According to the results of an online survey
For Fair and Transparent Customs
* In this questionnaire "smuggling" meant moving across the customs border of Ukraine
outside customs control or with concealment from customs control of goods that are not
covered by the current Criminal Code of Ukraine.
2. ABOUTTHESURVEY
The popularity of "smuggled" goods among consumers
Survey "Popularity of "smuggled" goods among consumers" was conducted by the Public Initiative "For Fair
and Transparent Customs“ (Initiative) online from 6 to 15 July 2020. This is the fifth in a series of surveys
conducted by the Initiative twice a month.
The purpose of the survey was to assess the prevalence in the Ukrainian market of goods imported in violation of
customs regulations, to determine the attitude of consumers to such goods and willingness to consume such goods.
• We found out how often and where (in stores, markets, online, etc.) consumers can buy goods imported in
violation of customs regulations. Such goods can occur in various categories: from food and clothing to perfumes,
toys or household appliances.
• In order to determine consumer awareness of whether there is “smuggled” goods among the goods they buy, we
asked whether consumers assumed the presence of “smuggled“ goods among those they bought and whether
they bought such goods knowingly.
• Respondents also indicated whether it mattered to them whether the goods they had purchased had been
officially imported and how, in their opinion, the smuggling of commercial goods affected Ukraine's economy and
the well-being of citizens. Finally, respondents were asked to say whether it is necessary to combat the smuggling
of goods, and if so - who exactly (the state, business, consumers) should do it.
• 76 respondents took part in the survey.

3. RESPONDENTS
• Respondents from 15 regions of Ukraine (Vinnytsia, Volyn,
Dnipropetrovsk, Zhytomyr, Zakarpattia, Kyiv, Lviv, Odesa, Poltava,
Rivne, Kharkiv, Kherson, Cherkasy, Chernivtsi and Chernihiv) and Kyiv
city took part in the online survey.
• The age of the respondents is from 23 to 60 years, the average age is
40 years

14. CONCLUSIONS
ATTITUDE TO CONSUMPTION OF "SMUGGLED" GOODS
• As expected, food and household chemicals are among the goods that consumers buy most often. Home
appliances, electronic devices ("gadgets") and toys are rarely bought.
• Buying goods online is almost as common as buying them in large stores or supermarkets - three quarters
of respondents said they buy goods online. However, this indicator could be influenced by the fact that the
survey was conducted online, i.e. respondents who use the Internet and social networks are likely to be more
likely to shop online.
• According to the respondents, they could buy the most "smuggled" goods among food, household
appliances and electronic devices. Also, these products can be quite common among clothing and
household chemicals.
• Competitive price is the main reason why, according to respondents, "smuggled" goods are in demand. The
ability to buy unavailable goods is also an important reason for buying such goods, but not as decisive as the
best price.
• One third of respondents knew or were mostly informed that his or her purchases included goods imported
in violation of customs regulations, although two out of five respondents said they did not know or were
not interested in whether they were among the goods they bought, such that were imported in violation of
customs regulations.

ATTITUDE TO CONSUMPTION OF "SMUGGLED" GOODS
• At the same time, almost two thirds of respondents (58%) said that they would buy or in some cases buy goods,
even if they knew in advance that they were imported unofficially. This indicates that the benefits of buying such
goods (better price, range, quality, etc.) are a more important factor for a significant proportion of consumers
than the financial and legal aspects of importing goods in violation of customs regulations.
• The main factor in the consumption of "smuggled" goods is the price (88% of respondents), also important is the
ability to buy goods that are not officially imported, "which are not in the country" (55% of respondents).
• More than half of respondents (52%) said that it was important for them that the goods were imported in
violation of the customs regime, and 55% of respondents expressed a willingness to buy officially
imported goods instead of those imported unofficially, even at higher prices.
BRIEFLY: So, the attitude of Ukrainian consumers to "smuggled" goods consists of contradictory judgments. On
the one hand, such goods are often bought because of the lower price and better range. On the other hand, it is
important for the consumer how the goods are imported, and he or she is ready or rather ready to buy a similar
product, officially imported, even at a higher price.
WHAT TO DO: Information activities and campaigns aimed at raising consumer awareness of the origin of
goods in the market can potentially change consumer behavior towards increasing the conscious choice to buy
officially cleared goods.

INFLUENCE OF "SMUGGLING" ON THE ECONOMY AND WELL-BEING OF CITIZENS
• 55% of respondents believe that the "smuggling" of goods has a negative impact on both the country's economy
and citizens. Slightly fewer respondents (42%) believe that "smuggling" has a positive effect on the welfare of
citizens, although negatively - on the economy of Ukraine. The rest (3%) believe that this is positive for both the
economy and citizens.
BRIEFLY: There are two opposing views on the impact of "smuggling" on the welfare of citizens, who have about
the same share of supporters (according to our online survey).
WHAT TO DO: Citizens need to be made more aware of the direct link between the economic situation in the
country and their own well-being.

17. FIGHT AGAINST "SMUGGLING" OF COMMERCIAL GOODS
• 47% of respondents believe that all smuggling should be tackled, regardless of size, and 46% of
respondents think that it is necessary to “create jobs and develop the economy to eliminate the need
for smuggling.” 38% believe that customs rates should be reduced to eliminate the need for
smuggling, and 30% believe that it is necessary to fight smuggling only on a large scale.
• Only less than a third of respondents (28%) believe that it is possible to stop all or virtually all
"smuggling" of goods, the rest are less optimistic and have reservations. 35% of respondents are
pessimistic about the possibility of combating "smuggling" (they think that this phenomenon can not
be stopped, because "by stopping some schemes, others will immediately appear"), 37% believe that
"big smuggling" can be overcome, but smuggling in small volumes will still remain.
• The main participants in the fight against "smuggling" of commercial goods, according to
respondents, are the State Customs Service (88%), the State Border Service (55%), the Government
of Ukraine (48%), conscious consumers (43%), the Security Service of Ukraine (38%), business that
pays all duties (33%), the State Tax Service (32%) and the Verkhovna Rada (32%).

18. FIGHT AGAINST "SMUGGLING"
BRIEFLY: Large-scale "smuggling" must be combated. And the chance of success is quite high: it is
necessary not only to counter "smuggling", but also to create economic opportunities when "smuggling"
becomes economically unprofitable and unnecessary. This is the important role of citizens (or consumers)
and their conscious attitude to consumption, understanding the relationship between their own well-being
and the economic situation in the country.
WHAT TO DO: It is necessary to counteract "smuggling" by using a set of border control tools, and to
create conditions when "smuggling" becomes unprofitable for business and unnecessary for the consumer,
to increase consumer awareness of the connection between their own well-being and the economic
situation in the country. It is necessary to raise public awareness of how state and local budgets are used.
