2. What does Joint Programming do?
• Bringing countries together to address major societal challenges that
cannot be solved solely at the national level
• Alleviate compartmentalisation of public research funding in the EU
• Align national programmes to minimise duplication, bring critical
mass, make efficient use of limited financial resources
• Identify national priorities and provide coherence between
participating countries
• Voluntary participation of Member States in those joint activities
where it seems useful for them
• New ways of working together

• FACCE-JPI was launched by Council of the EU in 2010
• Addresses the challenges of sustainable agricultural development &
enhanced food security in the face of climate change
• 24 Member-Countries (of which New Zealand as Associate Member); 2
observers (EC, EU Standing Committee on Agricultural Research)
• Mobilised financial resources so far: over €100 M (variable geometry)
• Link with and relevance to H2020 Societal Challenge 2 (Food Security,
Sustainable Agriculture, Water, Bio-economy) and Societal Challenge 5
(Climate Action)

Vision: Create an integrated European Research Area that
addresses the challenges of Agriculture, Food Security and Climate
Change with a view to achieving sustainable growth in agricultural
production, meet increasing food demand and develop a European
bio-based economy, while maintaining and restoring ecosystem
services
Mission: Promote the integration and alignment of national
research resources in Europe under a common research strategy,
to address the diverse challenges in agriculture, food security and
climate change

12. Portfolio of multilateral research = data!
• We have a considerable portfolio of research – all this research is
generating data that could be valuable to others
• FACCE’s initial priorities were to overcome barriers to fund research
together – and data sharing wasn’t specifically factored in.
• FACCE’s research comprises interacting individual national grants -
some funders have open policies, not others – not a uniform
approach at the joint action level
• Workshop organised to work out what we need to do for these and
future research projects

• Heard from many other initiatives – what is our role in the landscape
of open data and data sharing?
• Research infrastructures (e.g. Elixir, ENVRIplus)
• Data management/analysis services (e.g. FAIRDOM)
• EU and international initiatives (e.g. EOSC; RDA; CGIAR Big Data
Platform; EIP-Agri)
• FAIR principles
• We are not a “data initiative” and not looking to reinvent the wheel.
We need to learn from and work with others to maximise benefit
(extends to today)

14. Next steps for FACCE-JPI
• Recommendations adopted by our Governing Board – May 2018
• FACCE-JPI to actively be an advocate of FAIR data principles
• FACCE-JPI common data sharing policy, looking at best practice etc – buy-in
from wide group of funders
• Who we need to work with to achieve this? What can we do
retrospectively?
• Look to engage with industry/stakeholders/farmers etc where there are
untapped sources of data relevant to FACCE’s remit that could be used in
public research for mutual gain – co-design, early engagement
• New developments and roadmaps are vital for us to understand our role in
the landscape – this side event is a great example of this
• We have work ahead of us, and we are looking forward to working with
others in this fast moving environment
