  4. 4. © ICLEI 2017 The four steps to identify tender opportunities for GPP Identification of relevant contracting authoritiesSTEP 1 ● By Contracting Authorities (CA) is meant the State, regional or local authorities, bodies governed by public law or associations formed by one or much of such authorities or bodies governed by public law (Directive 2014/24/EU) ● This means the State, the city/municipality, regional administrations... ● ... But also public hospitals, universities, schools, prisons, port and water authorities, etc.

Already published tenders are no longer able to be influenced, but might offer a good opportunity to analysis how the CA operate or what kind of criteria are usually included.
