1. Introduction

Ethics infrastructure and coordinating directorate
has primarily an objective of
 Identifying
 Convincing
 organizing ,
 supporting and
 mobilizing Public actors against corruption
and promoting Ethics.
Our directorate has prepared 2012 a First six-
month plan inlign with world bank plans and
objectives.
The progressive report Contains the directorate
main activities implemented for the last 6 month

1. Conducting one federal and regional anti-
corruption Commissions joint forum
2. Providing 4 TOT trainings for leaders and
members of religious institutions (200
participants )
3. Provide one capacity building training for New
higher institutions ethics and anti corruption
clubs leaders and members

4.Conduct one experience sharing forum for anti-
corruption Ethics infrastructures members ,
Coalitions on Good practices and lesson learned .
5.Conduct one higher institutions ethics clubs
forum leaders experience sharing on Good
practices and lesson learned .
6.Conduct one panel discussion on religious
institutions role in the fight of corruption and
sensitizing of Ethics .

Religious Institutions and the Citizens' Participation in the
Process of Strengthening Anti-Corruption System and
Ethics Building ” with practical reflection on current issues
 It is conducted in collaboration with Ethiopian inter
religious authority .

Results

 Ethics infrastructure leaders and members became
active and vibrant to Ethics and anti corruption issues
 Advocacy and sensitization becomes center of Ethics
infrastructure members agenda and plan
 Capacity and awareness of junior pubic actors is raised
 Common practices , key agendas and challenges were
identified and shared among public actors
 The theme of Partnership and Collaboration visibly
understand by anti corruption actors

 Anti Corruption movement is started to out reached
to grass root level
 Internally and Externally Coordination and
partnership Gains momentum.
 Ethiopian Inter religious authority
 Sharing of Experience among public actors became
a new dimension of intervention
 Federal And regional Ethics infrastructure challenges
and area of Intervention clearly identified and
became center of future of Intervention.

9. Recommendations / Way forwards

 If Possible , The five Year World bank activities should
be Revisit or reprograming to accommodate current area
of Intervention and customize to change of mandate and
structure .
 Relevant Activities should be planned and lead by the
appropriate directorate .
 Budget allocation and planned activities should be
reconcile and Updated / inflation should be taken into
consideration /.
 Budget allocation should be early approved and apply for
non routine activities

  • 3. Ethics infrastructure and coordinating directorate has primarily an objective of  Identifying  Convincing  organizing ,  supporting and  mobilizing Public actors against corruption and promoting Ethics. Our directorate has prepared 2012 a First six- month plan inlign with world bank plans and objectives. The progressive report Contains the directorate main activities implemented for the last 6 month 3

  • 5. 1. Conducting one federal and regional anti- corruption Commissions joint forum 2. Providing 4 TOT trainings for leaders and members of religious institutions (200 participants ) 3. Provide one capacity building training for New higher institutions ethics and anti corruption clubs leaders and members 5
  • 6. 4.Conduct one experience sharing forum for anti- corruption Ethics infrastructures members , Coalitions on Good practices and lesson learned . 5.Conduct one higher institutions ethics clubs forum leaders experience sharing on Good practices and lesson learned . 6.Conduct one panel discussion on religious institutions role in the fight of corruption and sensitizing of Ethics . 6

Provide 4 TOT trainings (200 participants ) for religious institutions members A/Training Topics  Ethics concept ( Both Literature and theological concepts )  Corruption literature concept  Presenting MOU of FEAC and Ethiopian Inter religious council and 2012 Action Plan  On issues of Collaboration and Coordination B/ Venue and Number of Participants  Adama : Kereyu hill and resort hotel  Date: September, 6 -10/2012 E.C  2 workshop - Number of participants: 83/100 (83%) 9

A/Discussion Agendas  Best practices of Ethics infrastructures 2011 organized by Ethics infrastructure coordinating directorate  Discuss on challenges shared by Both Federal and Regional Ethics infrastructures members  Present on supervision Report on the performance report of anti corruption Coalitions and higher education ethics and anti corruption Clubs B/ Venue and Number of Participants  Adama : Kereyu hill and resort hotel  Date: November, 27 - 28/2012 E.C  Number of participants: 62/ 69 (90.5%) 11
  • 12. 6.Conduct one panel discussion on religious institutions role in the fight of corruption and sensitizing of Ethics A/ Discussion Agendas  Conducting panel discussion on the theme of “The Role of Religious Institutions and the Citizens' Participation in the Process of Strengthening Anti-Corruption System and Ethics Building ” with practical reflection on current issues  It is conducted in collaboration with Ethiopian inter religious authority . B/ Venue and Number of Participants  Addis Ababa : Friendship hotel  Date: December, 23/2012 E.C  Number of participants: 53/100 (53%) 12

  • 14.  Activities not implemented due to shortage of Finance / budget /  Higher institutions ethics clubs experience sharing forum  Two category of TOT for religious institutions members  To solve the issue, higher officials has formally notified and briefly report to FEACC Temporary world bank project coordinator 14
  • 16.  Ethics infrastructure leaders and members became active and vibrant to Ethics and anti corruption issues  Advocacy and sensitization becomes center of Ethics infrastructure members agenda and plan  Capacity and awareness of junior pubic actors is raised  Common practices , key agendas and challenges were identified and shared among public actors  The theme of Partnership and Collaboration visibly understand by anti corruption actors 16
  • 18. Budget constraint . It influences  Under planning  Planned Activities  Peace and Security problems. It diminish the participation of some stack holders . Specially  University members  Religious institutions members 18
  • 19.  deliance of hotel Procurement – ( affects quality and Participation )  Over lapping of Schedules with other programs / Ordinary plan /  Less coordination of activities and Scattered programs among departments  High complain on Lack of support of Regional anti corruption Coalitions 19
  • 21.  Anti Corruption movement is started to out reached to grass root level  Internally and Externally Coordination and partnership Gains momentum.  Ethiopian Inter religious authority  Sharing of Experience among public actors became a new dimension of intervention  Federal And regional Ethics infrastructure challenges and area of Intervention clearly identified and became center of future of Intervention. 21

  • 23.  If Possible , The five Year World bank activities should be Revisit or reprograming to accommodate current area of Intervention and customize to change of mandate and structure .  Relevant Activities should be planned and lead by the appropriate directorate .  Budget allocation and planned activities should be reconcile and Updated / inflation should be taken into consideration /.  Budget allocation should be early approved and apply for non routine activities 23
