did not get the posting and
was attached to the IG office. On January 4,
Mishra cancelled Anchalia’s attachment to the
IG office in Udaipur. The order came after an
FIR registered in the Anti-Corruption Bureau on
December 30, which mentions that a detailed in-
vestigation has to be done against DSP Anchalia.

Narendra bhai has been the
guiding light for her when it
came to ways of accomplish-
ing work at the ground level
with precision. What stands
out about Narendra bhai is
his humility and sense of
gratitude for every single per-
son who has touched his life
in a positive way
.
Once an Akhil Bhartiya
Sammelan had to be organ-
ized in Karnavati. Narendra
bhai was working with us, I
would say in the capacity of
anadvisorandhewouldguide
as about the fundamentals of
organizing such an event. At
that time, I was a total newbie,
a novice in such work. I had
no idea how to proceed in this
regard and had not taken up a
lot of responsibility
.
Soon it was time for the
baithak to commence. We
would get information and
guidelines about all the work
that had to be completed and
we would accomplish all of
that at the ground level. Now
Narendra bhai used to be pre-
sent in the meetings and we
were all answerable for our
tasks and of course, to the
questions that Narendra bhai
would put up to us. So it hap-
pened, Narendra bhai asked
me, “Saroj ji, so what about
the mahila baithak (meeting
of women)?Wasitconvened?”
I replied in the affirmative.
Next question, “So Saroji ji,
how many behene (sisters) at-
tended the meeting?” “About
20-22”, I answered cheerfully
.
Suddenly he asked me, “Were
there 20 or 22?” Now I was
confounded. I did not have the
exact answer for this ques-
tion. In my notes I had jotted
down 20-22 women attended
the meet. But I just did not
remember exactly if they
were 20 or 22. So this is the
first lessons he taught me. Al-
ways be prepared with an ex-
act answer. Narendra bhai is
not someone who will take
terminological inexactitude
or imprecision in work light-
ly. If you are not prepared,
you are sure to flounder.
I am happy that I got a lot of
guidance and support from
him. It was Narendra bhai
from whom I learnt how to
take down meeting notes, how
totakedownnumberswithac-
curacyinthemeetingregister
andhowtomeetworkexpecta-
tions. If I have been allotted
somework,thenhowIamsup-
posed to accomplish with per-
fection, this is something I
learnt from him. Narendra
bhai was never satisfied with
work done at a superficial
level. He expected us to dive
deep down in our allotted
tasks, understand the specif-
ics and come up with details
that were exact and precise.
Icanneverforgetthewayhe
guided us with the minutest
details possible for the sam-
melan. Often, we would be
scratching our heads, wonder-
inghowwemissedoutonsome
minute but vital aspects that
Narendrabhaiwouldpointout
to us with such simplicity and
in a matter-of-fact tone!
I remember in 1980s there
was an event in Aurangabad
and Narendra bhai was one
of the speakers in that event.
The subject for discussion
was “Karyakarta” – what are
the qualities of a good kar-
yakarta, the duties and re-
sponsibilities of a karyakar-
ta, who actually is a kar-
yakarta, what is the differ-
ence between a swayamsevak
and a karyakarta- and the
way Narendra bhai dealt with
each of these minor aspects
was stupendous. His talk was
remarkable for not just rhe-
torical finesse but for the way
in which he explained and
defined the concept of kar-
yakarta. And you know what,
Narendra bhai’s speech is
never something that would
appeal to you at just the intel-
lectual level. It will stir your
soul, in fact your entire being
will be captivated to the point
of numbness when you listen
to him. This happens because
when he speaks, he speaks
from his soul. Narendra bhai,
during this talk, became so
full of emotion himself, it was
as if someone had immersed
fully in the waters of duty,
service and responsibilities
of a karyakarta that every
word of his talk was coming
straight from the depth of
Narendra bhai’s core. He had
become the spirit incarnate
of karyakarta!
It is indeed rare to someone
as eloquent, spontaneous and
deeplikeNarendrabhai.Also,
this speech by Narendra bhai
about karyakarta was so im-
pressive because every drop
of his blood is steeped in the
selfless duties and devotion of
a karyakarta. These quintes-
sential qualities of a kar-
yakarta that Narendra bhai
enumerated in his speech that
day have served as the light-
house for him, irrespective of
his stature in politics. Wheth-
er as CM or as PM, he has al-
ways served the country as
the perfect karyakarta. When
Narendra bhai says that a kar-
yakarta behaves with equa-
nimity with only his goal in
sight, irrespective of whether
he is praised or censured, we
know he has lived by this
quality practically every day
of his life.
There is a saying in Mar-
athi which translates to “Go
and serve Brahmgyaan to
people. But within your own
being you are as blank as a
rock.” We use this often to re-
fer to people who do not prac-
tice what they preach. But
Narendra bhai stands apart
from everyone as the lone
stalwart who will never utter
a word that is untrue to his
own persona, his thoughts,
his ideas and his actions.
Last but not least, with
great fondness I recollect the
lunch at CM house for which
he had invited all the promi-
nent women karyakartas. No
prominent dignitary had ever
invited us to their residence
in the past, not even the May-
or, who had eventually be-
come my friend. So after pre-
senting a bouquet to Naren-
dra bhai, we shared with him
our happiness and our sense
of disbelief that a CM should
invite us. Do you know what
his response was to this? My
eyes filled with tears when I
heard him say
, “When I was a
pracharak, every one of you
has served me food at your
home. And from each one of
those interactions, I gained
one valuable thought. This
lunch today is my way of ex-
pressing my gratitude to each
one of you for helping me de-
velop mentally, physically
and spiritually.” I only pray
that Narendra bhai continues
to serve our country with his
selfless sense of devotion and
may he be blessed with suc-
cess in all his endeavours!

CBI MOVES PLEA IN SC CHALLENGING BAIL

New Delhi: The Central Bureau of Investigation (CBI) on
Wednesday moved a plea in the Supreme Court challeng-
ing a Gujarat High Court’s decision
granting anticipatory bail to Addi-
tional Commissioner of Income Tax
Ahmedabad, Santosh Karnani, who
has been accused in a corruption case.
Solicitor General Tushar Mehta men-
tioned the plea before a bench headed by Chief Justice DY
Chandrachud, who agreed to list the matter. Mehta apprised
the bench that there is tutoring of witnesses and even CBI
officials are being approached.
REPRESENTATION OF WOMEN IN JUDICIARY IS
STILL VERY LOW, SAYS RETIRING SC JUDGE
New Delhi: Supreme Court judge Justice Abdul Nazeer, who
retired on Wednesday, in his farewell function, said that
representation of women in the judiciary is still very low.
During his farewell function, SC Bar Association President
Vikas Singh recalled that Justice Abdul
Nazeer was part of the Ayodhya land
dispute. He said that Justice Abdul
Nazeer, being the only Muslim judge on
Constitution Bench decided the contro-
versial Ayodhya land dispute and he agreed to pronounce a
unanimous verdict, which demonstrated his commitment to
secularism and his willingness to serve judicial institution.

regular bail to Khushi Dubey,
widow of Amar Dubey, an
aide and relative of the slain
gangster Vikas Dubey. A

Google, an appellate tribunal
on Wednesday refused an
interim stay on the competi-
tion regulator imposing a Rs
1,337-crore penalty on the

to the CCI slapping a Rs

Uttar Pradesh: The

Musk’s SpaceX is in no
mood of taking any
breaks. The Aerospace
company has launched
114 satellites in the
first mission of 2023
crossing the milestone
of the 200th successful
launch in its space ex-
ploration history.
The Transporter mis-
sion was the sixth dedi-
cated smallsat ride-
share mission for the
company, which lifted
off from Space Launch
Complex 40 at Cape Ca-
naveral Space Force Sta-
tion in Florida. SpaceX
used its Falcon-9 rocket
to launch the satellites
into Low Earth Orbit
and said that this was
the fifteenth launch and
landing of this Falcon 9
stage booster.
“Falcon 9 carried 114
spacecraft to orbit that
was set to deploy across
82 deployments, 78 of
which have been con-
firmed. Teams are con-
tinuing to review data
for the remaining pay-
loads, though it may
take customers some
time to provide addi-
tional information on
the status of their pay-
loads,” SpaceX said in a
statement. Among the
114 satellites, about
three dozen were Earth-
observing satellites,
which are the size of a
loaf of bread. These sat-
ellites are built and op-
erated by the San Fran-
cisco-based company
Planet. While the com-
pany launched 114 satel-
lites, it still lags behind
its own record of lifting
off 143 satellites to
space in a single mis-
sion.
The first launch of
the year comes on the

New Delhi: A Gujarat bill facilitating registration of criminal
cases against persons who stage protests in violation of
Section 144 of the CrPC has received
Presidential assent, officials said
Wednesday. The Code of Criminal
Procedure (Gujarat Amendment)
Bill, 2021, was passed by the State
Assembly in March last year. The bill
seeks to make any violation of prohib-
itory orders issued under Section 144
CrPC a cognisable offence under IPC Section 188 (disobedi-
ence to an order duly promulgated by a public servant).

Central Reserve Police
Force (CRPF) will send
additional 18 companies
to Jammu and Kashmir
in the wake of recent

sources familiar with
the development said.
The 18 CRPF compa-
nies - approximately
1,800 personnel - will be
rushed to the Jammu
region for deployment
mainly in Poonch and
Rajouri districts. As per
inputs, eight CRPF com-
panies will be deployed
very soon from nearby
locations of deployment
in Jammu and Kashmir
while 10 CRPF compa-
nies are being rushed
from Delhi. The move
followed a recent order
issued by the Ministry
of Home Affairs amidst
intelligence input about
the terror attack in the
Jammu region, said the
source.

Government to build a
new city in Kota, the
home district of Urban
Development Minister
Shanti Dhariwal.
Eight new cities are to
be developed across
the country for which
the Centre will give Rs
750 crore for each city.
Earlier, the land was
identified in Shambhu-
pura of Kota but plans
for Kota UIT are already
proposed there. Now,
150 hectares land has
been identified in vil-
lage Ranpur of Kota.
The Centre has an-
nounced to give Rs 6,000
crore to the states under
the incentive scheme in
the field of urban devel-
opment with which
eight new cities will be
developed across the
country. However, this
amount will be used
only for Viability Gap
Funding (VGF) for the
development of cities.
The state govt had
first identified Jaipur,
Pali, Kishangarh, Bar-
mer and Kota. Out of
these five, the first two
cities Pali Kota were
chosen for setting up
the city
. 200 hectares of
land was identified at
Rohat in Pali. 412 hec-
tares of land in Kota’s

identified for the devel-
opment of new city

campaign to reduce
the pendency of the
cases across the state,
which has got good
success. In 2021,
where 23.68 percent
cases were pending in
Rajasthan Police, af-
ter the end of 2022, the
number has reduced
to 16.45%. The Police
has reduced the pen-
dency of cases by
about 8% in 1 year.

tions of the DGP that
the Crime Branch of

Kota: Medical college
authorities have sought
the Rajasthan govt’s
permission to claim
bodies of the destitute
and those abandoned in
shelter homes amid a
crippling shortage of
cadavers for students.
Medical colleges in Kota
and Jhalawar are grap-
pling with severe short-
age of cadavers, being
forced to manage practi-
cal studies by grouping
students together.
Govt Medical College
in Kota is conducting
practical classes for its
250 students with 8 to 10
cadavers. Government
Medical College in Jhal-
awar, on the other hand,
has only 6 cadavers for
its 200 students. This
practice, however, runs
contrary to the National
Medical Commission’s
guidelines of one cadav-
er for 10 students. Ca-
davers are human bod-
ies used by medical stu-
dents, physicians and
other scientists to study
anatomy, identify dis-
easesitesanddetermine
causes of death.

and give decisions as
well, which means that
Dhanka is effectively on
a ‘higher chair’ than
Ranjan!
It is worth noting that
in districts, RAA con-
ducts hearing on cases
related to Land Revenue
Act and Tenancy Act.
RAA comes directly un-
der Board of Revenue
and the Collector
doesn’t have the con-
trol on them. Although
this is an administra-
tive discrepancy that
the decisions and or-
ders given by an IAS
can be appealed before
a ‘junior’ RAS cadre of-
ficer.In several states
of the nation, an ap-
peal on Collector’s de-
cision is heard by Divi-
sional Commissioners
in Rajasthan, the IAS
lobby has been de-
manding this for a long
time. But due to objec-
tion by politicians, the
situation has remained
as it is. Secondly, land
revenue cases are dime
a dozen in districts
thus, villagers can ap-
proach RAA with ease
whereas, since there
are seven Divisional
Commissioners in
State, it will become
cumbersome for the ag-
grieved to approach
divisional headquar-
ters. The post of RAA
is considered extreme-
ly important in the
RAS cadre.

Jaipur: The State gov-
ernment has now put a
stop to the process of
transfers going on for
a long time in all the
departments of the
state. Orders in this
regard have been is-
sued by the Adminis-
trative Reforms De-
partment. However,
the orders to stop
transfers will be effec-
tive from January 15.
In urgent cases,
transfers will be possi-
ble only after the ap-
proval of the CM. In the
orders, it has been said
that on March 23, 2022,
the State government
had lifted the ban on
transfers of officers
and employees and
since then transfers of
officers and employees
were going on continu-
ously in all the depart-
ments.
But now after about
10 months, the govern-
ment has banned the
transfers. The orders
banning transfers will
also apply to all corpo-
rations, boards and au-
tonomous institutions.

ident said that Baba

her. “I did not know
Hindi language, but
with the blessings of
Shiv Baba, I acquired

ike many other things,
Indian attire has also
been influenced by
Westernization. A size-
able portion of Indians
now favours Western
apparel over tradition-
al outfits like sarees and dhotis,
including jeans, trousers,
skirts, T-shirts, suits, and
shirts. However, a substantial
segment of the populace likes
to wear only traditional Indian
attire. Intriguingly, during
the past ten years, a
stunning fusion of
Indian and West-
ern attire has
gained popular-
ity and is now
referred to as
“Indo-Western”
or “Indo-West-
ern fusion”
clothing.
Indo-Western fu-
sion clothing is pre-
sent as “the in thing”
in India and is gener-
ally liked by male, fe-
male, and child buyers.
These clothes are
becoming more common in In-
dian culture and are now pre-
ferred for both formal and cas-
ual occasions as well as for
business attire. There are sev-
eral designers that specialise in
creating Indo-Western fusion
clothing. As a result, the mar-
ket is filled with various items
of this clothing.
Indo-Western fusion clothing
typically combines Indian mo-
tifs with Western-style pat-
terns. Usually
, ornate stoles are
worn as an accessory to en-
hance the look of salwar ka-
meez in Indo-Western fashion.
Another kind of fusion that is
prevalent nowadays is the em-
ployment of regionally specific
Indian ethnic embroidered de-
signs, like Punjab’s phulkari
and Rajasthan’s mirror work,
on clothing with Westernized
patterns. There are other in-
stances when more ornate em-
broidery techniques like
Meenakari, Kundan, Resham,
and Zardozi work are employed.
In India right now, denim
jackets and pants with embroi-
dery and other decorations
done in Indian style are all
the rage. Both men and women
like wearing the shorter form
of the kurta, known as the
“Kurti,” which is typically
worn with a pair of denim
slacks or trousers.
Bridal clothing has progres-
sively caught on to the Indo-
Western fusion fashion trend.
Grecian-style draping of sarees
is getting more popular, and the
design of saree blouses is be-
coming more and more West-
ernized. Another example of
Indo-Western fusion clothing
that is becoming acceptable for
a wedding dress is lehengas
worn with halter tops.
Accessories also contain this
blending of aspects from Indi-
an and Western civilizations,
particularly jewellery. Indian
traditional jewellery typically
receives a slight Westerniza-
tion so that it may be used with
fusion clothing. In addition,
big, hanging earrings, beads,
and elaborate bracelets are
popular with fusion clothing.
