ucation credentials
commenting that the
education without cul-
tural values cannot dif-
ferentiate between na-
tionalists and traitors.
His observation came
in the wake of Akhile-
sh’s statement in which
he had taken the names
of Sardar Patel and Jin-
nah in the same breath.
Not only this, he made a
sharp remark that in
the early stages of edu-
cation, if parents are
not able to give proper
values to their children,
then it is difficult for
them to differentiate be-
tween a nationalist and
anti-national.
The Chief Minister
was addressing a pro-
gram organised at his
official residence on
Saturday. Under a
scheme of the Basic
Education Department,
he started a transfer of
` 1980 crore through the
DBT system to the ac-
count of the students of
Basic School. With this,
parents of students will
be able to buy quality
school uniforms, shoes,
socks and bags as every
student will get ` 1100.
As many as 1.80 crore
students studying in
basic schools will get
the benefit of this ar-
rangement.
The amount will also
be sent to the remain-
ing 60 lakh students
soon.Speaking on this
occasion, CM Yogi said
that by using DBT
technique, there will
not be any allegations

14-day judicial
custody in con-

ing case. Court,
however, refused to
grant Enforcement Di-

al custody for 9 days.
Meanwhile, the ex-
minister’s son Hrishi-

proached the court
with an anticipatory
bail plea in the case
filed by ED. The
court has posted
the matter for fi-

fusing to grant

10.30 am at the Covid
ward in the new build-
ing of the civil hospital.

Mumbai: A Special Investigation Team (SIT) of
NCB reached Mumbai on Saturday, a day after
the agency transferred investigation in six cases,
including the controversial cruise drugs case in
which Shah Rukh Khan’s son Aryan Khan was
arrested, to it. The team which flew in from Delhi,
later left for the NCB zonal office in south Mum-
bai. It is headed by senior IPS officer Sanjay Ku-
mar Singh, DDG Operations at NCB headquarters.

that the public needs to
stay alert from people
with ‘criminal mindset’
as they are least con-
cerned about the prob-
lem faced by the public.
He also said, “You guys
have given them oppor-
tunities in the past but
all went in vain.”
“The leader of the
opposition compared
Jinnah with the nation-
al hero Sardar Patel.
Such shameful and rep-
rehensible statements
and such people should
be rejected. You must
understand their dirty
mindset and stay alert
from them. For their
political interests, they
are shaking hands with
the mafias.” The CM-
was on the Auraiya and
Etawah tour. In Aurai-
ya, he laid the founda-
tion stone of the Gov-
ernment Medical Col-
lege to be constructed
at a cost of Rs 280 crore.
He also laid the founda-
tion stone of 12 devel-
opment projects worth
109 crores. While in
Etawah, the CM inau-
gurated the Central
Prison equipped with
modern facilities built
at a cost of Rs 272
crores and launched
various development
projects worth Rs 575
crore. Addressing the
public meeting, CM
Yogi said that till 2017
there were only 12 med-
ical colleges in the
state. Now there are 58
medical colleges. He
said work is being done
to speed up the develop-
ment projects in the
district.
Asserting that the
government is stand-
ing with the distressed
farmers, CM Yogi said
he had visited Aurai-
ya a few days ago,
when the district was
experiencing floods.
The government has
given compensation to
every person, every
farmer. The govern-
ment is standing with
the distressed farm-
ers. Hitting on the op-
position, CM Yogi said
that during the SP gov-
ernment development
was limited to Etawah
only. People should
question why there
was no development in
Auraiya.SP, BSP and
Congress, everyone
was in power in UP
but services like
health, life supporting
ambulances were pro-
vided only when the
BJP government was
formed in 2017.

Crop Loss Relief: Govt releases `283-cr for over 8.27 L farmers

Lucknow: Ensuring
full financial assis-
tance to farmers for
the loss of crops
caused due to adverse
weather in the recent
months, the Uttar
Pradesh government
has released a fund of
Rs 283 crores benefit-
ting over 8 lakh farm-
ers in the state.
After further assess-
ment of the damaged
crop, the government
has pegged the crop
loss in the state at Rs
2,82,02,57,858 . Work-
ing with full force for
the interest of 8.27
lakh ‘annadatas’, the
state government has
released the compen-
sation to the respec-
tive district collectors
who will distribute it
among farmers online.
The state govern-
ment has released an
instalment of Rs 74.52
crore to be distributed
as relief to over 2.08
lakh farmers in 44 dis-
tricts affected by
flood. The govern-
ment had already re-
leased two instal-
ments including- a to-
tal of Rs 1,59,28,97,496
(approx Rs 160 crore)
to about 4,77,581 farm-
ers and a fund of Rs.
48,20,57,668 to 1,39,863
farmers identified af-
ter survey in last week
of October.
The farmers’ crops
have been badly dam-
aged due to torrential
rains and heavy floods
in September and early
October. The compen-
sation amount will be
directly transferred to
the bank account
(DBT) of farmers from
the district treasury
.
In wake of the natu-
ral calamities, the
government is provid-
ing financial assis-
tance from the State
Disaster Relief Fund
(SDRF). Standing
firmly with the farm-
ers suffering from
crop loss due to floods,
the Chief Minister
has also instructed
the officials to give
appropriate and im-
mediate compensa-
tion to the farmers at
any cost.

cials to remain alert to
prevent spread of Zika
virus, Chief Minister
Yogi Adityanath has di-
rected them to release
detailed guidelines on
covid-19vaccinationand
Zika virus in the state.
Presiding over a high-
level meeting here on
Saturday
, the Chief Min-
ister said that a target
should be set to vacci-
nate up to 25-30 lakh peo-
ple on daily basis in the
next two months. He
asked the state’s Addi-
tional Chief Secretary
Health to speed up the
covid-19vaccinationpro-
cess by holding a meet-
ing with all the CMOs of
the state. The action on
vaccination has to be ac-
celerated, the CM said.
He said that due to the
right implementation of
the policy of ‘tracing,
testing, treatment and
vaccination, there is ef-
fectivecontroloncorona
infection in the state.
In the last 24 hours, 72
thousand 969 samples
were tested and only 7
were infected with the
virus. On Saturday
, the
total number of active
cases in the state is 83.
The number of covid
19 cases are increasing
in many countries. In
suchasituation,weneed
to be more careful, he
added. The CM further
instructed that every
person coming to UP
from other states must
be tested. “Need to be
extra careful at the bus,
railway stations and air-
port. Effective measures
must be followed,” he
added.TheCMinformed
that more than 13 crores
28 lakh covid-19 vaccine
doses have been admin-
istered in the state.
“More than 3,37,70,000
people have been provid-
ed with the security cov-
er from covid-19 by ad-
ministration of both
doses of the vaccine,”
the CM said.

fit Transfer (DBT).
Now teachers can as-
certain that children
come to school in
proper uniforms,
shoes, socks and bag-
books.
Besides cultural
values, the Chief Min-
ister put emphasis on
students being taught
about general eti-
quette and cleanliness
should also be taught
to the students of ba-
sic schools. This will
make them good citi-
zens with nationalist
values instilled in
them.
“There are more
than six lakh teach-
ers, instructors, Shik-
shamitras in the state,
if they take up this
responsibility then
this dream can also
become possible,” the
Chief Minister said.
The chief minister
said that the state gov-
ernment has decided
that every school
should be adopted by
public representa-
tives, so that the stu-
dents of basic educa-
tion can get other ba-
sic facilities in schools
including clean drink-
ing water.
Under this scheme,
out of 1.60 lakh basic
schools in the state,
1.33 one lakh have
been included in this
scheme.

as he has image of
hardcore Hindu leader.
Rizvi visited Ma-
hakali temple in Das-
na, Ghaziabad and got
his book ‘Mohammed’
released by Mahant
Yati Narasimhanand
Saraswati.
Soon after release of
the book demand to ban
this book was raised by
several Muslim clerics.
Speaking to First In-
dia Rizvi said “I was
unable to understand,
what is in this book
which has created so
much ruckus.”
According to him
more than 350 books
and Muslim texts have
been referenced in the
book.
He said the book ex-
poses the character of
the Messenger of Mus-
lims. He said “Why did
Islam come into the
world and why does it
have so many violent
thoughts? This book
underlines preaching
and other content de-
fining the religion.”
Rizvi said that Islam
is actually a Moham-
medanism and Islam
can be understood only
by understanding Mo-
hammed.
Meanwhile, Shia
cleric Maulana Saif
Abbas demanded a ban
on the book. If the
Prophet of Waseem
Rizvi has been arro-
gant in the glory of Is-
lam, he said, it has hurt
the sentiments of all
the Muslims of the
world.
Maulana said Rizvi
has opposed the Quran.
“We demand complete
ban on the book which
has writing against the
religion, opposing the
Prophet. It cannot be
justified in any way
. Le-
gal action should be tak-
en against Rizvi and the
bookshouldbebanned,”
he pointed out.

Lucknow: The UP gov-
ernment on Saturday
asked officials to esca-
late the pace of the
Covid vaccination pro-
gramme, with a focus on
the second dose, across
the state.
CM Yogi Adityanath
issued directions to ex-
pedite the inoculation
drive by setting a target
of delivering 25 to 30
lakh doses every day in
the next two months.
In a high-level meet-
ing on Saturday, CM
Yogi told officials, “A
target should be set to
vaccinate around 25 to
30 lakh people daily so
that 100 per cent eligible
population gets vacci-
nated against Covid-19 .
To expedite vaccine cov-
erage, the Additional
Chief Secretary, Health
must start preparations
and speed up the pro-
ceedings by holding a
meeting with all the
CMOs of the state.”
Over 67.18 per cent of
UP’s eligible adult popu-
lation have received at
least one dose, while
around 22.19 per cent
are fully immunised.
Of the target popula-
tion of 15 crores, the
state has inoculated
13.28 crore doses till Fri-
day
. Over 3.38 crore peo-
ple in the state have
been fully vaccinated.
Earlier, the CM had
issued a deadline to vac-
cinate 100 per cent eligi-
ble population by De-
cember 15. He had asked
health officials to come
up with a special drive
to motivate people to-
wards vaccination.

opted the ‘Cluster Model
2.0’ to improve second
dose coverage in villag-
es/localities where the
first dose vaccination-
was successful through
the cluster model. The
earlier model in June
made the task easy

cases.
He also congratulat-
ed the healthcare offi-
cials and people of Go-
rakhpur for the feat.
“In Gorakhpur, the
holy land of Mahayogi
Guru Gorakhnath ji,
the number of corona
infected has become
zero today. This
achievement is due to
the active participation
of the district adminis-
tration, the tireless
work of the committed
health workers and dis-
ciplined cooperation
from honourable and
dedicated public repre-
sentatives and the peo-
ple of Gorakhpur,” the
UP CM said on Koo, an
Indian microblogging
and social networking
service.
The number of ac-
tive cases in Uttar
Pradesh has stayed be-
low 100 since October.
On Saturday, the ac-
tive cases went down by
four and stands at 91.
The state recorded just
five new Covid-19 cases
and one related fatality
in the last 24 hours.

Prayagraj: Taking a
serious note of delay in
submission of viscera
reports, which adverse-
ly affects investigation
of criminal cases, the
Allahabad High Court
has directed the Direc-
tor General of Police
(DGP), UP and the Sec-
retary, Home, Govern-
ment of UP to take up
this issue at their end
for expeditious exam-
ination of viscera sam-
ples to help the investi-
gating agency, so that it
would not become an
impediment before the
courts in deciding mat-
ters.
Hearing a bail appli-
cation of one Tahir
Khan, a resident of
Jhansi district, Justice
Samit Gopal observed,
“The examination of
viscera is also an inte-
gral part of investiga-
tion which may provide
a link regarding the
cause of death or give a
lead in the matter. In so
far as the offence is
concerned, the delay
in examination of vis-
cera and due to the
same being wanting,
the investigating agen-
cy forwards reports un-
der the criminal proce-
dure code before the
court concerned, on
which the courts take
cognizance and pro-
ceed with the matter
and then at some stage
the report of viscera is
supplemented as docu-
ment of investigation.
In totality of circum-
stances, investigation
remains lacking in the
event of non-receipt of
report of chemical ex-
aminer.”

Banda: A case was registered against a 14-yr-old
for raping a 9-year-old girl, on complaint of the
father of the victim.
Police said the girl
had gone to the farm
to collect fodder near
her village when a
14-year-old boy sexu-
ally abused her. The
accused threatened
the victim to not disclose about the crime. Police
have registered cases under rape and assault
charges and further investigations are underway.

Rao’s most authoritative book on
India-China relations
irupama Rao was born in
1950. She joined the Indian
Foreign Service in 1973, retir-
ing in 2011. She was Foreign
Secretary, ambassador to the
US and China during her un-
blemished career.
She has very recently writ-
ten, what I think is the most
authoritative book on India-
China relations, “The Frac-
tured Himalaya: India, Tibet
and China, 1949-1962”. The
volume is over six hundred
pages long. Deeply re-
searched, scholarly, insight-
ful and convincing.
She has mentioned me
more than once in her book.
I am no China specialist, but
neither am I unfamiliar with
the torturous course of Sino-
Indian bilateral relations.
My first posting was to Pe-
king in 1956. I spent almost
two years in the country
. My
efforts to learn Chinese were
not spectacular. Indian diplo-
mats at the time were treated
with exceptional cordiality.
The Indian ambassador had
easy access to Chairman Mao
Tse Tung and Prime Minister
Chou En Lai.
The Chairman even came
to have dinner with Ambas-
sador RK Nehru’s residence.
I must have seen Mao at very
close quarters dozens of
times. I even lit his cigarette
when he was fumbling to
locate his match box. I
have several photos,
I took them, stand-
ing six feet away
from him.

speaking, agrees with this
view.
From 1927 onwards Jawa-
harlal Nehru was the sole
Congress spokesman on for-
eignpolicy
.In1938,Nehruwas
president of the Congress.
Japan had occupied large
parts of China. Nehru sent a
medical mission to the Guo-
mindang government. But
severalmembersof thegroup
went over to the communists.
Prominent among them were
Dr Atal and Dr Dwarkanath
Kotnis. Jawaharlal Nehru
himself went to Chunking in
August 1939. A meeting with
Mao could not take place be-
cause Nehru had to rush back
toIndiaasHitlerhaddeclared
war by invading Poland.
Nehru till the mid nine-
teen fifties took a
rather romantic
and unrealistic
view of the Commu-
nist regime. The
Chinese in general and the
communists in particular
had a “profound contempt for
the Indians, and also a sense
of very considerable superi-
ority towards them….” was
the British assessment.
After Independence Nehru
sent KM Panikkar as ambas-
sador to China. When the
communist took over on 1st
October 1949 K.M Panikkar
was retained as ambassador.
A worst choice could not have
been made. Girjashankar Ba-
jpai, Secretary-General, in
August 1950 noted that Panik-
kar was, “a little too respon-
sivetotheatmosphere,wheth-
er for our conviction or a safe
guide to our policy
. His eulogy
of the men who now rule Chi-
na, their great reforms and
their friendship for us, leave
me somewhat sceptical, espe-
cially the last. My own rather
cynical view is that in us,
China sees the only potential
rival, and economic equality
in Asia….Panikkar’s enthusi-
asm,genuineorfeigned,caus-
es me personally a good deal
of difficulty at times. The PM
is impressed with his reports
andIhavetoworkhardtocon-
trol his enthusiasm when, in
my own rather conservative
judgement, caution seems to
be necessary
.”
The other disaster was VK
Krishna Menon. He had his
plus points. The minuses out-
numbered the pluses by ten
to one.
Nehru appointed him De-
fence Minister. Menon sold
the idea to Nehru that the
real enemy was Pakistan, not
China. Nehru himself genu-
inely believed that China
would never go to the war
with India. This was to put it
politely the height of naivety
.
Another Nehru lapse. He did
not raise the question of the
border with Chou Enlai in
1954. “Nehru wished to avoid
confrontation with China”,
writes the author and casti-
gates Nehru for his poor
judgement and faith in Chi-
na’s‘peacefulandPanchsheel’
mantra. She quotes S. Gopal,
Nehru’s biographer and Dr S
Radhkrishnan’s son. Nehru
was “insufficiently alert to
possible Chinese encroach-
ments on a major scale. Curi-
ously, the reported presence
of Chinese personnel in Ak-
sai Chin, and the defence of
Indian sovereignty that this
implied, roused no marked
reaction in Delhi.”
Sumul Sinha was Counsel
General in Lhasa. His critical
reports on Chinese atrocities
in Tibet were not only ig-
nored, these irritated the P
.M.
One of Prime Minister
Nehru’s obsessions was for
China becoming a member of
the U.N. Security Council-
even in 1962 India did not give
up. China never expressed
any gratitude. It has never
considered India as an equal.
Jawaharlal Nehru was the
maker of modern India. His
role in the Freedom Move-
ment was second only to that
of Gandhiji. He was a great
and noble man. He grievously
erredonChina.1962hastened
his death. This is an absorb-
ing, balanced, knowledgea-
ble, eminently readable book.

ships.” Stuck at home, they
lost chances to connect with
peers, teachers, coaches, and
guidance counselors.
“Young people are suffer-
ing,” said Rhodes, a profes-
sor of psychology and direc-
tor of the Center for Evi-
dence-Based Mentoring at
the University of Massachu-
setts, Boston. In her re-
search, Rhodes has found
that strong relationships be-
tween children and caring
adults can have positive ef-
fects for decades, extending
through middle age. Many
of those relationships are
built at school.

of legendary coach
Tarak Sinha.

an assembly line inter-
national and first-class
cricketers breathed his
last on Saturday

BCCI in a release. “A re-
cipient of the Dronacha-
rya Award, Sinha had
been coaching and nur-
turing cricketers for
over four decades. From
Surinder Khanna to
Rishabh Pant and An-
jum Chopra to Rumeli
Dhar, Sinha always in-
sisted on setting higher
benchmarks for his pu-
pils. While he coached
the wards, he was also
credited for spotting tal-
ents at an early age and
giving them the right
kind of coaching re-
quired to shape their ca-
reers,” the release fur-
ther said. Tarak Sinha
passed away on Satur-
day aged 71 after a battle
with cancer.

Chahal’s manage-
ment of the Covid-19
pandemic, as BMC com-
missioner, has received
acclaim from all quar-
ters. Chahal had done
his B.Tech (Electronics
and Communications
Engineering) from the
TIET in 1987, before
joining the Indian Ad-
ministrative Service
(IAS) in 1989.
Chahal planned well
for the second wave of
COVID-19, ensuring
that earlier this year,
when most states in In-
dia battled oxygen
shortage, Mumbai re-

et of Rs 39,000 crore. As
BMC commissioner

were divided and

that West Bengal

The demand was

ers of the ruling
Bharatiya Janata
Party at the Centre,

separate state
of North Bengal
can be created to in-
crease administra-

create a new state by

tricts of Darjeeling,
Kalimpong, Kur-
seong etc. is report-

during the Atal Bi-
hari Vajpayee gov-
ernment, three
states were divided
and three new states
were formed. The
BJP is very strong
in those three states.
The Congress cre-
ated a new state by
bifurcating one state
and was out of poli-
tics in both the
states.
However, it is be-
ing said that prepa-
rations for the for-
mation of a separate
Gorkhaland are go-
ing on inside.

Baner-
jee has

that she
has a formula
through which
partition can be
avoided perma-
nently.
H o w e v e r,
the BJP itself
is still in a di-
lemma be-
cause if the
state is bifur-
cated, Bengali pride
will be hurt and the
BJP will suffer in
the next Lok Sabha
elections. On the
other hand it is be-
ing said that anyway
Mamata will contest
elections on Bengali
identity to become
the Prime Minister
so there is less
chance for BJP. But
if the state is bifur-
cated into Gorkha-
land, then BJP can
get some benefit
there.

will fight the next Lok
Sabha elections alone.

government but has an-
nounced to fight alone
in the next year’s BMC
elections.
Congress is doing
this work under a strat-
egy. As part of the
strategy, it has cut ties
with its ally Badruddin

sam. Congress will now
form its new alliance
there according to the
upcoming elections.
There was an alli-
ance of Congress and
JDS in Karnataka, but
now Congress is doing
politics completely
alone. The party’s cur-
rent state president DK
Shivakumar has made
a plan for the Congress
to contest alone in the
2023 elections.
In Uttar Pradesh, the
Congress party has ex-
pressed its intention of
an alliance but is now
preparing to contest
the elections alone.

religious tourism, the
IRCTC has planned a
series of Shri Ramaya-
na Yatra Tours, which
will mark a gradual re-

the IIT Delhi made sev-
eral alarming observa-
tions in terms of struc-
tural faults and use of
poor quality construc-
tion material. Follow-
ing the vigilance en-
quiry two construction
companies, Rama Con-
structionsandSupreme
Infrastructure, who
constructed the project
have reportedly been
put in the holiday list
for two years.
The IIT Delhi’s in-
spection was necessi-
tated in view of the
complaints from resi-
dentsof thesocietythat
their flats were becom-
ing inhabitable barely a
few years after their oc-
cupation. So the inspec-
tion team carried out
comprehensiveforensic
auditing of the struc-
tures and building ma-
terial.
At some point, an ex-
pert team from the IIT-
Bombay was also roped
in for a second opinion.

for Delhi and Priyanka Gandhi
arrived there with Baghel to fly in
Chhattisgarh state plane. Priyanka
offered to take Jayant on her plane
and he agreed. Priyanka, Baghel
and Jayant held a meeting in a
waiting room before flying
together. Like previous chanced
meeting between Priyanka and SP
president Akhilesh Yadav on a
commercial flight from Lucknow
to Delhi, which had led to
speculations, this one has also
caused debate in the political circle
in Western UP. At a time when
RLD and SP have already
announced an alliance,
the rumours have started doing
the rounds about Congress
making efforts to win over RLD for
its west UP plan. While Congress
offering Jayant Chaudhury a Rajya
Sabha seat from Punjab or
Chhattisgarh and tie up for poll
alliance in Punjab and Haryana,
speculations are going on that
BSP could also be cajoled to come
on the board with RLD and
Congress. The Congress has so
far not been able to tie up with any
party, the BSP has already
announced to go it alone in the

IN BALANCE
The Lucknow Mahotsav, held
every year in the month of
November and December in state
capital Lucknow may or may not
happen this year. On one hand,
where the city residents wait
eagerly for the Lucknow Mahotsav
event for the whole year, the small
scale shopkeepers, craftsmen, fair
decorators, sellers of products of
the district consider it as a means
of their livelihood. However, for
many years now, this festival is
being postponed due to one reason
or the other. It is expected that this
year also no officer would bother
to get it organised as some officers
had to face the government’s wrath
in organising Lucknow Mahotsav
and since then the officers are not
able to take any risk. Sometimes
they make some excuse, and
earlier, there was a Covid issue and
now something similar is expected
to happen this year too as the
district administration has to
organise the festival between
November 25 and December 25.
Now it is to be seen that will the
district administration be able to
organise the last Lucknow festival
of the government this year
because it is inaugurated by the
chief minister while the closing is
done by Governor.

drinking water from
miles away

The state govern-
ment is provide potable
water to every house-
hold in the villages of
Bundelkhand and Vin-
dhyas from December.
The preparations for
this are in the final
stages. Trial runs have
been started in many
areas. Along with start-
ing tap water supply in
Bundelkhand and Vin-
dhya, the work of Har
Ghar Nal Yojana has
also been expedited in
more than two dozen
districts like Varanasi,
Prayagraj, Gorakhpur
and Mathura.
Water supply will be
started in most of these
districts by March 2022.
Now, it is a matter of
weeks when thousands
of villages of UP will
get pure home water
supply under the Jal
JeevanMissionscheme.

UP govt reduces
prices of petrol, diesel
by `12 per litre

Lucknow: Acting on
the Centre’s plea to
states to “commensu-
rately reduce” VAT on
petrol and diesel, the Ut-
tarPradeshgovernment
on Thursday said that
the prices of diesel and
petrol in the state will be
reduced by Rs 12 per li-
tre each.
“Prices of diesel and
petrol in UP will be re-
duced by Rs 12 per litre
each,” Chief Minister’s
Office said.
UP government’s de-
cision came after Cen-
tre on Wednesday re-
duced excise duty on
petrol and diesel to
bring down the prices
of the two petroleum
products which had
been seeing an upward
trend. The Finance
Ministry said that ex-
cise duty on petrol will
come down by Rs 5 and
that on diesel by Rs 10
and it will be effective
from Thursday. The re-
lief to consumers came
on the eve of Diwali.
The Centre had urged
the states “to commen-
surately reduce” VAT
on petrol and diesel to
give relief to consum-
ers. Notably, the states
governments of Uttara-
khand, Manipur, Guja-
rat, Assam, Karnataka,
Goa and Tripura have
also announced a re-
duction of VAT on fuel.

now joined the SP. On
Sunday, both these
leaders will showcase
their strength by or-
ganizing a big rally un-
der the leadership of
Akhilesh Yadav in
Ambedkar Nagar. The
list of those who broke
ties with BSP is very
long. Recently, six rebel
BSP MLAs had joined
the SP. BSP Bhaichara
Committee’s state con-
vener Chintamani
Kanojia’s resignation
from the party’s
membership was
a major setback
for Mayawati.
Out of the 19 BSP
MLAs who won in
the year 2017, only six
MLAs are left with the
party today. Obviously,
there are serious chal-
lenges for the BSP,
multi-level efforts are
going on to deal
with them.
The BSP is try-
ing to implement
the formula of so-
cial engineering
firmly. For example,
Brahmin candidates
have been decided in
Kidwainagar and Go-
vindnagar in Kanpur.
Preparations are being
made to field candidates
from the upper castes in
two out of the remain-
ing four seats here. Sen-
ior journalist Rajkumar
Singh said, “Mayawati
is thinking that Brah-
mins angry with BJP
can join BSP
, that is why
slogans like ‘Hathi nahi
Ganesh hai’ have been
heardinBSPmeetings”.
The pro-Hindu attitude
that came into vogue in
the Modi-Yogi era is re-
flected in Mayawati’s
strategy as well, the de-
velopment of Ayodhya-
Kashi-Mathura is in-
cluded in the BSP’s
agenda, he added.

Gorakhpur: Yogi Adi-
tyanath has said that
he is ready to contest in
the coming assembly
election.
Setting aside all con-
fusions regarding his
contesting from any as-
sembly segment in the
coming elections, Yogi
said he is ready for it.
Yogi’s announce-
ment is significant as
his principal opponent
Akhilesh Yadav of the
Samajwadi Party has
declined to do so. The
SP Chief had recently
said that he would not
be contesting assembly
polls in UP and instead
campaign for party
candidates. However
later on he stated that
the party in this regard
would take any deci-
sion. The other leaders
from the opposition in-
cluding Priyanka
Gandhi, Jayant Choud-
hury and Mayawati
have not made any
announcement in this
regard so far.
On Saturday, Yogi
was in Gorakhpur, his
home district to partici-
pate in various pro-
grammes. CM said that
it is up to the party lead-
ers to decide about the
assembly segment from
where he would contest.
He said that Ayodhya
has been developed in a
way that everyone in
the world is talking
about this place. Yogi
said that the Deepotsa-
va programme organ-
ized in Ayodhya every
year is making records.
It may be mentioned
that in his 4.5 years ten-
ure CM Yogi has visited
Ayodhya 30 times.

Mathura: Over one
lakh pilgrims and local
devotees took a dip
at different ghats of
Yamuna river on Yam
Dwitiya festival on
Saturday
.
“At least 1.25 lakh pil-
grims have taken a dip
in the holy Yamuna at
Vishram Ghat,”
Navneet Singh Chahal,
District Magistrate,
Mathura said.
To avoid congestion,
pilgrims and locals also
bathed at other ghats of
Yamuna along with
those in Gokul, Vrinda-
van and rural areas of
the district.
There was no untow-
ard incident reported
owing to foolproof
planning, the DM
claimed.
After bathing in the
river, pilgrims also paid
their obeisance in Ya-
muna Yamraj temple
located at the banks.
People from different
parts of the country
came in for the festival
including Uttar
Pradesh, Delhi, Hary-
ana, Madhya Pradesh,
Maharashtra, Gujarat
and Bihar.
The boons, on the re-
quest of his sister Ya-
muna, were granted by
Yamraj as he was said
to be pleased with her
owing to the hospitality
extended during to his
visit on the auspicious
day, the priest added.

spent in Arthur Jail
were nothing less than
a torture for Aryan. For
many days he could not
sleep in the jail. Shah
Rukh is in constant
touch with an eminent
mental health expert in
America these days to
help his son, an intro-
vert by nature, get out
of this phase of depres-
sion. It is said that those
experts are behaving
like Aryan’s life coach-
es these days. Shah
Rukh wanted to take his
son to America, but
since Aryan’s passport
is deposited with NCB,
he cannot leave the
country even if he
wants to. So, these
American experts are
helping Aryan online. A

says that Aryan had

him. Speculations of
his underworld connec-
tions are being probed
by the investigating
agencies, so there may
be another big blast in

can be hit again.

RESULTS SAY?
The results of the re-
cent by-elections in
the country clearly
show that voters no
longer have any faith in
the fractured mandate.
The parties which do
not have winning pros-
pects or act just to cut
votes were shown the
door. In Bihar, the same
thing happened with
both Congress and Chi-
rag Paswan’s party,
whose candidates got
their security forfeited.
The results of the by-
polls also showed that
the vote share of the
BJP has fallen sharply.
In Madhya Pradesh, due
to rebels, Shivraj Singh
s ave d
his
party from embarrass-
ment but the vote share
of the Saffron party has
fallen by 7% there. Con-
gress vote share may
have increased by 4.5%
but party could not con-
vert it into seats. BJP’s
vote share in Bengal
also come down from
40.71% in 2019 LS elec-
tions to 38.09% in 2021
elections. If the same
trend of vote percent-
age continues, Mamata
may set the aim to win
all 42 LS seats in West
Bengal in 2024.

RISE IN BIHAR?
Rahul Gandhi’s con-
cern is about the fu-
ture of Congress in Bi-
har. Team Rahul still
hopes that if Congress
gets a good leader in Bi-
har, then new doors of
possibilities can open for
the party there. Earlier,
when Rahul held a meet-
ing with PCC chief, in-
charge of Bihar and 19
party MLAs, he had
made it clear that party
would now move ahead
on its own in the state.
The by-elections of
TarapurandKushesh-
war Asthan came as
a real ordeal for the
Congress. In both
these constitu-
encies, secu-
rity of Con-
gress candi-
dates was
forfeited. The biggest
problem of Congress in
Bihar is that every vet-
eran party leader is sym-
pathetic either to Nitish
or Lalu. Rajesh Mishra,
the Congress candidate
in Tarapur, was a para-
chute candidate who
came from America. He
hadnothingtodowithlo-
cal party organisation.

but both were already in
touch with Lalu who had
promised to send them to
Rajya Sabha.

CM Yogi transfers `1980 cr to school going kids’ parents First India Bureau Lucknow: Without tak- ing the name of SP President Akhilesh Ya- dav, Chief Minister Yogi questioned his ed- ucation credentials commenting that the education without cul- tural values cannot dif- ferentiate between na- tionalists and traitors. His observation came in the wake of Akhile- sh’s statement in which he had taken the names of Sardar Patel and Jin- nah in the same breath. Not only this, he made a sharp remark that in the early stages of edu- cation, if parents are not able to give proper values to their children, then it is difficult for them to differentiate be- tween a nationalist and anti-national. The Chief Minister was addressing a pro- gram organised at his official residence on Saturday. Under a scheme of the Basic Education Department, he started a transfer of ` 1980 crore through the DBT system to the ac- count of the students of Basic School. With this, parents of students will be able to buy quality school uniforms, shoes, socks and bags as every student will get ` 1100. As many as 1.80 crore students studying in basic schools will get the benefit of this ar- rangement. The amount will also be sent to the remain- ing 60 lakh students soon.Speaking on this occasion, CM Yogi said that by using DBT technique, there will not be any allegations of corruption. He also said, “You guys have given them oppor- tunities in the past but all went in vain.” “The leader of the opposition compared Jinnah with the nation- al hero Sardar Patel. Such shameful and rep- rehensible statements and such people should be rejected. You must understand their dirty mindset and stay alert from them. In Aurai- ya, he laid the founda- tion stone of the Gov- ernment Medical Col- lege to be constructed at a cost of Rs 280 crore. While in Etawah, the CM inau- gurated the Central Prison equipped with modern facilities built at a cost of Rs 272 crores and launched various development projects worth Rs 575 crore. Addressing the public meeting, CM Yogi said that till 2017 there were only 12 med- ical colleges in the state. Now there are 58 medical colleges. He said work is being done to speed up the develop- ment projects in the district. After further assess- ment of the damaged crop, the government has pegged the crop loss in the state at Rs 2,82,02,57,858 . Work- ing with full force for the interest of 8.27 lakh ‘annadatas’, the state government has released the compen- sation to the respec- tive district collectors who will distribute it among farmers online. The state govern- ment has released an instalment of Rs 74.52 crore to be distributed as relief to over 2.08 lakh farmers in 44 dis- tricts affected by flood. The govern- ment had already re- leased two instal- ments including- a to- tal of Rs 1,59,28,97,496 (approx Rs 160 crore) to about 4,77,581 farm- ers and a fund of Rs. 48,20,57,668 to 1,39,863 farmers identified af- ter survey in last week of October. The farmers’ crops have been badly dam- aged due to torrential rains and heavy floods in September and early October. The compen- sation amount will be directly transferred to the bank account (DBT) of farmers from the district treasury . In wake of the natu- ral calamities, the government is provid- ing financial assis- tance from the State Disaster Relief Fund (SDRF). First India Bureau Lucknow: The UP gov- ernment on Saturday asked officials to esca- late the pace of the Covid vaccination pro- gramme, with a focus on the second dose, across the state. CM Yogi Adityanath issued directions to ex- pedite the inoculation drive by setting a target of delivering 25 to 30 lakh doses every day in the next two months. In a high-level meet- ing on Saturday, CM Yogi told officials, “A target should be set to vaccinate around 25 to 30 lakh people daily so that 100 per cent eligible population gets vacci- nated against Covid-19 . To expedite vaccine cov- erage, the Additional Chief Secretary, Health must start preparations and speed up the pro- ceedings by holding a meeting with all the CMOs of the state.” Over 67.18 per cent of UP’s eligible adult popu- lation have received at least one dose, while around 22.19 per cent are fully immunised. Of the target popula- tion of 15 crores, the state has inoculated 13.28 crore doses till Fri- day . Over 3.38 crore peo- ple in the state have been fully vaccinated. Earlier, the CM had issued a deadline to vac- cinate 100 per cent eligi- ble population by De- cember 15. He had asked health officials to come up with a special drive to motivate people to- wards vaccination. She joined the Indian Foreign Service in 1973, retir- ing in 2011. She was Foreign Secretary, ambassador to the US and China during her un- blemished career. She has very recently writ- ten, what I think is the most authoritative book on India- China relations, “The Frac- tured Himalaya: India, Tibet and China, 1949-1962”. The volume is over six hundred pages long. Deeply re- searched, scholarly, insight- ful and convincing. She has mentioned me more than once in her book. I am no China specialist, but neither am I unfamiliar with the torturous course of Sino- Indian bilateral relations. My first posting was to Pe- king in 1956. I spent almost two years in the country . My efforts to learn Chinese were not spectacular. Indian diplo- mats at the time were treated with exceptional cordiality. The Indian ambassador had easy access to Chairman Mao Tse Tung and Prime Minister Chou En Lai. The Chairman even came to have dinner with Ambas- sador RK Nehru’s residence. I must have seen Mao at very close quarters dozens of times. I even lit his cigarette when he was fumbling to locate his match box. I have several photos, I took them, stand- ing six feet away from him. Nirupama i n d i r e c t l y writes that I was in some vague way connected with Prime M i n i s t e r Chou-En- lai’s visit to Delhi in April 1960. Ac- tually I w a s ap- pointed liaison officer to the charismatic Chinese Prime Minister. All these years I have held the view that Chou had come to strike a deal- Aksai Chin would remain with China. The Chinese in general and the communists in particular had a “profound contempt for the Indians, and also a sense of very considerable superi- ority towards them….” was the British assessment. After Independence Nehru sent KM Panikkar as ambas- sador to China. When the communist took over on 1st October 1949 K.M Panikkar was retained as ambassador. A worst choice could not have been made. Girjashankar Ba- jpai, Secretary-General, in August 1950 noted that Panik- kar was, “a little too respon- sivetotheatmosphere,wheth- er for our conviction or a safe guide to our policy . His eulogy of the men who now rule Chi- na, their great reforms and their friendship for us, leave me somewhat sceptical, espe- cially the last. My own rather cynical view is that in us, China sees the only potential rival, and economic equality in Asia….Panikkar’s enthusi- asm,genuineorfeigned,caus- es me personally a good deal of difficulty at times. The PM is impressed with his reports andIhavetoworkhardtocon- trol his enthusiasm when, in my own rather conservative judgement, caution seems to be necessary .” The other disaster was VK Krishna Menon. He had his plus points. The minuses out- numbered the pluses by ten to one. Nehru appointed him De- fence Minister. Menon sold the idea to Nehru that the real enemy was Pakistan, not China. Nehru himself genu- inely believed that China would never go to the war with India. This was to put it politely the height of naivety . Another Nehru lapse. He did not raise the question of the border with Chou Enlai in 1954. “Nehru wished to avoid confrontation with China”, writes the author and casti- gates Nehru for his poor judgement and faith in Chi- na’s‘peacefulandPanchsheel’ mantra. She quotes S. Gopal, Nehru’s biographer and Dr S Radhkrishnan’s son. Nehru was “insufficiently alert to possible Chinese encroach- ments on a major scale. Curi- ously, the reported presence of Chinese personnel in Ak- sai Chin, and the defence of Indian sovereignty that this implied, roused no marked reaction in Delhi.” Sumul Sinha was Counsel General in Lhasa. His critical reports on Chinese atrocities in Tibet were not only ig- nored, these irritated the P .M. One of Prime Minister Nehru’s obsessions was for China becoming a member of the U.N. Security Council- even in 1962 India did not give up. China never expressed any gratitude. It has never considered India as an equal. Jawaharlal Nehru was the maker of modern India. His role in the Freedom Move- ment was second only to that of Gandhiji. He was a great and noble man. He grievously erredonChina.1962hastened his death. This is an absorb- ing, balanced, knowledgea- ble, eminently readable book. UP govt reduces prices of petrol, diesel by `12 per litre First India Bureau Lucknow: Acting on the Centre’s plea to states to “commensu- rately reduce” VAT on petrol and diesel, the Ut- tarPradeshgovernment on Thursday said that the prices of diesel and petrol in the state will be reduced by Rs 12 per li- tre each. “Prices of diesel and petrol in UP will be re- duced by Rs 12 per litre each,” Chief Minister’s Office said. UP government’s de- cision came after Cen- tre on Wednesday re- duced excise duty on petrol and diesel to bring down the prices of the two petroleum products which had been seeing an upward trend. The Finance Ministry said that ex- cise duty on petrol will come down by Rs 5 and that on diesel by Rs 10 and it will be effective from Thursday. The re- lief to consumers came on the eve of Diwali. The Centre had urged the states “to commen- surately reduce” VAT on petrol and diesel to give relief to consum- ers. Notably, the states governments of Uttara- khand, Manipur, Guja- rat, Assam, Karnataka, Goa and Tripura have also announced a re- duction of VAT on fuel. It is try- ing to connect voters of different castes and classes with the party. In fact, along with the goal of achieving elec- toral victory, the BSP is also struggling with the challenge of rebels of its parties. In the last two years, more than three dozen BSP leaders have joined the Samajwadi Party since the breakup of the SP-BSP alliance. Veer Singh, three-time Rajya Sabha member, had been as- sociated with the BSP since its inception in 1984. Now he has be- come a part of Sama- jwadi Party. Lalji Ver- ma and Ram Achal Ra- jbhar, once influential leaders of BSP, have now joined the SP. On Sunday, both these leaders will showcase their strength by or- ganizing a big rally un- der the leadership of Akhilesh Yadav in Ambedkar Nagar. The list of those who broke ties with BSP is very long. Recently, six rebel BSP MLAs had joined the SP. BSP Bhaichara Committee’s state con- vener Chintamani Kanojia’s resignation from the party’s membership was a major setback for Mayawati. Out of the 19 BSP MLAs who won in the year 2017, only six MLAs are left with the party today. Setting aside all con- fusions regarding his contesting from any as- sembly segment in the coming elections, Yogi said he is ready for it. Yogi’s announce- ment is significant as his principal opponent Akhilesh Yadav of the Samajwadi Party has declined to do so. The SP Chief had recently said that he would not be contesting assembly polls in UP and instead campaign for party candidates. However later on he stated that the party in this regard would take any deci- sion. The other leaders from the opposition in- cluding Priyanka Gandhi, Jayant Choud- hury and Mayawati have not made any announcement in this regard so far. On Saturday, Yogi was in Gorakhpur, his home district to partici- pate in various pro- grammes. First India Bureau Mathura: Over one lakh pilgrims and local devotees took a dip at different ghats of Yamuna river on Yam Dwitiya festival on Saturday . “At least 1.25 lakh pil- grims have taken a dip in the holy Yamuna at Vishram Ghat,” Navneet Singh Chahal, District Magistrate, Mathura said. To avoid congestion, pilgrims and locals also bathed at other ghats of Yamuna along with those in Gokul, Vrinda- van and rural areas of the district. There was no untow- ard incident reported owing to foolproof planning, the DM claimed. After bathing in the river, pilgrims also paid their obeisance in Ya- muna Yamraj temple located at the banks. In Bihar, the same thing happened with both Congress and Chi- rag Paswan’s party, whose candidates got their security forfeited. The results of the by- polls also showed that the vote share of the BJP has fallen sharply. In Madhya Pradesh, due to rebels, Shivraj Singh s ave d his party from embarrass- ment but the vote share of the Saffron party has fallen by 7% there. Con- gress vote share may have increased by 4.5% but party could not con- vert it into seats. BJP’s vote share in Bengal also come down from 40.71% in 2019 LS elec- tions to 38.09% in 2021 elections. If the same trend of vote percent- age continues, Mamata may set the aim to win all 42 LS seats in West Bengal in 2024. HOW WILL CONG RISE IN BIHAR? Rahul Gandhi’s con- cern is about the fu- ture of Congress in Bi- har. I believe the real joy comes from being with family at the special festivals to reminisce about the fact that family comes first. This year was special as we completely cut back on fireworks. We already have cities with the most degraded air quality and I think this is the least we can do for the environment that we breathe in. After the grand suc- cess of ‘Ayodhya ki Ramlila’ performed in October in Ayodhya, the Ramlila is all set to be staged in different parts of the world. It will be staged in Patna, Bihar from December 26, 2021 with Rahul Butchar in the role of Lord Ram and well- known Bhojpuri star Shubhi Sharma in the role of Goddess Sita, along with MP Manoj Tiwari in the role of Parshuram and Shah- baz Khan as Ravana.
