10.
11. The training aims to shape and develop both trainee's physical strength
and mental prowess. The PNP doctrines are transforms trainees into
responsible and discipline police officers. Moreover, the Philippine National
Police has widened its goals and objectives in this field, becoming more
challenging and unusual which is not ordinary like other departments. It is the
duty of the police officers to stay alert, reduce the fear of crime and keep the
community safe. The Field Training Program (FTP) is intended to provide a
standardized program to familiarize a new officer with the policies,
procedures, and operations of the PNP.
The FTP will be used to facilitate the orientation and training of police
officers to produce a competent peace officer capable of working a
uniformed, solo patrol assignment in a safe, skillful, productive, and
professional manner, to provide standardized training to all newly assigned
patrol officers in the practical application of learned information and to
provide clear standards for the law enforcement profession.
12.
13. For the PATROL PHASE we were introduced to the
fundamental knowledge in patrol being one of the
law enforcement functions of the Philippine National
Police (PNP). Including several methods such as
beat patrol, vehicle patrol (mobile and motorcycle),
foot patrol, air patrol and more.
14. For the INVESTIGATION PHASE, we have gained knowledge on
how to accomplish the blotter properly and the introduction of
Incident Report Form in the evolving world of policing.
Likewise, report writing, making of affidavit of arrest, actual
experience through observation in different court hearings and
fusion of Barangay Justice System as basic investigation.
Also, we were exposed to different scenarios through
simulation exercises, table top exercises and actual
experiences in the field in order to reinforce knowledge and
develop our skills.
15. For the TRAFFIC PHASE, we were able to have an
increased understanding and skills in addressing any
setbacks and provision of innovative traffic
management services for a more coordinated, better and
safer community. Thus we were, given an overview of
the actual performance of a police officers in the field
focusing on the standard traffic management
procedures and processes in the locality.
16.
17. Patrolling has been very useful in the police service as a tool in the
crime deterrence. Those bad elements are hesitant to commit
crime if there is a police presence in the streets. In addition, good
rapport to the community and gaining confidence being beat
patroller has been gained in the continuous conduct of community
interaction and engagement. Through intense patrolling conducted
by the police officers in the field, it has been observed that there
was a significant records of downtrends of crimes, thus, a need for
appropriate budget for these logistical equipment particularly for
the mobile and motorcycle patrol is a must.
18. During the Investigation Phase, we observed that it
is important for police officers to be knowledgeable
on the basic and fundamental understanding in
investigation as one of the law enforcement
functions of the Philippine National Police. Through
this way, we are molded to being more effective,
credible and capable police officers in the field of
investigation.
19. To sum up, for the Traffic Phase, as we learned the
movement or flow of vehicles, pedestrians, and goods
from point of origin to destination, the usual traffic
violations are: driving against traffic flow/ behavior of
riders/drivers, traffic congestions, over speeding and
defective roads. We find that road traffic violation
monitoring can effectively regulate driving behaviors and
reduce speeding.
20.
21. We were able to acquire efficiency and expertise on
these effects: developed patrol skills thru beat
patrolling; thrived in the conduct of foot or mobile
patrol operations using proper and correct procedures
learned; demonstrated correct use of radio codes and
radio operations in communication; applied appropriate
arrest techniques, hand-to-hand combat and weapon
skills in every police operation; and relate knowledge
on Philippine Laws, Rules and Regulations in all
interventions dealt with.
22. We were able to define our job as the first person to arrive at the crime
scene in order to protect, preserve and secure the vital evidence
necessary in the investigation of the case; distinguished what law is
applicable for every violation, committed and penalized under the
Revised Penal Code and Special Laws as the basic foundation to
effectively perform job as law enforcers; familiarized the proper use of
Police Blotter and Incident Report Form (IRF) as an instrument of
recording all administrative and operational aspects of the police
station; make a complete and accurate spot report and prepare an
affidavit of arrest as an instrument to support the filing of case in court.
23. We were able to defined traffic and its
processes; appreciate and value the traffic
management processes to further promote
awareness as part of their professional and
personal growth; and acquire the basic and
fundamental skills on traffic procedures.
24.
25. The following are the issues and concerns found
during Field Training Program:
oPolice Trainee is not familiar in the assigned beat
area;
oThere is an existing worries and fears of interacting
with the community people especially in this time of
pandemic/ health crisis;
oLess appreciated by some individuals when known
to some that deployed police is a trainee; and
oCitizens assumed that police trainee knows
everything.
26.
27. As Police Trainees, we need to develop
competencies relevant to the position as new
police officers. This Training Program helps
each one of us achieve specific objectives to
be successful in the organization that we will
be evolving with. Thus, a need to demonstrate
effective police officer performance through
application of knowledge and skills from this
training will produce desirable result.
28.
29. With the learnings from the phases we completed, we recommend that those prevailing incidents in
the ICPS3 AOR, a must to strengthen police community relation to all populace especially in
remote/hinterland barangays through maximizing the deployment of uniformed personnel in crime
prone areas to conduct police visibility, conduct beat or preventive mobile patrol, establish of more
checkpoints in strategic areas and places of convergence and strengthen intelligence gathering, will
surely deter criminals from perpetrating their lawless activity and increase the trust and confidence
of the public towards the law enforcers thus help in our campaign in preventing the occurrence of
crimes.
Drawing up on the anatomy of these occurrences, the following are respectfully recommended; a.
Assignment on augmentation of additional personnel to cover the depleted strength of the local
police unit; b. Developing force multipliers based on the foreground of the Barangays; c.
Intensification of the Pro-Active campaign to discourage occurrence of criminal incidents; and d.
Initiation of collaborative initiatives between the barangay leaders to address local problems
affecting security and order.
