6. STRUCTURAL INTEGRITY
• Structural integrity is the ability of an item—either a
structural component or a structure consisting of many
components—to hold together under a load, including its
own weight, without breaking or deforming excessively.
• It assures that the construction will perform its designed
function during reasonable use, for as long as its intended
life span.
• Items are constructed with structural integrity to prevent
catastrophic failure, which can result in injuries, severe
damage, death, and/or monetary losses.

9. Synonym: Damage Tolerance
• Property of a structure relating to its ability to sustain
defects safely until repair can be effected.
• The approach to engineering design to account for damage
tolerance is based on the assumption that flaws can exist in
any structure and such flaws propagate with usage.
• In engineering, structure is considered to be damage tolerant
if a maintenance program has been implemented that will
result in the detection and repair of accidental damage,
corrosion and fatigue cracking before such damage reduces
the residual strength of the structure below an acceptable
limit.

10. Synonym: Graceful Degradation
• Ability of a computer, machine, electronic system or network
to maintain limited functionality even when a large portion
of it has been destroyed or rendered inoperative. The
purpose of graceful degradation is to prevent catastrophic
failure.
• Ideally, even the simultaneous loss of multiple components
does not cause downtime in a system with this feature.
• In graceful degradation, the operating efficiency or speed
declines gradually as an increasing number of components
fail.

11. STRUCTURAL ROBUSTNESS
• Capacity of a structure (structural system) to show regular
decrease of its structural quality (integrity) due to negative
causes.
• It implies:
a) some smoothness of the decrease of structural
performance due to negative events
(intensive feature);
a) some limited spatial spread of the ruptures
(extensive feature).

25. CASCADE EFFECT / CHAIN REACTION
• A cascade effect is an inevitable and sometimes unforeseen
chain of events due to an act affecting a system.
• In biology, the term cascade refers to a process that, once
started, proceeds stepwise to its full, seemingly inevitable,
conclusion.
• A chain reaction is the cumulative effect produced when
one event sets off a chain of similar events.
• It typically refers to a linked sequence of events where the

78. CONCLUSIONI
1. Solo l’esame e la valutazione di tutta la catena logica che può
portare alla crisi strutturale permette consapevolmente di
assumere decisioni e assunzioni di responsabilità.
2. Considerare uno solo dei passi precedenti (ad es. il
monitoraggio, per quanto anche di moda oggigiorno – ovvero
aumentare il corpus normativo) è parziale, fallace e foriero di
errori di valutazione.
3. E’ da considerare che non esistono automatismi per arrivare a
un giudizio nell’ingegneria.
4. E’ necessario chiedersi chi alla fine è il decisore, ovvero chi si
assume la responsabilità civile e penale, quanta autorità è
necessaria per decidere e quanta ne ha il singolo in effetti a
disposizione.

86. The Almö Bridge (inaugurated in 1960), that connected the island of
Tjörn (Sweden's 7th largest island) to the mainland. The bridge collapsed
January 18th 1980, when the bulk carrier MS Star Clipper struck the
bridge arch. Eight people died that night as they drove over the edge
until the road on the Tjörn side was closed 40 minutes after the
accident. A new cable-stayed bridge, Tjörn Bridge, was built and
inaugurated in 1981.

90. A Black Swan is an event with the following three attributes.
1. First, it is an outlier, as it lies outside the realm of regular expectations, because nothing in
the past can convincingly point to its possibility.
Rarity -The event is a surprise (to the observer).
2. Second, it carries an extreme 'impact'.
Extreme “impact” - the event has a major effect.
3. Third, in spite of its outlier status, human nature makes us concoct explanations for its
occurrence after the fact, making it explainable and predictable.
Retrospective (though not prospective) predictability - After the first
recorded instance of the event, it is rationalized by hindsight, as if it could have been
expected; that is, the relevant data were available but unaccounted for in risk mitigation
programs. The same is true for the personal perception by individuals.

• La robustezza garantisce la sopravvivenza della struttura agli eventi e anche agli
errori umani.
• Attenzione al clima e al contesto in cui si è sviluppata la progettazione. La
concezione strutturale da i geni alla struttura.
• Attenzione all’organizzazione come sistema della struttura: quali sono le parti più
importanti, quelle critiche, elementi secondari ma che possono creare danno.
• Le crisi strutturali sono conseguenza dell’allineamento di diverse debolezze, da
quelle nella concezione, quelle nel calcolo e nel disegno, quelle realizzative, quelle
legate all’uso e all’intervento di eventi accidentali / eccezionali, fino alla mancata
manutenzione e al monitoraggio inidoneo. L’elefantiasi delle norme è foriera di
crisi.
• L’analisi è un processo strutturato esplorativo, in cui è essenziale valutare la
sensibilità della risposta strutturale e la sua delimitazione. In particolare, i
procedimenti dell’ingegneria forense sono essenziali.
• Solo la valutazione di tutta la catena logica permette consapevolmente di
assumere decisioni e assunzioni di responsabilità. Considerare uno solo dei passi
precedenti (ad es. il monitoraggio) è fallace e foriero di errori di valutazione.
