The criteria for the government to decide to implement digital switchover are:
 “When 50% of listening is to digital; and
 When national DAB coverage is comparable to FM coverage; and
 Local DAB reaches 90% of the population and all major roads”
However, these criteria are not included in the Digital Economy Act 2010, in
which the government is only required to:
 “Have regard to any report submitted by Ofcom or the BBC”
As a result, the government could decide upon a switchover date without
reference to the agreed industry criteria

Digital radio switchover will not happen because:
 Consumer demand for DAB radio stalled from 2009 [see slides pp.9-15]
 Criteria will not be met by 2013 [see slides pp.9-15]
 In-car DAB receiver penetration remains far too low (~1% of car parc)
 There is insufficient spectrum on local DAB multiplexes to accommodate all
existing analogue radio stations
 BBC cannot abandon universal reception of national radio (BBC Charter)
 Commercial radio cannot afford to discard half its hours listened
 Abandoning FM spectrum would precipitate unprecedented pirate radio
activity
 Switchover criterion is for “digital radio” rather than “DAB radio” 

One of the UK government’s criterion for switchover to DAB is that:
 Digital radio’s share of total radio listening must exceed 50% (rather than
“DAB radio’s share of …”)
However:
 ‘Digital radio’ comprises listening via Freeview, FreeSat, IP-connected devices
and DAB
As a result:
 The major criterion for switchover to DAB is not directly connected to
consumer usage of the DAB platform

Consumer confusion exists in the reporting of platform usage to RAJAR:
 I have a DAB radio, therefore all my listening must be ‘DAB’
 My ‘digital’ [clock] bedside radio says ‘digital’ on the front
 The presenter keeps talking about ‘digital radio’ so I must be listening on
digital
 RAJAR shows local FM commercial radio stations achieving listening on the
DAB platform that do not simulcast (past or present) on DAB

The danger is that, even once this criterion is ‘apparently’ achieved:
 Digital radio’s share of total radio listening must exceed 50%
…… in reality, less than 50% of radio listening might be being derived from the
DAB platform.
In this situation:
 Switch-off of FM transmitters could prove disastrous for broadcasters
 Huge volumes of radio listening might be lost

Current trends will continue:
 Much of the commercial radio sector will continue to be unprofitable
 Young people will continue to spend less time with broadcast radio
 Broadcast radio without a Unique Selling Point will lose listener traction
 For content delivered to connected devices, the distinctions between
‘broadcast radio’ and ‘internet radio’, between ‘live’ and ‘on-demand’
content, between Ofcom/BBC radio and unlicensed radio, and between UK
content and foreign content will increasingly blur
 Unless broadcasters add significant value to music offerings, their output
becomes less attractive than Spotify or Last.fm or We7 (where the user
experience can be customised)
 Curated programmes, rather than playlisted music streams, will increasingly
be radio’s strength

Without a definite date set for switchover to DAB:
 Standalone DAB radio stations (such as Planet Rock), none of which have
apparently yet proven profitable, will close
 Group-owned DAB radio stations will be subjected to cost-benefit analysis to
determine their futures
 Consumer sales of DAB radio receivers are likely to decline further
 The continuing requirement to ‘simulcast’ local analogue commercial radio
stations on DAB will becomes the industry’s most pressing issue
 The return on investment anticipated from DAB across the value chain since
the 1990s will have to be written off
 The future for radio will be multi-platform

The UK industry requires a strategy for increasing growth in IP-delivered audio
content (viz UK Radioplayer):
 The BBC has already digitised and added metadata to its archive radio content
[BBC Trust approval required for public offering]
 The UK commercial radio sector has to adopt a forward-looking strategy for
content delivered by IP, rather than merely simulcasting
 For example, a 1991 David Rodigan reggae show on KISS FM could offer better
monetisation prospects on-demand online than a playlist-based daytime show
from last week
 Commercial radio could have invested in aggregating online audio on-demand
had it not been pre-occupied with DAB

In the long run:
 The ‘intermediary’ role of commercial radio will become less valuable (viz
record companies in the music marketplace)
 Presenters/curators (Gilles Peterson or Ricky Gervais) are serving content to
users globally and directly via IP without the need for radio stations
 Listening will increasingly fragment away from live mass broadcast shows (the
Chris Tarrant show’s success on Capital Radio will never be repeated)
 Genuinely local content will remain a Unique Selling Point for local radio,
more so following closures of local newspapers and local TV news
 Commercial radio has to think of itself as a producer of (unique) content, with
distinct programme strategies for broadcast and online

resources pursuing an ambition that was backward-looking (DAB as a UK
closed broadcast platform), rather than focusing on the business potential
offered by accelerating growth in IP-delivered content (the internet as a
global open platform)
If UK commercial radio does not update its strategy, it will continue to decline

(1) The Secretary of State may give notice to OFCOM nominating a date for
digital switchover for the post-commencement services specified or
described in the notice.
(2) When nominating a date, or considering whether to nominate a date, the
Secretary of State must have regard to any report submitted by OFCOM or
the BBC under section 67(1)(b) of the Broadcasting Act 1996 (review of
digital radio broadcasting).
(3) The Secretary of State —
(a) may nominate different dates for different services, and
(b) may give notice to OFCOM withdrawing a nomination under this section.”

I believe that, in 2013, the government will postpone fixing a switchover date
Why?:
 None of the switchover criteria have been met
 No prospect of the criteria being met within this government's lifetime
 Broadcasting minister Ed Vaizey receives more consumer complaints about
DAB radio than any other issue
 Easier politically to kick DAB into the long grass than to scrap switchover
 Government can easily blame:
 the radio industry for not fulfilling the Digital Radio Action Plan
 the recession for declining DAB radio receiver sales
 the advertising market for reducing commercial radio’s profitability
 the Licence Fee settlement for BBC cutbacks

The Conservatives have been adamant that DAB switchover will only happen if it
is supported by the consumer:
 “If, and it is a big if, the consumer is ready, we will support a 2015
switchover date. But, as I have already said, it is the consumer, through their
listening habits and purchasing decisions, who will ultimately determine the
case for switchover.” Ed Vaizey, Minister for Broadcasting, July 2010
 “Government’s new emphasis on consumers should provide the focus to
ensure consumer concerns and needs regarding digital radio are addressed,
thereby reducing the barriers to voluntary take-up.” Consumer Expert Group,

Before forming a government in 2010, the Conservatives had been critical of
DAB switchover plans:
 “We have got to be concerned that people will be ready before any
switchover takes place and that there won’t be literally millions of analogue
radios which suddenly become redundant. As you know, the government has
set a provisional target date of 2015 and we are sceptical about whether
that target can actually be met.” Ed Vaizey, March 2010
 “We have also got to think about consumer anger. Consumers are people that
the radio sector needs. It’s going through a very tough patch. We don’t want
to switch off listeners by suddenly saying that we are not going to – that we
are going to force you to have a new radio, and there’s a real danger, if we
do that, that they might start listening to their iPods and their CD players
instead. … At the moment, we seem to be getting into this mindset where we
want to force it on the public, even though the public can’t really see what

Considerations for Bauer Radio as a broadcaster:
 Bauer acquired EMAP Radio in 2007 for £422m (3.0x pro forma 2007
revenues, 23.4x pro forma 2007 operating profit) with a 13% operating margin
and earnings of £25 per 1,000 hours listened
 In its balance sheet, what proportion of the value of Bauer Radio’s intangible
assets is ascribed to FM radio licences (their scarcity value), rather than the
brands that broadcast via those licences?
 In contrast to FM, the intrinsic value of a DAB radio licence is zero (no
scarcity)
 FM transmitter switch-off could have considerable balance sheet valuation
implications

 Conversely, a government decision to postpone a switchover date would

eroded in the long run by declining sector revenues)

 The notion that DAB could create a ‘walled garden’ for UK broadcasters is
dead
 A comparison between DAB and the success of Freeview in the television

 In order to entirely rescind their financial commitments to the DAB platform,
it has been suggested previously that DAB multiplex licensee companies could
be placed in voluntary liquidation
 The implications on group P&L accounts and corporation tax would have to be
considered by company accountants
 Without a relevant local DAB platform on which to simulcast, local commercial
radio licensees could no longer be required to pay DAB carriage fees, and
existing carriage contracts could be reneged

The attached document ‘Future Strategy For Radio Platforms’ concludes that:
 Although legislation requires the insertion of a condition into the local radio
licence contract at the point of automatic licence renewal “requiring the
licence holder to do all that he can to ensure that” a DAB service is broadcast
