as the 20th Governor of
Maharashtra, replacing
Bhagat Singh Koshyari.
Bais was adminis-
tered the oath of office
and secrecy by Acting
Chief Justice of the
Bombay High Court S V
Gangapurwala at the
Raj Bhavan here. Bais
took oath in Marathi.
State CM Eknath
Shinde was present at
the swearing-in ceremo-
ny. Koshyari, who
served as the Maharash-
tra governor from Sep-
tember 2019, resigned
last week after a contro-
versial tenure.
Ramesh Bais was ap-
pointed as the new Gov-
ernor of Maha when
Rashtrapati Bhavan
transferred 13 governors
of thecountry
.Earlierhe
served as the Governor
of Jharkhand and Gov-
ernor of Tripura.
WHO IS RAMESH BAIS?
Born on August 2, 1947,
Ramesh Bais served as
a minister of state during
the Vajpayee government.
Bais has been a Member
of Parliament seven times.
He started his political
career as an BJP worker and
also served as the MLA of
Madhya Pradesh before the
bifurcation of Chhattisgarh
from Madhya Pradesh. He is
known as a leader who has
not lost a single election.
STARTING FROM RAIPUR
IN CHHATTISGARH
Ramesh Bais has represent-
ed the Raipur constituency
in Chhattisgarh. He was first
elected to Raipur Municipal
Corporation in 1978. After
this, the graph of his political
career went up. He was
a member of the Madhya
Pradesh Legislative Assem-
bly from 1980 to 1984. In
1989, he became a Member
of Parliament for the first
time from the Raipur Lok
Sabha constituency of the
then united Madhya Pradesh
(now Chhattisgarh). After
that he represented the Lok
Sabha for seven consecutive
terms. He is considered
close to LK Advani. For this
reason, his supporters say
that his ticket was denied in
the 2019 elections.
NEVER LOST AN ELECTION
Bais has not lost any election
till now. Despite consecutive
victories, his ticket was cut
in 2019. But as soon as the
2019 Lok Sabha elections
were over, he was appointed
as the Governor of Tripura
State. He had good relations
with LK Advani as well as
Sushma Swaraj. Sushma
Swaraj considered Ramesh
Bais as her brother.

Pune: Evenasshecalled

symbol to the faction led

ing”, Nationalist Con-
gress Party (NCP) MP
Supriya Sule echoed her
father Sharad Pawar’s
advice to Uddhav Thack-
eray to “start from the
beginning”.
“It is very unfortu-
nate that this decision
has come. This party
was started by Balasa-
heb Thackeray and his
wish was that Uddhav
Thackeray should run
it, so that should have
been the decision,” she
said.
However, she was
also quick to point out
that the EC’s decision
is not likely to have
much effect on voter
sentiments.
“When the NCP was
formed there was no so-
cial media but all the
leaders worked hard.
Within a few weeks the
symbol reached every
home in Maharashtra
and we won and came to
power. So, I am not look-
ing at it as a very big
challenge, even if it is
disappointing,”shesaid.
She pointed to Raj
Thackeray’s Maharash-
tra Navnirman Sena
(MNS) as an example of
how Shinde could have
handled the situation
better.
“When Raj Thacker-
ay left the party, he did
not grab the party. He
started on his own. So,
that was an option eve-
rybody had. But to grab
this party in the way
the whole thing has
happened is very sad,
and disappointing,” she
added.
On Friday, after the
EC announced its deci-
sion, NCP chief Sharad
Pawar had advised his
ally to move on. He re-
called the Congress
having to change its
symbol from two bull-
ocks with a yoke to
hand and said that the
people would accept
Thackeray’s new sym-
bol just as they had ac-
cepted the Congress’s
hand.
“I remember Indira
Gandhi also faced this
situation. Congress
used to have a ‘two bull-
ocks with a yoke’ sym-
bol. Later, when they
lost it and adopted the
‘hand’ as their new
symbol, people accept-
ed it. Similarly, people
will accept (Udhhav
Thackeray’s) new sym-
bol,” he said.

Mumbai: A day after
the Election Commis-
sion (EC) recognized
the rival faction led by
Eknath Shinde as the
real Shiv Sena, Uddhav
Thackeray on Satur-
day asked his support-
ers to teach a lesson to
the “thief ” who stole
the party’s “bow and
arrow” symbol.

should start preparing
for elections.
The EC decision,
which deprived Uddhav
of the control of the
party founded by his fa-
ther late Bal Thackeray
in 1966, came at a time

Brihanmumbai Munic-
ipal Corporation (BMC)
are long due.
Thackeray said the
Bharatiya Janata Party
(BJP) and Prime Minis-
ter Narendra Modi
should know that they
will never be able to fin-
ish off the Shiv Sena
despite using the state
machinery which has
become their slave.
“Are you scared? I
have nothing to give
you now,” he asked the
gathering.
His supporters shout-
ed back that they were
not, and asked him to
give directions for the
next move.
“We should not rest
till we teach the thief a
lesson in elections.
Start preparing for elec-
tions immediately,”
said Thackeray who
had to resign as Maha-
rashtra Chief Minister
last June.

was chosen “to rob the
Shiv Sena’s name and
symbol”, Thackeray
said. Never before the
EC had awarded the

to one faction in such
disputes and the symbol
was always put under a
freeze in such situa-
tions, Thackeray said.
“But the PM’s slaves
have done it now,” he al-
leged. The present elec-
tion commissioner may
become the governor of
a state after retirement,
Thackeray claimed.
“People will decide to
whom the Shiv Sena be-
longs,” he said.

“only four lakh” mem-
bers. “Even though
there is a huge strength
in the organisation,
the verdict was given
in favour of the Shinde
faction. We will go to
the court of people and
the verdict will be in
our favour,” said the
political leader.

her several times in
a train that was

faction leader Sanjay Raut on Saturday slammed the
Election Commission (EC) for its move to recognize the
faction led by Chief Minister Eknath Shinde as the real
Shiv Sena. He termed its decision as a form of political
violence aimed at finishing off the party. He also said
that all political parties need to ask the poll watchdog the
definition of a political party. “The EC order is a form of
political violence to finish off the Shiv Sena and it is an
act done out of fear and revenge,” Raut alleged.

urday disputed the
Election Commission’s
claim that amendments
to the party constitu-
tion carried out in 2018
were not on its record.
While recognizing
the faction led by
Eknath Shinde as the
real Shiv Sena, the EC
on Friday said the Ud-
dhav Thackeray faction
relied heavily on the
2018 constitution to
stake claim to the poll
symbol and the organi-
zation. It reasoned that
the poll panel had not
been informed about
these amendments.
“Minutes of the meet-
ing and its proceedings
along with a video were
submitted to the com-
mission on April 04,
2018 by party leader
Anil Desai,” Sawant,
MP from Mumbai
South, told reporters.
“How can the poll
body say it was not in-
formed?” he asked.
In its order, the EC,
also noted that the 2018
amendments undid the
democratic norms in-
troduced in the party
constitution of 1999 at
the instance of the
Commission.

claimed 74 lives and left
more than 60 injured.

Mumbai: At a time
when Mumbai is sur-
passing New Delhi to
snag the dubious hon-
our of India’s most pol-
luted city
, the civic body
is ramping up meas-
ures to control air pol-
lution. In the city budg-
et for financial year
2023-24 presented on
February 04, the Bri-
hanmumbai Municipal
Corporation has allot-
ted Rs25 to improve air
quality in the city
.
The budget also in-
cludes five proposed
measures to tackle road
dust, which studies
show is one of the ma-
jor contributors to air
pollution here. These
include: Mechanical/ e-
powered sweepers to
settle the dust on roads,
sprinklers to settle the
dust on roads and pave-
ments, vehicle-mounted
misting equipment, ve-
hicle-mounted air-puri-
fication units, and ioni-
zation-based air purifi-
cation system for dust
settlement.
The BMC has ear-
marked Rs10 crore for
five vehicle-mounted
air purification units
at the city’s most
crowded areas by the
end of the fiscal. These
would “filter out Par-
ticulate Matter (PM)
2.5 and 10 and harmful
gases such as carbon
monoxide and nitro-
gen dioxide,” accord-
ing to a report in the
Times of India.
Road dust refers to
solidparticlesgenerated
during the handling and
processing of road con-
structionmaterialssuch
asgravelandconcrete.It
is also generated from
turbulence due to pass-
ing traffic, particularly
inareaswithhightraffic
volume where road sur-
face erosion and tyre
wear and tear is high.
This leads to re-suspen-
sion of loose particles,
which become airborne,
according to a report in
The Indian Express.
Road dust in Mumbai
has doubled over the
past decade, it adds.
With this in mind,
BMC has proposed a few
additional steps—such
as ensuring that vehi-
cles wash their tyres be-
fore leaving a construc-
tion site, and ensuring
that construction debris
in covered when being
transported offsite—
curb road pollution, the
report also says.

plan to take his life after
being alerted to his on-
line search for “pain-
less suicides”, the
Mumbai police tracked
down a debt-ridden
24-year-old man from
Chunabhatti hours af-
ter he tweeted that he
was planning to end his
life, officials said on
Saturday
.
The cops traced the
man to Karjat in Raigad
district, and reached
out to him for counsel-
ling, an official said.
The crime branch
came across the man’s
Twitter thread on Fri-
day evening. In a series
of messages, he said
that he used to sell
‘chikki’, a sweet made
from nuts and jaggery
or sugar, on trains but
had suffered losses and
several setbacks in his
business ventures. He
also said he was deep in
debt and was planning
to take his life.
The crime branch
alerted the cyber team
of Mumbai police that
gathered his contact de-
tails and got in touch
with him.
“Around 5 am today,
we picked him up from
Karjat and brought
him to our cyber de-
partment at BKC for
counselling. We learnt
that he has a debt of
nearly Rs3 lakh,” said
the official.

Mumbai: The Bombay
High Court has grant-
ed an interim stay on
demolition notices is-
sued to over 100 tene-
ments situated around
Kolhapur’s Vishalgarh
Fort.
The court has grant-
ed the stay until March
10 and sought informa-
tion from the govern-
ment on whether there
is a policy dealing with
old settlements within
a protected monument.
The petitioner’s
counsel Pradnya Tale-
kar contended that
some of the tenements
that have received the
notice were even regu-
larized. The bench led
by Justice GS Patel told
the State to justify
these regularizations.
According to the peti-
tioners, they have been
in possession of their
homes for over three to
six decades.
These notices were
issued by the Depart-
ment of Archaeology
under Section 21 (2) of
the Maharashtra An-
cient Monuments and
Archeological Sites Re-
mains Act, 1960 stating
that demolition would
be carried out within
30 days.
On February 05, it
was reported that the
state government allot-
ted the administration
in Kolhapur Rs1 crore
to get these “encroach-
ments” near Vishal-
garh fort removed.
Some petitioners
have even claimed that
some right wing organ-
izations have a part to
play in these sudden
notices being issued.
The Kolhapur Dis-
trict Collector Rahul
Rekhawar had assured
people that the “en-
croachments” would be
removed before Ma-
hashivratri on Febru-
ary 18, it was reported
earlier. The Vishalgarh
Conservation Commit-
tee had issued a warn-
ing to the administra-
tion that if they were
not successful in re-
moving these “en-
croachments” before
Mahashivratri, they
would remove them on
their own.
In his order dated
February 08, Justice
GS Patel had granted a
stay on demolitions to
be carried out by the
Western Railways
stressing upon the need
for rehabilitation of
those displaced.

tropolis with 29 active

overall growth rate of
cases between February
11 and 17 was 0.0003%.

cept Centre’s suggestion for
those who could form part of a
panel to suggest changes to SEBI
for protecting investors. In a
laudable decision the court also
did not accept names put forth
by the petitioners in the case. A
bench headed by the Chief Jus-
tice of India DY Chandrachud
said that the court wanted to
maintain full transparency and
said it will itself choose persons
for the panel. In November 2022
also Justice Chandrachud re-
fused to accept a suggestion in a
sealed envelope. In March last
year even Justice NV Ramana,
the former CJI, had declined to
accept any suggestion from the
government in an envelope.
Encouraged by some CJI’s, the
government resorts to the prac-
ticewhenitwantssomeinforma-
tion being made public as was
done in Malayalam news chan-
nel Media One’s case. Former
CJI Ranjan Gogoi accepted an
envelope while hearing the Ra-

In Maharashtra the legacy
of late Balasaheb Thackeray
is probably still intact and
that should be taken advan-
tage of by the Uddhav camp.

on the Rebia case which
Eknath Shinde camp wants

My dear Vallabhbhai,
When Bapu was alive we had hoped to meet him together and discuss various
matters that had troubled us somewhat. You will remember our correspondence.
In my last letter I had expressed the hope that, inspite of certain differences of
opinion and temperament, we should continue to pull together as we had done for
so long. This was, I was glad to find, Bapu’s final opinion also.
Now, with Bapu’s death everything is changed and we have to face a differ-
ent and more difficult world. The old controversies have ceased to have much
significance and it seems to me that the urgent need of the hour is for all of us to
function as closely and co-operatively as possible. Indeed, there is no other way.
I have been greatly distressed by the persistence of whispers and rumours
about you and me, magnifying out of all proportions any differences we may have.
This has spread to foreign ambassadors and foreign correspondents; mischief-
makers take advantage of this and add to it. Even the Services are affected and
this is bad. We must put an end to this mischief.
It is over a quarter of a century since we have been closely associated with
one another and we have faced many storms and perils together. I can say with
full honesty that during this period my affection and regard for you have grown,
and I do not think my affection can happen to lessen this. Even our differences
have brought out the far greater points of agreement between us and the respect
we bear to each other. We have even learnt to agree to differ and yet carry on
together.
Anyway, in the crisis that we have to [face] now after Bapu’s death I think it
is my duty and, if I may venture to say, yours also for us to face it together as
friends and colleagues. Not merely superficially, but in full loyalty to one another
and with confidence in each other. I can assure you that you will have that from
me. If I have any doubt or difficulty I shall put it frankly to you, and I hope you will
do the same to me.
I had hoped to have a long talk with you, but we are so terribly pressed for time
that we can hardly see each other in private for long. Some time or other, soon
I hope, we shall have this talk and remove any misunderstandings or misappre-
hensions that may have arisen. Such talks are necessary from time to time. But
meanwhile I do not want to wait for this talk and hence this letter, which carries
with it my affection and friendship for you.

I am deeply touched, indeed overwhelmed, by the affection and warmth of your
letter of 3 February. I fully and heartily reciprocate the sentiments you have so
feelingly expressed.
We both have been lifelong comrades in a common cause. The paramount
interests of our country and our mutual love and regard, transcending such dif-
ferences of outlook and temperament as existed, have held us together. Both of
us have stuck passionately to our respective points of view or methods of work;
still we have always sustained a unity of heart which has stood many a stress and
strains and which had enabled us to function jointly both in the Congress and in
the Government.
Recent events had made me very unhappy and I had written to Bapu when I
was going to Bombay appealing to him to relieve me, but his death changes eve-
rything and the crisis that has overtaken us must awaken in us a fresh realisation
of how much we have achieved together and the need for further joint efforts in
our grief-stricken country’s interest.
I had the good fortune to have a last talk with him for over an hour just before
his death and he communicated to me what had passed between you and him as
well as his talk with HE [Lord Mountbatten]. He had also fixed an appointment to
meet both of us the next day. His opinion also binds us both and I can assure you
that I am fully resolved to approach my responsibilities and obligations in this
spirit.
I agree with you that we must find more time for mutual consultations so that
we can keep each other informed of, and in touch with, what is happening and we
can thus resolve any points of difference that might arise.
We should also find an early opportunity to have a long talk and clear our
minds of any doubts and difficulties that may be there. Continued harping on
our differences in public or in private is bad for us, bad for the Services and Bad
for the country. The sooner we set this at rest once for all and clear the murky
atmosphere the better.

ised with graffiti “Hin-
dustan Murdabad”.
On January 16, the

was vandalised in a
similar manner.
On January 12, the
Swaminarayan temple
in Melbourne was
defaced by ‘anti-social
elements’ with anti-In-
dia graffiti.
A prominent Hindu

week received threaten-
ing calls in which it was
asked to raise pro-Khal-
istani slogans if it
wanted to observe
Maha Shivratri peace-
fully which falls on Feb-
ruary 18.

New Delhi (PTI): GST
Council, the apex deci-
sion-making authority,
on Saturday reduced the
taxrateonseveralitems,
including liquid jagger
and pencil sharpeners,
besides rationalising
late fee for the delayed
filing of annual returns.
Briefing media after
the 49th meeting of the
GST Council, Union Fi-
nance Minister Nirma-
la Sitharaman also in-
formed that reports of
the GoM (Group of Min-
isters) on checking tax
evasion by pan masala
and gutkha industry,
and on Goods and Ser-
vices Tax Appellate Tri-
bunals (GSTATs), have
been taken on board.
The Goods and Ser-
vices Tax (GST) Council
comprises finance min-
isters of states and UTs.
She also announced
that the central govern-
ment has decided to
clear the entire pending
balance GST compensa-
tion of Rs 16,982 crore
for June 2022. The Cen-
tre has decided to re-
lease the amount from
its own resources and
the same will be re-
couped from the future
compensation cess col-
lection, she said.
With this release, the
Centre would clear the
entire provisionally ad-
missible compensation
dues for five years as
envisaged in the GST
(Compensation to
States) Act 2017, an of-
ficial release said. The
Centre will also clear
the admissible final
GST Compensation to
those states who have
provided revenue fig-
ures certified by the Ac-
countant General
which amounts to Rs
16,524 crore, she said.

trict. The police also

ammunition from their
possession,” police said.
Police said based on a
credible input regard-

ments carrying illegal
arms and ammunition
with them moving in a
vehicle, Kulgam police
established a specific
Naka at Daderkoot,
Alamganj Crossing.
A motorcycle was in-
tercepted by the police
parties present there.
While searching the ve-
hicle and the suspected
persons, arms and am-
munition were recov-
ered from their posses-
sion including one pis-
tol,twopistolmagazines
and13livepistolrounds.
They have been iden-
tified as Mohd Abass
Wagay, a resident of
Imamsahab; Gowhar
Shafi Mir and Nisar Re-
hman Sheikh, both resi-
dents of DK Pora in
Shopian.
“All the three persons
were detained and after
sustained interroga-
tion, it was revealed
that they were involved
in terror crimes and
were providing support
to terror organisation,”
police said.
Srinagar: The NIA on Sat-
urday seized three vehicles
used for militancy purposes
in JK. The case pertains
to arrest of four accused
persons, including two
active terrorists of Hizb-ul-
Mujahideen (HM), who were
going out of JK to commit
militant acts in a car. “Based
on information, this car was
intercepted at Al-Stop naka
on Srinagar-Jammu Highway
on 11.01.2020. During
search, one AK-47 Rifle,
3 pistols, 1 hand grenade,
ammunition and other
incriminating material were
recovered and seized,” the
NIA said in a statement.

der case, Delhi Police
on Saturday said that
the accused Sahil Gahl-
ot and the deceased girl
were married and not
just live-in partners.
Officials of the Crime
Branch after interro-
gating Sahil, accused of
strangulating Nikki, 25
with a phone’s data ca-
ble and stuffing her
body in the refrigerator
of his family-owned
dhaba in Mitraon vil-
lage in South West Del-
hi, revealed that the duo
had solemnised their
marriage in an Arya Sa-
maj Temple three years
ago. “During police in-
terrogation, Sahil dis-
closed that Nikki had
been asking him not to
marry another girl be-
cause both had already
solemnised their mar-
riage in 2020 and were
actually husband and
wife and not live-in
partners,” police said.
Sahil told police that
Nikkiwasrepeatedlyob-
jecting to his impending
marriage, fixed by his
family on February 10.
Fed up with her re-
peated objections, Sahil
planned to kill Nikki
and executed the mur-
der along with his ac-
complices- family mem-
bers and acquaintanc-
es, on February 10 on
the day of his second
marriage,” Special CP

nection with “fraudu-
lent” availment of post-
matriculation scholar-

colleges “unlawfully”
availed scholarships in
the names of several in-
eligible candidates and
“misappropriated” the
same for their use, an
ED statement said.
The scholarship is
provided by the central
and state governments
to facilitate the educa-
tion of SC, ST, PH (phys-
ically handicapped or
differently-abled) can-
didates, and students
from minority commu-
nities and economically
weaker sections. There-
fore, the scholarship
scam has a huge social
impact on the weaker
sections of society, the
ED statement said.

In Sagar, four passen-
gers, including a wom-
an, were killed and 20
persons were injured
after a speeding bus
overturned at Niwar
Ghati, 70 kilometres
from the district head-
quarters, on the road
leading to Chhatarpur,
SP Tarun Nayak said.
The incident took
place at 6am under
Chhanbila police sta-
tion limits and the bus
was proceeding from
Indore to Chhatarpur,
he said.
“Three critically in-
jured persons have been
sent to Sagar district
hospital. The deceased
are yet to be identified,”
the SP said.
In the second acci-
dent, a couple in the 45-
50 age group, and their
18-year-old daughter
died after their motor-
cycle was hit by a car
near Ramnagar village
in the morning, Addi-
tional Superintendent
of Police (ASP)
Suryakant Sharma
said.
“The couple died at
Khategaon’s govern-
ment hospital while
their daughter suc-
cumbed on the way to
hospital in Indore,”
Sharma said.
The incident took
place 140 kilometres

sultancy firm PwC will
hire around 30,000 peo-
ple in India in the next
couple of years, company
Chairman Bob Moritz said
in an interview on Friday
(February 17). He said In-

Budget’s focus on
capex to push growth
Mumbai (PTI): The Union
Budget’s focus on capital
expenditure is expected to
crowd-in private invest-
ment and push the GDP
growth rate close to 7% in
the next financial year be-
ginning April 1, said a Re-
serve Bank article on ‘State
of the Economy’.
In 2023-24, capital ex-
penditure is budgeted at Rs
10 lakh crore which will
constitute 3.3% of GDP.
“We believe that India
will decouple from macro-
economic projections of
current vintage and also
from the rest of the world.
“In our view, the instru-
ment of decoupling will be
the Union Budget by rais-
ing India’s growth pros-
pects over the period 2023-
27; and raising India’s po-
tential growth,” said the
article ‘State of the Econo-
my’ published in the RBI’s
February 2023 Bulletin.

FCI to offer 11.72 lakh tons wheat stock
New Delhi (PTI): State-
run Food Corporation of
India (FCI) will offer 11.72
lakh tonnes of wheat to
bulk consumers like flour
millers during the third e-
auction to be held next
week, the food ministry
said on Saturday
.
FCI plans to sell 25 lakh
tonnes of wheat to bulk
consumers under the Open
Market Sale Scheme
(OMSS) till March-end as
part of the government’s
measure to check rise in
domestic prices.
In the last two weekly e-
auctions, about 12.98 lakh
tonnes wheat was sold, out
of which 8.96 lakh tonnes
has already been lifted by
the bidders which has re-
sulted in cooling down of
retail prices of wheat and
atta.
In a statement, the food
ministry said FCI will offer
11.72 lakh tonnes of wheat
from 620 depots across the
country during the third e-
auction to be held at 11 am
on February 22.
Bidders, who have regis-
tered themselves on the e-
portal of M-Junction by 10
pm on February 17, will be
allowed to participate in
the e-auction on February
22, it said.
The last date for deposit
and uploading of earnest
money is Feb 21 till 2:30 pm.
These new reserve pric-
es are applicable from the
third sale of wheat through
e-auction.
500 AIRCRAFT ON ORDER
FOR EXPANSION: INDIGO
New Delhi (ANI): IndiGo has partnered with Turkish
airlines to expand its reach to Europe and has ordered
nearly 500 more aircraft as part of its expansion plan,
said Vinay Malhotra, Head of International Sales, adding
that it will help improve pas-
senger services from India
to Istanbul and to Europe.
IndiGo has ordered flights
from European giant Airbus
and US Boeing both. Mal-
hotra said the airline is cur-
rently flying 1,800 flights a
day and 10% of them on international routes.
Malhotra said that as a codeshare agreement with the
Turkish airlines, the IndGo will be able to carry passen-
gers from India to Istanbul and from Istanbul to beyond.

Mumbai: Bharatiya Ja-
nata Party (BJP) leader
Subramanian Swamy
has filed a plea in the
Bombay High Court
challenging the Pand-
harpur Temples Act
(PTA) of 1973 after the
Maharashtra govern-
ment arbitrarily took
over the administration
of Pandharpur temple.
The plea claimed that
the Act violates funda-
mental rights under Ar-
ticle 14 of the Indian
Constitution.
“Even if the manage-
ment of a temple is tak-
en over to remedy the
evil, the management
must be handed over to
the person concerned
immediately after the
evil stands are reme-
died. Continuation of
take over after the evil
is remedied would be
tantamount to usurpa-
tion of proprietary
rights or violation of
fundamental rights
guaranteed by the Con-
stitution,” it stated.
The plea further said,
“By taking control over
the Pandharpur temple,
the state government
has ousted the rights of
Hindus to profess, prac-
tice, and propagate their
religion. (This has been
done) to manage Hindu
religious endowments
and their own affairs in
matters of religion.
The Act has negated
the freedom or autono-
my within the religious
community to manage
the temple, he asserted.
He, therefore, sought
striking down of the
Act.
He had also written
to the Governor of Ma-
harashtra praying that
the PTA be repealed.
After no action was tak-
en, he moved the court.
The PIL sought an
interim relief of con-
stituting a committee
in consultation with
the priests, representa-
tives of devotees
(Warkaris) for appro-
priate management of
the temple free of gov-
ernment control.

Institute of Technology
Bombay (IIT-B) has
formed a panel to con-
duct a “parallel” in-
quiry into the death of
Darshan Solanki (18),
the first-year B. Tech
student who allegedly
jumped off the seventh
floor of a hostel build-
ing on the Powai cam-
pus to his death on
February 12.

which the institute
staunchly denied in a
statement earlier. IIT-B
has now asked students
to come forward if they
have “relevant” infor-
mation on the alleged
suicide of the Sched-
uled-Caste student.
The panel is headed
by Professor Nand
Kishore and also has
SC/ST Students Cell
members, including
faculty and students, a
few student mentor co-
ordinators and the in-
charge chief medical
officer of IIT-B hospi-
tal, institute Director
Subhasis Chaudhuri
said in a statement on
Saturday
.
The Powai police are
already investigating
the issue, and have also
visited Solanki’s home
in Ahmedabad.
Highlighting that
Prof. Nand Kishore was
the chief vigilance of-
ficer of IIT-B until re-
cently and is experi-
enced “in these mat-
ters”, Chaudhari said
that the committee is
actively meeting every-
one who might have rel-
evant information.
IIT-B and the police
are actively investigat-
ing the “environment,
incidents, and reasons
behind Darshan’s trag-
ic death”, Chaudhari
said in the statement.
The police have inter-
viewed a large number
of people, and also tak-
en Solanki’s phone and
laptop for forensic anal-
ysis, he said.
Calling some media
reports about the stu-
dent's death “prema-
ture”, Chaudhari also
said that “as the matter
is sub-judice so we can-
not comment on the
causes until either the
police report or our in-
quiry committee report
is ready”.
Solanki’s family on
Wednesday had claimed
that he faced discrimi-
nation at the IIT-B for
belonging to an SC com-
munity and maintained
that there was a strong
possibility that he was
“murdered”. Gujarat

Dalit leader Jignesh
Mevani has demanded a
probe by a Special In-
vestigation Team into
Solanki’s death.

Pune: City police have
registered a first inci-
dent report (FIR)
against former state
minister for social jus-
tice Uttam Prakash
Khandare (65) after a
37-year-old woman filed
a complaint accusing
him of raping her at
knifepoint.
The woman told the
police that Khandare
had allegedly entered
into a relationship with
her in 2012 by promis-
ing to marry her. She
also said that Khandare
raped her at knife point,
and claimed that she
gave birth to a son after
the incident.
She further alleged
that Khandare and his
aides threatened to kill
her.
Based on her com-
plaint, police have
booked Khandare along
with his aides Mahadev
Bhosale, Dashrath Ga-
wali and a woman, un-
der sections 376, 377,
406, 420, 506 (2), 34 of the
Indian Penal Code.
Khandare was a Shiv
Sena MLA during 1994-
1999 from Solapur. He
was the minister for so-
cial justice and minis-
ter of state for sports in
the Sena-Bharatiya Ja-
nata Party government,
which was in power in
Maharashtra during
this period.

Bombay High Court on
Saturday asked the En-
forcement Directorate
(ED) why it never arrest-
ed the main accused in
the Patra Chawl redevel-
opment case while seek-
ing cancellation of bail
granted to Shiv Sena MP
Sanjay Raut.
Sanjay Raut and co-
accused Pravin Raut
were granted bail by a
special court for money
laundering cases on No-
vember 09, 2022, more
than a hundred days af-
ter they were arrested.
The ED moved the
HC against the bail the
same day and sought an
interim stay, but the HC
then refused to pass any
interim order.
On Saturday, Justice
NR Borkar held a spe-
cial sitting to hear the
ED’s plea.
The judge asked why
the central agency had
not arrested Sarang and
Rakesh Wadhawan, pro-
moters of the Housing
Development and Infra-
structure Ltd (HDIL)
whohavebeennamedas
the main accused.
Additional Solicitor
General Anil Singh, ap-
pearing for the ED, ar-
gued that the special
court took into consid-
eration irrelevant mate-
rial while grating bail.
“The judge has ex-
ceeded jurisdiction and
rendered a finding
against the predicate of-
fence. There are certain
observations which
were not required and
no one had even argued
that. Those are uncalled
for and not required,”
he said.
When Singh was
reading out charges
against Sarang and
Rakesh Wadhawan, the
court asked if the ED
had arrested the duo in
the present case.

not, the court stated,
“They are the main ac-
cused...If they are re-
leased on bail in sched-
uled offence, then what
happens?”
The court hearing will continue

engaged in a major reshuf-
fle exercise in his Cabinet

have to leave and many new

the Cabinet. In fact, the UP local body elections are
stuck in a dilemma that the reservation formula has
not been finalised yet. This reservation formula is
to be decided for mayors of 17 Municipal Corpora-
tions, Presidents of 200 Municipal Corporations, and
Chairman of 546 city panchayats. It should be noted
that the deadline for municipal elections has ended
on January 5. At present, Yogi has sent a tip to Delhi
that ‘election procedures are being finalised’. It seems
Yogi is also waiting for the right time for himself.
The shadow of uncertainty is hovering over the
Raipur session of Congress. Earlier this 85th
session of Congress was called in Raipur for three
days i.e. from February 24-26. Now it is believed that
instead of 24, the session will start on 25 and end
on 26. Everyone’s eyes were fixed on this conference
because after 26 years the elections of the Congress
Working Committee were to be held. But now, it is
believed that this CWC election will be postponed and

Kharge will be authorised to
elect a representative for the
working committee by show
of hands, which he will de-
cide after returning to Delhi.
Of the 23 members of the
Congress Working Commit-
tee, 12 were to be elected by
the AICC delegates, and 11 were to be nominated by
the President. But it seems that there will be no elec-
tion now because there are indications of irregularities
in the AICC list as well. Differences have been found
in the list of about 1300 AICC representatives from 29
states and UTs  the list provided by the PCC, raising
questions about the role of Madhusudan Mistry  VP
Singh of the election committee, who have included
the names of their favorite people in the list. More or
less similar errors were seen in list of delegates dur-
ing election of the party President as well.

which India is a
dominant entity,
is the poster child
for climate
change. It is be-
cause the amount
of rain falling in India
has declined by 6 per cent
between 1951 and 2015.
What has been observed
is a repetition of wide-
spread unexpected
droughts and massive
downpours of water in
different parts of the
country. Thunderstorms,
lightning and very heavy
rainfall have become a
cause of concern for
weather scientists. They
are trying to understand
the underlying phenome-
na but their success has
been limited.
The reasons that not
much is clearly predicted
about weather conditions
in India are many but two
of them are well known.
Firstly, South Asian mon-
soons are one of the hard-
est natural processes to
understand. Secondly, al-
most all the methods and
mechanisms to predict
weather are based on
Western models. There is
no indigenous method for
India. As a result of this,
most Indian weather fore-
casts are based more on
experience than science.
Some progress has been
made but still, a lot of
work has to be done.
Since India’s lifeline is
monsoon, it is always ben-
eficial to understand its
basic phenomenon. The
northern hemisphere tilts
closer to the sun during
May. As a result, the land
heats and the air above
this hot land rises up. Be-
cause of this rise of air
upwards, trade winds
change their course and
flow in from the South
Arabian sea pushing
moisture-laden rain
clouds up towards the
Western Ghats. This phe-
nomenon brings rains to
Kerala and parts of South
India. It is because of this
phenomenon that every
Indian start enquiring
about the arrival of rain
in Kerala after the middle
of June every year.
Now curiosity may
arise as to how the rain
from Kerala spreads all
over India. Winds find
gaps in the Western
Ghats. As these gaps are
filled by wind currents,
the air power spreads wa-
ter-filled clouds across the
Indian subcontinent. It is
for this reason that envi-
ronmentalists cry foul
whenever government
starts disturbing the eco-
system of these Ghats.
Such people are saviours
of the future, not an anti-
nationalist crowd as is
claimed by greedy money-
bags.
Monsoons have become
erratic over the last seven
decades. This has hap-
pened because of the su-
percharged Indian Ocean
which has warmed more
than any other ocean.
Since 1870, the Indian
Ocean has warmed by 1.4
degrees Celsius. As a re-
sult of the hot ocean, the
trade winds have weak-
ened resulting in wide-
spread droughts or exces-
sive rains in the subconti-
nent. Some people on so-
cial media are seen to be
over joyous about the
plight of Pakistani people
begging for flour bags but
they forget that similar
can happen to the whole
subcontinent if mon-
soons fail even for one sin-
gle year. We all are sitting
on the edge of a danger-
ous cliff.
One painful thing about
South Asia including In-

more important than the
lives of people hence, it is
the blame game which ap-
pears more in the public
domain than any concrete
action plan.
Not many countries are
taking global warming se-
riously except for super-
fluous talks by political
leaders because the ma-
jority of the global popu-
lation has become God-
obsessed. People are fight-
ing verbal wars to save
the all-powerful, omnipo-
tent gods of their own
creation rather than do-
ing something to cool the
warming planet. There
would be extreme weath-
er events in the not-so-
distant future because of
huge changes in the oce-
anic atmosphere. Remem-
ber that oceans are a res-
ervoir of continuous heat
that supports all weather
events including drought,
cyclones and downpours
across the globe. Scien-
tists know this but they
don’t fully understand
these changes and their
effects on monsoons.
South Asia is home to
60 per cent of the global
population where people
depend on rain for their
survival including food
and other resources of
life. The majority of these
people, including the ur-
ban well-off population,
have no reserve food stock
at home. This makes this
part of the world highly
vulnerable to climatic
changes. With political
bosses deeply engrossed
in power games, it is the
duty of every thinking
citizen to start taking ac-
tion at the community
level.

  • 1. RAMESH BAIS TAKES OVER AS MAHARASHTRA GOVERNOR First India Bureau Mumbai: Ramesh Bais on Saturday took oath as the 20th Governor of Maharashtra, replacing Bhagat Singh Koshyari. Bais was adminis- tered the oath of office and secrecy by Acting Chief Justice of the Bombay High Court S V Gangapurwala at the Raj Bhavan here. Bais took oath in Marathi. State CM Eknath Shinde was present at the swearing-in ceremo- ny. Koshyari, who served as the Maharash- tra governor from Sep- tember 2019, resigned last week after a contro- versial tenure. Ramesh Bais was ap- pointed as the new Gov- ernor of Maha when Rashtrapati Bhavan transferred 13 governors of thecountry .Earlierhe served as the Governor of Jharkhand and Gov- ernor of Tripura. WHO IS RAMESH BAIS? Born on August 2, 1947, Ramesh Bais served as a minister of state during the Vajpayee government. Bais has been a Member of Parliament seven times. He started his political career as an BJP worker and also served as the MLA of Madhya Pradesh before the bifurcation of Chhattisgarh from Madhya Pradesh. He is known as a leader who has not lost a single election. STARTING FROM RAIPUR IN CHHATTISGARH Ramesh Bais has represent- ed the Raipur constituency in Chhattisgarh. He was first elected to Raipur Municipal Corporation in 1978. After this, the graph of his political career went up. He was a member of the Madhya Pradesh Legislative Assem- bly from 1980 to 1984. In 1989, he became a Member of Parliament for the first time from the Raipur Lok Sabha constituency of the then united Madhya Pradesh (now Chhattisgarh). After that he represented the Lok Sabha for seven consecutive terms. He is considered close to LK Advani. For this reason, his supporters say that his ticket was denied in the 2019 elections. NEVER LOST AN ELECTION Bais has not lost any election till now. Despite consecutive victories, his ticket was cut in 2019. This party was started by Balasa- heb Thackeray and his wish was that Uddhav Thackeray should run it, so that should have been the decision,” she said. However, she was also quick to point out that the EC’s decision is not likely to have much effect on voter sentiments. “When the NCP was formed there was no so- cial media but all the leaders worked hard. Within a few weeks the symbol reached every home in Maharashtra and we won and came to power. So, I am not look- ing at it as a very big challenge, even if it is disappointing,”shesaid. Congress used to have a ‘two bull- ocks with a yoke’ sym- bol. Later, when they lost it and adopted the ‘hand’ as their new symbol, people accept- ed it. First India Bureau Mumbai: A day after the Election Commis- sion (EC) recognized the rival faction led by Eknath Shinde as the real Shiv Sena, Uddhav Thackeray on Satur- day asked his support- ers to teach a lesson to the “thief ” who stole the party’s “bow and arrow” symbol. Addressing party workers outside the Thackeray residence Matoshree in suburban Bandra from a car with a sunroof, he said they should start preparing for elections. The EC decision, which deprived Uddhav of the control of the party founded by his fa- ther late Bal Thackeray in 1966, came at a time when elections to the Brihanmumbai Munic- ipal Corporation (BMC) are long due. Thackeray said the Bharatiya Janata Party (BJP) and Prime Minis- ter Narendra Modi should know that they will never be able to fin- ish off the Shiv Sena despite using the state machinery which has become their slave. “Are you scared? I have nothing to give you now,” he asked the gathering. His supporters shout- ed back that they were not, and asked him to give directions for the next move. “We should not rest till we teach the thief a lesson in elections. While recognizing the faction led by Eknath Shinde as the real Shiv Sena, the EC on Friday said the Ud- dhav Thackeray faction relied heavily on the 2018 constitution to stake claim to the poll symbol and the organi- zation. It reasoned that the poll panel had not been informed about these amendments. “Minutes of the meet- ing and its proceedings along with a video were submitted to the com- mission on April 04, 2018 by party leader Anil Desai,” Sawant, MP from Mumbai South, told reporters. “How can the poll body say it was not in- formed?” he asked. In its order, the EC, also noted that the 2018 amendments undid the democratic norms in- troduced in the party constitution of 1999 at the instance of the Commission. In the city budg- et for financial year 2023-24 presented on February 04, the Bri- hanmumbai Municipal Corporation has allot- ted Rs25 to improve air quality in the city . The budget also in- cludes five proposed measures to tackle road dust, which studies show is one of the ma- jor contributors to air pollution here. These include: Mechanical/ e- powered sweepers to settle the dust on roads, sprinklers to settle the dust on roads and pave- ments, vehicle-mounted misting equipment, ve- hicle-mounted air-puri- fication units, and ioni- zation-based air purifi- cation system for dust settlement. The BMC has ear- marked Rs10 crore for five vehicle-mounted air purification units at the city’s most crowded areas by the end of the fiscal. These would “filter out Par- ticulate Matter (PM) 2.5 and 10 and harmful gases such as carbon monoxide and nitro- gen dioxide,” accord- ing to a report in the Times of India. Road dust refers to solidparticlesgenerated during the handling and processing of road con- structionmaterialssuch asgravelandconcrete.It is also generated from turbulence due to pass- ing traffic, particularly inareaswithhightraffic volume where road sur- face erosion and tyre wear and tear is high. This leads to re-suspen- sion of loose particles, which become airborne, according to a report in The Indian Express. Road dust in Mumbai has doubled over the past decade, it adds. With this in mind, BMC has proposed a few additional steps—such as ensuring that vehi- cles wash their tyres be- fore leaving a construc- tion site, and ensuring that construction debris in covered when being transported offsite— curb road pollution, the report also says. The cops traced the man to Karjat in Raigad district, and reached out to him for counsel- ling, an official said. The crime branch came across the man’s Twitter thread on Fri- day evening. In a series of messages, he said that he used to sell ‘chikki’, a sweet made from nuts and jaggery or sugar, on trains but had suffered losses and several setbacks in his business ventures. He also said he was deep in debt and was planning to take his life. The crime branch alerted the cyber team of Mumbai police that gathered his contact de- tails and got in touch with him. “Around 5 am today, we picked him up from Karjat and brought him to our cyber de- partment at BKC for counselling. We learnt that he has a debt of nearly Rs3 lakh,” said the official. The court has grant- ed the stay until March 10 and sought informa- tion from the govern- ment on whether there is a policy dealing with old settlements within a protected monument. The petitioner’s counsel Pradnya Tale- kar contended that some of the tenements that have received the notice were even regu- larized. The bench led by Justice GS Patel told the State to justify these regularizations. According to the peti- tioners, they have been in possession of their homes for over three to six decades. These notices were issued by the Depart- ment of Archaeology under Section 21 (2) of the Maharashtra An- cient Monuments and Archeological Sites Re- mains Act, 1960 stating that demolition would be carried out within 30 days. On February 05, it was reported that the state government allot- ted the administration in Kolhapur Rs1 crore to get these “encroach- ments” near Vishal- garh fort removed. Some petitioners have even claimed that some right wing organ- izations have a part to play in these sudden notices being issued. The Kolhapur Dis- trict Collector Rahul Rekhawar had assured people that the “en- croachments” would be removed before Ma- hashivratri on Febru- ary 18, it was reported earlier. The Vishalgarh Conservation Commit- tee had issued a warn- ing to the administra- tion that if they were not successful in re- moving these “en- croachments” before Mahashivratri, they would remove them on their own. In a laudable decision the court also did not accept names put forth by the petitioners in the case. A bench headed by the Chief Jus- tice of India DY Chandrachud said that the court wanted to maintain full transparency and said it will itself choose persons for the panel. In November 2022 also Justice Chandrachud re- fused to accept a suggestion in a sealed envelope. In March last year even Justice NV Ramana, the former CJI, had declined to accept any suggestion from the government in an envelope. Encouraged by some CJI’s, the government resorts to the prac- ticewhenitwantssomeinforma- tion being made public as was done in Malayalam news chan- nel Media One’s case. The Nationalist Congress Party(NCP)presidentSharad Pawar advised Thackeray to accept the new name and symbol which EC will now al- lot. The advice makes sense. For Thackeray, accepting “Balasahebanchi Shiv Sena” (BSS) and “two swords and shield” as the party’s new name and symbol may not be difficult but he will be at a clear disadvantage when vot- ers press the button on the EVM. It may not be as disap- pointing as it appears be- cause Balasaheb as prefix will be a clear differentiator. Supporters of the original Shiv Sena should have no problem in identifying his party because of Balasaheb (Thackeray’s) name. All that Thackeray needs to do is to undertake a massive cam- paign to familiarise voters with the change. In Maharashtra the legacy of late Balasaheb Thackeray is probably still intact and that should be taken advan- tage of by the Uddhav camp. Uddhav should rather focus on the Rebia case which Eknath Shinde camp wants to be heard by a seven-judge. In my last letter I had expressed the hope that, inspite of certain differences of opinion and temperament, we should continue to pull together as we had done for so long. This was, I was glad to find, Bapu’s final opinion also. Now, with Bapu’s death everything is changed and we have to face a differ- ent and more difficult world. The old controversies have ceased to have much significance and it seems to me that the urgent need of the hour is for all of us to function as closely and co-operatively as possible. Indeed, there is no other way. I have been greatly distressed by the persistence of whispers and rumours about you and me, magnifying out of all proportions any differences we may have. This has spread to foreign ambassadors and foreign correspondents; mischief- makers take advantage of this and add to it. Even the Services are affected and this is bad. We must put an end to this mischief. It is over a quarter of a century since we have been closely associated with one another and we have faced many storms and perils together. We should also find an early opportunity to have a long talk and clear our minds of any doubts and difficulties that may be there. Continued harping on our differences in public or in private is bad for us, bad for the Services and Bad for the country. On January 16, the historic Shri Shiva Vishnu Temple in Car- rum Downs, Victoria, was vandalised in a similar manner. On January 12, the Swaminarayan temple in Melbourne was defaced by ‘anti-social elements’ with anti-In- dia graffiti. New Delhi (PTI): GST Council, the apex deci- sion-making authority, on Saturday reduced the taxrateonseveralitems, including liquid jagger and pencil sharpeners, besides rationalising late fee for the delayed filing of annual returns. Briefing media after the 49th meeting of the GST Council, Union Fi- nance Minister Nirma- la Sitharaman also in- formed that reports of the GoM (Group of Min- isters) on checking tax evasion by pan masala and gutkha industry, and on Goods and Ser- vices Tax Appellate Tri- bunals (GSTATs), have been taken on board. The Goods and Ser- vices Tax (GST) Council comprises finance min- isters of states and UTs. She also announced that the central govern- ment has decided to clear the entire pending balance GST compensa- tion of Rs 16,982 crore for June 2022. The Cen- tre has decided to re- lease the amount from its own resources and the same will be re- couped from the future compensation cess col- lection, she said. With this release, the Centre would clear the entire provisionally ad- missible compensation dues for five years as envisaged in the GST (Compensation to States) Act 2017, an of- ficial release said. The Centre will also clear the admissible final GST Compensation to those states who have provided revenue fig- ures certified by the Ac- countant General which amounts to Rs 16,524 crore, she said. Trai asks telcos to improve quality of services New Delhi (PTI): Amid rising instances of service quality issues and consum- er complaints, TRAI has asked telecom operators to report call drop and outage data at the state level also and take immediate steps to “demonstrate visible im- provement” in quality of service and connectivity experience for consumers across the country . On the issue of pesky promotional calls and mes- sages, TRAI said telcos will be asked to implement an AI/ML tool which has been found to be effective in de- tecting and blocking spam that is pushed by unregis- tered telemarketers through telephone num- bers (10 digits numbers). TRAI officials met tele- com companies to review service quality issues, norms for 5G services. TO BULK CONSUMERS FCI to offer 11.72 lakh tons wheat stock New Delhi (PTI): State- run Food Corporation of India (FCI) will offer 11.72 lakh tonnes of wheat to bulk consumers like flour millers during the third e- auction to be held next week, the food ministry said on Saturday . FCI plans to sell 25 lakh tonnes of wheat to bulk consumers under the Open Market Sale Scheme (OMSS) till March-end as part of the government’s measure to check rise in domestic prices. In the last two weekly e- auctions, about 12.98 lakh tonnes wheat was sold, out of which 8.96 lakh tonnes has already been lifted by the bidders which has re- sulted in cooling down of retail prices of wheat and atta. In a statement, the food ministry said FCI will offer 11.72 lakh tonnes of wheat from 620 depots across the country during the third e- auction to be held at 11 am on February 22. Bidders, who have regis- tered themselves on the e- portal of M-Junction by 10 pm on February 17, will be allowed to participate in the e-auction on February 22, it said. The last date for deposit and uploading of earnest money is Feb 21 till 2:30 pm. These new reserve pric- es are applicable from the third sale of wheat through e-auction. 500 AIRCRAFT ON ORDER FOR EXPANSION: INDIGO New Delhi (ANI): IndiGo has partnered with Turkish airlines to expand its reach to Europe and has ordered nearly 500 more aircraft as part of its expansion plan, said Vinay Malhotra, Head of International Sales, adding that it will help improve pas- senger services from India to Istanbul and to Europe. IndiGo has ordered flights from European giant Airbus and US Boeing both. Mal- hotra said the airline is cur- rently flying 1,800 flights a day and 10% of them on international routes. Malhotra said that as a codeshare agreement with the Turkish airlines, the IndGo will be able to carry passen- gers from India to Istanbul and from Istanbul to beyond.

The plea claimed that the Act violates funda- mental rights under Ar- ticle 14 of the Indian Constitution. “Even if the manage- ment of a temple is tak- en over to remedy the evil, the management must be handed over to the person concerned immediately after the evil stands are reme- died. Continuation of take over after the evil is remedied would be tantamount to usurpa- tion of proprietary rights or violation of fundamental rights guaranteed by the Con- stitution,” it stated. The plea further said, “By taking control over the Pandharpur temple, the state government has ousted the rights of Hindus to profess, prac- tice, and propagate their religion. (This has been done) to manage Hindu religious endowments and their own affairs in matters of religion. The Act has negated the freedom or autono- my within the religious community to manage the temple, he asserted. He, therefore, sought striking down of the Act. He had also written to the Governor of Ma- harashtra praying that the PTA be repealed. After no action was tak- en, he moved the court. The PIL sought an interim relief of con- stituting a committee in consultation with the priests, representa- tives of devotees (Warkaris) for appro- priate management of the temple free of gov- ernment control. Themovecomesamid allegationsof castebias, which the institute staunchly denied in a statement earlier. IIT-B has now asked students to come forward if they have “relevant” infor- mation on the alleged suicide of the Sched- uled-Caste student. The panel is headed by Professor Nand Kishore and also has SC/ST Students Cell members, including faculty and students, a few student mentor co- ordinators and the in- charge chief medical officer of IIT-B hospi- tal, institute Director Subhasis Chaudhuri said in a statement on Saturday . The Powai police are already investigating the issue, and have also visited Solanki’s home in Ahmedabad. Highlighting that Prof. Nand Kishore was the chief vigilance of- ficer of IIT-B until re- cently and is experi- enced “in these mat- ters”, Chaudhari said that the committee is actively meeting every- one who might have rel- evant information. IIT-B and the police are actively investigat- ing the “environment, incidents, and reasons behind Darshan’s trag- ic death”, Chaudhari said in the statement. The police have inter- viewed a large number of people, and also tak- en Solanki’s phone and laptop for forensic anal- ysis, he said. Calling some media reports about the stu- dent's death “prema- ture”, Chaudhari also said that “as the matter is sub-judice so we can- not comment on the causes until either the police report or our in- quiry committee report is ready”. Solanki’s family on Wednesday had claimed that he faced discrimi- nation at the IIT-B for belonging to an SC com- munity and maintained that there was a strong possibility that he was “murdered”. The woman told the police that Khandare had allegedly entered into a relationship with her in 2012 by promis- ing to marry her. She also said that Khandare raped her at knife point, and claimed that she gave birth to a son after the incident. She further alleged that Khandare and his aides threatened to kill her. Based on her com- plaint, police have booked Khandare along with his aides Mahadev Bhosale, Dashrath Ga- wali and a woman, un- der sections 376, 377, 406, 420, 506 (2), 34 of the Indian Penal Code. Khandare was a Shiv Sena MLA during 1994- 1999 from Solapur. He was the minister for so- cial justice and minis- ter of state for sports in the Sena-Bharatiya Ja- nata Party government, which was in power in Maharashtra during this period. Rape case against ex-min Khandare ‘Why were Wadhawans not arrested in Patra Chawl case?’ Mumbai (PTI): The Bombay High Court on Saturday asked the En- forcement Directorate (ED) why it never arrest- ed the main accused in the Patra Chawl redevel- opment case while seek- ing cancellation of bail granted to Shiv Sena MP Sanjay Raut. Sanjay Raut and co- accused Pravin Raut were granted bail by a special court for money laundering cases on No- vember 09, 2022, more than a hundred days af- ter they were arrested. The ED moved the HC against the bail the same day and sought an interim stay, but the HC then refused to pass any interim order. On Saturday, Justice NR Borkar held a spe- cial sitting to hear the ED’s plea. The judge asked why the central agency had not arrested Sarang and Rakesh Wadhawan, pro- moters of the Housing Development and Infra- structure Ltd (HDIL) whohavebeennamedas the main accused. Additional Solicitor General Anil Singh, ap- pearing for the ED, ar- gued that the special court took into consid- eration irrelevant mate- rial while grating bail. “The judge has ex- ceeded jurisdiction and rendered a finding against the predicate of- fence. There are certain observations which were not required and no one had even argued that. Those are uncalled for and not required,” he said. When Singh was reading out charges against Sarang and Rakesh Wadhawan, the court asked if the ED had arrested the duo in the present case. AfterSinghsaidithad not, the court stated, “They are the main ac- cused...If they are re- leased on bail in sched- uled offence, then what happens?” The court hearing will continue on March 02. Earlier this 85th session of Congress was called in Raipur for three days i.e. from February 24-26. Now it is believed that instead of 24, the session will start on 25 and end on 26. Everyone’s eyes were fixed on this conference because after 26 years the elections of the Congress Working Committee were to be held. But now, it is believed that this CWC election will be postponed and Party President Mallikarjun Kharge will be authorised to elect a representative for the working committee by show of hands, which he will de- cide after returning to Delhi. Of the 23 members of the Congress Working Commit- tee, 12 were to be elected by the AICC delegates, and 11 were to be nominated by the President. But it seems that there will be no elec- tion now because there are indications of irregularities in the AICC list as well. It is be- cause the amount of rain falling in India has declined by 6 per cent between 1951 and 2015. What has been observed is a repetition of wide- spread unexpected droughts and massive downpours of water in different parts of the country. Thunderstorms, lightning and very heavy rainfall have become a cause of concern for weather scientists. They are trying to understand the underlying phenome- na but their success has been limited. The reasons that not much is clearly predicted about weather conditions in India are many but two of them are well known. Firstly, South Asian mon- soons are one of the hard- est natural processes to understand. Secondly, al- most all the methods and mechanisms to predict weather are based on Western models. There is no indigenous method for India. As a result of this, most Indian weather fore- casts are based more on experience than science. Some progress has been made but still, a lot of work has to be done. Since India’s lifeline is monsoon, it is always ben- eficial to understand its basic phenomenon. The northern hemisphere tilts closer to the sun during May. As a result, the land heats and the air above this hot land rises up. Be- cause of this rise of air upwards, trade winds change their course and flow in from the South Arabian sea pushing moisture-laden rain clouds up towards the Western Ghats. This phe- nomenon brings rains to Kerala and parts of South India. It is because of this phenomenon that every Indian start enquiring about the arrival of rain in Kerala after the middle of June every year. Now curiosity may arise as to how the rain from Kerala spreads all over India. Winds find gaps in the Western Ghats. As these gaps are filled by wind currents, the air power spreads wa- ter-filled clouds across the Indian subcontinent. It is for this reason that envi- ronmentalists cry foul whenever government starts disturbing the eco- system of these Ghats. Such people are saviours of the future, not an anti- nationalist crowd as is claimed by greedy money- bags. Monsoons have become erratic over the last seven decades. This has hap- pened because of the su- percharged Indian Ocean which has warmed more than any other ocean. Since 1870, the Indian Ocean has warmed by 1.4 degrees Celsius. As a re- sult of the hot ocean, the trade winds have weak- ened resulting in wide- spread droughts or exces- sive rains in the subconti- nent. Some people on so- cial media are seen to be over joyous about the plight of Pakistani people begging for flour bags but they forget that similar can happen to the whole subcontinent if mon- soons fail even for one sin- gle year. We all are sitting on the edge of a danger- ous cliff. One painful thing about South Asia including In- dia is that it is not pre- pared for sudden disas- ters. In Kerala, it is the local population that has created a system of watch- ing the levels of rivers and rain with the help of village volunteers. These people keep a keen look on certain marked levels whenever it rains and warn people on What- sApp to save themselves are their belongings. As far as the government is concerned, neither the Central nor the state has done anything worth- while to mention. In In- dia, the future of a politi- cal party has become more important than the lives of people hence, it is the blame game which ap- pears more in the public domain than any concrete action plan. Not many countries are taking global warming se- riously except for super- fluous talks by political leaders because the ma- jority of the global popu- lation has become God- obsessed. People are fight- ing verbal wars to save the all-powerful, omnipo- tent gods of their own creation rather than do- ing something to cool the warming planet. There would be extreme weath- er events in the not-so- distant future because of huge changes in the oce- anic atmosphere. Remem- ber that oceans are a res- ervoir of continuous heat that supports all weather events including drought, cyclones and downpours across the globe. Scien- tists know this but they don’t fully understand these changes and their effects on monsoons. South Asia is home to 60 per cent of the global population where people depend on rain for their survival including food and other resources of life. The majority of these people, including the ur- ban well-off population, have no reserve food stock at home. This makes this part of the world highly vulnerable to climatic changes. With political bosses deeply engrossed in power games, it is the duty of every thinking citizen to start taking ac- tion at the community level.
