BRIDGING DRR AND CCA
THROUGH ECOSYSTEMS
MANAGEMENT:
A case study from IUCN’s work
Camille Buyck
IUCN Headquarters, Switzerland
INTERNATIONAL UNION FOR CONSERVATION OF NATURE
Introduction
• DRR and CCA approach differ:
-> different policy fora
-> different stakeholders and institutions
-> different language and approach
Introduction
• Ecosystem services = entry point for
integration of the 2 approaches:
-> EbA and eco-DRR both focus on ecosystem
management, restoration and conservation
for increasing resilience of people.
-> Similar activities in the field
Why Is It Important to Integrate
Ecosystem based DRR (eco-DRR)
&
Ecosystem based Adaptation
(EbA)?
Why Integrated Approaches for DRR and CCA?
DRR
continues to be reactive
preparedness continues to focus
on preparing for the looming
disaster NOT on reducing risks,
including underlying risks
Response and recovery do NOT
focus on building back better
Slow onset hazards are often
overlooked/under-resourced
CCA
proactively focuses on future
CCA focuses on reducing longer
term underlying risks to cope with
future changes
Principles of climate resilient
development and planning can
facilitate building back better
Provides an opportunity to reduce
the risks of slow onset hazards
Why Integrated Approaches for DRR and CCA?
DRR
Focuses on hazard
management
DRR provides a concrete
entry point, despite
uncertainties surrounding
CC
These mechanisms exist in
DRR, much to learn from
CCA
Does not take into account
immediate and short term
hazards
May find it challenging to
convince key stakeholders
to invest in CCA
Establishing local to global
policy, practice and funding
mechanisms
Ecosystems protecting
infrastructures and
communities (EPIC)
Implementing Ecosystem-Based DRR
EPIC Outcome
Ecosystem services are recognised, promoted
and conserved as an integral part of disaster
risk reduction policy, planning and
programming in the 6 target countries and in
key global processes such as implementation
of The Hyogo Framework of Action of UN-ISDR,
and climate change adaption framework of the
UNFCCC.

Approach:
VCA, Promoting Local Innovations tool:
 Focusing on CC vulnerability and nature-based
solutions (“innovations”)
 Building on indigenous knowledge and capacities
to define the next steps (restoration activities)
Aim = document and upscale those “innovations”
for enhancing CCA and livelihood in the region

Policy influencing:
 working closely with the relevant ministries of
each country, and local/sub-national stakeholders
 produce advocacy material for policy makers
Capacity building:
 dissemination of newly developed climate change
adaptation tools, approaches and dialogues

IN THE FIELD:
In Burkina Faso:
 Main Vulnerabilities identified = drought and high
temperature, floods, wind, desertification
 “Innovations”:
- Soil restoration through Zaï and “stone bunds”;
- Replanting for increasing the vegetation cover and
restoring banks (erosion and silting).

Adaptation Strategies in West Africa
WEST AFRICA
IN THE FIELD:
In Senegal:
 Main Vulnerabilities = floods, soil salinization,
drought, erosion
 “Innovations”:
- Mechanism for regulating the exploitation of
forest resources and fishery;
- Building anti-salt bunds with local materials;
- “Assisted Natural Regeneration” for conserving
forest resources.
Key entry points for integrating
Eco-DRR/CCA in projects
• Aim of the project helps defining the best
approach and actors
• Eco-DRR approach should be climate-proof,
taking future changes and long-term impacts
into consideration
• Tools (VCAs)
• Policy influence: linking DRR bodies with
Environment (often hosting CC strategies)
Challenges
• Scientific knowledge base
• Policy gaps between CCA and DRR
• Best practices
• Awareness raising amongst donors
Conclusion
• Disaster as an entry point for CCA, especially
when data is lacking
• Ecosystems management and restoration as a
common mean to achieve DRR/CCA goals
• Link with development and poverty reduction
(human well-being is central to both approaches)
Thank you

Notes de l'éditeur

  1. Risk of poor project design and mal adaptation if both long-term CC and multiple hazards are not taken into account. Call for integration of the 2 approaches
  2. Synergies and complementarities between DRR and CCA -> ecosystems can be an effective solution for BOTH! Similar activities but often labelled as EbA OR eco-DRR Ecosystem based Adaptation: “The use of biodiversity and ecosystem services as part of an overall adaptation strategy to help people to adapt to the adverse effects of climate change.” CBD 2009 Ecosystem based Disaster Risk Reduction: “Sustainable management, conservation and restoration of ecosystems to provide services that reduce disaster risk by mitigating hazards and by increasing livelihood resilience.” PEDRR 2013
  3. Because of synergies and complementarities between DRR and CCA and the fact that ecosystems can be an effective solution for BOTH! So looking at DRR and CCA links...
  4. DRR negatives that can be addressed by CCA DRR mostly reactive while CCA clearly proactive DRR doesn’t focus on reducing underlying risk, while CCA does to cope with future changes CCA can also facilitate the building back better, and look at slow onset hazards, that are often overlooked by DRR
  5. CCA negatives that can be addressed by DRR CCA doesn’t look at immediate hazards, and may find it difficult to convince for investment in CC, while DRR focuses on hazards management which can be seen as an entry point, because disasters are how communities/ society feel that CC is occuring
  6. Global: ICI initiative, 5 years Multiple hazards/ scenarios in 6 countries Both rapid and slow-onset hazards (incl. CC)
  7. Outcome = The actual goal of the project, i.e. changes that can be directly causally attributed to the project. It also comprises the process of change that intermediaries and target groups go through when they make use of the outputs (products, goods, services and sets of regulations/standards) generated by the project. + 3 outputs = Learning framework (collating science based knowledge) + policy influencing and capacity building (PEDRR material) + MSD
  9. West Africa: CC increasing frequency and severity of climatic hazards in the region Floods, drought (slow-onset) Ecosystems restoration and local knowledge for improving livelihood and food security (sustainable agriculture)
  10. Research Activities: Assess the consequences of extreme events on environment and on poverty incidence Make an inventory of endogenous strategies of adaptation to climate change Demonstrate the best integrated strategies Disseminate the best strategies in selected sites
  11. Develop each point with concrete example from Senegal and Burkina Faso: Aim = CCA in West Africa -> well understood and already felt by communities that struggle for livelihood. No CC models available so need to work on specific climatic hazards as an entry point, with the view of long-term actions Tools = mainly CCA tools, but PLI allows to identify main threats (hazards) that communities would like to cope with Policy: often the challenge, because DRR is hosted by Min of Interior and Civil Society, while CCA is hosted by Min of Envmt -> need to bring them together (MSD!!)
  12. And yes, in communicating this, building on the existing work, there are a number of challenges we face – scientific knowledge base – mostly qualititative anecdotes, require empricial research, quantitative analyses Policy gaps – ecosystem management for DRR is not covered in environment management policies (where CCA ususally sits) and neither in disaster management policies – lots to do compiling good practices – since the links are not obvious to many practitioners, its challenging to collate best practices, also the limited scientific knowledge makes it challenging to trial/implement strategies and practices to establish best practices. Economic argument - who pays for conservation in the long term? Who proves that it is more effective than building a dam? Many work on the role of coral reefs, on forest restoration. This is ongoing, but there are gaps and still a lot to do to cover if we want to reach the policy. Problem: donors often finance projects either on ecosystems or on DRR, but do not fund projects DRR based on ecosystems. So we must work with them to make them understand that this is an area in which the evidence is starting to emerge, but we must continue in this direction for strong evidence of the effectiveness of our approach. Another problem is convincing our own community! Not always easy for them to understand the role of ecosystems for DRR.
