- OECCA-BENIN was established by Decree 2004-03 of 27 April 2006.Regional integration is one of the main pillars of the development strategy of Bénin. One of the main elements of that strategy is represented by the West African Economic and Monetary Union (WAEMU) which aims to develop a free trade area between its member states (Bénin, Burkina Faso, Côte d'Ivoire, Guinea Bissau, Mali, Niger, Senegal, and Togo), support a common currency (the Franc CFA), and develop common economic projects. Since its creation, OECCA-Bénin has been particularly involved at both the national and regional level to further improvethe quality of professional regulation and standard-setting. The current President of OECCA-Bénin, Mr Christian Migan,is also the chair of the Commission de NormalisationComptable (CNC-OHADA) which sets common business regulations for its member states and accounting standards (OHADA standards). Bénin has adopted OHADA‘s universal commercial code to govern commercial disputes and bankruptcies. Bénin is also a member state of the BanqueCentrale des Etatsd’Afrique de l’Ouest (BCEAO), which oversees the activities of banks and financial institutions.OECCA-Bénin is an active member of the Association of Accountancy Bodies in West Africa (ABWA) and the FédérationInternationale des Experts-ComptablesFrancophones (FIDEF), which are both IFAC Acknowledged AccountancyGroupings. The professional accountancy organization is also a founding member of the Pan-African Federation of Accountants (PAFA), which was established in May 2011.OECCA-Benin has a history of cooperation with and support from the World Bank, and acts almost as a “strategic partner” in the development of accounting and auditing in West Africa.In 2006 OECCA-BENIN membership was 45 Chartered Accountants and 27 Certified Accountants.In 2012, it comprised98 professional,10 in business and 50 aspiring accountants. OECCA-Benin was admitted to IFAC Associate Membership in 2011.
- What was the nature of your mentoring partnership?Objective(s):Technical assistance to ROSC recommendationssteeringcommittee, toassist in enabling the implementation of ROSC recommendationsissued on March 27, 2009. Formalsponsorship of OECCA-BENIN application to IFAC.Partners:French bodies DDPI (Département du Développement des Partenariats Internationaux) and CNCC, France Auditors (Compagnie Nationale des Commissaires aux Comptes) Formation:Past President of ONECCA CameroonlobbiedDPPI’s Bernard Kleinerto support OECCA-BENIN. This came afterhesaw apresentation on the workdone by OECCA Benin sinceitscreation to develop the national profession and set professional standards. Thementoringpartnershipwassigned by OECCA Benin and DDPI during the CameroonInstitute’sannualcongress (state YEAR)Activities:Support the development of OECCA-BENIN action plan complyingwith IFAC requirements, Technical assistance to OECCA-BENIN’s Commissions, Review OECCA-BENIN relevant texts.Deliverables:Awareness on compliance and full respect of IFAC 7 SMOs,Awareness of the benefit OECCA-BENIN and BENIN itselfcoulddrawfromadhering to IFAC vision to serve public interest,Awarenessthat OECCA-BENIN can help in a South-South mentoringapproach, under the supervision of our Mentors DDPI/CSOEC and CNCC to help someorganizations of WAEMU, CEMAC and OHADA areas willing to complywith IFAC requirments and apply for membership.
- Successes?Opportunity to get the notion of mentoring appropriated and the pre-mentoring approach under Mentors supervision.Become as expected IFAC associate member.Win authorities recognition and respect from donors-Our expectations are satisfied and OECCA-BENIN has its multi annual Action plan and is IFAC associate member OECCA-BENIN will serve public interest better.Our expectations are exceeded because mentoring lead to a new perspectice on pre-mentoring approach wesuggesting to make a prior “clean up” / compliance works under the supervision and the intervention of the Mentor. Unexpected benefit was the ability to conduct a “pre-mentoring” mission among some institutes fromWAEMU, CEMAC and OHADA area to apply for IFAC membership. OECCA-BENIN worked during 4 months (Decemberto march 2011) to help Niger, Burkina Faso, Mali apply for IFAC membership.What were the challenges?: Running and financing DDPI planned priority activities related to IFAC membership, with linguistic barrier, the utmost challenge for francophone to appropriate the application tools. French version will be helpful. The review for compliance of by-laws not yet effective. At WEAMU, OHADA level adoption of ISA, ISQC1, IPSAS, IFRS is still in process. As matter of fact, both Institutions wished to implement harmonized professional standards. This could be foreseen because of donor grant availability and administrative arrangements. What were the lessons learned?Mentoring helps improve the Mentee compliance to IFAC requirements at legal, structural level. Mentoring has really impulsed OECCA-BENIN which is more confident and able to share its knowledge with PAOs in the region with the continuing support of its mentor.
